RE: Public Health Division 2013 Year End Report
The Public Health Division of the Community Development Group currently licenses and
inspects 396 food handling establishments in Elgin, more than twice as many establishments as
twenty years ago. The Public Health Coordinator and sanitarian conducted 944 sanitary
inspections, 131 complaint investigations, and 16 food borne illness investigations of these
establishments in 2013. The increase of over 130 food handling establishments since 2000 is
attributed to retail development in Elgin, as well as the licensing of soup kettle kitchens, school
cafeterias, and daycare centers.
A food handling license is required for all food service establishments and retail food stores.
This includes full service restaurants, fast food restaurants, catering operations, school cafeterias,
nursing home kitchen facilities, daycare centers, workplace cafeterias, grocery stores, bakeries,
meat markets, taverns and convenience stores. Each establishment is assigned a category of
high, moderate or low relative risk of causing a food borne illness, and inspection frequencies are
assigned accordingly.
High risk establishments are inspected at least two or three times per year. In general, full
service restaurants, nursing homes, and catering operations are classified as relatively high risk
because their food is usually either cooked, cooled and reheated for later use; prepared for off-
site service (e.g. catering); prepared hot or cold and held more than 12 hours in advance of
service; prepared requiring complex or extensive handling; or served to immunocompromised
individuals.
Moderate risk establishments are normally inspected annually. Fast food facilities, grocery
stores, bakeries, meat markets, and convenience stores are generally designated as moderate risk
since they serve food that is held for short periods of time, or with no cooling and reheating.
Low risk establishments have a relatively low risk of causing food-borne illness and are
inspected annually. Taverns, liquor stores, and retail food stores selling only prepackaged foods
are examples of low risk establishments.

The Public Health Division issued a total of 118 temporary and seasonal food licenses the past
year. Temporary food licenses are food service establishments that operate at a fixed location for
less than 14 consecutive days in conjunction with a single event or celebration. Seasonal food
licenses are issued to businesses with multiple temporary events within the City. The increase in
temporary food licenses is due to the growth in the number of festivals, farmers markets, and
other special events that sell food. Each establishment is inspected and approved before it is
allowed to sell food to the public.

The Public Health Division licensed 54 scavenger trucks in 2013. The number of annual issued
licenses issued has steadily increased with the number of businesses requiring waste removal in
Elgin. Scavenger trucks are vehicles that haul, collect, or dispose of garbage, trash, ashes,
animal, human or vegetable refuse, or offal within the City limits. Trucks are inspected annually
for proof of title, proof of liability and property damage insurance, a valid license plate, a valid
state or federal safety number, and safety and sanitation concerns.
The Public Health Division also conducted 108 inspections of public swimming facilities in
2013. Public swimming pools are pools within the City open to the public and include
swimming pools operated by the City of Elgin, hotels, schools, apartment complexes, and
townhouse or homeowner associations. Swimming pools are inspected at least biannually, and
water samples are taken annually at each pool and tested for coliform bacteria. The number of
licensed swimming facilities has increased by almost 30% since 2000. Since 2003, the Health
Division has also inspected public spas to ensure they met Illinois Department of Public Health
requirements, which has increased the time spent at several swimming facilities.
The Public Health Division conducted 23 daycare center and 8 group home inspections in 2013.
Daycare centers are facilities that provide childcare for less than 24 hours per day for more than
3 children in a facility that is not a home. Group homes are child care facilities which provide
care for up to 10 children placed by and under the supervision of a licensed child welfare agency.
These homes are owned, staffed, maintained and operated by the Illinois Department of Children
and Family Services. Daycare centers are inspected to ensure compliance with the Illinois DCFS
licensing standards. Group Homes are inspected with the assistance of a Code Enforcement
Officer for property maintenance violations.
In addition, the Public Health Division inspected 66 vending machine locations in 2013.
Vending machines are inspected annually to ensure cold food machines are holding potentially
hazardous food at 41°F or less and cupped beverage machines are sanitary.
The Public Health Division worked in conjunction with Vector Disease International to provide
environmentally sound mosquito larvae control in the Kane County portion of Elgin through
complete inspections of potential mosquito breeding sites and monitoring of the 14 mosquito
traps in Elgin. VDCI provided pre-hatch applications of active sites, larval control of mosquitoes
with insect growth regulators, and larval control treatment of Elgin's 5,500 public catch basins.
The Health Division conducted 74 inspections of stagnant water complaints in 2013 and is
licensed by the Illinois Department of Agriculture to apply mosquito larvacide on private
property when necessary.

