HomeMy WebLinkAbout2003 Board Of Health MINUTES ELGIN BOARD OF HEALTH January 13, 2003 MEMBERS PRESENT: Ms. Joanne Demuth, Dr. Ronald Hirsch, Mr. Gus Stuart, Dr. Franz Stockman, Ms. Harriet Ward, Mr. Edward Whitcomb MEMBERS ABSENT: None STAFF PRESENT: Mr. Paul Slaby, Public Health Officer Mr. Brad Bohner, Sanitarian Ms. Carolyn Jackson, Secretary The Elgin Board of Health regular meeting was held on Monday,January 13,2003 in the lower level conference room in the north building at City Hall. The meeting was called to order by Chairman Hirsch at 7:30 p.m. APPROVAL OF MINUTES Ms. Demuth made a motion to approve the minutes of the October 7, 2002 meeting with one correction in the date. Ms. Ward seconded and the motion was carried on a vote of 6 Yes and 0 No. REVIEW 4th QUARTER The following food service establishments opened during the last quarter of 2002;Angelo's on South McLean, Subway on Summit Street, Elgin Flea Market Produce Stand on South McLean, St. Laurence School Cafeteria, Gourmet on the Go on South Randall Road, Nick's Liquor in Clock Tower Plaza, 7-11 on North Randall Road, Victor's Mexican Grocery on Walnut Avenue, The Centre(public swimming pool,preschool and snack bar)on Symphony Way,Taqueria Los Cocos. The following food service establishments closed in the past quarter;M&K Food Express on Villa Street, Wendy's on Airport Road, Downtown Deli no longer prepares food, B & L Food Express, Triple A Services Unit#5. Page 2 Minutes January 13, 2003 Two(2)massage establishments and six(6)massage therapists were licensed by the Health Officer. Mr. Slaby reported that the number of lighting complaints his office investigates,increased after the new lighting ordinance was passed. Most complaints were quickly resolved. *** The number of pool inspections increased as a result of the West Nile Virus. Some of the complaints about ponds or streams were less of a potential problem than the swimming pools and bird baths in the back yards of private residences. *** Mr. Slaby spent quite a bit of time at The Centre in October as they were preparing to open to the public. The daycare rooms were inspected as well as the food service. Food service is being catered by Cuisine America,which is located here in Elgin. He also licensed a number of massage therapists that will operate in the Centre. MISCELLANEOUS Mr. Bohner reported that the Illinois Department of Public Health has changed the Swimming Pool and Bathing Beach Code, effective January 1, 2003. All public spas throughout the state are required to be licensed by May 1, 2003. They (IDPH) are concerned about the danger suction presents to small children in whirlpools,as well as illnesses caused by unsafe water. Therapy pools are also being licensed. A proposed amendment of the Massage Ordinance was discussed with the Board. The amendment would include recognized massage therapy programs and schools in the non-applicability section of the ordinance, provided the students work under the direction and presence of the program's instructors. The Board unanimously approved a recommendation to move forward with having the proposed amendment adopted. The meeting was called to order by Chairman Hirsch at 7:32 p.m. APPROVAL OF MINUTES Mr. Whitcomb made a motion to approve the minutes of the January 13, 2003 meeting, seconded by Mr. Stuart. Motion was carried on a vote of 4 yes and 0 No. REVIEW FIRST QUARTER REPORTS The following food service establishments opened during the first quarter; El Ranchito, Checkered Flag Pub & Grub, Walgreens, Papa Murphy's Take `N Bake Pizza, Anthony's Restaurant and Jazz Club, Quiznos, Asian Food Mart and Dulceria Morritos. Food service establishments that closed in the first quarter include TNT Hotdogs, Smiley's Beef and Gyros, Elliott's and Curbside Café. k Page Two Minutes Elgin Board of Health April 14, 2003 REVIEW PROPOSED NOISE ORDINANCE AMENDMENT Mr. Slaby gave a brief overview of the proposed amendment to the noise ordinance. This amendment will regulate noise from vehicles in residential areas. Copies of the draft will be mailed to Board before the next meeting. MISCELLANEOUS Mr. Slaby stated that his office had lost the part-time weed inspector to the recent budget cuts. Public swimming pools will be opening Memorial Day weekend so those inspections will have to be made. Also, the fees for food licensing will probably be increasing. STAFF PRESENT: Mr. Paul Slaby, Public Health Officer Mr. Brad Bohner, Sanitarian Ms. Carolyn Jackson, Secretary The Elgin Board of Health regular meeting was held on Monday, July 14, 2003 in the lower level conference room in the north building at City Hall. The meeting was called to order by Chairman Hirsch at 7:30 p.m. Board members welcomed Ms. Marsha Delaney who takes the position vacated by Ms. Joanne Demuth. Ms. Delaney is a Registered Nurse at Sherman Hospital. APPROVAL OF MINUTES Mr. Stuart made a motion to approve the minutes of the April 14, 2003 meeting. The motion was seconded by Mr. Whitcomb and was carried on a vote of 4 Yes and 0 No. REVIEW 2ND QUARTER REPORTS Mr. Slaby states that his office processed 28 special events applications and one massage therapist application in the second quarter. The following food service operations open — Asian Food Mart, Neza Inc, Seattle Mountain Coffee re-opened as the Daily Bean, Pat's Grill re-opened as el Centenario, Taco La Luz, Taqueria Los Coco's, Hot Spot, Charles' Fast Food, International Buffet, Carmina's, Los Girasoles, Angelos re-opened as El Parasio, Schlotzsky's is now Café Lulu's. B & L Express and Pars Ice Cream closed during the quarter. Mr. Slaby and Mr. Bohner have received Department of Agriculture training for using brickets to treat catch basins for mosquito abatement. They are licensed to treat both public and private properties. elmk 1 - rik Page 2 Minutes July 14, 2003 REVIEW NOISE ORDINANCE AMENDMENT Mr. Slaby briefly outlined the proposed amendment to the current noise ordinance, which is aimed at motor vehicle engines in residential neighborhoods. The Health Division is constantly receiving complaints about diesel engines that are started early in the morning and left running in the driveway for 15-20 minutes before being driven out of the neighborhood. He stated that the ordinance has already passed the Committee of the Whole and is scheduled for the next Consent Agenda. The meeting was called to order by Chairman Hirsch at 7:33 p.m. APPROVAL OF MINUTES A motion was made by Chairman Hirsch to approve the minutes of the July 14, 2003 meeting. The motion was seconded by Ms. Ward and was carried on a vote of 4 Yes and O No. REVIEW 3" QUARTER The following food service operations opened during the third quarter: Golden Chinese Buffet opened after their fire restoration was completed, El Faro Restaurant in Tyler Creek Plaza, Brothers Soul Food on Dundee Avenue, Mary's Market in the State Street Market, Taqueria La Rosa on Villa Street and Silver Lake Restaurant on Randall Road. Also, Elgin Parents Co-Op opened on Standish Street in the old Mother Goose Daycare location and Dependable Catering changed names and is now Supreme Catering. It was noted that Mr. Bohner discarded food that was being sold by Triple A Catering on three separate occasions and citations were issued. A license suspension hearing was scheduled for last week and the license holder stated that he had not been given a copy of the inspection reports or the citations. Mr. Bohner stated that the license holder will receive copies of all reports and citations issued to the drivers. Page 2 Minutes Elgin Board of Health October 13, 2003 Food service establishments that closed during the quarter include Goodfellas, Garden of Eatin' and Letty's Donuts. *** Mr. Slaby reported that it was a very quiet season for the West Nile Virus. The complaints received for the testing of birds were invalid. *** The number of weed inspections is down since the Health Division lost its summer intern. Smaller lots are being trimmed by Mr. Bohner because it's faster than sending a letter to the owner of the property. Due to time constraints, complaints about property owned by the City are not being inspected. A cut order is being sent to take care of these complaints. Eighty-three properties were sent to the cutters during the third quarter. MISCELLANEOUS Consideration was given to revising the hours of collection in the Scavenger Ordinance to include start times for scavengers picking up trash near residential areas. Mr. Slaby cited three complaints the Health Division worked on in recent months. He is working with Tish Powell, Solid Waste Coordinator for the City, on a draft proposal. If anyone has ideas, please contact him and he will try to incorporate those ideas in the draft. This draft will be presented to the licensed scavenger companies and interested neighborhood groups. A copy of the draft should be ready for the January 2004 meeting. *** The bid for mosquito abatement is ready for the Committee of the Whole.
