The meeting was called to order at 5:07 p.m.by Acting Chair Fernandez.
Approval of the Minutes
Chief Swoboda made the motion, seconded by A/C McMahan to table the approval of the
October 19, 2017 and November 16, 2017 minutes. Motion carried.
Discussion of Firefighter Probation Period in Rules and Regulations
A/C McMahan discussed the fact that the State Statute, City ordinance nor the Commission
rules match.
The Fire and Police Commission rules need to be changed to match the City ordinance
which states:
Firefighter- 12 months probationary
Paramedic - 18 months probationary
After a light discussion, the Fire Department requested to have the language changed for
the Fire and Police Commission Rules and Regulations to match the City ordinance.
Chief Swoboda made the motion, seconded by A/C McMahan to table further discussion
until the February meeting. Motion carried.

rTim informed the Board that March will be the target date for the testing for Police Officers.
The interview process will then be scheduled for late April or early May. Chief Swoboda
will assign Training Officer Zierk to work with Tim.
Firefighter testing will begin in September.

The meeting was called to order at 5:05p.m. by Acting Chair Fernandez.
Discuss Physchological Exam Process- Dr.Alan Friedman
A/C McMahan indicated that he requested Dr. Freidman to attend the board meeting to
discuss hid testing procedure for new hires.
Dr. Friedman discussed his background as a psychologist. He is an Associate Professor on
the staff of Northwestern Hospital. He also has 11 years experience as a psychologist for
Fire and Police hiring candidates.
A propaganda packet was provided for the Board. Dr. Friedman indicated his contract
comes with a 30 day termination clause.
Dr. Friedman explained how his testing process works and how test results are provided.
The Board thanked Mr. Friedman for attending the Board meeting and explaining his
testing process and procedures

Cmmr.Wooten made the motion to approve the November 17, 2016, October 19, 2017 and
January 18, 2018. Motion carried. 3-0 1 abstained

Approval of Minutes
Assistant Chief McMahan made a motion to approve the February 15, 2018 minutes. It was
seconded by Deputy Chief Wolf. Motion carried 3-0
Discussion on Firefighter probation period
A/C McMahan discussed hoe the City Ordinance and the Fire and Police Board rules do not
match in reference to the probationary period for Firefighters. The rules state that the
probation period is 12 months and the ordinance states that the probation period can be
up to 18 months if the firefighter is attending paramedic school. He would like to have both
of them state the same thing.
After discussion on why the two may have differed it was determined that the ordinance
change may have taken place along with other changes and it was never address with the
Fire and Police Board.
Deputy Chief Wolf made the motion to change the Fire and Police rules to match the same
wording as the City Ordinance. Section 4. PROBATION, FIRE FIGHTERS WITH PARAMEDIC
RESPONSIBILITIES,point#1.
" Appointees to the position of fire fighter shall be subject to and considered on a twelve month.
period of probation. Appointees to the position of fire fighter whose position includes paramedic
responsibilities shall be subject to and considered on an eighteen month period of probation. The
probationary period provided herein shall commence on the first day of employment and shall
not include and shall be stayed during the following:"
The motion was seconded by A/C McMahan. Motion passed 3-0.
Public Safety Oral interview training
A/C McMahan explained that a company named I/O Solutions came to the Fire department to
discuss a new test for firefighters that the City is interested in using for the next testing cycle.
During that presentation I/O Solutions stated they have a training session for F&P
commissioners that they conduct to help with the oral interview process. A/C McMahan thought
that Elgin could use that training. He stated that I/O Solutions would help in designing questions
to ask during the interview and help develop a point system to help the oral process be easier to
score and consistent. A/C McMahan asked that HR look into paying for this training and stated
that he felt it would better the process.
Tim Bennett said that he would contact I/O Solutions to price out the training and see if the
Human Resource budget could handle the additional expense. Tim will report back to the Board
at the next meeting.

