The Elgin Board of Health quarterly meeting was held on Monday, January 11, 2010 in
the Community Development Conference room at City Hall. The meeting was called to
order by Chairman Hirsch at 7:30 p.m.
"'' REVIEW OF THE FOURTH QUARTER
In the fourth quarter of 2009 the following food service establishments and retail food
stores opened: Subway on East Chicago Street, Sherman Hospital Cafeteria, Sherman
Perk, Aapka Bazaar, Taylor Street Pizza, Tortilleria Chihuahua, Porters Pub, Toom Toom
Thai Town, Lucky Asian Market, Chorizo Grill, Susie' Company, Uncle T's BBQ, The
Roadhouse/Main Event, and Coliseum Pizza. Quizno's on South Randall Road reopened
as Jimmy Johns, Hennessey's Steakhouse reopened as The Tilted Kilt, and the Grand
Victoria Casino closed their Fox and Hounds sports bar and reopened it as the Crave Deli
and Primeburger House.
J and K Gasoline and Dairy Queen on south McLean Boulevard have closed. The Osco
Drug Stores and the Salvation Army no longer sell potentially hazardous food. The Elgin
High school swimming pool and the YWCA swimming pool have closed. Woodview
Lanes catering kitchen was closed for two weeks due to unsanitary conditions. Modesta
Nunez and Quick E Mart in the Fox Valley Flea Market were closed due to no handsinks
available on site. The Holiday Inn swimming pool and spa, and the Hampton Inn spa
were closed for one day due to no disinfectant present.

2009 YEAR END REPORT
Twenty-five food service establishments opened and nineteen closed. Eleven retail food
stores opened and seven closed. One tavern opened, one swimming facility opened, and
two swimming facilities closed. The Public Health Coordinator and Sanitarian
investigated 93 food service establishment and retail food store complaints, 13 of which
were suspected food-borne illness complaints. Twenty-five food service establishment
and retail food store plans were reviewed. Seven food service establishment licenses
were temporarily suspended, and pproximately 4,748 pounds of food were discarded
from food service establishments on 6 separate occasions.
The Elgin City Council approved an intergovernmental agreement with the Kane County
Health Department which required amendments to the food safety ordinance. These
amendments made the food safety code and food license fees uniform throughout Kane
County and the Cook County portion of Elgin. The Public Health Officer and Sanitarian
received State of Illinois certification to treat private property with mosquito larvicide.
They also attended quarterly Board of Health meetings to apprise members of health
matters, and one conference sponsored by the Illinois Environmental Health Association
to obtain continuing education required to maintain their Licensed Environmental Health
Practitioners.

The Elgin Board of Health quarterly meeting was held on Monday, April 12, 2010 in the
Community Development Conference room at City Hall. The meeting was called to
order by Chairman Hirsch at 7:30 p.m.
REVIEW OF THE FOURTH QUARTER
In the first quarter of 2010 the following food service establishments and retail food
stores opened: Barefoot Cafe, Deli Three, Elgin Flea Market, Quick E Mart, and
Carnival Sweets and Treats. The cafeteria at the Elgin Mental Health Center is now
licensed. Panudi Bakery, Hunan Garden, and Elliott's Deli have closed.
In March 2010 the Kane County Health Department reviewed the food safety program to
ensure compliance with the intergovernmental agreement. In the preliminary findings,
the Health Depaitment was found to be in substantial compliance with the standards of
the Illinois Local Health Protection Grant Rules.
The Health Department staff attended the Illinois Environmental Health Association
North Chapter Annual Education Conference held at Elgin Community College in March.
Both Kailas Nagaraj and Brad Bohner will attend Larvacide Applicators Training
conducted by the Kane County Health Department to become licensed by the Illinois
Department of Agriculture to apply solid larvacide in 2010.
Brad Bohner has been in contact with the Internship coordinator from Illinois State
University to have an intern work in the Health Department this summer. Although this
position is without pay, several students are interested in working for the City of Elgin to
complete their professional practice internship.

