Parker MEMBERS PRESENT: Ms . Joanne Demuth, Dr. Ronald Hirsch, Dr. Franz Stockman, Mr. Gus Stuart , Ms . Harriet Ward MEMBERS ABSENT: Mr. Edward Whitcomb STAFF PRESENT: Mr. Paul Slaby, Public Health Officer Ms . Carolyn Jackson, Secretary The Elgin Board of Health regular meeting was held on Monday, July 19 , 1999 . The meeting was called to order by Chairman Hirsch at 7 : 30 p .m. APPROVAL OF MINUTES em. Ms . Demuth made a motion, seconded by Dr. Stockman to approve the minutes of special meeting that was held on May 17, 1999 . Motion carried. REVIEW 2ND QUARTER REPORTS Second quarter activity was discussed. Restaurant closings include Yaney' s, Espresso Joe ' s, Faccacia ' s Ristorante, A Private Affair, Wiener Wagon II , The Pizza Factory and White Hen. Four (4) plans were reviewed for food service establishments . UPDATE ON NOISE & LIGHTING ORDINANCES Mr. Slaby stated that the drafted ordinance never made it to the Committee of the Whole . It is being simplified and power tools and lawn equipment are being added to the language . As soon as he receives a copy, he will forward to the board for review. SWIMMING POOL CODE REVISION Discussion was held regarding the changes that the Illinois Department of Public Health has made to their Swimming Pool and Bathing Beach Code . The license fee is $75 . 00 . There being no further business to discuss, the meeting was adjourned at 6 : 58 p .m. Harriet Ward, Mr. Edward Whitcomb MEMBERS ABSENT: Dr. Franz Stockman OTHERS PRESENT: Mr. Paul Slaby, Public Health Officer Mr. Brad Bohner, Sanitarian Ms . Carolyn Jackson, Secretary The Elgin Board of Health regular meeting was held on Monday, October 7, 1999 at 7 : 30 p .m. The meeting was held in the Council Conference Room on the 2nd floor at City rk Hall . Chairman Hirsch called the meeting to order at 7 : 30 p.m. Ms . Demuth made a motion to approve the minutes of the July, 1999 meeting, seconded by Mr. Stuart . Motion was carried. REVIEW THIRD QUARTER REPORTS Mr. Slaby stated that a court date in November has been scheduled for Asian World Foods for work they have done . without obtaining permits . New food service operations include Goodfellas, Klein ' s Produce, Elgin Sports Complex Soccer Concession Stand, Dependable Catering, Papa Saverio ' s Pizza, Chicago Street Pizza, Papa John' s Pizza, Mel ' s Cuisine (inside Home Depot) Triple A Catering truck route 22 and John ' s Hoagy and Steak House . Also, 16 U-46 school cafeterias were added for routine inspections . Closed food service operations include John ' s Lodge (at the Elk' s Club) , Triple A Catering truck route 53 and Ahmad . In the lighting ordinance, how much lighting is in a lumen? Who decides what "glare" is and how much is too much? It was suggested that foot candles should be used instead. Regarding the proposed noise ordinance, snow blowers and snowmobiles should be added. Chairman Hirsch stated that both ordinances appear to be very subjective and have too many exceptions .