A/C McMahan made the motion, seconded by Deputy Wolf to approve the minutes of
March 15, 2018. Motion carried.
Guest Spoke
Ms. Bailey read a letter she had written expressing her condolences to the Decynthia
Clemmets family. She expressed her concern of the incident and how it would reflect badly
on Elgin. She inquired of the Commission as to what they were going to do regarding the
replacement of Chief Jeff Swoboda who will be leaving the department as Police Chief.
Deputy Chief Wolf thanked Ms. Bailey for her comments and concerns. He indicated that
the Manager and City Council will be handling the selection process of the next Chief of
Police and not the Board of Fire and Police Commissioners. This would also apply to
selection of the Interim Chief of Police.
Ms Bailey left the Board with one final thought and that is that it is very important to her
that the City of Elgin heal from this incident, move forward and continue with its
transparency policy.

Firefighter Hiring Requirements
Chief Schmidt spoke regarding the diversity in the Fire Department and the need for more
inclusion minorities. Currently the department has 9 minorities out of 133 Firefighters. He
is also looking for diversity in the Fire Explorer Program. There will be two Explorers
eligible that are planning to take the Firefighter exam this fall.
Currently there is a 60 credit hour requirement in order to take the exam. The department
feels this is a barrier for attracting minorities. Chief Schmidt has had firefighter hiring
requirements with Fire Chiefs from Aurora, Naperville and Rockford which has indicated
that they only have a high school/GED diploma requirement and they have a wider
diversity than the City of Elgin. Rockford Fire Chief has indicated that by not having a 60
hour credit requirement it allows them to have a wider pool of diversified candidates and
they have had very good success.
Chief Schmidt suggested giving preference points for a candidate that has 60 credit hours
or a degree. The department will be returning to a more standardized written exam which
will be a more comprehension test of reading, math and English. This allows the candidate
to have the minimum ability to pass the exam.
Chair Aagesen is requesting that a more comprehensive background check be completed
on all firefighter candidates.
Tim indicated that by having a more comprehensive background check, it has eliminated
approximately 10 police officer candidates making it to the final eligibility list.
Chief Schmidt indicated that he will work with this City Manager to obtain a more
comprehensive background check on all firefighter candidates.
The Fire Department will be changing the Psychologist to Dr. Alan Friedman.
The Board discussed the possibility of removing the application fee of$20. After
discussion, it was agreed upon that an inclusion be made to indicate a hardship exemption
clause.
Interviews will begin to take place between August and October for both firefighter and
police officer candidates.
Public Safety Oral Interview Training
I0 Solutions will be providing oral interview training for the Commissioners. I0 Solutions
will write the test questions and Human Resources with assistance from the Fire
Department will administer the test. The Firefighter exam will be administered on two
separate days for the convenience of the candidates.

The interview training will occur sometime in June. Tim will see if he can schedule the
training for the June 21st meeting.

Discussion of Interview Dates
Interview dates for police officer candidates will be held in August. There are
approximately 60 candidates to be interviewed. Background checks on candidates will
take from 4 to 6 weeks to be completed.
Firefighter interview dates will be discussed at the next meeting.

A/C McMahan made the motion, seconded by Cmmr. Fernandez to adjourn to executive
session to discuss personnel. Motion carried
Returned to open session at 5:25 p.m.
Cmmr. Fernandez made the motion, seconded by A/C McMahan to accept the
recommendation of the Police Department and remove candidate Matthew Gregory from
the eligibility list.

Assistant Chief McMahan made the motion, seconded by Commissioner Fernandez to
approve the minutes of May 17, 2018. Motion carried 3-0.
Training on Fire and Police interview process
Amy Eitapence from I/O Solutions went over the interview question process that I/O
Solutions developed for the City of Elgin. She discussed the questions that were selected
and the scoring process. The Board asked questions on how the scoring worked and how
to apply points for each of the different questions. Amy explained the interview process for
the day of the interview and how to score consistently for all candidates.
After discuss Tim asked the Commissioners to review the questions and determine which
questions they would like included. He would follow up with each of the commissioner and
determine a consensus of the top 5 questions to ask at each interview. He would follow up
in a week.

