ADJOURNMENT. w , MINUTES ELGIN BOARD OF HEALTH APRIL 10, 2006 MEMBERS PRESENT: Marsha Delany, Peggy Cleinmark, Dr. Ronald Hirsch, Carol Spoden, Dr. Franz Stockman, Edward Whitcomb MEMBERS ABSENT: None STAFF PRESENT: Paul Slaby, Public Health Officer Brad Bohner, Sanitarian The Elgin Board of Health regular meeting was held on Monday,April 10,2006 in the Community Development Conference room at 7:00 P.M. The meeting was called to order by Chairman Hirsch at 7:02 P.M. APPROVAL OF MINUTES Mr. Whitcomb made a motion to approve the minutes from the October 10, 2005 meeting. The motion was seconded by Ms. Spoden and carried on a vote 5 Yes and 0 No. SMOKING BAN ORDINANCE DISCUSSION Elgin resident Shawn Hurley spoke to the Board concerning his desire that the City of Elgin Council pass a smoking ban in all public places. Mr. Hurley stated that he addressed the City Council regarding this topic, and was told by council members to bring his concerns to the Board of Health. Dr. Hirsch stated that the Board had previously recommended to the Council that Elgin adopt a more restrictive smoking ordinance than the one currently in place,but that suggestion was not acted upon. After much discussion, Dr. Hirsch made a motion that the Board of Health recommend that the Elgin City Council adopt a No Smoking ordinance similar to the Ordinance recently adopted by the City of Chicago. The motion was seconded by Edward Whitcomb and passed 6 Yes and 0 no. • PAGE TWO MINUTES APRIL 10, 2006 REVIEW OF THE FOURTH QUARTER REPORT The fourth quarter report was not reviewed. REVIEW YEAREND REPORT The yearend report was not reviewed. REVIEW FIRST QUARTER REPORT Mr. Slaby reported that Let's Meet for Coffee, Starbucks on North Randall Road, McLean Pantry and Tobacco, and Delicia Tropical Café opened. In addition, three Family Dollar Stores are now licensed to sell potentially hazardous foods. Luxor,Papa Murphy's Take and Bake Pizza,Big Apple Bagel on East Chicago Street,Pizza Ria Zia,Victor's Mexican Grocery,Cracker Barrel Old Country Store, Spring Garden West, and Kindercare on Hiawatha Drive closed. The spa at Country Inn and Suites, and the swimming pool at Larkin High School were closed for approximately 24 hours since no disinfectant was present. Lonestar Steakhouse and Saloon was also closed for approximately 24 hours and roughly 180 pounds of meat was discarded due to a fire at the establishment. Adjournment MINUTES ELGIN BOARD OF HEALTH JULY 17, 2006 7:00 PM MEMBERS PRESENT: Ms.Peggy Cleinmark, Ms. Marsha Delaney, Dr. Ronald Hirsch, Ms. Carol Spoden, Mr. Edward Whitcomb MEMBERS ABSENT: Dr. Franz Stockman OTHERS PRESENT: Kathy Drea, American Lung Association of IL-IA David Riggs, American Cancer Society Maureen Obuchowski, Kane County Health Department STAFF PRESENT: Mr. Paul Slaby, Public Health Officer Mr. Brad Bohner, Sanitarian Ms. Carolyn Jackson, Secretary The Elgin Board of Health quarterly meeting was held on Monday, July 17, 2006 in the Community Development Conference Room at City Hall. The meeting was called to order by the Chairman Hirsch at 7:03 p.m. APPROVAL OF MINUTES Dr. Hirsh made a motion to approve the minutes of the April 10, 2006 meeting. The motion was seconded by Mr. Whitcomb and carried on a vote 5 Yes and 0 No. REVIEW THIRD QUARTER Mr. Slaby reported the following food service establishments opened during the third quarter; Blockbusters on Larkin Avenue and North McLean Boulevard, Ameer Big Dollar#2, La Glorias (retail food stores), Elgin Country Club Halfway House and De La Rosa Market. Also, 26 properties were sent to the cutters this past quarter. r Page 2 MINUTES July 17, 2006 MISCELLANEOUS Mr. Riggs requested to speak to the Board regarding concern over Elgin's lack of a no- smoking ordinance. He stated that having a no-smoking ordinance would address public health and community health issues and urged the members to do whatever was necessary to approach the City Council to get an ordinance passed in Elgin. He mentioned that St. Charles and Geneva are considering an ordinance that would make them smoke free as well as Naperville, DeKalb and Rockford. There is information available that proves there is virtually no impact to business sales. Members were invited to an informational meeting at Panera Bread at 7:00 p.m. on the 20th After some discussion, Dr. Hirsch agreed that comprehensive "smoke free" legislation is the right thing to do and that people would be supportive of something about which they have been educated. He requested that Mr. Slaby seek to obtain copies of proposed ordinances from some of the cities mentioned for discussion at a future Board of Health meeting. STAFF PRESENT: Paul Slaby, Public Health Officer Carolyn Jackson, Secretary The Elgin Board of Health quarterly meeting was held on Monday, October 16, 2006 in the Community Development Conference Room at City Hall. The meeting was called to order by Chairman Hirsch at 7:00 p.m. APPROVAL OF MINUTES Mr. Whitcomb made a motion to approve the minutes of the July 17, 2006 meeting. The motion was seconded by Dr. Stockman and carried on a vote 6 Yes and 0 No. REVIEW THIRD QUARTER The following food service establishments opened during the third quarter; Nazrins (formerly Elliots on North Randall Road), Meatballs (on South Randall Road — formerly Papa John's), B & L Express (mobile unit servicing construction sites), Wing Park Restaurant on North McLean & Wing, La Quebrada (on Spring Street). Also, the Oak Restaurant closed and reopened with a new owner and name—The Golden Skillet and the Elgin Restaurant on East Chicago Street has a new owner. It will be opening soon as the Elgin Public House and the Goddard School Daycare opened. The Comfort Inn Spa was closed for 24 hours due to the lack of disinfectant and Willow Lake Estates pool was closed for numerous reasons for 13 days. 53 properties were sent to the cutters this past quarter. r r r Minutes Page 2 October 16, 2006 MISCELLANEOUS Mr. Slaby is working with Animal Control to create an ordinance for strays. There was an incident where a child on Center Street was scratched by a stray animal. He stated that Willow Lake Estates has a trap, neuter, release system in place already and will keep the board informed. Mr. Slaby is also working with Susana Munoz on lead abatement. Mr. Slaby briefly discussed the food recall process, with the recent wave of recalls on spinach, lettuce, formula and other products.
