Alfred Fulton Cmmr. Norasing Kethdy Cmmr. Jacqueline Scott Staff: Tim Bennett The meeting was called to order at 5:30 p.m. by Chair Camacho. Election of New Chairperson Cmmr Kethdy made the motion, seconded by Cmmr. Fulton to nominate Cmmr. Camacho as the Chairperson of the Board of Fire and Police Commissioners. Cmmr. Camacho accepted the nomination. Nomination was voted on as follows: Cmmr. Camacho — yes Cmmr. Fulton — yes Cmmr. Kethdy— yes Cmmr. Scott - yes Approval of the Minutes Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to approve the April 10, 2008 minutes as written. Motion carried 4-0. Cmmr. Fulton made the motion, seconded by Cmmr. Kethdy to approve the June 12, 2008 minutes as written. Motion carried 4-0. Cmmr. Kethdy made the motion, seconded by Cmmr. Scott to approve the September 11, 2008 minutes with the noted changes. Motion carried 4-0. Discussion on Adoption of Ordinance for the Changes in the Termination Process for Probationary Fire and Police Employees The Board discussed extensively the ordinance change removing disciplinary/termination action from the Board. Tim helped the Board to see that since the disciplinary/termination process was removed by the Civil Service Commission, it was felt that it should be to remove it from the Board of Fire and Police Commission. This decision was approved by the City Council. Board of Fire &Police Commissioners August 13, 2009 Minutes Page 2 erk The Commission now feels that the Board has become a glorified entity. It was also discussed that the function of the Board is to establish an eligibility list of candidates. It was noted that the department does have the capability of utilizing the Rule of Three option. Tim indicated that neither the Fire nor Police Departments has taken advantage of this ruling. Chair Camacho mentioned that both Fire and Police Department negotiated to have an arbitrator handle disciplinary matters and therefore this function was removed from the Board of Fire and Police Commissioners. The ability to extend probationary periods was also removed from the Board. Cmmr. Scott made the motion, seconded by Cmmr. Kethdy to approve the amendment to the ordinance in accordance with the Council decision. Motion carried 4-0. Chair Camacho asked Tim to inquire if the City Manager, Fire Chief and Police Chief would be able to attend the next meeting in October. Discussion of Firefighter Testing Process and Setting of Firefighter Interview Dates After review of the interview questions, it was determined that there would be no change in the questions used for the interview process. Tim informed the Board that the top 60 candidates will participate in a CPAT program and will have until November 1St to provide a copy of their CPAT certificate. No interview dates were set up at this time. The September meeting of the Board of Fire and Police Commissioners was canceled. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Kethdy made the motion, seconded by Cmmr. Alfred Fulton Cmmr. Norasing Kethdy Cmmr. Jacqueline Scott Guests: Phil Charak Marty McCormack Staff: Tim Bennett The meeting was called to order at 5:30 p.m. by Chair Camacho. Chair Camacho inquired as to which Commissioners would like to attend the conference that is being held in St. Charles for Fire and Police Commissioners. Approval of the Minutes Cmmr. Fulton made the motion, seconded by Cmmr. Scott to approve the minutes as written. The motion carried 4-0 Interview Dates for Firefighter Candidates Tim indicated that the interview process will begin after November 1st, as the CPAT testing process is scheduled to be completed by November 2nd. There will be 60 candidates to interview. Candidates that have a current CPAT card will be interviewed first, so as to allow background checks to be completed on the remaining candidates. Interviews will be held at Fire Station 1 located at 550 Summit Street beginning at 6:00 p.m. on the following dates: Tuesday, November 10th Wednesday, November 11th Monday, November 16th Tuesday, November 17th Monday, November 23rd Monday, November 30th Wednesday, December 2nd Thursday, December 3rd Firefighter candidate Phil Charak spoke to the Commission thanking them for the opportunity to speak with them regarding his candidacy on the current eligibility list. Mr. Charak realizes that the City may not be hiring due to the uncertainty of the economy. Mr. Charak's purpose of addressing the board this evening was to ask for consideration of the Board to roll over his candidacy from the current eligibility list to the new list once it is established. Mr. Charak feels that he has a lot to offer the department and would welcome the opportunity to be hired by the City of Elgin. Chair Camacho thanked Mr. Charak for attending the meeting tonight and addressing the Commission. Executive Session Cmmr. Fulton made the motion, seconded by Cmmr. Kethdy to adjourn to executive session at 5:55 p.m. Motion carried 4-0 The commission returned to open session at 6:08 p.m. The Board discussed the upcoming seminar for Fire and Police Board of Commissioners. The Commissioners are to let Tim know by October 26th if they will be attending the seminar and what sessions they would like to sign up for. The December meeting will be cancelled due to Firefighter interviews. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Fulton made the motion, seconded by Cmmr. Scott to adjourn the meeting at 6:15 p.m. Motion carried 4-0. Jacqueline Scott Staff: Tim Bennett The Commission discussed the request from Firefighter candidate Phil Charak to roll over his candidacy from the current eligibility list to the new list once it is established. Chair Camacho indicated that the current list expires on November 26th and there are no plans at the time for the City to hire any new Firefighters. Tim provided background information on the placement of Mr. Charak on the current eligibility list. Tim also informed the Commission that Firefighters will only be hired through attrition. Chair Camacho inquired is the Commission had the capability of rolling over a candidate to a new list. Tim indicated that there is no provision in the current Board of Fire and Police rules. After much discussion, the Commission agreed that there is no provision in the rules to roll over a candidate and did not wish to set a president at this time. Cmmr. Kethdy made the motion, seconded by Cmmr. Fulton to return to open session at 6:08 p.m. Motion carried 4-0.