• Twenty five food handling establishments opened and thirty one closed. One daycare
center closed. Fourteen food handling establishment plans were reviewed.
• The Public Health Division investigated 84 food handling establishment complaints, 14
of which were suspected food-borne illness complaints.
• Seventy six other complaints were investigated regarding various health code violations
such as air, water, light and noise pollution, insect or rodent infestation, and stagnant
residential swimming pools.
• The Public Health Division temporarily suspended 2 food service establishment licenses.
In addition, approximately 120 pounds of food were discarded from food service
establishments on 10 separate occasions due to temperature violations or spoilage. In
addition, nearly the entire food inventory at Dino's Food was discarded due to a fire.
• In January 2013, the Kane County Health Department reviewed the City of Elgin food
protection program for compliance with the Illinois Department of Public Health Local
Health Protection Grant Rules. While the County has indicated verbally and by email
that the City remains in compliance, a formal letter to that effect has not yet been
provided.
• The Public Health Coordinator attended 8 adjudication hearings. Each owner was found
liable and fines totaling $2,950.00 were assessed.
• Chapter 19 of the Elgin Municipal was amended to correlate with the Illinois Department
of Public Health Cottage Food Law. This will allow Elgin residents to prepare non-
potentially hazardous food in their home for sale at farmers' markets.
• The Public Health Coordinator conducted a food worker training to help establishments
comply with the new food service worker requirement. Since in 2011, the Elgin Food
Safety Code requires that all food service workers must complete a food service worker's
sanitation course and pass a test within 90 days of employment.

MINUTES OF MEETING
January 13, 2014
The Elgin Board of Health quarterly meeting was held on Monday, January 13, 2014 in
the first floor conference room at City Hall. The meeting was called to order by Dr.
Poulos at 7:35 p.m.

Approval of Minutes: Dr. Poulos moved to approve the minutes from the October 14,
2013 Board of Health quarterly meeting with the word manger corrected to manager in
the last paragraph. Jeanine Seitz-Partridge seconded the motion. The motion was
adopted by a vote of six yes, and zero no.
REVIEW OF THE FOURTH QUARTER OF 2013
Wing Stop, D Hangout Bar and Grill, Dollar Tree on North McLean Boulevard, and Big
D's Snack Shop opened. The St. Joseph School cafeteria was inspected and licensed.
The Elgin Sports Complex on Davis Road opened a concession stand. Dulce Vida
Bakery closed and reopened as City Life Bakery. Alexander's Restaurant reopened after
an extensive remodeling.
The Larkin Centers on Larkin Avenue and on Sports Way closed. Rogues, Summit
School Daycare, and Ravenheart Coffee also closed. Approximately 5 pounds of food
was discarded from the Golden Corral due to temperature violations.

operation. Burger King on South Randall Road was fined $350 for failing to provide
grout to their kitchen floor after 7 reinspections. The building owner and business owner
of La Casa de Pollo Asado were fined $50 each for failing to obtain permits to correct
plumbing violations.
The Public Health Officer met with officials from the Kane County and McHenry Health
Departments to conduct a site visit of the Dream Kitchen in Elgin. The purpose of the
visit was to see how shared kitchen operate, and to discuss different methods that local
health departments might use to licensed and inspect each client using a shared kitchen.

YEAR END REPORT
The yearend report was discussed. Mr. Bohner noted that the Elgin Health Division
currently licenses twice as many food handling establishments as they did twenty years
ago, and issues twice as many temporary and seasonal temporary food handling permits
as they did ten years ago. Mr. Bohner stated that Vector Disease Control International
provided mosquito control for the first time for the Kane county portion of Elgin and
most likely would return for 2014. Although the Health Division did not have an intern to
assist with inspections, all required inspections and complaint investigations were
completed in a timely manner. Finally, the Kane County Health Department reviewed
the City of Elgin food protection program for compliance with the Illinois Department of
Public Health Local Health Protection Grant Rules. While the County has indicated
verbally and by email that the City remains in compliance, a formal letter to that effect
has not yet been provided.
MISCELLANEOUS
Mr. Bohner stated that he had talked with Michael Isaacson, the Assistant Director of
Community Health for the Kane County Health Department, and with Randy Reopelle,
the Parks and Recreation Director for the City of Elgin regarding the Elgin Board of
Health's desire to focus on improving personal health in Elgin with a focus on reducing
childhood obesity through proper nutrition and increasing physical activity. Mr. Reopelle
stated he is the director of Activate Elgin, a city-wide initiative to provide all sectors of
the community opportunities for physical activity, to encourage healthy eating, and to
reduce obesity. Activate Elgin currently has several partner organizations and Mr.
Reopelle suggested the Board of Health could become a partner in this program.
Ms. Applehoff-Siedsma stated she contacted Jackie Caul, a dietician at Provena St.
Joseph Hospital who leads a program called Fin Reducing Obesity in Children, or IROC.
Ms. Applehoff-Siedsma stated she will forward the program information and power point
presentation to the Public Health Coordinator and other Board of Health members.
Dr. Poulos stated she will talk to Mr. Isaacson as she is a member of the Kane County
Advisory Committee. She also asked that Mr. Bohner set up a meeting time with Mr.
Reopelle to discuss the Board of Health's possible role in Activate Elgin.

temperature abuse; discarded approximatley 2 pounds of dried peppers from Juanita's due to
presence of a cockroach in the food; Met with Dr. Dorothea Poulos of the Elgin Board of Health,
Randy Reopelle, the Director of the Elgin Parks and Recreation Department, and Michael Isaacson,
the Assistant Director of Community Health for the Kane County Health Department to discuss a
partnership to address childhood obesity and nutrition in Elgin
