Mary Camacho Cmmr. Alfred Fulton Absent: Cmmr. Norasing Kethdy Staff: Tim Bennett The meeting was called to order at 5:38 p.m. by Chair Shannon. Approval of the Minutes Cmmr. Fulton made the motion, seconded by Cmmr. Camacho to approve the December 13, 2007 minutes. The motion carried 3-0. Discussion of Rules and Regulations Update Tim indicated that there were no major changes to the rules and regulations. Any references made to the swim test will be removed from sections 1 & 6. Any reference to suspension , discharges and removal will be removed as the Commission no longer has any authority in these areas as outlined in the Union contract. Cmmr. Camacho inquired about the role of the Commission regarding probationary Officers and Firefighters. Tim indicated that the Commission will still handle the hearing procedures, however, probationary employees do not receive hearings Cmmr. Camacho made the motion, seconded by Fulton to approve the changes made to the Rules and Regulations with the right to make future changes. The motion carried 3-0. Executive Session Cmmr. Fulton made the motion, seconded by Cmmr. Camacho to adjourn to executive session at 5:55 p.m. Cmmr. Camacho made the motion, seconded to return to open session at 6:08 p.m. Adjournment There being no further business to discuss, Chair Shannon called for a motion to adjourn. Cmmr. Camacho made the motion, seconded by Cmmr. Fulton to adjourn the meeting at 6:09 p.m. The next meeting of the Board of Fire and Police Commissioners will be March 13, 2008. Norasing Kethdy Staff: Tim Bennett Tim discussed with the Commission the state statute regarding Firefighters receiving eligibility points for Firefighter and Paramedic status. Chair Shannon requested a work session during the next meeting to discuss the interview questions for Firefighter. Cmmr. Camacho made the motion, seconded to return to open session at 6:08 p.m. Adjournment There being no further business to discuss, Chair Shannon called for a motion to adjourn. Cmmr. Camacho made the motion, seconded by Cmmr. Alfred Fulton Cmmr. Norasing Kethdy Staff: Tim Bennett Guest: Robert Beeter The meeting was called to order at 5:35 p.m. by Chair Shannon. Election of Chairperson Cmmr. Fulton made the motion seconded by Kethdy to nominate Mary Camacho as the new chairperson. Mary accepted the nomination. The motion carried 4-0 Approval of the Minutes Cmmr. Kethdy made the motion, seconded by Cmmr. Camacho to approve the January 10, 2008. The motion carried 4-0 Approval to Begin the Hiring Process for Police Officer The police officer test will begin July 12th. The interview process will begin in September. Cmmr. Camacho made the motion, seconded by Cmmr. Fulton to approve the hiring process. The motion carried 4-0 Tim encouraged the Board to find candidates to be apart of the Board of Fire and Police Commissioners. Cmmr. Camacho made the motion, seconded by Cmmr. Fulton to adjourn to executive session at 5:46 p.m. to discuss personnel. The Board returned to open session at 5:53 p.m. Deputy Beeter informed the Board that the Citizen Advisory panel is currently meeting on a monthly basis and that they are receiving input from the community. Discussion of Police Officer Interview Questions The Board discussed the questions to be used durng the oral interview process for Police Officer. Questions 1 and 4 will be revisited at a future meeting. Chair Shannon thanked the Board for the opportunity to serve on the Commission with them, however, due to commitments he is unable to remain on the Board. The Board thanked Ed for his time on the Board of Fire and Police Commission. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Kethdy made the motion, seconded by Cmmr. Norasing Kethdy Staff: Tim Bennett Guest: Robert Beeter The Board received a memo requesting the extension of the probationary period for probationary Officer Jim Raap who received an injury while on the job. There was little discussion regarding this request. Cmmr. Camacho made the motion, seconded Cmmr. Fulton to extend the probationary period for Officer Jim Raap for the duration of the time he is off or 6 months which ever is less in compliance with the ordinance. The motion carried 4-0 Cmmr. Fulton made the motion, seconded by Cmmr. Alfred Fulton Cmmr. Norasing Kethdy Staff: Tim Bennett The meeting was called to order at 5:40 p.m. by Chair Camacho. Approval of the Minutes Tabled until the next meeting. Discussion of Police Officer Interview Questions rThe Board discussed the rewording of Questions 5 and 10. Question 5 will be reworded so as to ascertain from the candidate what he/she plans to achieve within 5 years from being hired. Question 10 will be reworded so as to personalize the question to each candidate. All other question will remain the same. Discuss Fire & Police Rules and Regulation Changes Tim provided the Board with a copy of the proposed changes to the rules and regulations. Tim indicated that one of the changes was that the Fire testing requirements for promotion are mandated by the State and therefore the change will reflect the requirement. The State mandated requirements: Requirement for promotional testing: Lieutenant — 5 years before accommodation Captain — 2 years Oral assessment — 35 old points 25 new points r Written exam 40 old points 35 new points Department 10 old points 20 new points Military points once on entry and once for promotion Cmmr. Fulton made the motion, seconded by Cmmr. Kethdy to approve the proposed changes to the Fire and Police Rules and Regulations. Motion carried 3-0 Executive Session No issues to discuss. Adjournment There being no further business to discuss, Chair Camacho called for a motion to adjourn. Cmmr. Fulton made the motion, seconded by Cmmr.
