CITY OF ELGIN
MINUTES OF MEETING
October 14, 2013
The Elgin Board of Health quarterly meeting was held on Monday, October 14, 2013 in
the Community Development conference room at City Hall. The meeting was called to
order by Dr. Poulos at 7:28 p.m.

Members Absent: Dr. Franz Stockman, Edward Whitcomb

Approval of Minutes: Dr. Poulos moved to approve the minutes from the July 8, 2013
Board of Health quarterly meeting as submitted. Cynthia Applehoff - Siedsma seconded
the motion. The motion was adopted by a vote of four yes, and zero no.
REVIEW OF THE THIRD QUARTER OF 2013
In the third quarter of this year, the Eastside Recreation Center concession stand, the
Circle K gas station on South McLean Boulevard, and the Larkin Cafe opened. Jerry's
Cafe, a coffee shop in Judson University's Harm A. Weber Academic Center was also
licensed after obtaining the proper equipment and permits. Triple A Catering licensed a
mobile food truck.
McLean Shell, Veggie Place, Edison Shell, Villa Verone, Petra Maldanado, and Le Paris
Bakery 43 closed. The cafeteria in Weiler Engineering also closed. The owner
Camaroncito Loco was fined $1,000.00 for operating an unlicensed mobile food truck,
which is now properly licensed. The food handling license for El Nueve Rincon de
Pastigel Bakery was suspended for four days as the establishment was substantially
remodeled without plans or permits, and for using flyers and other gas appliances without
a hood or fire suppression.
The Health Department discarded approximately 22 pounds of food from Petra
Maldanado, 20 pounds of ground beef from Taqueria El Paraiso on South McLean
Boulevard, 5 pounds of tripe from Taqueria Los Comales, 8 pounds of alfredo sauce from
Jimmy's Charhouse, and 4 pounds of food from Circle K on South McLean Boulevard
due to temperature violations.

The Health Division has conducted 102 seasonal and temporary food inspections so far
this year, an increase from last year due to the increase of food vendors at the farmers'
markets and summer food program sites in Elgin. In addition, the health department
inspected every vacant property that obtained a pool permit in the last 20 years to check
for possible stagnant water, and conducted 70 inspections of standing water and stagnant
swimming pool complaints. The mosquito season ended this year without a West Nile
Virus case reported in Kane County to date.
MISCELLANEOUS
Dr. Poulos stated that she was interested in expanding the scope of the Board of Health to
address issues other than the Environmental Health programs currently in place. Mayor
Kaptain stated it is within the purview of the Board of Health to make any
recommendations it finds necessary to promote the health for the citizens of Elgin, as
exemplified by the smoking ban the Board pursued several years ago.
After much discussion, Dr. Poulos mentioned that childhood obesity and nutritional
education are issues that the Board may wish to address to enhance the health of the
citizen of Elgin. Dr. Poulos stated that she is a member of the Kane County Board of
Health Advisory Committee and she will mention at their next meeting that the Elgin
Board of Health may be interested in partnering with them in some capacity. Cynthia
Applehoff - Siedsma, Jeanine Seitz - Partridge and Joni Courtney each mentioned that
Advocate Sherman Hospital, Presence St. Joseph Hospital, and Delnor Hospital all offer
classes and host wellness fairs that deal with these issues. Also, the Kane County Health
Department has many resources that deal specifically with these issues. Furthermore,
Mayor Kaptain indicated that the City of Elgin Parks and Recreation Department is
continuously looking to reach out to the community to increase resident's participation in
exercise and nutritional programs.
After much discussion Dr. Poulos made a statement that "The City of Elgin Board of
Health would like to focus on personal health in the community. While many topics are
valid, the Board would like to first focus on childhood obesity, poor nutrition, and lack of
physical activity." Joni Courtney made a motion to accept this statement as a goal for the
Board of Health. Jeanine Seitz - Partridge seconded the motion. The motion passed 4 yes
0 no.
As a first step, Dr. Poulos encouraged Board members to forward links to websites with
these goals to the Public Health Coordinator who can post them on the City of Elgin
website under the Board of Health heading. In addition, the Board of Health will contact
Wayne Carlstedt, Associate Manager of Operations at the Centre, to discuss their desire
to help sponsor children's' activities at the Centre during the Martin Luther King
Holiday.

Adjournment: There being no further items to discuss, the meeting was adjourned at
8:40 p.m.
