ADJOURNMENT BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING APRIL 11, 2016 The Elgin Board of Health quarterly meeting was held on Monday, April 11, 2016 in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:30 p.m. Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine Seitz-Partridge, Joni Courtney, Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Edward Whitcomb Dr. Franz Stockman, Approval of Minutes: Dr. Poulos moved to approve the minutes from the October 12, 2015 Board of Health quarterly meeting. Joni Courtney seconded the motion. The motion was adopted by a vote of four yes, and zero no. REVIEW OF FOURTH QUARTER 2015 AND FIRSTQUARTER OF 2016 The following food handling establishments received their occupancy: Jesse Carrera mobile food truck, Bright Stars Academy After School Program, and Rubi-O's Café. La Quebrada closed and opened as Fiesta Mexicana, Marathon Gas Station on Summit Street closed and opened as Stop N Shop of Elgin, New Panda Restaurant closed and opened as Xing Panda Restaurant, Mercadito La Fiesta closed and opened as Mercado Del Estrella, Manor Health Care closed and opened as Citadel Care Center, and Gayatri Mini Mart closed and opened as Villa Super Mini Mart. Sweets N More on Douglas Avenue, Big D's Snack Shop, El Chicanito Bakery in Tyler Creek Plaza, and New Era Cakes closed. Approximately 150 pounds of food was discarded from St. Edward's High School cafeteria due to a power loss. Over 400 pounds of food was discarded from the Indulge Café after it was contaminated with a fire suppression chemical. About 32 pounds of chicken was discarded from the KFC on Randall Road due to temperature abuse. Ten pounds or less of food was discarded on six other occasions due to various critical violations. A restaurant was closed and approximately 40 pounds of food was discarded from the basement of the Express Bakery. The restaurant was unlicensed and was obtaining food from an unapproved source. The following Asian cuisine food stores were inspected during a weekend this March and food was discarded as it was unlabeled, from an unapproved source, and held at improper temperature: 35 pounds at Asian Food Mart,40 pounds at Lucky Asian Market, 50 pounds at K and P Oriental Grocery, and 250 pounds at NJT Oriental Market. Page Two Minutes of Meeting April 11, 2016 C The pool and spa at the Lexington Inn and Suites were closed for 26 days due to improper disinfectant levels,turbidity, and unsatisfactory spa water samples. Mr. Bohner presented the Clarke Mosquito Control Contract for approval to the City Council. During this meeting, Mr. Bohner notified the Council and Board of Health that Clarke will be testing their traps for the mosquito species that currently carries the Zika virus. Mr. Bohner also informed the Council and Board that he has updated the City of Elgin website and knowledge based articles to include information on the Zika virus. REVIEW OF 2015 YEAR END REPORT Mr. Bohner noted that 22 food handling establishments opened or obtained occupancy in the past year. Five food handling licenses were revoked or suspended, food was discarded during fifteen different inspections, and seven different establishment owners were fined in adjudication hearings in 2015. In addition, swimming facilities were closed in 5 occasions due to various critical violations of the Swimming Facility Code. MISCELLANEOUS Dr.Poulos asked if sanitary inspections conducted by the Health Department were typically code enforcement or educational inspections. Mr. Bohner stated that although violations of the Illinois Department of Public Health Food Service Sanitation Code are noted during nearly all health inspections, the majority of every each inspection is dedicated to food safety education with the owner or manager. Mr. Bohner recently included a line on each inspection report to document the type of critical analysis education that the inspector and operator discuss during their inspection. In addition, since 2015 IDPH requires that every food worker in a food handling establishment is either certified in food service sanitation or receive basic food worker training.
