ADJOURNMENT C BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING JANUARY 14, 2019 The Elgin Board of Health quarterly meeting was held on Monday, January 14, 2019, in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:30 p.m. Members Present: Dr. Dorothea Poulos, Joni Courtney, Jeanine Seitz- Partridge, Jason Smith Staff Present: Brad Bohner, Public Health Coordinator Eric Weiss, Water Director Others Present: Gloria Casas, freelance writer for the Courier News Members Absent: Dr. Bryan Blazer, Cynthia Siedsma-Applehoff Approval of Minutes: Dr. Poulos moved to approve the minutes from the October 8, 2018 Board of Health quarterly meeting. Joni Courtney seconded the motion. The motion was adopted by a vote of three yes, zero no, and one abstention. DISCUSSION OF AMENDED ELGIN MUNICIPAL CODE SECTION 14.04 "LEAD WATER SERVICE PIPE REPLACEMENT" Eric Weiss addressed the Board to discuss Elgin's new lead water service pipe replacement program. In older homes, Elgin property owners will have to replace lead pipes on their properties or sign a waiver and commit to drinking bottled or filtered water for two years when the city does construction work nearby. Construction work such as water main work, road work, and sewer installation can shake water pipes, resulting in the protective coating inside the pipes coming loose, allowing lead to leach into the water for a period of time. Property owners will be notified before any construction begins and will be given three options. The first is to hire a plumber of their choice to replace their lead service lines at their own cost. The second option is to use a plumber approved by the city and receive a zero-interest loan of up to $4,800. The loan repayment would be $80 per month for up to five years; but low to moderate income residents can repay the loan in up to 10 years at $40 per month. The third option is to sign a waiver and commit for two years to drinking bottled or filtered water. The city will provide a free water filter pitcher, or faucet-mounted water filter along with four replacement cartridges. Once the water main work is done, the city will test the water for the presence of lead within 30 days, and retest at 6, 12, 18, and 24 months. Property owners will be charged for the five tests. Page Two Minutes of Meeting January 14, 2019 r Water Director Eric Weiss said he expects the first notification letters to be mailed to property owners in January, as construction work could begin as early as March. Landlords will be required to inform tenants about their plans. Property owners who don't comply with any of the three options, or fail to repay the loan, may have their water shut off. If the city has to perform emergency water main or pipe work, property owners will be given water filters and will have six months to select one of the three options. Mr. Weiss stated the new rule only applies to the portion of lead pipes on private property running from the property line to the water meter, not lead pipes inside homes. The Board of Health discussed this matter at length with Mr. Weiss. Members of the Board agreed that a large part of this program should be educating citizens of the health risks of lead in the water, and of the health benefits that accompany either replacing lead water service lines or properly using water filters. The Board identified several instances where local physicians, health care workers, or health departments can assist in educating the public about this issue. Mr. Weiss asked that any further questions or comments that the Board may have can be sent directly to Mr. Bohner. REVIEW OF FOURTH QUARTER OF 2018 The following establishments opened in the last quarter of 2018: Billy Brick's Wood Fired Pizza Cafe, Larkin Mobile, Andy's Frozen Custard, La Michoacana de Pueblo Magico, and Kubo Sushi and Sake Lounge. Master Molded opened a retail food store for their employees. Taqueria El Tio closed and reopened as Taqueria Mexico Lindo. AM Restaurante closed and reopened as Lark and Owl Eatery. Rubio's Restaurant, and Uncorporate American Beverage closed. Subway, BP, Speedway, and Dunkin Donuts on Dundee Avenue were restricted from selling prepared food for one day due to a water main repair and boil order notice. McDonald's on Summit Street was closed for three days due to a fire. Approximately 1,400 pounds of food was discarded from eight different establishments due to either a loss of power, fire damage, temperature abuse, or that food was obtained from an unapproved source. REVIEW OF THE YEAR END REPORT OF 2018 The Health Department licensed 431 food establishments and conducted 1,078 food service inspections in 2018. This represents an increase of over 100% of the number of food establishments in the past 25 years. Due to the increase in the number of food establishment inspections required, and since the Public Health Coordinator temporarily acted as the Code Enforcement Manager in November and December, no vending machines were inspected, and very few barber shops, daycare centers, tattoo parlors, and massage establishments were inspected. All public swimming facilities and scavenger trucks were inspected as required by code, and all complaints were investigated in a timely manner. ADJOURNMENT C BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING APRIL 8,2019 The Elgin Board of Health quarterly meeting was held on Monday, April 8, 2019 in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:25 p.m. Members Present: Dr. Dorothea Poulos Cynthia Applehoff-Siedsma Jason Smith Joni Courtney, Staff Present: Brad Bohner,Public Health Coordinator Members Absent: Dr. Bryan Blazer,Jeanine Seitz-Partridge Others Present: Gil Feliciano, Drug Free Communities Coordinator for Coalition for a Safe and Healthy Elgin Jack Wheatley, Lead Pastor for Greater Grace Community Church OTHER BUSINESS Gil Feliciano introduced himself to the Board of Health as the Drug Free Communities Coordinator for the Coalition for a Safe and Healthy Elgin. His role and mission is to work with