The meeting was called to order at 5:30 p.m. by Chair Chesbrough. Due to a lack of a
quorum, there was not meeting.
Approval of the Minutes
Tabled until the February Meeting.
Discussion of Psychologist for Psychologist
Tabled until the February meeting.
Discuss Rules and Regulations
Tabled until the February meeting.
Letter from Police Officer
Tim provided some background information on Sgt. Theriault's request to use his
reserve military points towards the current promotional process.
Sgt. Theriault indicated that his request is currently under consideration by Corporation
Council and will be brought before the attention of the Council. He also indicated that
he would like to have the points retroactive to the current Lieutenant's list. Sgt.
Theriault indicated that he is requesting the retroactivity because the list was posted
prior to clarification of this issue. Tim Bennett indicated that the list was posted based
on the memo that was received from Corporation Council.
Chair Chesbrough indicated that the issue should have been brought before the Board.
Chair Chesbrough tabled the matter pending the outcome of the February 23rd Council
meeting. Chair Chesbrough also indicated that he would like to have a full Board to
discuss this issue.
Adjournment
There being no further discussion, Chair Chesbrough adjourned the meeting at 6:00
p.m.

The meeting was called to order at 5:13 p.m. by Chair Chesbrough.
Approval of Minutes
Cmmr. Miller made the motion, seconded by Cmmr. Camacho to amend the
November 8, 2004 minutes as follows: page 2 "rescind offer". The motion
carried 5-0
Cmmr. Camacho made the motion, seconded by Cmmr. Miller to approve the
November 8, 2004 as amended. The motion carried 5-0.
Firefighter Testing Process
Tim informed the Commission that the Human Resources Department and the
Fire Department would like to recreate the testing process for Firefighters.
Chief Falese made a presentation to the Board for informational purposes.
Chief Falese suggested the following changes to the testing process.
1. Re-evaluate the current swim test. Due to not being a work-related practice, it
was suggested that the swim test portion be moved to the Firefighter Training
Academy.
2. The current physical ability/agility testing is completed through Sherman
Hospital. The suggestion is to move to a testing process approved by the Justice
Department. The test is entitled "C-PAT" and is a job oriented test geared
towards Firefighters.

ribk 3. Suggest the use of a study guide and/or a video based test. Tim indicated
that the video test would be a good tool to help those individuals that are visual
learners.
4. Diversity initiatives.
• Develop specific strategies to attract minorities
• Increased applications handed out
• Increase the number of locations that applications are handed out, i.e.
Malcolm X College
• Increase the number of top applicants passing to the top 60 scores
The goal is to create a more diverse department without lowering standards. The
suggestion was made to have the Human Resources Department be more
aggressive on the recruitment of minorities in outlying areas.
Cmmr. Camacho made the motion, seconded by Cmmr. Miller that the
Commission directs the Fire Chief and Human Resources to proceed with the
proposed plan and to bring a proposal back to the Commission. The motion
carried 5-0.
Cmmr. O'Neal asked Tim to provide minority-testing information to the
Commission after each testing cycle for all Fire and Police applicants.
Rules and Regulations
Tim summarized the proposed changes to the Fire and Police Rules and
Regulations. The Municipal Code for the Rule of Three will be included in the
changes.
Cmmr. O'Neal made the motion, seconded by Cmmr. Miller to approve the
changes as proposed. The motion carried 5-0.
Testing Process
Tim provided information regarding the testing cycle for Police Officers and
Firefighters in June. It is anticipated that interviews will occur in November and
December.
Tim indicated that the Psychologist for the psychological examinations for both
the Police Officer and Firefighter should be revisited.
The suggestion was made to have the Commission interview Psychologists for
the purpose of selecting one to be used for the psychological examinations. A
Sub-committee will be developed and consist of the Human Resources Director,
Staff Liaison, Police Chief, Fire Chief, and at least one Commissioner.

Chair Chesbrough commended Cmmr. O'Neal for the number of years he served
on the Commission and thanked him for being his mentor.

There being no further business to discuss, Chair Chesbrough called for a motion
to adjourn.
Cmmr. O'Neal made the motion, seconded by Cmmr. Camacho to adjourn the
meeting at 6:42 p.m.

The meeting was called to order at 5:47 p.m. by Chair Chesbrough.
Approval of the Minutes
Cmmr. Miller made the motion, seconded by Cmmr. Marshall to approve the April 14,
2005 minutes as written. The motion carried.
Recognition of Ronald O'Neal
Mayor Shock presented Cmmr. O'Neal with a plaque for his 16 years of service to the
Board of Fire and Police Commissioners and to the community.
Mr. Folarin thanked Cmmr. O'Neal for the positive role he has made in being on the
Commission.
Firefighter Testing Process Discussion
Chief Falese discussed the proposed changes to the testing process for Firefighter
candidates. Recommendations from Chief Falese included:
❖ required physical aptitude testing as part of the eligibility list process
❖ Eliminate the swim test from the Firefighter testing process
❖ Consider the use of video based testing in place of written testing
❖ Increase number of locations for application distribution

,. ❖ Develop and implement diversity initiatives
Cmmr. Camacho made the motion, seconded by Cmmr. O'Neal to approve the
proposed modifications to the Fire Department testing process as submitted by Chief
Falese.

Cmmr. Miller made the motion, seconded by Cmmr. Camacho to adjourn the meeting
at 6:25 p.m.

The meeting was called to order at 5:40 p.m.by Chair Chesbrough.
Approval of Minutes
Postponed the approval of the minutes for May 12,2005 until the August meeting.
Welcome New Member
The Fire and Police Board welcomed Ed Shannon to the Board.
Interview Class for Board
Tim informed the Board that the next meeting would be cancelled and replaced with an interview training
teb'' class.
Firefighter Testing Process
Tim informed the Commission that the Human Resources Department and the Fire Department would like
to move forward with the Firefighter testing process.
Commissioner Miller made the motion and was seconded by Commissioner Marshall to approve the
beginning of the testing process for firefighter. Motion carried 5-0.
Firefighter Promotional certification
The board was brought 3 firefighter candidates to certify to become official firefighters with the City of
Elgin. After review,Commissioner Miller made the motion and was seconded by Commissioner Marshall
to approve for certification the 3 firefighters. Motion carried 5-0.
Cmmr. O'Neal asked Tim to provide minority-testing information to the Commission after each testing
cycle for all Fire and Police applicants.

Approval of the Minutes
l.► Cmmr. Camacho made the motion, seconded by Cmmr. Shannon to approve the May
12, 2005 and June 9, 2005 minutes.
Resignation of Chair Chesbrough
Chair Chesbrough indicated that he has enjoyed his tenure on the Board.
Update on Police Testing
Tim provided an update on the Police Officer candidates. There were 139 applications
turned in, with 80 candidates passing the written exam. The top 42 candidates will
progress to the interview process. The interview process will begin in October.
A total of 500 Firefighter applications will be handed out with the top 60 candidates
notified of the CPAT testing in December. Interviewing will be begin approximately in
January of 2006.
Chief Womack indicated that she is looking forward to working with the Board. There
was much discussion between the Board and Chief Womack on ideas of how they can
work together.
Presentation to Bill Chesbrough
Tim presented Bill with a plaque for this 10 year service on the Board.

adjourn.

The meeting was called to order at 5:46 p.m.by Cmmr Camacho.
Approval of Minutes
Cmmr.Marshall made the motion,seconded by Cmmr. Shannon to approve the August 11,2005 minutes.
Welcome New Member
The Fire and Police Board welcomed Christine Wojtas to the Board.
Election of Chairperson
Nominations were taken for Chairperson. A nomination was made for Cmmr Camacho. She accepted the
nomination. Cmmr Camacho was elected Chairperson on a vote of 3—0.
Chair Camacho asked Chief Womack to be invited to graduations and Police events. Chief Womack gave
a standing invitation to all Police events and included ride along opportunities to any commissioner that
would like to participate in them.
Firefighter Testing Update
Tim informed the Commission that the fire testing process took place and that we had 60 candidates that
were moving on to the next stage of the process. The next stage is the CPAT and would take place on
December 10,2005.Human Resources Department and the Fire Department would like to move forward
with the Firefighter testing process.
Scheduling of Police Interviews
Tim informed the Board that they had 42 police officer candidates to interview. The Board reviewed dates
to conduct interviews and decided on October 12, 13, 14,20 and 21s`

Approval of the Minutes
Cmmr. Marshall made the motion, seconded by Cmmr. Wojtas to approve the
September 8th minutes as written. The motion carried 5-0.
Executive Session
Cmmr. Shannon made the motion, seconded by Cmmr. Marshall to adjourn to executive
session for the purpose of a Police Officer candidate interview at 5:43 p.m. The motion
carried.
Cmmr. Shannon made the motion, seconded by Cmmr. Wjotas to return to open
session at 6:05 p.m. The motion carried 5-0.
Update on Fire Promotional Testing Process
The Board was updated on the Firefighter process. There will be 60 candidates on
December 10th taking the CPAT test.
Lieutenant and Captain Promotional Exam
Under the Fire Promotional Act, candidates must be given one year notification of a
promotional exam. The reading list for both promotional processes have been sent out.

New Business
Tim informed the Board of the offer by Chief Womack to have the Board members ride
along in squad cars and a tour of the Police station. The Board appreciated the offer
and will hold off this year due to their busy schedules and take advantage of the offer
next year.
Chair Camacho thanked Fire Chief Falese for the invitation to the Fire Academy
graduation in October.
Chair Camacho asked Tim to look into the possibility of having the background checks
that are done on Police Officer candidates completed in a more consistent and uniform
manner. Currently, some reports have extensive and correct information, while others
either give no information at all or give incorrect information.
The December 8th meeting will be changed to December 15th.

adjourn.
