Timothy Bates Cmmr. Mary Camacho Cmmr. Ronald O'Neal Cmmr. Miriam Scott Staff: Tim Bennett The meeting was called to order at 5:35 p.m. by Chair Chesbrough. Approval of the Minutes Cmmr. Scott made the motion seconded by Cmmr. Bates to approve the October 9, 2003 minutes as written. Motion carried 5-0. College Degree requirement for Police Officer Promotional process Tim brought forth information regarding the ability to purchase degrees based on life experience. This was due to the rumors that individuals were looking into purchasing such degrees in order to quality for the promotional exam. Cmmr. O'Neal made the motion, seconded by Cmmr. Scott to have Corporation Counsel write up language for approval by the Board for a candidate to obtain a college degree. The motion carried 5-0. Cmmr. Bates made the motion, seconded by Cmmr. Scott to amend the above motion to include language stating that the Commission will not accept any Life Experience Degrees until a response has been received from Corporation Counsel. The motion carried 5-0. Interview Dates for Police Officer Testing Tim informed the Commission that there would be 28 Police officer candidates to interview. The following interview dates are set: rh March 19th, 24th 26th and 31st . Camacho, seconded by Cmmr. O'Neal to re-instate Officer Henry Smith to the position of Lieutenant with the Elgin Police Department. Bates made the motion, seconded by Cmmr. O'neal to approve the February 12tH and April 16th minutes. Cmmr. Camacho requested clarification of the April 16th minutes to reflect the petition to support Walter-to support the officers who signed the petition to support Walters. Minutes approved with correction—Motion carried 4-0 Approval of Firefigher Eligibility List Pass Request Cmmr. O'Neal motioned to grant Kim Clarks pass request from the Firefighters December 22, 2003 eligibility list. Cmmr. O'Neal motioned to adjourn, seconded by Cmmr. Camacho. The meeting was adjourned at 5:50pm No Meeting for June 04. Approval of the Minutes Cmmr Bates made the motion seconded to approve the May 13th minutes with the following correction: Cmmr. Camacho requested that the minutes be amended to reflect her suggestion to City Manager David Dorgan, that the officers who signed the petition supporting Welters be advised that the Board of Fire and Police Commission took the only action they could take based on the law. City Manager Dorgan agreed to do this in writing. The motion carried. Discussion of Promotional Process There was much discussion regarding the promotional process for the Police Lieutenant's exam. Chief Miller provided a document proposing changes to the promotional process for the Police Department. Cmmr. O'Neal made the motion, seconded by Cmmr. Miller to table the discussion of the promotional process for the Police Department until the August meeting. The motion carried. r r r�► Chief Miller indicated that he will make preparations for the readings associated with the promotional process. The Commission agreed to table this item until the July 29th special meeting. