ADJOURNMENT C BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING JANUARY 9, 2017 The Elgin Board of Health quarterly meeting was held on Monday, January 9, 2017 in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:36 p.m. Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine Seitz-Partridge, Joni Courtney, Staff Present: Brad Bohner, Public Health Coordinator Members Absent: None Approval of Minutes: Dr. Poulos moved to approve the minutes from the April 11, 2016 Board of Health quarterly meeting. Cynthia Applehoff-Siedsma seconded the motion. The motion was adopted by a vote of four yes, and zero no. REVIEW OF SECOND, THIRD AND FOURTH QUARTER OF 2016 The following food handling establishments received .their occupancy: Motorola Café, Ramiro's Restaurant,Mi Alegria Bakery,J Pho Vietnamese Cuisine,Arabica Café, Smooth Fox, Azteca De Oro, J and K Mini Mart, Fortune House, Grotto on the Grove, I.C.E., Sheridan at Tyler Creek cafeteria, Addison Rehabilitation and Living Center cafeteria, Nany Mexican Gordita Grill, Papa Saverio's on East Chicago Street, Elgin Coffee Shop, La Michoacana Plus, and La Tremenda 2. Verizon Wireless cafeteria, The Dublin Mule, Prairie Rock Grill, and Children Love to Learn Daycare Center closed. Food was discarded from the following establishments for either temperature abuse or cross contamination: El Paraiso on South McLean Boulevard,El Paraiso on Summit Street, El Cokito, Papa Saverio's on North McLean Boulevard, Taeria La Rosa, Xing Panda, Rosati's Pizza, and Smooth Fox. Food was also discarded from an unlicensed food truck. Several establishments were temporarily closed due to a loss of their water supply from the City of Elgin: Old Towne Inn, Circle K on South Street, Oberweiss Dairy, Jimmy John's on South Street, El Paraiso on South McLean Boulevard, D Hangout, Colonial Café,Jewel on Larkin Avenue, Speedway on Big Timber Road, and Popeye's Chicken. After water service was restored, all establishments were placed under a 24 hour boil order notice. Azteca De Oro was fined $300 in an adjudication hearing for operating without an occupancy permit. The Fox Valley Flea Market was fined $150 for allowing unlicensed food vendors in their mall. The owners' of 1350 East Chicago Street were fined $150 for failing to maintain their dumpster area in a sanitary manner. Also, an adjudication case was dismissed without fines after the owner of 1 Highbury Court removed bees and beehives from his property, and stopped selling honey from his residence. Page Two Minutes of Meeting January 9, 2017 The following swimming facilities were closed for 24 hours due to improper disinfectant levels this summer: Edgewater spa, Garden Quarters pool, Blackhawk Apartment pool, Waterford pool, and Country Inn and Suites pool and spa. The pool and spa at Lexington Inn and Suites was closed in June and has not reopened. REVIEW OF 2016 YEAR END REPORT Mr. Bohner noted that 23 food handling establishments opened or obtained occupancy in the past year, bringing the total of licensed food handling establishments in Elgin to 422. This is an increase of 210 food establishments licensed since 1995. ADJOURNMENT r BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING APRIL 10, 2017 The Elgin Board of Health quarterly meeting was held on Monday, April 10, 2017 in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:30 p.m. Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine Seitz-Partridge, Joni Courtney, Staff Present: Brad Bohner, Public Health Coordinator Others Present: Michael Isaacson, Assistant Director for Community Health with the Kane County Health Department Members Absent: None Approval of Minutes: Jeanine Seitz-Patridge moved to approve the minutes from the January 9, 2017 Board of Health quarterly meeting. Cynthia Applehoff-Siedsma seconded the motion. The motion was adopted by a vote of four yes, and zero no. REVIEW OF FIRST QUARTER OF 2017 Las Gorditas De Don Angel, and Cakes by One received their occupancies. Shanghai and Bankok House, I.C.E., Lonestar Steakhouse and Saloon, Elgin Community Church Food Pantry, and Windy City Quality Foods closed. The Elgin Coffee Shop at the National Street train station no longer sells potentially hazardous food. Food was discarded from lucky Asian Market as it was from an unapproved source, and food was discarded from 7-11 on East Chicago Street due to temperature abuse. Taqueria El Paraiso was closed for less than 24 hours due to a temporary loss of their water supply. Mr. Bohner attended an Illinois Environmental Health Association board retreat in Starved