teens, youth, and parents to promote a safe and healthy community free of violence, underage drinking and smoking, and substance abuse through education, prevention and action. Also in attendance was Jack Wheatley, the Lead Pastor for Greater Grace Community Church. Mr. Wheatley works as a spiritual liaison with Mr. Feliciano. The Board of Health, Mr. Feliciano, and Mr. Wheatley discussed topics and opportunities wherein each group might assist the other in promoting and ensuring the health and safety for Elgin residents. APPROVAL OF MINUTES Dr. Poulos moved to approve the minutes from the January 14, 2019 Board of Health quarterly meeting. Joni Courtney seconded the motion. The motion was adopted by a vote of three yes, zero no, and one abstention. REVIEW FIRST QUARTER OF 2019 Lina's Filipino Market opened. In the Neighborhood Deli inside the Gail Borden Public Library, GR8 Mart, Dairy Queen at Tyler Creek Plaza, Dimples Donuts, Elgin Marathon, San Juanita Bakery, J & K Mini Mart, and Nulife Wellness Center Warriors closed. Sherman West Court is now Avantra Elgin, and Domani Café closed and reopened as Highland Café. Page Two Minutes of Meeting April 8,2019 Approximately 70 pounds of food was discarded from Jewel on Larkin due to a fire in the deli, and about 5 pounds of food was discarded from Camaroncito Loco for being held for more than 7 days. The owner of the Shared Dream Kitchen was found liable and fined twice for remodeling and installing a hood system without permits, and was also fined for operating the Dream Hall with an inoperable elevator. MISCELLANEOUS Dr.Poulos discussed the recent amendment of the Elgin Municipal Code regarding the lead water service pipe replacement program. She was asked by a Councilperson that if the first two water samples the City tests after construction do not show the presence of lead, are the next three water sample tests necessary? Mr. Bohner stated he had forwarded this question to the Eric Weiss,the Water Director for the City of Elgin but had not yet received a response. Mr. Bohner stated that discussions have taken place to change the testing protocol,but the ordinance has not been changed since its adoption by the City Council in February. Mr. Bohner will follow up with the Water Director regarding this question. Dr. Poulos made a motion for the Board of Health to adopt the following statement: "The Board of Health supports the current ordinance passed by the City Council that requires the City of Elgin to test for the presence of lead, in homes that sign a waiver in lieu of replacing their lead water service pipe, at intervals of 30 days, and 6, 12, 18 and 24 months."The motion was adopted four yes and zero no. Joni Courtney seconded the motion. The motion was adopted by.a vote of three yes, zero no, and one abstention. DISCUSSION OF ELGIN'S LEAD WATER SERVICE PIPE REPLACEMENT PROGRAM Eric Weiss, the Water Director for the City of Elgin spoke again about the lead water service pipe replacement program in areas of the city where road construction is occurring, specifically regarding an acknowledgement waiver form that property owners must sign if they choose not to replace their lead water service pipe. This waiver includes the option of using either bottled water or a point of use water filter in the residence for at least two years. The City of Elgin Water Department is currently providing these residences with a filter and two replacement cartridges. After much discussion, Dr. Poulos made a motion for the Board of Health to adopt the following statement: "The Elgin Board of Health recommends the Elgin City Council, at the City of Elgin's expense, fund a sampling of a small percentage of residential units where the owner has signed an acknowledgement waiver form and has installed a faucet mounted filter to determine if the lead level is thereafter below the 15 parts per billion action level." The motion was adopted 4 yes and zero no. DISCUSSION OF THE LEGALIZATION AND SALE OF CANNABIS The board discussed the various advantages and detriments of the legalization of recreational marijuana use throughout Illinois next year, as well as the sale of legal cannabis within the City of Elgin. The Board of Health was unanimous in their concern that the City Council did not consult the Board of Health for their professional position before the sale of cannabis was approved within Elgin. Page Two Minutes of Meeting October 7, 2019 DISCUSSION OF THE PSYCHIATRIC UNIT AT AMITA HEALTH ST. JOSEPH HOSPITAL ELGIN The Board talked at length regarding the possible closing of the psychiatric unit at Amita St.Joseph Hospital. The hospital had previously considered closing this unit,but has since announced this function of the hospital will remain open. However, the Board was concerned that the hospital may close it in the future. Therefore,Dr.Poulos made a motion for the Board of Health to adopt the following motion: The Board of Heath supports the decision of Amita St. Joseph Hospital in maintaining the continuing operation of the psychiatric unit, as this provides a vital and necessary service to the City of Elgin." The motion was adopted 4 yes and 0 no. REVIEW OF THE SECOND QUARTER OF 2019 Ten food establishments and one massage establishment opened. Five food establishments closed. The Health Department closed 2 food establishments for 24 — 48 hours due to a loss of public water from water main breaks. Food was discarded from 6 food establishments, and the Health Department attended 2 adjudication hearings at which the owners were found liable of Health Code violations. REVIEW OF THE THIRD QUARTER OF 2019 Nine food establishments opened, and five closed. The Health Department closed 4 food establishments for 1 to 7 days due to various Health Code violations. The Health Department discarded food from 4 food establishments, and attended an adjudication hearing at which the owner was found liable for Health Code violations.Twelve swimming facilities were closed for 24—48 hours due to improper pH or disinfectant levels.
