The meeting was called to order at 5:37 p.m. by Chair Camacho.
At the request of Chair Camacho, Chief Fahy introduced NC Maroder to the Board as
the new Assistant Fire Chief in charge of Emergency Management for the Fire
Department.
Chair Camacho discussed the scoring used by the State for Firefighter scoring and the
difference it makes in the candidate ranking. Chair Camacho indicated that she was
not happy with their scoring process.
Cmmr. Scott indicated that the system is set up so that not one component will over
shadow another component and that all the components have an equal value.
Much discussion ensued on this topic. Tim explained that a candidate's written score
and other eligible points are what will give a candidate an advantage above another
candidate in points and how they end of ranking on the final eligibility list.
The intent of the legislation for the scoring is currently a work in progress.
Police Requirements for New Hires
Deputy Wolf indicated that he bringing this matter before the Board looking for input and
feedback from the Board on:
• Removing the 4 year degree requirement
• Imposing a 60 hour college credit requirement
• Providing preferential points to Elgin Explorer candidates
The Police Department felt that this would assist in obtaining diversity in the
department. Deputy Wolf indicated that former Explorer participants were some of their
best officers. Deputy Wolf suggested allowing Explorer participants to forgo the 4 year
college degree requirement in lieu of going through the Explorer program. Most of the
Explorer participants receive a two year degree and then are unable to pursue their
education to obtain a four year degree due to financial reasons.
The Board agreed that they were not in favor of lowering the educational requirements.
This was due to the fact that the Police Department in the past requested the education
requirement because they felt they would be able to obtain better candidates. The
Board had forgone the college credit requirement for two interview processes. It was
suggested that the Police Department consider encouraging or mentoring the Explorers
to reach the goal of obtaining a four year degree since this is the requirement for a
candidate to be hired as an Elgin Police Officer.
Deputy Wolf extended an invitation to the Board to attend any Explorer meeting to see
what training they go through.
Chief Fahy suggested that considering the request of the Police Department to award
preferential points to Elgin Explorers may add to the diversity of the department. This
would be the same as awarding Firefighter candidates with preferential points for being
a paramedic.
There continued to be discussion regarding suggestion of an Explorer having a two year
degree along with graduation from the Elgin Explorer program. The suggestion was
made for the Police Department to start recruiting from the Asian community.
Deputy Wolf inquired if the Police Department would be able to attend a future meeting
to discuss this issue further.
The Board was interested in knowing what the Explorer program consisted of and how
many levels there are to the program and if there was some type of certificate given to
those candidates that graduated. The Board indicated they would consider this
discussion at a future meeting and would also consider the possibility of awarding
preferential points to Elgin Explorer candidates.
Tim informed Deputy Wolf that the Police Department will be on the April agenda to
discuss the explorer program further.
Approval of the Minutes
Cmmr Scott made the motion, seconded by Cmmr Kethdy to approve the November 13,
2014 minutes as written. Motion carried 3-0
Firefighter Testing Update
Tim indicated that there were 326 candidates that tested and out of this group the
minority breakdown were 6 females, 4 African Americans, 25 Hispanic, 2 American
Indian and 5 Asian. Out of the top 65 candidates, three were minorities, 1 African
American and 2 Hispanic.
Firefighter Interview Dates
Ten dates were selected by the Board for interviewing. Two additional dates were
selected in case of cancellation due to severe weather conditions.

There being no further business to discuss, Chair Camacho called for a motion to
adjourn.
Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to adjourn the meeting at
6:29 p.m. Motion carried 3-0

