The meeting was called to order at 5:30 p.m. by Chair Camacho.
Chair Camacho welcomed and thanked Chief Fahy for attending the meeting. Chair Camacho
discussed the new State statute on Firefighter eligibility. A discussion ensued on how this new
statute will affect how the Board hires candidates to be placed on the eligibility list. Chief Fahy
indicated that the Joint Labor Management Committee (JLMC) is currently in the process of
revamping the bill to correct some of the issues in the bill related to hiring.
Tim indicated that a meeting is being held by JLMC at the end of January and he will be attending
along with Mike Gehrman from Corporation Counsel and Gail Cohen, Human Resources Director.
Chief Fahy also indicated that the Illinois Fire Chiefs Association will be keep abreast of this issue
and the Fire Chiefs will be kept informed.
Chief Fahy discussed his expectations of Firefighter candidates. Chief Fahy also provided the
Commission with a list of questions that could be utilized during the interview process.
Chief Fahy indicated that he would like to see more minorities on the eligibility list. Chief stressed
that the skills necessary for a Firefighter can be taught once hired.
Tim asked Chief Fahy to provide him with 2 or 3 top traits that he would like to see in a Firefighter
candidate. Chief Fahy indicated that his top traits would be Honesty, Empathy and a Caring attitude.
As a reminder to the Commission, background checks are only performed on individuals that are
being hired. Name checks are performed on all candidates.
Chief Fahy thanked the Commission for the good quality of candidates that have been hired over the
years.

Approval of the Minutes
Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to approve the October 13, 2011 minutes.
The motion carried 3-0
Police Officer Eligibility List
Tim provided the Commission with an eligibility list for Police Officers. It was noted that the point
range between candidates was very small.
Chair Camacho provided Human Resources a breakdown list containing which candidates were
minorities, their age group and their college degree. Tim will provide a copy to the Commission.
Chair Camacho indicated that the Police Department would like to do away with the requirement of
a college degree.
The Commission agreed and felt as a whole that a college degree is necessary. Chief Fahy agreed with
the requirement that it is important for a candidate to have a college degree.
Firefighter Testing Interviews
Firefighter interviews will be held at Fire Station 1, located at 550 Summit beginning February 6th at
5:30 p.m. in the chief's conference room.
Interview dates will be: February 6th, 7th, 8th, 13th, 15th, 20th, 21St, and 27th.
New Business
Tim informed the Commissioners that there is new open meeting act training for all Board members.
The training is an on-line training course. Commissioners please provide Tim with a copy of your
certificate once you have completed the class.

There being no further business to discuss, Chair Camacho called for a motion to adjourn.
Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to adjourn the meeting at 6:02 p.m.

The meeting was called to order at 5:31 p.m. by Chair Camacho.
Approval of the Minutes
Cmmr. Kethdy made the motion,seconded by Cmmr. Scott to approve the January 12,2012 minutes
elk with the following correction.
Second sentence in paragraph 1,the word statue should be statute. The motion carried 3-0
Firefighter Testing Interviews
Chair Camacho indicated that the Commission was in the process of completing the calculation of
scores. After this is completed,the list will be forwarded to Tim.
Tim indicated that for future reports providing age and number of minority should not be included.
Tim re-iterated that grade/points are based strictly on the interview process. Chair Camacho stressed
that scores are based on observation during the interview process.
Tim informed the Board that any individuals that did not show up will receive a zero and added in
the total.

Adjournment
Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to adjourn the meeting at 6:00 p.m. to go
into executive session to discuss Firefighter test scores amongst themselves.
There being nothing else to discuss,the Staff Liaison and Recording Secretary departed in order for
the Board to discuss Firefighter interviews points and to create a list to be given to Human Resources.

The meeting was called to order at 5:30 p.m. by Chair Camacho.
Election of Chairperson
Cmmr. Scott made the motion, seconded by Cmmr.Norasing to re-appoint Cmmr. Camacho as the
chairperson for the Human Relations Commission. Cmmr. Camacho accepted the nomination. The
motion carried. 3-0
Approval of the Minutes
Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to approve the March 8, 2012 minutes.
The motion carried 3-0
Police and Fire Board Responsibility Discussion
Chair Camacho indicated she had a meeting with the Mayor and City Manager to discuss the
possibility of the vacant positions being filled with the Fire and Police Chiefs being voting members
of the Board along with the Human Resources Director participating on the Board.
The Commission felt that six members on the Board would not make the voting equal, and would not
break a tie if necessary.
Cmmr.Noraing indicated that the Police Department has not been happy with the scoring process of
the candidates.

rIt was brought out that the State scoring process now has an impact on how individuals are scored,
and affect how the candidates are placed on the eligibility list. The Board has no control over the
scoring process.
The hiring process for the Fire Department is dictated on State scoring structure based on
certifications held by the individual.
Tim suggested that both Chiefs would like to have input in the hiring of candidates.
Cmmr. Scott indicated that she would welcome the Chiefs as Board members as this would help them
to understand the types of individuals being requested and how difficult it is to obtain them.
The Board voiced their concern as to who would be voting members. The Board would like to make
it very clear that they do not want to lose the control they currently have for hiring.
The Board indicated that they would like to try this process of having the Chiefs participate for the
next hiring process.
If there are going to be three (3) City voting positions,then the Board would like to revisit and
discuss the issue at the next meeting. The Board is not opposed to the request,they are asking for
clarification on the voting member numbers for City Staff. An answer will be provided at the July
12th meeting by Human Resources.

The Board discussed the possibility of police hiring beginning this fall.
