HomeMy WebLinkAboutBoH minutes 4-10-17BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING APRIL 10, 2017 The Elgin Board of Health quarterly meeting was held on Monday, April 10, 2017 in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:30 p.m. Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine Seitz-Partridge, Joni Courtney, Staff Present: Brad Bohner, Public Health Coordinator Others Present: Michael Isaacson, Assistant Director for Community Health with the Kane County Health Department Members Absent: None Approval of Minutes: Jeanine Seitz-Patridge moved to approve the minutes from the January 9, 2017 Board of Health quarterly meeting. Cynthia Applehoff-Siedsma seconded the motion. The motion was adopted by a vote of four yes, and zero no. REVIEW OF FIRST QUARTER OF 2017 Las Gorditas De Don Angel, and Cakes by One received their occupancies. Shanghai and Bankok House, I.C.E., Lonestar Steakhouse and Saloon, Elgin Community Church Food Pantry, and Windy City Quality Foods closed. The Elgin Coffee Shop at the National Street train station no longer sells potentially hazardous food. Food was discarded from lucky Asian Market as it was from an unapproved source, and food was discarded from 7-11 on East Chicago Street due to temperature abuse. Taqueria El Paraiso was closed for less than 24 hours due to a temporary loss of their water supply. Mr. Bohner attended an Illinois Environmental Health Association board retreat in Starved Rock State Park in February. He will also be hosting the Illinois En vironmental Health Association North Chapter Conference at Elgin Community College for two days this month. Michael Isaacson, the Assistant Director for Community Health with the Kane County Health Department made a presentation to the Board discussing State Senate Bill 3011 which would increase the age to purchase tobacco products and e-cigarettes from 18 to 21. Mr. Isaacson is in the process of contacting municipal leaders throughout Kane County asking if they would also consider changing their ordinances to increase the age to purchase tobacco products and e-cigarettes from 18 to 21. He stated that several communities in Illinois have already done so, including the City of Chicago, as well as the states of California and Hawaii. Mr. Isaacson stated he was first approaching the Elgin Board of Health before approaching the Elgin City Council with this request. Page Two Minutes of Meeting April 10, 2017 The Board of Health drafted the following statement: “The Elgin Board of Health recommends that the Elgin City Council reviews Senate Bill 3011 and considers adopting a similar change to the Elgin Municipal Code to prohibit the sale of to bacco and nicotine products to anyone under the age of 21.” Joni Courtney made a motion to approve this statement as an official policy for the Board of Health, and Cynthia Applehoff-Siedsma seconded the motion. The Board then deliberated the consequences that this change in the Elgin Municipal Code may have on the health of the citizens of Elgin, as well as the financial impact it may have on retail establishments that sell tobacco products. After much discussion the motion was adopted by a vote of four yes, and zero no.