Chief Lalley discussed the background investigations for the upcoming interview process.
She detailed the files that came back as flagged due to concerns the detectives had after
conducting the background investigations.
After discussion on all the flagged candidates 21 candidates that were flagged for review
were recommended to be removed from the process.

session at 6:05 p.m. Motion carried

The meeting was called to order at 5:00 p.m. by Chair Aagesen.
Approval of the Minutes
Fire Chief Schmidt made the motion, seconded by Police Chief Lalley to approve the
minutes of August 16, 2018. Motion carried 3-0.
Discussion on Police testing process
Police Chief Lalley discussed how quickly the current police officer eligibility is progressing
and the department is wanting to start testing the first part of 2019. Chief Lalley explained
that she would like to change one of the requirements for the testing cycle and wanted the
Board's input. Chief Lalley discussed changing the requirement of needing 60 credit hours
of college and 3 years as a CSO to 60 credit hours of college credit and 3 years as an
employee with the City of Elgin. She felt it would help increase the candidate pool by giving
opportunities to anyone working for the City currently.
After some discussion it was recommended to table the discussion until the first part of
2019 and more of the commissioners could weigh in on the discussion.
Discuss dates for Firefighter interviews
Dates were discussed and finalized for the top firefighter candidates. Dates would be given
to the commissioners that were not able to attend.
Executive Session
Fire Chief Schmidt made the motion, seconded by Police Chief Lalley to adjourn to
executive session to discuss personnel. Motion carried 3-0.
Returned to open session at 5:45 p.m.

Chief Schmidt made the motion, seconded by Chief Lalley to accept the recommendation of
the Police Department and remove the candidates discuss the interview process. Motion
carried 3-0.
Adjournment
Chief Lalley made the motion, seconded by Chief Schmidt to adjourn the meeting at 5:55
p.m. Motion carried.

Chief Schmidt discussed the background investigations for the upcoming firefighter
interview process. He detailed the files that came back as flagged due to concerns the
detectives had after conducting the background investigations.
After discussion on all the flagged candidates 8 candidates that were flagged for review
were recommended to be removed from the process.
Chief Schmidt made the motion, seconded by Chief Lalley to return to open session at 5:45
p.m. Motion carried

Approval of the Minutes
The approval of the minute were tabled until the January 2019 meeting.
Discussion on Police testing process
Police Chief Lalley discussed how quickly the current police officer eligibility is progressing

that she discussed at the October meeting the police department's desire to change one of
the requirements for the police officer position. Chief Lalley discussed changing the
requirement of needing 60 credit hours of college and 3 years as a CSO to 60 credit hours of
college credit and 3 years as an employee with the City of Elgin. She felt it would help
increase the candidate pool by giving opportunities to anyone working for the City
currently.
After some discussion it was recommended to move forward with the recommendation.
The request would need to go before the City Council for final approval.
Executive Session
Commr. Fernandez made the motion, seconded by Fire Chief Schmidt to adjourn to
executive session to discuss a police officer candidate currently on the eligibility list.
Motion carried 4-0.
Returned to open session at 5:58 p.m.
Cmmr. Fernandez made the motion, seconded Chief Schmidt to postpone making an offer to
the police candidate until we can get further information about his background and make a
determination at the next Fire and Police Board meeting. Motion carried 4-0.

Chief Lalley discussed the background investigation on a police candidate Matthew Szoke.
During the background investigation Matthew relayed his past work experience and use of
illegal drugs. During his follow-up background investigation he admitted to taking Adderall
between the years of 2013 & 2014. Matthew had stated he took the drug when he was
younger with a prescription, but started to take it again in 2013-2014 when he did not have
a prescription. He also discussed how he had been terminated from his last job after
working there for only 7 weeks. He started the job after his last background investigation
and that was why we did not know about the termination previously. He stated he was let
go because he spoke to a juvenile about how he had taken drugs while underage. The
company also felt he was too aggressive with the juveniles under his watch and stated that
he appeared to be excited to watch the fight on video that occurred the night before.
The investigation also showed that he was removed from the Carpentersville police
eligibility list. When we tried to get information on the reason Carpentersville said they
would not release the information without a subpoena. Chief Lalley asked that we hold off
on hiring or making a decision on Matthew Szoke until the police department was able to
get more information. She would like to get the information and present it at the next Fire
and Police Board meeting in January.

5:58 p.m. Motion carried 4-0.
