MINUTES OF MEETING
JULY 10, 2017
The Elgin Board of Health quarterly meeting was held on Monday, July 10, 2017 in the
first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at
7:31 p.m.
Members Present: Dr. Dorothea Poulos, Jeanine Seitz-Partridge, Joni
Courtney, Dr. Bryan Blazer
Staff Present: Brad Bohner, Public Health Coordinator
Members Absent: Cynthia Applehoff-Siedsma
Approval of Minutes: Jeanine Seitz-Partridge moved to approve the minutes from the
April 10, 2017 Board of Health quarterly meeting. Joni Courtney the motion. The motion
was adopted by a vote of three yes, one abstention, and zero no.
REVIEW OF SEOND QUARTER OF 2017
Bright Stars Academy Daycare, Bright Stars After School Program, Arby’s, and Smooth
Fox closed. Jimmy John’s Sandwich Shop on South Grove Avenue opened. Express
Bakery closed and reopened as La Michoacana Pueblo Magico. Elgin BBQ Pit, Taylor
Street Pizza, Steak and Shake, and Taqueria La Rosa were closed for two days or less and
had food discarded due to fires, all with minor damage. Food was discarded from Citadel
Care Center due to temperature abuse, and food was discarded from State Street Inc., and
from San Juanita Bakery as it was from an unapproved source. Adjudication hearings were
held and fines were imposed for Casa Lara, and for both Paleteria Y Neveria La
Michoacana’s on McLean Boulevard for failure to obtain permits for their plumbing
repairs.
Garden Quarter Townhouses, Del Webb, Buena Vista, Holiday Inn, Willow Lake Estates,
Blackhhawk Apartments, and Comfort Suites swimming pools were closed for one day or
less due to improper disinfectant levels. Comfort Inn spa was closed for one day due to
improper disinfectant levels. Century Oaks swimming pool was closed for 7 days due to
improper disinfectant levels, and Blackhawk Apartments kiddie pool was closed for the
season due to an irreparable disinfectant feeder line.
Mr. Bohner noted that fourteen stagnant swimming pools on private property were treated
by the Health Department for mosquito larvae. Clarke Mosquito Control has also treated
over 5,500 catch basins to control mosquito larvae. Additionally this quarter, the Health
Department conducted 92 public swimming facility inspection, 192 routine food handling
establishment inspections, and 56 temporary and seasonal food handling establishment
inspections.

MISCELLANEOUS
Dr. Poulos asked that the Health Department discuss with the Mayor or City Council the
Board’s recommendation that the Elgin City Council reviews Senate Bill 3011 and
considers adopting a similar change to the Elgin Municipal Code to prohibit the sale of
tobacco and nicotine products to anyone under the age of 21.
Adjournment: There being no further items to discuss, the meeting was adjourned at 8:02
p.m.
