MINUTES OF MEETING
JANUARY 9, 2017
The Elgin Board of Health quarterly meeting was held on Monday, January 9, 2017 in the
first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at
7:36 p.m.
Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine
Seitz-Partridge, Joni Courtney,
Staff Present: Brad Bohner, Public Health Coordinator
Members Absent: None
Approval of Minutes: Dr. Poulos moved to approve the minutes from the April 11, 2016
Board of Health quarterly meeting. Cynthia Applehoff-Siedsma seconded the motion. The
motion was adopted by a vote of four yes, and zero no.
REVIEW OF SECOND, THIRD AND FOURTH QUARTER OF 2016
The following food handling establishments received their occupancy: Motorola Café,
Ramiro’s Restaurant, Mi Alegria Bakery, J Pho Vietnamese Cuisine, Arabica Café, Smooth
Fox, Azteca De Oro, J and K Mini Mart, Fortune House, Grotto on the Grove, I.C.E.,
Sheridan at Tyler Creek cafeteria, Addison Rehabilitation and Living Center cafeteria,
Nany Mexican Gordita Grill, Papa Saverio’s on East Chicago Street, Elgin Coffee Shop,
La Michoacana Plus, and La Tremenda 2. Verizon Wireless cafeteria, The Dublin Mule,
Prairie Rock Grill, and Children Love to Learn Daycare Center closed.
Food was discarded from the following establishments for either temperature abuse or
cross contamination: El Paraiso on South McLean Boulevard, El Paraiso on Summit Street,
El Cokito, Papa Saverio’s on North McLean Boulevard, Taeria La Rosa, Xing Panda,
Rosati’s Pizza, and Smooth Fox. Food was also discarded from an unlicensed food truck.
Several establishments were temporarily closed due to a loss of their water supply from the
City of Elgin: Old Towne Inn, Circle K on South Street, Oberweiss Dairy, Jimmy John’s
on South Street, El Paraiso on South McLean Boulevard, D Hangout, Colonial Café, Jewel
on Larkin Avenue, Speedway on Big Timber Road, and Popeye’s Chicken. After water
service was restored, all establishments were placed under a 24 hour boil order notice.
Azteca De Oro was fined $300 in an adjudication hearing for operating without an
occupancy permit. The Fox Valley Flea Market was fined $150 for allowing unlicensed
food vendors in their mall. The owners’ of 1350 East Chicago Street were fined $150 for
failing to maintain their dumpster area in a sanitary manner. Also, an adjudication case
was dismissed without fines after the owner of 1 Highbury Court removed bees and
beehives from his property, and stopped selling honey from his residence.

The following swimming facilities were closed for 24 hours due to improper disinfectant
levels this summer: Edgewater spa, Garden Quarters pool, Blackhawk Apartment pool,
Waterford pool, and Country Inn and Suites pool and spa. The pool and spa at Lexington
Inn and Suites was closed in June and has not reopened.
REVIEW OF 2016 YEAR END REPORT
Mr. Bohner noted that 23 food handling establishments opened or obtained occupancy in
the past year, bringing the total of licensed food handling establishments in Elgin to 422.
This is an increase of 210 food establishments licensed since 1995. In addition, the Elgin
Health Department hopes to change the Elgin Municipal Code in 2017 to adopt the current
FDA Food Code as is required by the Illinois Department of Public Health for all local
health departments by June 2018
Adjournment: There being no further items to discuss, the meeting was adjourned at 8:12
p.m.
