The meeting was called to order at 5:38 by Chair Aagesen.
Approval of November 13.2014 Minutes
Fire Chief Fahy made the motion, seconded by Commissioner Wooten to approve the
November 13th minutes as presented. Motion carried. 4-1 (Swoboda abstained)
Discussion on Police Testing
The list of Police Officers that was currently established has hired eight offices from the list.
Chief Swobada informed the Board that they will be receiving invitations for hiring and
promotional ceremonies.
Commissioner Wooten asked that the Board acknowledge receipt of the invitation and
whether or not you will be able to attend.
Discussion on Meeting Date and Time
Commissioner Fernandez made the motion, seconded by Chief Swoboda to change the
meeting date and time to the third Thursday of the month at 5:00 p.m. Motion carried 5-0
The Board discussed holding the meetings at different fire stations and at the police
department to get to know the officers and firefighters.

Commissioner Training
At the request of Chair Aagesen and Commissioner Wooten, Tim provided the Board with
• information from the Commissioners conference they attended.
Discussion on Review of Current Rules and Regulations
Chair Aagesen suggested that the Board take a month to review the rules and regulations
since the last time they were updated was in 2008. Tim will the Board with an electronic
copy of the rules and regulations. The Board was reminded to make sure that no suggested
changes conflicts with bargaining units' agreements. Where possible,would like to see that
the changes mirror the state laws.
Executive Session
Discussion of Applicant Request
Commissioner Fernandez made the motion, seconded by Chief Fahy to table the executive
session discussion until the March meeting. Motion carried 5-0
Adjournment
There being no further business, Fire Chief Fahy made the motion, seconded by
[ Commissioner Fernandez to adjourn the meeting. The meeting adjourned at 5:53 p.m..

The meeting was called to order at 5:31 by Chair Aagesen.
Approval of February 12.2015 Minutes
Fire Chief Fahy made the motion, seconded by Commissioner Fernandez to approve the
February 12th minutes as presented. Motion carried. 5-0
Discussion on Review of Current Rules and Regulations
Fire Assistant Chief Tim Maroder and Police Deputy Chief Bill Wolf are working together
on revisions.
There was discussion regarding preference points for city employees. Currently the Police
Officers are allowed to apply without degrees if they were in the military or and Elgin
Community Service Officer.
Chief Swoboda stated that he is satisfied with the current requirements.
Rules and regulations will be sent over to the Corporation Counsel for review.
Chief Swoboda will provide additional feedback on the rules and regulations at the next
meeting.
Applicants must have a valid c-pat certificate at the time of the job offer and attendance at
the fire academy.

Background Checks for Commissioners

The Board discussed the possibility of having background check completed on Fire and
Police Commissioners due to the nature of sensitive information made available to them.
Tim will check with the ITS Department to determine what restrictions can be placed on
the laptops given to the Commissioners for security in case a laptop is lost or stolen.
Discussion on Meeting Date and Time
The meetings will begin at 5:00 p.m.with the primary location being the 2nd floor
conference room at city hall.
Commissioner Training
At the request of Chair Aagesen and Commissioner Wooten, Tim provided the Board with
information from the Commissioners conference they attended.

Approval of the Minutes
Fire Chief Fahy made the motion, seconded by Commissioner Wooten to approve the April
16th minutes as presented. Motion carried. 5-0
Discussion on Review of Current Rules and Regulations
Tabled until a future meeting when Corporation Counsel has the opportunity to complete
the review. Until the time that the review can be completed,the current rules will remain
in effect.
Firefighter Exam- Minimum Requirements and Upcoming Testing
Tim indicated that the current list expires in April of 2016, so the hiring process will begin
in either October or November.
There was much Board discussion regarding the minimum requirements with the final
suggested proposed changes.
• 19 years of age and be registered as a full time student
• Credit for Fire Cadet program with 100 hours of volunteer time
• City employee with 3 years of creditable service
• 3 years of military active duty
Commission Fernandez made the motion,seconded by Deputy Wolf to approve the
proposed changes to the firefighter educational requirements. Motion carried
There was the suggestion of trade school hours being used as a minimum requirement,and
this will be looked into by Chief Fahy.