The Elgin Board of Health quarterly meeting was held on Monday, July 12, 2010 in the
Community Development Conference room at City Hall. The meeting was called to
order by Chairman Hirsch at 7:25 p.m.
Brad Bohner introduced the most recent member of the Board of Health, Ms. Jeanine
Seitz Patridge.
l6' REVIEW OF THE SECOND QUARTER
The following retail food and food service establishments opened in the second quarter of
2010: La Rosita Bakery, Pastigel Bakery inside Armando's and Son's, the Hotdog Joint,
The Turnstand, Dairy Queen/Orange Julius on Randall Road, and Mama Lou's Shrimp
and BBQ Smokehouse. The Salvation Army Golden Diners was relicensed to serve
meals to seniors. Taqueria La Tremenda and Blockbuster on McLean Boulevard closed.
Trefons was closed for 26 days due to a fire. The liquor licenses for Estrellas Del
Millenium and Casa Lara were suspended for one week each due to violations of the
health, building and fire codes. Approximately 15 pounds of food was discarded due to
temperature violations, and the cafeteria closed for one day due to no available sanitizing
station at Bowes Retirement Center. Three retail food stores were inspected and notified
of an FDA recall of prociutto products due to possible Listeria contamination.
Both the Public Health Coordinator and sanitarian attended the Illinois Environmental
Health Association North Chapter seminar, and the Anderson Pest Control Seminar.
They also attended the West Nile Virus training seminar hosted by the Kane County
Health Depattiuent to receive their certification to apply solid mosquito larvacide from
the Illinois Department of Agriculture.

MOSQUITO CONTROL PROGRAM
The mosquito control program update from Clarke was discussed. This update outlined
services performed for the City of Elgin in June. These services included light trap
service for adult mosquito population monitoring, inspection of all potential mosquito
larvae development sites, and inspection of standing water for mosquito breeding per
hotline requests. Clarke also performed control of mosquito larvae sites with backpack,
hand equipment, and helicopter larviciding, and stocked mosquitofish for biological
control of mosquito larvae. In addition, Clarke treated street catch basins for seasonal
control of mosquito larvae. So far there have been no mosquito batches, dead birds, or
human cases of West Nile virus in Kane County.
The Public Health Coordinator and sanitarian continue to treat all stagnant swimming
pools with Altosid XR and/or Vectolex WSP for mosquito larvae. Owners are notified to
remove all stagnant water from the pools and pools are inspected to ensure they are
properly fenced or secured. If the owner cannot be located, the case is turned over to
property maintenance for final compliance.
OTHER BUSINESS
An application was given to all board members for the final open position on the Board
of Health. This position must be filled by a registered nurse in active practice. Dr.
Hirsch stated he would try to find interested candidates.

The Elgin Board of Health quarterly meeting was held on Monday, October 11, 2010 in
the Community Development Conference room at City Hall. The meeting was called to
order by Chairman Hirsch at 7:28 p.m.
Brad Bohner introduced the most recent member of the Board of Health, Ms. Joni
Courtney.
The minutes from the July 12, 2010 meeting were approved.
REVIEW OF THE SECOND QUARTER
The following retail food and food service establishments opened in the third quarter of
2010: Dulceria Yanelly on Liberty Street, Two Rivers Headstart Daycare Center on
Airport Road, and the Elgin Firepit. The Roadhouse/Main Event was closed for 24 hours
when the natural gas was shut off. Although it reopened when the gas supply was
reestablished, it closed permanently soon after. Also closing were the Acapulco
Restaurant, Nikos Gyros, Panipaste Bakery, and Uncle T's BBQ. Approximately 8
pounds of food was discarded from the Golden Chinese Buffet due to improper
temperature.
A confirmed food borne illness occurred at the American Legion. Several people became
ill after eating potato salad served at lunch at this establishment. Stool samples
subsequently collected from ill employees were positive for Norovirus subtype G1. An
in-service training was conducted for all food service employees to remind them the to
practice careful handwashing after toileting and before food preparation, and that
employees involved in food preparation who have symptoms of gastroenteritis should be
restricted from work until 48 hours after they no longer have diarrhea.

A court case was initiated against La Quebrada for allowing grease from open containers
to leak onto a public sidewalk. Although the owner closed the open grease barrels in the
dumpster enclosure area, the dumpster also began to leak and the sidewalk still required
cleaning.

Dr. Stockman asked if the Public Health Division had noticed an increase in bedbug
complaints. Mr. Bohner stated that Code Enforcement has several bedbug complaints
from apartment tenants. Once confirmed, the owner of the dwelling is required to hire a
certified pest control company to eliminate these insects, which is often expensive and
time consuming. A standard operating procedure for these complaints was developed by
the Code Enforcement manager and the Public Health Coordinator.
OTHER BUSINESS
The sanitarian position was vacated in early September 2010. The Public Health
Coordinator was able to complete all health related inspections and duties during this
time. A new sanitarian was hired on October 11, 2010.