Approval of the Minutes
Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to approve the February 6,
2014 minutes. Motion carried 3-0
Police Officer Candidate Interviews
Tim informed the Commission that the Police Officer testing process had begun. The
deadline for applications is October 20, 2014. The Police Department will be sending
officers to Puerto Rico to do recruitment efforts there using our contacts we have in the
area.
Police Requirements for New Hires
Tim informed the Commission that the City Council had voted to allow the new changes
to the hiring process for Police Officer candidates.
Applicants now must meet the following requirements:
• Candidates must be 21 years of age or older
• Candidates must be citizens of the United States or an alien admitted for
permanent residence or lawfully admitted for temporary residence who can
produce evidence of intention to become a citizen of the United States.
• Have a valid driver's license
• Must meet one of the following and provide a copy of a college transcript/diploma
o a bachelor's degree from an accredited college
o 60 credit hours of college credit and have (3) years of full-time Police
Officer experience
o 60 credit hours of college credit and have (3)years of active duty in the
United States military
o 60 credit hours of college credit and be a current employee working as a
full-time Community Service Officer with (3) years of employment as a
Community Service Officer with the City of Elgin Police Department
o 60 credit hours of college credit and have participated in the Elgin Police
Department Explorer Program with at least four (4) years of participation
and with not less than (400) hours of volunteer time in the program
• Have a valid Power Test Card dated between October 1, 2013 and October 18,
2014
Acknowledgement of the Board
The Police Chief and Fire Chief both expressed their thanks and wishes to the Board
members. They expressed how much they appreciated the work that they had done for
both departments and how they were honored to have worked with each of them.

There being no further business to discuss, Chair Camacho called for a motion to
adjourn.
Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to adjourn the meeting at

Election of Chairperson
Fire Chief Fahy made the motion, seconded by Commissioner Fernandez to appoint
Commissioner Aagesen as Chairperson. Motion carried.
Approval of October 9.2014 Minutes
Fire Chief Fahy made the motion, seconded by Commissioner Wooten to approve the
October 9th minutes as presented. Motion carried.
Commissioner Training
Tim inquired if any other Commissioner would like to attend the Illinois Fire and Police
Commissioners Conference in November. Commissioner Aagesen asked to be signed up.
Tim will send both Commissioners registration confirmation.
Discussion on Police Testing
Background checks are currently being completed on approximately 64 candidates. One
candidate did not meet the required requirements. As the background checks are
completed, interviews will be scheduled for those candidates.

There was discussion on whether all candidate interviews should be conducted in person
of if consideration should be given to the five candidates from out of the country and from
the east coast.
Fire Chief Fahy made a motion, seconded by Commissioner Fernando to have all interviews
conducted in person. Motion carried.
Tim provided a copy of the questions that were used for previous interview processes.
There was much discussion regarding the questions. It was determined that the questions
will be reviewed, revised. Once revisions have been completed, they will be emailed to the
Board prior to the interview process.
Interview dates have been scheduled as follows:
November 15th 20 candidates
November 19th 12 candidates
November 21St 12 candidates
December 13th 20 candidates
Tim will notify the candidates from out of state of the interview dates so that they may
make preparations.
Phil suggested that the Board review the scoring process. All scores should be in range of
one another and then combined and averaged. Passing score is 75%.

There being no further business, Fire Chief Fahy made the motion, seconded by
Commissioner Fernandez to adjourn the meeting. The meeting adjourned at 6:40 p.m..

Approval of October 30.2014 Minutes
Commissioner Fernandez made the motion,seconded by Chief Fahy to approve the October
30th minutes as presented. Motion carried.
IFPCA Seminar recap
Chairperson Aagesen along with Commissioner Wooten discussed the seminar that they
attended. They talked about information they received and how other municipalities
handle their Fire and Police Board responsibilities. After the discussion Chairperson
Aagesen asked that the materials they received by made available to the rest of the Board.
Tim said that he would makes copies for those that were not able to attend.
Discussion on Police Testing
The Board discussed the process they would do for the interview process. Tim informed
them that the Police Chief's conference was scheduled and candidates were informed about
their interviews. Tim informed the Board of the backgrounds that have yet to be completed
and the background interviews for the individuals from Puerto Rico would be done by
December 12th and those interviews would be given to the Board prior to the interviews on
December 13th.
Interview dates are as follows:
November 15th 20 candidates
November 19th 12 candidates
November 21st 12 candidates
December 13th 20 candidates
Tim let the Board know that he notified the candidates from out of state of the interview
dates and they all made preparations and were scheduled.

Commissioner Fernandez made the motion,seconded by Commissioner Wooten to adjourn
to executive session at 5:55 p.m. Motion carried
Commission returned to open session at 6:25 p.m.
Adjournment
There being no further business, Chief Fahy made the motion,seconded by Commissioner
Fernandez to adjourn the meeting. The meeting adjourned at 6:35 p.m.