Approval of the Minutes
Fire Chief Fahy made the motion, seconded by Commissioner Fernandez to approve the
July 23, 2015 minutes as presented. Motion carried. 4-0
Discussion on Review of Current Rules and Regulations
Tabled until a future meeting when Corporation Counsel has the opportunity to complete
the review. Until the time that the review can be completed, the current rules will remain
in effect.
Firefighter Exam- Minimum Requirements and Upcoming Testing

Background of Firefighter candidates
There was much Board discussion regarding the background check process that the City
current does on applicants for firefighter. Currently candidates for firefighter are only
given name checks during the interview process and no formal background is done by the
police department.

After discussion about the Board wanting to have the same type of background that police
officers gets,Tim posed the concern of the cost involved. In order for the Police
Department to conduct the backgrounds necessary for all the candidates it would take up a
lot of overtime hours for detectives to conduct the necessary interviews. Deputy Chief Wolf
explained the process and time required for each detective to do a background
investigation. The Board requested that Human Resources and the Police Department look
into the cost of either having an outside company conduct interviews or cost of overtime to
conduct the firefighter interviews. Commissioner Fernandez made the motion, seconded
by Commissioner Wooten to have the City look into cost associated with conducting an
extensive interview. Motion carried 5-0
Firefighter probationary extension
The Fire Department requested that the Board look into extending the probationary period
from the current length to 18 months. After discussion it was determined that the current
length is 18 months and no change needed to be made.

Approval of the Minutes
Commissioner Wooten made the motion, seconded by Deputy Chief Wolf to approve the
August 20, 2015 minutes as presented. Motion carried. 4-0
Discussion on Firefighter exam -minimum requirements and upcoming test
Tim addressed the Board to let them know that the legal department was still reviewing
the request about the requirements for the position of firefighter. Based on the discussion
he had with the legal department, many of the changes that the Board was wanting to make
needed to go before the City Council to enable them to go into effect. Tim discussed the
Board had two option with regard to the firefighter testing process.
• The Board could choose to move forward with the current testing process and open
the testing process immediately, but the process would have to use the
requirements from the last time we posted the position.

department on the proposed changes and once they approved the ordinance with

Tim informed die Board that the process to approve the ordinance may not take until
the new year and the firefighter testi!' process would need to wait until potentially
January 2016. After discussion on the benefits to waiting or opening the firefighter

testing process immediately the Board decided to wait until the City Council passed an
ordinance hi' -ore moving forward.
Commissioner Fernandez made the motion, seconded by Deputy Chief Wolf to have the
Legal Department draft an ordinance for the City Council to review and approve prior to
opening the firefighter testing process. Motion carried 4-0.
Meeting Schedule for December
The Board discussed whether to have a meeting for December. The discussion centered
around v, lie draft ordinance would be presented to Council. After discussion it was
decided to ivy- a S' -)ecial Meeting prior to the draft ordinance going to Council and the date
of said m qi,ie, be determined by '.he completion of the draft ordinance. Tim will
contact t'. )ar.i 'nd let them know once it is completed and the Board will set a meeting
date at thy, time. Tentatively the meeting is scheduled for December 9, 2015.

The meeting was called to order at 5:01 p.m.by Chair Aagesen.
Approval of the Minutes
Commissioner Fernandez made the motion,seconded by Commissioner Wooten to approve
the November 16, 2015 minutes as presented. Motion carried. 5-0
Discussion on draft Ordinance for Firefighter testing
Tim addressed the Board to let them know that the legal department had finished their
review of the ordinance and the recommended changes. Tim explained that many of the
requirements for firefighter testing are dictated by the State Statute 65 ILCS 5/10-2.1. The
changes that the Board wanted to make that did not fall under the state statute would need
to go before the City Council for approval. Tim discussed each of the changes and which
needed to go before Council and which the State Statute addressed.
After that discussion Chief Fahy commented on increasing the amount points that an
applicant would get for being a resident and the amount of time that a person must live in
Elgin to get those points. After discussion the Board decided to increase the amount of
points from 3 to 5 points and extend the timeframe for residency from 60 days to 1 year.
Along with the discussion on changes the Board discussed the age requirement for an
applicant that is in the Fire Cadet program and decided that they would like to add the
ability for a 19 year old to test for firefighter and to also apply this same requirement to
include participants from the Police Explorer program.
After the discussion on these topics Chair Aagesen called for a vote to recommend these
changes to the proposal going to City Council. Commissioner Wooten made the Motion,
seconded by Deputy Chief Wolf. Motion carried 5-0
