HomeMy WebLinkAbout2001 Board Of Health elk MINUTES ELGIN BOARD OF HEALTH January 22, 2001 MEMBERS PRESENT: Ms. Joanne Demuth, Dr. Ronald Hirsch, Mr. Gus Stuart, Ms. Harriet Ward, Mr. Edward Whitcomb MEMBERS ABSENT: Dr. Franz Stockman STAFF PRESENT: Mr. Paul Slaby, Public Health Officer Mr. Brad Bohner, Sanitarian Ms. Carolyn Jackson, Secretary " The Elgin Board of Health regular meeting was held on Monday, January 22, 2001 in the second floor conference room in the north building at City Hall. The meeting was called to order by Chairman Hirsch at 7:30 p.m. APPROVAL OF MINUTES Ms. Ward made a motion to approve the minutes from the meeting on October 16, 2000, seconded by Mr. Whitcomb. Motion was carried on a vote of 5 Yes and 0 No. 4th QUARTER REPORTS The following food service operations opened during the last quarter: Mobil Station on the southeast corner of Villa and Liberty Street (no on site food preparation), Country Inn and Suites's continental breakfast area, Wendy's, Taylor Street Pizza and Caribou Coffee all on Randall Road. The following food service operations closed during the last quarter: Western Tap, Mel's Cuisine, Savannah Catering, Big K-Mart and Elgin Eby Brown. Page 2 Minutes January 22, 2001 Mr. Slaby reviewed plans for a fast food restaurant at 818 South McLean Boulevard and an employee cafeteria for Verizon Wireless at 777 Big Timber Road. REVIEW YEAR END REPORT End of the year reports were briefly discussed. Fifteen food service establishments opened, two retail food stores opened and 23 plans were reviewed. Seven food services establishments closed and seven retail food stores closed. One court case was initiated for a food service establishment and one for a retail food store. One food service establishment license was suspended for 24 hours. There were 12 public swimming pools closed for at least 24 hours and two new public swimming pools opened. 227 properties were sent to the cutters and one new daycare center opened. MISCELLANEOUS Mr. Slaby reports that El Faro's Restaurant (State Street) pled guilty to several violations in court and they need to be in compliance by their next court appearance in March. * * * Ms. Ward asked if Clarke Outdoor had received the contract for mosquito abatement for the year 2001. Mr. Slaby stated that the bids had been sent out but not awarded. He will know by the April meeting, who received the contract. * * * Chairman Hirsch requested that Mr. Slaby followup on the toxicology testing that is to be done in the Bowes Creek area and report to the Board at the April meeting. * * * The being no further business to discuss, the meeting was adjourned at 8:05 p.m. Ressj�ectfully submitted, v A `f o Jacks f, ecr- MINUTES ELGIN BOARD OF HEALTH April 16, 2001 MEMBERS PRESENT: Ms. Joanne Demuth, Dr. Ronald Hirsch, Dr. Franz Stockman, Mr. Gus Stuart, Ms. Harriet Ward, Mr. Edward Whitcomb MEMBERS ABSENT: None. STAFF PRESENT: Mr. Paul Slaby, Public Health Officer Mr. Brad Bohner, Sanitarian Ms. Carolyn Jackson, Secretary The Elgin Board of Health regular meeting was held on Monday, April 16, 2001 in the second floor conference room in the north building at City Hall. The meeting was called to order by Chairman Hirsch at 7:30 p.m. APPROVAL OF MINUTES Mr. Stuart made a motion to approve the minutes from the meeting held January 22, 2001, seconded by Mr. Whitcomb. Motion was carried on a vote of 6 Yes and 0 No. 1ST QUARTER REPORTS Mr. Slaby explained the new inspection reports, format and scoring. Inspections are rated as "High," "Moderate," or"Low"risk. He reported that some violations are critical and must be corrected while the inspector is on site (temperature violation, lack of hot water, etc). Penalty would include a suspension of their food service license. The following food service establishments were opened during the first quarter: the new deli in the Grand Victoria Casino food court, Payless Tobacco added liquor sales after receiving their license and 2 J's Wines and Spirits. The following food service establishments closed during the first quarter: Emperor's Palace closed for 72 hours due to fire damage, Checkers Restaurant on Larkin Avenue. The El Faro's court case was closed today since they have removed the burner, the owner has Page 2 Minutes April 15, 2001 received his Food Service Sanitation Certification and other violations have been corrected. Several swimming pools were closed anywhere from 24 hours to six days. They include the Country Inn and Suites, Ramada Inn, Days Inn and Crowne Plaza Hotel. MOSQUITO ABATEMENT CONTRACT Clarke Outdoor Spraying Company has been awarded a three-year contract for mosquito abatement in Elgin. They have invited the Board to tour their facilities. Paul will provide the contact person if anyone is interested. MISCELLANEOUS Mr. Slaby stated that his office is investigating several noise complaint; Home Depot on Randall Road neighbors are complaining about outdoor speakers, forklifts and sweepers being operated in the late night/early morning hours. At Print Pack, the neighbors are complaining about an "Elmer's glue" odor. Motion carried on a vote of 6 Yes and 0 No. 3rd QUARTER REPORT Mr. Slaby stated that his office is now formally inspecting "soup kitchens." The kitchens are located in the local churches and seven were inspected and licensed. The following food service operations were opened during the second and third quarters; a cafeteria in the Verizon Wireless building on North State Street, Owl's Athletic Club, White Pearl Restaurant (relocated), Elgin Fresh Market, El Ricon Pastigel Coffee Shop, Hot Diggity Dog, Garden of Eatin,'and State Street Market (formerly Creative Cuisine), Lords Park Aquatic Center Pool and Concession Stand, Meijer Gas Station, Jimmy's Charhouse, TNT Hotdogs, Villa Street Market, Marathon Minimart, Meijer's and Meijer's Restaurant, Sam's Pizza, Quiznos Subs. The following food services operations were closed during the second and third quarters; Sir Nicks Pizza, Roth Pharmacy, The Nosh Old Tyme Deli. Discussion was held regarding "Itinerant Merchants Licenses" as they relate to food service. One license was issued in the third quarter. Page 2 Minutes Elgin Board of Health October 22, 2001 Plans reviewed for remodeling the Jewel Foods on Larkin Avenue, Motorola Cafeteria on Galvin Drive, Dunkin Donuts on East Chicago Street, KFC on Dundee Avenue and 7-11 on Randall Road. Mr. Slaby and Mr. Bohner have passed the Illinois Department of Public Health Lead Based Paint Inspector/Risk Assessor Certification Examination. A number of swimming pools were closed anywhere from two hours to 144 hours. They include the Ramada Inn, the diving hopper at the Wing Park Aquatic Center, Blackhawk Apartments, Tyler Towers, Garden Quarter, Hampton Inn, Days Inn and the Larkin High School swimming pools. REQUEST FOR ADDITIONAL STAFF Mr. Slaby informed the Board members of his request for additional staff and provided a memo he sent to the Director of Code Administration, that justifies the request. Ms. Ward stated that with the growth that Elgin is experiencing, the request sounds quite reasonable. Chairman Hirsch asked Mr. Slaby to let him know if there was anything the Board of Health could do to assist him. MISCELLANEOUS Chairman Hirsch asked if the City of Elgin had any kind of anthrax plan in place. Mr. Slaby stated that there is a plan that is being handled by the Police Department.
