ADJOURNMENT r MINUTES ELGIN BOARD OF HEALTH APRIL 26, 2004 * * * MEMBERS PRESENT: Ms Marcia Delaney, Ms Tricia Dieringer, Dr Ronald Hirsch, Ms Harriet Ward, Mr Edward Whitcomb MEMBERS ABSENT: Dr Franz Stockman STAFF PRESENT: Mr Brad Bohner, Sanitarian Mr Paul Slaby, Public Health Officer Ms Carolyn Jackson, Secretary elimk * * * The Elgin Board of Health regular meeting was held on Monday, April 25, 2004 at 7:00 p.m. in the Community Development Conference Room. The meeting was called to order by Chairman Hirsch at 7:10 p.m. APPROVAL OF MINUTES A motion was made by Mr. Whitcomb to approve the minutes of the October 13, 2003 regular meeting. The motion was seconded by Ms. Delaney and was carried on a vote of 4 yes and 0 no. REVIEW 3" & 4TH QUARTERS/END OF THE YEAR The following food service operations closed during the fourth quarter of 2003 and the first quarter of 2004; Gourmet on the Go, Villa Food Mart, Mi Tierra Tacos Y Mas, Here's Health, Dominick's Finer Foods and Winston Puris Ice Cream. Streamwood Family Residential, Neza Inc and the Channing YMCA facility closed as well. The following food service operations opened during the past two quarters; Azteca Bakery, Sacred Space Therapeutic Massage and Body Works, El Agave, Dollar General and Subway Restaurant. Also, the Elgin Country Club food service and swimming facility were annexed and are now located within the Elgin city limits. e•-• Page 2 Minutes Elgin Board of Health April 26, 2004 A number of swimming pools were closed due to excessive or a lack of disinfectant in the water. Those pools include the Hampton Inn, Country Inn and Suites, Holiday Inn and Larkin High School. MISCELLANEOUS Mr. Slaby and board members briefly discussed the noise ordinance as it related to scavenger pick up services. Mr. Slaby stated that his office was working with the scavenger businesses to have them discontinue pickups as early as 3:30 and 4:30 am. They would be permitted to start pickups at 7:00 am. This would be in areas that are in proximity to residential neighborhoods. The noise ordinance would not apply to this type of business, since pickup only takes about five minutes. * * * Dr. Hirsch proposed amending the current smoking ordinance to eliminate smoking in the work place and public places. He stated that one of the purposes of having a board of health was to promote the health of the citizens of Elgin and that there is nothing good about smoking. Dr. Hirsch said that since there is currently no statewide smoking ordinance being proposed, there no reason for Elgin not to take a stand on this issue. He presented two model smoking ordinances to be reviewed. One ordinance would eliminate smoking in all work places and public places and the other would restrict smoking to freestanding bars. Ms. Dieringer suggested that it would be better to have something done at the state level, because if each town had a different ordinance it would be hard to enforce. Ms. Dieringer presented a written objection to changing the smoking ordinance. After further discussion, Dr. Hirsch made a motion to recommend that the City Council consider replacing the existing smoking ordinance with the model ordinance that would eliminate smoking in all work places and public places except freestanding bars. The motion was seconded by Ms. Ward and the vote was four yes and one no. Mr. Slaby said he would find out what steps need to be taken to adopt a new smoking ordinance.
