Norasing Kethdy Cmmr. Jacqueline Scott Staff: Tim Bennett Jeff Swoboda—Police Chief The meeting was called to order at 5:34 p.m. by Chair Camacho. Approval of the Minutes Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to approve the July 12, 2012 minutes. The motion carried 3-0 New Business Chair Camacho inquired about the decision to change the make up of the Fire and Police Board by adding the Fire and Police Chiefs to the Board. Tim stated that the approval has not gone through Legal yet for approval to be given to the City Council. Tim will update once he has more information on that being moved forward. Police Officer testing process Discussion Tim let the Board know that he would be starting the process for Police Officer in the next couple of weeks. Tim said that the process would begin in January with an anticipated interview timeframe in mid to late April, depending on when testing could be scheduled. Tim asked the Board to consider the requirements for the position. He inquired about the possibility of changing the requirements to include military and/or prior police experience. The Chief expressed his desire to allow the requirements so that additional candidates could be considered. Discussion was done on options for what would be acceptable for the Board and for the Police department. After discussion with the Board the two options that were agreed on were: r r 1. Allow candidates with 3 years prior experience as a full-time officer and 60 hours of college credit. 2. Allow candidates with 3 years of active duty in the military and 60 hours of college credit. A motion was made by Cmmr. Kethdy to accept the new requirements for this testing cycle. It was seconded by Cmmr. Scott. The motion passed 3-0. Adjournment Cmmr. Kethdy made the motion, seconded by Cmmr. Norasing Kethdy Cmmr. Jacqueline Scott Staff: Tim Bennett The meeting was called to order at 5:34 p.m. by Chair Camacho. Election of Chairperson Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to nominate Mary Camacho as chairperson of the Board of Fire and Police Commissioners. Cmmr. Camacho accepted the nomination. Motion carried 3-0 Approval of the Minutes Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to approve the January 17, 2013 minutes. Motion carried 3-0 Police Officer Candidate Interviews Tim informed the Commission that the Police Officer sitting in on the interview process may ask questions of the candidate so as to utilize their knowledge, however, they are not a part of the deliberating and scoring process. Chair Camacho indicated that she was informed by Chief Swoboda there would be different officers participating during the interview process due to scheduling. Tim indicated that there would be 45 Police Officer candidates to interview. Lt. Rafferty from the Investigations Division will conduct the background checks and provide the results to Tim by the end of May. The interview process will be held at the Police Department beginning at 6:00 p.m. on the following dates: r Tuesday, June 11th, Wednesday, June 12th, Thursday, June 13th Monday, June 17th, Thursday, June 20th Monday, June 24th, Wednesday, June 26th Executive session Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to adjourn to executive session at 5:55 p.m. Motion carried 3-0 Commission returned to open session at 6:12 p.m. Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to remove candidates Justin Farrell, William Copp and Theodore Robert from the applicant process. Motion carried 3-0 The Police Department will be having a promotional ceremony on May 14th at 2:00 p.m. at The Centre and the Police Officer's Memorial on May 15th at 4:00 p.m. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Scott made the motion, seconded by Cmmr. Norasing Kethdy Cmmr. Jacqueline Scott Staff: Tim Bennett. The Police Department requested that the following three candidates be removed from the Police Officer candidate applicant process. Justin Farrell William Copp Theodore Robert Tim indicated that if any additional candidates possess concerns that require removal from the list, it will be discussed at the first interview process. Chair Camacho informed the Commission that Lt. Rafferty would provide the Commission with the number of police officer candidates that are Veterans. Cmmr. Scott made the motion, seconded by Cmmr. Jacqueline Scott Chief John Fahy Chief Jeff Swobada Guest: Dave Zierk, Training Officer— Police Department Staff: Tim Bennett The meeting was called to order at 5:37 p.m. by Chair Camacho. Approval of the Minutes Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to approve the May 9, 2013 minutes. Motion carried 3-0 Firefighter and Police Officer Testing Process Tim informed the Commission that for the Firefighter candidates, a video testing process will be utilized by the National Testing Network. Candidates will have to go to the Glen Ellyn testing site. Those present questioned whether or not a testing site at a future time could be set up at Elgin Community College so that the Elgin candidates would not have to travel such distance. Tim indicated that the testing location and dates will be posted on the City's website. The Agency will provide Tim with the top 50 candidate scores. A conference call was set up with Chantel from National Testing Network.com to explain how the process and video testing would works and how this would allow for better diversity and better candidates. Each candidate will incur the cost of$40 to test instead of the City. Test results remain active for 12 months, however, a candidate may retake the exam in 6 months. Tim indicated that there is a possibility that the same type of video testing will be utilized for Police Officers and Communication Operators. The Board discussed the benefits of hosting the testing process in Elgin. Cmmr. Scott made the motion, seconded by Cmmr Kethdy to move forward with the video testing process through National Testing Network pending no major complications from references and that a testing site be held in Elgin. Motion carried. Firefighter Testing Dates To be determined at a later date due to the new testing process. Adiournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Scott made the motion, seconded by Cmmr.