Rock State Park in February. He will also be hosting the Illinois Environmental Health Association North Chapter Conference at Elgin Community College for two days this month. Michael Isaacson, the Assistant Director for Community Health with the Kane County Health Department made a presentation to the Board discussing State Senate Bill 3011 which would increase the age to purchase tobacco products and e-cigarettes from 18 to 21. Mr. Isaacson is in the process of contacting municipal leaders throughout Kane County asking if they would also consider changing their ordinances to increase the age to purchase tobacco products and e-cigarettes from 18 to 21. He stated that several communities in Illinois have already done so, including the City of Chicago, as well as the states of California and Hawaii. Mr. Isaacson stated he was first approaching the Elgin Board of Health before approaching the Elgin City Council with this request. Page Two Minutes of Meeting April 10, 2017 The Board of Health drafted the following statement: "The Elgin Board of Health recommends that the Elgin City Council reviews Senate Bill 3011 and considers adopting a similar change to the Elgin Municipal Code to prohibit the sale of tobacco and nicotine products to anyone under the age of 21." Joni Courtney made a motion to approve this statement as an official policy for the Board of Health, and Cynthia Applehoff-Siedsma seconded the motion. The Board then deliberated the consequences that this change in the Elgin Municipal Code may have on the health of the citizens of Elgin, as well as the financial impact it may have on retail establishments that sell tobacco products. After much discussion the motion was adopted by a vote of four yes, and zero no. The meeting was called to order by Dr. Poulos at 7:33 p.m. Members Present: Dr. Dorothea Poulos, Jeanine Seitz-Partridge, Joni Courtney, Jason Smith Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Cynthia Applehoff-Siedsma, Dr. Bryan Blazer Approval of Minutes: Jeanine Seitz-Partridge moved to approve the minutes from the July 10,2017 Board of Health quarterly meeting. Joni Courtney seconded the motion. The motion was adopted by a vote of three yes, one abstention, and zero no. f REVIEW OF THIRD QUARTER OF 2017 The following food handling establishments opened in the third quarter: Cooks Ice Cream, Golden Market of Elgin, Starbucks on South Randall Road, Fanny's Thai Roll Ice Cream, Bethesda Church of God and Christ soup kettle, and Mariscos El Charco. Fujisan opened a sushi preparation establishment within Sam's Club. The Salvation Army opened a Golden Diner within the First Baptist Church kitchen after closing their diner at Judson University. Dunkin Donuts on Dundee Avenue opened and closed their location in the BP on Dundee Avenue. Dollar Express closed on North McLean Boulevard and reopened as Dollar General. St. Edwards High School concession stand is now licensed and inspected. Judson University cafeteria, and Tacos La Flor reopened after extensive remodeling. Chooch's Pizza, Illinois Park School cafeteria, and Centro de Informacion food pantry closed. Food was discarded from the following establishments due to temperature abuse: Butera at Tyler Creek Plaza, Taqueria Los Girasoles, El Paraiso on South McLean Boulevard, Islamic Institute of Education, Dollar General on North McLean Boulevard, Steak N Shake, Chan's Garden Restaurant, and Ramiro's Restaurant. Casa La was fined in an adjudication hearing for failing to obtain permits for new plumbing, and Fox Valley Flea Market was fined for allowing outdoor food sales on days that were not approved on their temporary use permit. rik Mr. Bohner stated that the Health Department has conducted 800 routine and nearly 200 follow-up inspections of licensed food handling and other facilities so far in 2017. In addition, over 150 complaint inspections were completed by the third quarter this year. Page Two Minutes of Meeting October 9,2017 • TOBACCO 21 Mr. Bohner reported that he and his supervisor recently met with Michael Isaacson, Assistant Director of Community Health of the Kane County Health Department,to discuss recommending to the City Council adopting a change to the Elgin Municipal Code to prohibit the sale of tobacco and nicotine products to anyone under the age of 21. Mr. Isaacson is willing to meet with the City Manager or speak to the City Council about this matter. No other municipalities in Kane County have adopted a similar ordinance,but the Board of Health was unanimous in recommending that the City Council adopt such an ordinance.
