ADJOURNMENT BOARD OF HEALTH CITY OF ELGIN MINUTES OF MEETING January 12,2015 The Elgin Board of Health quarterly meeting was held on Monday, January 12, 2015 in the first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at 7:33 p.m. Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine Seitz-Partridge, Joni Courtney, Dr. Franz Stockman, Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Edward Whitcomb Approval of Minutes: Dr. Poulos moved to approve the minutes from the January 13, 2014 Board of Health quarterly meeting. Jeanine Seitz-Partridge seconded the motion. The motion was adopted by a vote of five yes, and zero no. REVIEW OF 2014 Blue Box Café, Larsa's Kitchen, Los Girasoles in El Mesias Mall, Topflight Volleyball concession stands on Alft Lane and Madelind Drive, Ivy Academy Daycare Center, Jesse Carrera mobile food truck, Classico Restaurnat and Banquests, Julie's Mexican Store Almuri Market, Elgin Community Church food pantry, Roques's, Mexican Restaurant, Nella's Beef, Sweets and More, New Era Cakes, Gogoji, Solo, Butera at Tyler Creek, El Chicanito Bakery in Tyler Creek, Dunkin Donuts on Larkin Avenue, Dublin Mule, San Juanita Bakery, Two Rivers Headstart food pantry, and Centro De Informacion food pantry opened. The following food handling establishments closed in 2014: On the Side, J.B.s Pub and Pietro's Pizza, La Esperanza, Julie's Mexican Store, La Quebrada, Classico Restaurant and Banquests, Liberty Citgo, M Squared Bakery, Azteca Bakery on South McLean Boulevard, Almuri Market, Ramiro's, Los Girasoles in El Mesias Mall, McGruders Pub, China King, Elgin Sports Center, Tortilleria Chihuahua, Roque's Mexican Restaurant, Larkin Café, City Life Bakery, Almuri Market, Classico Restaurant and Banquets, Charles Fast Food #5, McLean BP, and Blue Denim Diner. Food was discarded from Indulge Show Kitchen Buffet, Alexanders, La Casa de Polio Asado, Julie's Mexican Store, Juanita's, Triple A Food Truck, The Centre of Elgin, Quick E Mart, Silver Lake, Pasteleria El Chicanito, and Taqueria El Paraiso on Villa Street due to temperature abuse, insect infestation, improper labeling, or origin from an rh unapproved source. Page Two Minutes of Meeting January 12, 2015 Adjudication fines were assessed against Charles Fast Food #5, Los Girasoles, La Casa De Polio Asado, and IHOP for various violations of the Illinois Department of Public Health Food Service Sanitation Code. Swimming facilities were closed at Blackhawk Apartments, Lexington Inn and Suites, Buena Vista, Comfort Inn, Edgewater by Dell Webb due to either positive bacterial water samples or improper disinfectant level. Children Love to Learn Daycare Center was closed due to inadequate hot water at classroom handsinks. YEAR END REPORT The yearend report was discussed. Mr. Bohner noted that the Elgin Health Division currently licenses twice as many food handling establishments as they did twenty years ago, and issues twice as many temporary and seasonal temporary food handling permits as they did ten years ago. The Health Division conducted over 1,300 routine inspections of licensed establishments, and over 260 complaint inspections. Mr. Bohner stated that Vector Disease Control International provided mosquito control for the Kane County portion of Elgin and would return for 2015. Although the Health Division did not have an intern to assist with inspections, all required inspections and complaint investigations were completed in a timely manner. CITY OF ELGIN STRATEGIC PLAN Mr. Bohner discussed the strategic plan set forth by the City Council, which includes strategic priorities of public safety, neighborhoods, financial stewardship, economic development, downtown, education and workforce development, diverse workforce, and image and engagement. Mr. Bohner gave each Board of Health member a list of every Elgin board and commission, as well as their meeting schedule. MISCELLANEOUS Dr. Poulos discussed her work with Randy Reopelle, the Elgin Parks and Recreation Director, and Michael Isaacson, Assistant Director for Community Health with the Kane County Health Department. They have developed a program to encourage a healthy lifestyle for Elgin residents which includes a map of park facilities, park programs, and tips for healthy living. They also prepared a prescription pad encouraging children to be active, visit a neighborhood park, or join a sports team. The meeting was called to order by Dr. Poulos at 7:36 p.m. Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine Seitz-Partridge, Joni Courtney Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Edward Whitcomb, Dr. Franz Stockman, Approval of Minutes: Dr. Poulos moved to approve the minutes from the January 12, 2015 Board of Health quarterly meeting. Joni Courtney seconded the motion. The motion was adopted by a vote of four yes, and zero no. r REVIEW OF FIRST QUARTER OF 2015 Before Tracks Café, Paleteria La Michoacana Alverez, and Church of the Word food pantry opened. Windy City Quality Foods was licensed to deliver frozen meat to pre- approved customers. Big Lots now sells potentially hazardous food. Lexington Inn and Suites are now licensed to serve continental breakfast. Hickory Stick Bar and Grill, Elgin Community College coffee shop, and McLean BP closed. Joe's BBQ and Fish's food handling permit was suspended for 6 days due to a fire in their smoker. It reopened after repairs were made to the hood, ventilation motor, and the fire suppression system. Casa Lara's food handling permit was suspended for 2 days due to the lack of a valid occupancy permit. Approximately 190 pounds of food was discarded from Casa Lara due to improper labeling of the food. About 5 pounds of food was discarded from Taqueria Chapalita due to temperature abuse. IHOP was fined a total of $900 for storing a second dumpster outside their fenced dumpster enclosure in a parking stall. The Health Department conducted inspections of every establishment that has a liquor license for sign ordinance violations. Forty three establishments were given a notice that their business was not in compliance with this ordinance. The property maintenance staff of the Code Enforcement Division will conduct follow up inspections for compliance. Mr. Bohner stated that most of the high risk food establishments were inspected in the first quarter as the spring and summer months are busy with temporary food events, public swimming pools, and nuisance and mosquito complaints. The meeting was called to order by Dr. Poulos at 7:32 p.m. Members Present: Dr. Dorothea Poulos, Cynthia Applehoff-Siedsma, Jeanine Seitz-Partridge, Joni Courtney, Dr. Franz Stockman, Staff Present: Brad Bohner, Public Health Coordinator Members Absent: Edward Whitcomb Approval of Minutes: Dr. Poulos moved to approve the minutes from the April 13, 2015 Board of Health quarterly meeting. Joni Courtney seconded the motion. The motion was adopted by a vote of five yes, and zero no. REVIEW OF SECOND AND THIRD QUARTERS OF 2015 The following food handling establishments received their occupancy: The Grumpy Goat, Jarillo's Mexican Grill, St. Thomas More food pantry, Dog Paw Brewing, Romance Café, NJT Oriental Market, Cilantro Taco Grill, K and P Oriental Grocery, and Mama Lee's Gourmet Popcorn. Sweets and More opened a second location on Douglas Avenue. The Boys and Girls Club opened a full service cafeteria, and La Quebrada reopened as a catering and banquet business. Marcus Theaters remodeled their concession stand and front lobby. The following food service establishments closed: Pita Puff, Mr. Tequila, Solo, New Oriental Grocery, and Gasthaus Zir Linde. Topflight Volleyball closed their facility on Madeline Drive. Salvation Army closed their Meals on Wheels program in the Shared Dream Kitchen. A food truck was closed by the Health Department for operating within the City of Elgin without a mobile food truck license. The Health Department also closed Casa Lara for 2 days due to no available hot water. Food was discarded at Express Bakery, BP Elgin Gasoline, Quick E Mart, Mr. Wok, Sammy's Mexican Grill, and Lord's park swimming pool concession stand due to temperature abuse. Food was discarded from Camaroncito Loco due to cross contamination between raw and cooked food. Food was also discarded from an unlicensed food truck that was illegally prepared on site. Page Two Minutes of Meeting October 12, 1015 Several fines were levied in adjudication hearings. Camaroncito Loco was fined for storing garbage and trash in the alley behind their establishment. Rosatis Pizza was fined for numerous repeat violations including poor sanitation. Elgin Turners was fined for installing a hood, duct and fire suppression system without permits. Colonial Café was fined for ongoing unsanitary conditions. The Health Department conducted a food borne illness investigation of the Grumpy Goat in conjunction with the Kane County Health Department and the Illinois Department of Public Health. Twenty four people were identified as ill with norovirus as the causative agent, although no food was recognized as the source of contamination, and an inspection of the facility did not reveal any equipment violations. It was concluded the transmission may have been person to person. The Health Department closed the Hunters Ridge swimming pool for three days, the Holiday Inn spa for one day, the Comfort Inn and Suites swimming pool for one day, and the Century Oaks swimming pool for one day due to improper disinfectant levels. MISCELLANEOUS Dr. Poulos asked if the Elgin Health Department gave seasonal food licenses to temporary food vendors that are at more than one event in a calendar year similar to the Kane county Health Department. Mr. Bohner explained that Elgin adopted the Kane County Food Safety ordinance several years ago and licenses all food vendors the same as Kane County. Mr. Bohner related to the Board of Health that the contract for mosquito control with Vector Disease Control International expired October 1, 2015.
