Board of Fire & Police Commissioners 2"d Floor Conference Room/South Tower March 11, 2010 Meeting Minutes Present: Chair Mary Camacho Cmmr. Alfred Fulton Cmmr. Norasing Kethdy Cmmr. Jacqueline Scott Guests: Chief John Henrici Elgin High Student Chris Hanneman Staff: Tim Bennett The meeting was called to order at 5:34 p.m. by Chair Camacho. Approval of the Minutes Cmmr. Fulton made the motion, seconded by Cmmr. Scott to approve the October 8, 2009 minutes as written. Motion carried 4-0 Cmmr. Kethdy made the motion, seconded by Cmmr. Fulton to approve the October 8, 2009 executive minutes as written. Motion carried 4-0 Discussion with Fire and Police Chiefs Chair Camacho thanked Chief Henrici for accepting the Commission's invitation to attend the meeting. Chief Henrici thanked the Commission for their invitation. Chief Henrici indicated that he was appreciative of the good candidates that are currently on the Firefighter's eligibility list. The current interview process is working well in obtaining excellent candidates. It was mentioned that the current lieutenant's list will expire on October 30, 2010. Chief Henrici requested that the testing process for lieutenants begin so as to establish an eligibility list. Chief Henrici mentioned that current legislation is being introduced to allow eligibility by test scores only. Board of Fire and Police Commissioners March 11,2010 Meeting Minutes Page 2 When asked what type of candidate the Fire Department is looking for, Chief Henrici indicated that candidates with certification as a paramedic is a bonus as it takes two (2) years and an approximate cost of$25,000 to train a candidate to the level of paramedic. Chief Swoboda from the Police Department will attend either the April or May meeting to discuss the police hiring process in June. Tim indicated that the Police Department will potentially begin using a video based test and a physical agility test similar to what is currently being used by the Fire Department. Executive Session Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to adjourn to executive session at 5:53 p.m. Motion carried 4-0 Cmmr. Fulton made the motion, seconded by Cmmr. Scott to return to open session at 5:55 p.m. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Fulton made the motion, seconded by Cmmr. Tim informed the Commission that Chief Womack would be tendering her resignation and that Deputy Chief Swobada would be appointed as the acting chief. There being no further business to discuss, Chair Camacho called for a motion to return to open sesson. Cmmr. Fulton made the motion, seconded by Cmmr. Norasing Kethdy Cmmr. Jacqueline Scott Staff: Tim Bennett Guests: Jeffrey Swoboda, Chief of Police The meeting was called to order at 5:36 p.m. by Chair Camacho. Election of New Chairperson Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to nominate Cmmr. Camacho as the Chairperson of the Board of Fire and Police Commissioners. Cmmr. Camacho accepted the nomination. Nomination was voted on as follows: Cmmr. Camacho —yes Cmmr. Kethdy—yes Cmmr. Scott- yes Approval of the Minutes Approval of March 11, 2010 minutes placed on hold until June Meeting. Discussion with Police Chief and interview process Chief Swoboda introduced himself and discussed his background. He let the Board know that he would like to have the Police Department attend more meetings and to get more involved in the Board meetings. He discussed the interview and testing process that the Board has conducted in the past and praised them for their work and dedication. The Commissioners introduced themselves and their backgrounds. Police Officer testing process Tim informed the Board that the testing should begin for the next Police Officer Eligibility list. He discussed that the new process would be a video testing process and the City would like to charge a fee for picking up an application. Tim stated that the City was suggesting a $10.00 fee. The Board discussed the amount and agreed that the $10.00 fee was acceptable. Board of Fire &Police Commissioners May 13, 2010 Page 2 A motion was made by Cmmr Scott: "The Board of Fire and Police recommend that a $10.00 fee be charge for Police Officer candidates to pick up an application on the next testing process." Cmmr Kethdy seconded the motion. Motion carried 3-0. Another issue that was brought up was in regard to changing the application requirements for Police Officer. Tim recommended that the Board look into allowing experienced police officers from other departments have the degree requirement waived if they can show they have 4 years of experience with another department. After discussion on whether or not to keep the degree requirement in place for all candidates or waiving it for experienced police officers, the Board decided to postpone the discuss on this topic until the June meeting. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Kethdy made the motion, seconded by Cmmr. Jacqueline Scott Staff: Tim Bennett Guests: Jeffrey Swoboda, Chief of Police Hidayat Khan, Civil Service Commissioner The meeting was called to order at 5:33 p.m. by Chair Camacho. Approval of the Minutes Cmmr. Kehtdy made the motion, seconded by Cmmr. Scott to approve the March 11, 2010 minutes as written. Motion carried 3-0 r Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to approve the March 11, 2010 executive minutes as written. Motion carried 3-0 Cmmr. Kehtdy made the motion, seconded by Cmmr. Scott to approve the May 13, 2010 minutes as written. Motion carried 3-0 Discussion about the Police Officer testing process Chief Swoboda introduced the subject of possibly changing some of the requirements for the upcoming testing process. The current process requires everyone to have a bachelor's degree and he stressed how the City id trying to encourage current police officers to come to our department. He had suggested lowing or eliminating the degree requirement for candidates that are current police officers. Discussion ensued about different combinations of experience and degree amounts that the City could require for the position. Chair Camacho suggested 30 credit hours of college along with 4 years of police officer experience. Cmmr. Scott felt that the amount of college credit needed to be higher and suggested having the candidates sign a contract stating they would have a degree by a specific time or lose they would be asked to resign. Cmmr Khan led some discussion about education requirements and why it was needed. After the discussion and multiple options the Board decided that the best option for the City and candidates would be to require 4 years of experience as a full-time police officer and 60 credit hours of college credit. Board of Fire & Police Commissioners ' June 10, 2010 Page 2 r Cmmr. Scott made the motion stating — "For the 2010 Police testing cycle the requirements for education would be changed to include: A candidate with 4 years of full-time Police Officer experience and 60 college credit hours would be allowed to test." The motion was approved 3-0. The Board decided to set the interview schedule for the police testing process in September after the test in August. The Board would not have meeting until September unless a special meeting was required. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr.
