HomeMy WebLinkAbout2007 Board Of Health • , MINUTES ELGIN BOARD OF HEALTH JANUARY 22, 2007 MEMBERS PRESENT: Dr. Ronald Hirsch, Edward Whitcomb, Peggy Cleinmark, Carol Spoden, Diane Jyoti MEMBERS ABSENT: Dr. Franz Stockman STAFF PRESENT: Paul Slaby, Public Health Officer Brad Bohner, Sanitarian The Elgin Board of Health quarterly meeting was held on Monday, January 22, 2007 in the Community Development Conference room at City Hall. The meeting was called to order by Chairman Hirsch at 7:01 p.m. APPROVAL OF MINUTES Dr. Hirsch made a motion to approve the minutes of the October 16, 2006 meeting. The motion was seconded by Mr. Whitcomb and passed 5 Yes and 0 No. REVIEW OF THE FOURTH QUARTER The following retail food and food service mobile units were licensed in the fourth quarter: Joe's Place, Pizza Cucina, and Los Dos Michoacanos. These units sell food primarily in the new housing developments west of Randall Road. Spring Garden restaurant, Elgin Community College retail food store, and La Baguette bakery opened. Dulceria Los Morritos, and Elgin Gas and Food Mart no longer sell potentially hazardous food. Domino's Pizza moved form 185 North Edison Street to 233 Dundee Avenue, and Walgreens moved from 9 Clock Tower Plaza to 600 Villa Street. Tortorices Pizza, Chicago Street Pizza, Papa John's Pizza, Karen's Kafe, Kloke's Bakery, Quizno's at 512 Waverly Drive, Del Ray Farms, Ram Food, Jayne Shover Easter Seal Daycare, and Special Creation Daycare closed. A memorandum was given to Board of Health members from the City Clerk reminding all board and commission members that the City Council will enforce municipal code section 3.03.020 which states that board members are considered to have abandoned their office if they fail to attend 2/3 of the meetings. Paul Slaby will provide the City Clerk's office with an attendance report that will indicate any extenuating circumstances regarding a member's frequent absences. r Page 2 Minutes January 22, 2007 The owner of 314 Chaparral Circle was taken to court for failing to remove an abandoned swimming pool that contained stagnant water breeding mosquitoes. The house is unoccupied and the swimming pool water was treated to prevent mosquito larvae from hatching. The owner was fined in court but has not yet removed the swimming pool. The City Council passed ordinance 9.08.180 which states any food service establishment located adjacent to a residential property cannot operate between 12:00 a.m. and 5:30 a.m., Mondays through Saturdays, and between 1:00 a.m. and 5:30 a.m. on Sundays. This ordinance affects six establishments. The Health Department is working closely with the Police Department to identify and notify the appropriate establishments. The Health Department is also working with the Purchasing Department to obtain a new landscaping company for the weed cutting program for 2007. The Health Department had several problems with the previous cutters, including late cutting and incorrect billing. The Kane County Health Department reviewed the food program for 2006. The KCHD listed several recommendations and proposals for the Elgin Health Department to bring the food program in substantial compliance with KCHD requirements. Significant requirements were to increase the frequency of high risk establishment inspections, submit an annual self-evaluation of the food program to the KCHD, provide press releases of health information, and update the Elgin Municipal Code to match the Kane County Ordinance as to frequency of inspections of establishments. Lastly, the Health Department coordinated inspections with the KCHD on a suspected salmonella outbreak in Kane County. Several retail food stores were inspected and employees were interviewed in an attempt to determine where the outbreak may have started.
