ADJOURNMENT C BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING January 8,2018 The Elgin Board of Health quarterly meeting was held on Monday, January 8, 2018 in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:33 p.m. Members Present: Dr. Dorothea Poulos, Jeanine Seitz-Partridge, Joni Courtney, Jason Smith Cynthia Applehoff-Siedsma, Dr. Bryan Blazer Staff Present: Brad Bohner, Public Health Coordinator Members Absent: None Approval of Minutes: Jeanine Seitz-Partridge moved to approve the minutes from the October 9, 2017 Board of Health quarterly meeting. Jason Smith seconded the motion. The motion was adopted by a vote of four yes,two abstention, and zero no. REVIEW OF FOURTH QUARTER OF 2017 The following food handling establishments opened in Elgin in the last quarter of 2017: Beef Shack, Denny's, McAlister's Deli, and Bumblebee Playground Café. Printpak, and Winergy exchanged their vending machines for small retail food stores. Elgin Food Mart opened immediately after Villa Super Mini Mart closed. Village Pizza lost power and a sprinkler head discharged in the kitchen causing the loss of approximately 200 pounds of food. The Public Health Coordinator discarded about 20 pounds of food from Rosati's Pizza on two separate occasions as the owner was using an inoperable warming unit to store hot food, causing food to be held at the incorrect temperature. Lastly,Xing Panda was closed the last week of the year and has yet to reopen due to a fire suppression discharge in their hood system. 2017 YEAR END REPORT Mr. Bohner reviewed the year-end report with the Board. Although the number of food handling establishments has doubled the past twenty years, the Health Department was able to conduct routine sanitary inspections and complaint investigations of all licensed, seasonal and temporary establishments again this past year. During 2017,21 food handling establishments opened and 20 closed, along with 2 daycares closing. The Department temporary suspended food establishment licenses on 7 occasions, and destroyed about 900 pounds of food on 17 different instances. In addition, adjudication hearing were held for 6 establishment resulting in total fines of$600. Page Two Minutes of Meeting January 8, 2018 The Health Department also conducted 97 complaint inspections of food handling establishments, 16 of which were complaints of food borne illness. Eighty other inspections were completed regarding nuisance,air,water, light, or noise pollution. Lastly, 7 public swimming facilities were closed for more than 24 hours due to either improper disinfectant levels, turbidity, or unsatisfactory water sample results. Mr. Bohner explained the goals for the health Department in 2018 will include adopting the U.S. Public Health Service Food and Drug Administration Food Code to replace the repealed Illinois Department of Public Health Food Service Sanitation Code. The Health Department will also begin to utilize the City of Elgin software to input data from these inspections in addition to the Kane County Health Department software. OTHER BUSINESS Mr. Bohner reported that he and his supervisor recently met with Michael Isaacson, Assistant Director of Community Health of the Kane County Health Department,to discuss recommending to the City Council to adopt a change to the Elgin Municipal Code to prohibit the sale of tobacco and nicotine products to individuals under the age of 21. No other municipalities in Kane County have adopted a similar ordinance. Mr. Bohner stated that although the Board of Health was unanimous in recommending that the City Council adopt such an ordinance, the City Manager's Office does not plan to ask the City Council to do so at this time. The meeting was called to order by Dr. Poulos at 7:27 p.m. Members Present: Dr. Dorothea Poulos, Joni Courtney, Jason Smith, Cynthia Applehoff-Siedsma, Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Jeanine Seitz-Partridge, Dr. Bryan Blazer Approval of Minutes: Joni Courtney moved to approve the minutes from the January 8, 2018 Board of Health quarterly meeting. Cynthia Applehoff-Siedsma seconded the motion. The motion was adopted by a vote of four yes and zero no. r OTHER BUSINESS Dr. Poulos stated that she had recently had discussions with City of Elgin Mayor Captain regarding adopting a change to the Elgin Municipal Code to prohibit the sale of tobacco and nicotine products to individuals under the age of 21. Recently the City of Aurora adopted a similar ordinance, and Dr. Poulos and the Mayor both wish to recommend that the Elgin City Council adopt a similar ordinance. The Board of Health drafted the following statement: The Board of Health again urges that the Elgin City Council reviews Senate Bill 3011 and considers adopting a similar change to the Elgin Municipal Code to prohibit the sale of tobacco and nicotine products to anyone under the age of 21. After much discussion the motion was adopted by a vote of four yes zero no. REVIEW OF FIRST QUARTER OF 2018 The following food handling establishments received their occupancies in Elgin in the first quarter of 2018: Oasis on 20, Dunkin Donuts on Route 20, Oaxaca Café, Fit Partners Nutrition, Centro de Informacion food pantry, Dream Hall, Legit Dogs and Ice, and UA Taproom. Roll N Donut closed and reopened as Dimples Donuts, Dulceria Las Guacamallas closed and reopened as La Coquetta Antojitos, Nany Mexican Gorditas closed and reopened as Pastigel Gorditas, and Kendal's Kountry Kitchen closed and reopened as AM Restaurante. In the Neighborhood Deli closed on Edison Avenue and in r the Gail Borden Public Library, and reopened in the library as In the Neighborhood Dream Deli. Page Two Minutes of Meeting April 9, 2018 In the first quarter of 2018, NJT Oriental Market closed. The Health Department closed Xing Panda for 25 days and discarded approximately 535 pounds of food in January after a fire suppression discharge in the kitchen. The restaurant closed in March. Food was discarded from Rosati's Pizza on two occasions due to temperature abuse, and the restaurant was fined $150 at an adjudication hearing for storing food in an inoperable warming unit. Food was also discarded from Oaxaca Café, and Mel's Pizza for temperature abuse. Luiz Produce and Trout Park concession stand no longer sell potentially hazardous food. The meeting was called to order by Dr. Poulos at 7:28 p.m. Members Present: Dr. Dorothea Poulos, Joni Courtney, Cynthia Applehoff- Siedsma, Jeanine Seitz-Partridge, Dr. Bryan Blazer Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Jason Smith Approval of Minutes: Joni Courtney moved to approve the minutes from the April 9, 2018 Board of Health quarterly meeting. Cynthia Applehoff-Siedsma seconded the motion. The motion was adopted by a vote of three yes, zero no, and two abstentions. REVIEW OF SECOND QUARTER OF 2018 The following food handling establishments received their occupancies in the second quarter of 2018: Gifford's Kitchen and Social,Old Republic,La Gran Michoacana,Taylor Family Early Learning Center, Nulife Wellness Center Warriors, and Elgin Men's' Baseball League concession stand. Pastigel Gorditas opened and closed within one month. Subway closed at the Galleria and opened at the Oasis on 20. Green Jade, and Church in the Word food pantry closed. Food was discarded from Pastigel Gorditas, Mr. Wok, and Taqueria Los Comales due to temperature abuse. Hoppe's Corner, Nottolini's Pizza, and Wendy's on Dundee Avenue were temporarily closed and placed on a water boil advisory due to a loss of public water. Twelve public swimming pools and 3 public spas were closed from 1 — 7 days due to improper disinfectant levels, inoperable pumps, inoperable disinfectant equipment, damaged control panels, or equipment repair issues. Garden Quarter Townhouses swimming pool, and Lexington Inn and Suites spa permanently closed. Clarke Mosquito Control and the Kane County Health Department continue to test mosquito traps for West Nile Virus. Only one human case of WNV was reported in Illinois so far this year, although floodwater mosquito numbers remain high due to the wet, warm spring and summer. The Health Department has treated stagnant water or swimming ppols at 41 different properties on 57 occasions for mosquito larvae. Page Two Minutes of Meeting July 23, 2018 OTHER BUSINESS On July 11, 2018 the city council approved an amendment to the Elgin Municipal Code to raise the minimum age to purchase tobacco and nicotine products from 18 to 21. This was accomplished largely due to the attention and efforts provided by the Board of Health on this issue to Mayor Kaptain and the Elgin City Council. Final approval of this amendment is expected at the next city council meeting on July 25, 2018. The meeting was called to order by Dr. Poulos at 7:25 p.m. Members Present: Dr. Dorothea Poulos, Joni Courtney, Cynthia Applehoff- Siedsma, Jeanine Seitz-Partridge, Dr. Bryan Blazer Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Jason Smith Approval of Minutes: Joni Courtney moved to approve the minutes from the April 9, 2018 Board of Health quarterly meeting. Cynthia Applehoff-Siedsma seconded the motion. The motion was adopted by a vote of five yes and zero no. OTHER BUSINESS Dr. Poulos discussed her concern regarding lead in drinking water entering the homes of citizens when the City of Elgin disturbs the public water line that leads to their residence. The City of Elgin is currently considering allowing residents to sign an agreement stating they will drink bottled water for at least two years after a public water line that leads to their house is disturbed,in lieu of replacing their private water line. After much discussion, Mr. Bohner stated he will request an employee of the Elgin Water Department to attend the next Board of Health meeting to clarify the City's current position and answer any question the Board may have. REVIEW OF THIRD QUARTER OF 2018 The following food handling establishments received their occupancies in the third quarter of 2018: T J's Bar and Grill, Nutrition Services Wellness Center of U-46, Café Mariani, Revive Café, El Poder de la Nutrition, Elgin Math and Science Academy Charter School cafeteria, MOD Pizza, and Elgin Community College food pantry. Colonial Café, and La Tremenda II closed. The Salvation Army closed their Golden Diners in the First Baptist Church, and Bethesda Church in Christ no longer operates their soup kettle. La Michoacana Plus closed and reopened as La Mangonadas Premium. Oaxaca Café closed and reopened as Café La Hacienda. Rosewood Care Center cafeteria, and Taqueria El Paraiso on McLean Boulevard,had fires, resulting in their kitchens closing for one day and all open food being discarded. Food was discarded from Islas Marias, Mi Alegria Bakery, and Chorizo Grill due to temperature abuse and being from an unapproved source. Page Two Minutes of Meeting ribs -323, 2018 6C,4- D Hangout Bar and Grill, and Starbucks in Target were closed for 24 hours and placed under a water boil advisory for an additional 24 hours due to a loss of public water. Gee N Jays food license is currently suspended and all food was discarded when a vehicle hit the building, which caused structural damage and a loss of electrical power, water and gas. The Fox Valley Flea Market was fined at an adjudication hearing for allowing unlicensed vendors to sell food in their parking lot. BOARD AND COMMISION FEEDBACK FORM AND RESOURCE PACKET Mr.Bohner discussed the draft proposal of the Boards and Commissions Resource Packets for members of the Board,which is intended to provide information to further understand their roles and help fulfill their responsibilities. Mr.Bohner also provided a feedback form, which will enable board members to provide comments or questions about the packet, and allow them to give insight to the City Managers' Office regarding the Board of Health's powers and duties.
