The meeting was called to order at 5:34 p.m. by Chair Camacho.
Approval of the Minutes
Cmmr. Scott made the motion, seconded by Cmmr. Norasing to approve the September
9, 2010 minutes. The motion carried 3-0
Police Officer Psychological Evaluation Product
Dr. Freidman and PHD Psychology Doctor at Northwestern Hospital spoke with the
Commission regarding the psychological services currently being used for the hiring
process of both Firefighters and Police Officers.
Dr. Freidman distributed sample reports that his company would provide after an
evaluation of a candidate. Dr. Freidman indicated that after 9 months on the job a
survey would sent to the department and they would be asked to fill it out and return to
him giving feedback on the progress of the recruit candidate.
Dr. Freidman explained how he used the polygraph test on candidates when
interviewing. He felt that submitting a candidate to a polygraph test was an advantage
in getting candidates to admit their short comings.
Chair Camacho thanked Dr. Freidman for taking the time to meet with Commission to
explain his testing procedures.

There being no further business to discuss, Chair Camacho called for a motion to
adjourn.
Cmmr. Norasing made the motion, seconded by Cmmr. Scott to adjourn the meeting at
7:00 p.m.

May 12, 2011 Summary
Present: Chair Mary Camacho
Cmmr. Jacqueline Scott
Absent: Cmmr. Norasing Kethdy

Guest: David Schmidt, Assistant Fire Chief
There being no quorum, a discussion ensued with NC Schmidt.
A/C Schmidt introduced himself to the members present.
The hiring process will begin shortly for both Firefighter and Police Officer candidates.
Police Officer Testing Process
The subject was brought up that the Police Chief would like to relax the education
requirement for Police Officer. The chief would like to have the credit hours reduced to
60 hours with no degree necessary.
It was brought out that out of all the Police Officers that have been hired; they all have a
Bachelors degree.
Tim was asked about getting more diverse candidates. Tim responded that efforts have
been made in the past to no avail.
Chair Camacho indicated that minorities have an opportunity for other jobs that do not
require them to put their lives at risk which is a possibility as to why the low turnout
number of candidates.
Firefighter Testing Process
Assistant Chief requested a couple of changes for the hiring of Firefighter candidates.

1. The Fire Department would like to look at giving preference points to candidates
that already posses their paramedic license.
2. Requirement that all Firefighter applicants be EMT-B certified when they pick up
their application.
NC Schmidt mentioned that when a candidate is hired, they immediately go into EMT-B
training which takes away from department training. EMT-B training is 16 weeks in
which the candidate is unable to devote time to department training.
The Fire department is looking to provide points for paramedic certification even if the
candidate does not have firefighting experience.

The meeting was called to order at 5:28 p.m. by Chair Camacho.
Approval of the Minutes
Cmmr. Scott made the motion, seconded by Cmmr. Norasing to approve the February
10, 2011 minutes. The motion carried 3-0
Fire Fighter Testing Process
The Asst. Chief Baker made the recommendation change the application requirements
for the initial hiring process for firefighter. To help improve the quality of candidates and
to help defer costs attributed to training the fire department wanted to make an EMT—
Basic certification a requirement for the position. After discussion Cmmr. Scott made the
motion, seconded by Cmmr. Norasing to approve the additional requirement of an EMT
—B certification as a requirement for the initial application process. The motion carried
3-0.
Asst Chief Baker discussed the largest cost to the department for training new recruits
was the Paramedic portion of the training. To help get more candidates that are
qualified as a paramedic the recommendation was made to add 5 additional points to
the eligibility list for those that possess their EMT— P certification. After discussion
Cmmr. Scott made the motion, seconded by Cmmr. Norasing to approve the additional
of giving 5 additional points to the eligibility list for those candidates that have an EMT—
P certification. The motion carried 3-0.
Police Officer Testing
Tim Bennett gave an update on the Police testing process. Discussion was brought up
about changing the educational requirements for Police Officer candidates. After
discussing in length the Board decided to continue with the current requirements and
make no additional changes.
Additional businee
Chair Camacho brought up information about HB1576 and discussed her view on what
the law was about and some of her concerns if it should pass. After discussion the
Board decided to send a joint letter to our representative to let them know that the City
of Elgin is not in support of the bill. After discussion Cmmr. Norasing made the motion,
seconded by Cmmr. Scott to approve the joint letter to our state representative to
express the City of Elgin's non-support of the proposed bill. The motion carried 3-0.

There being no further business to discuss, Chair Camacho called for a motion to
adjourn.
Cmmr. Scott made the motion, seconded by Cmmr. Norasing to adjourn the meeting at
6:08 p.m.

The meeting was called to order at 5:50 p.m. by Chair Camacho.
Election of New Chairperson
Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to nominate Cmmr.
Camacho as the Chairperson of the Board of Fire and Police Commissioners. Cmmr.
Camacho accepted the nomination. Nomination was voted on as follows:

Police Officer Testing
Tim Bennett gave an update on the Police testing process. Tim requested that
interview dates be set for the Police Officer candidate interviews with the Fire and
Police Board. Tim discussed the request by the Police Chief to allow an Officer to sit in
on the interviews with the Fire and Police Board to answer questions that they may
have about candidates.
The Commissioners discuss the benefits and disadvantages of allowing officers to sit in
with them while they are asking questions. After much discussion the Board decided
that they would allow officers to sit in on the interviews with the following stipulations:
1. The officers would not ask questions
2. No more than 1 officer would be allowed to sit in
3. The officer must leave after expressing any observations they have on the
candidate and not be present during discussion of candidates by the board.
The Board then discussed interview dates and set November 14, 15, 16, 17, 28 and 30th
e` and December 7th if needed.
Fire Fighter Testing Process
Tim gave an update on the Firefighter testing process and informed the Board that
interviews would take place in the new year.
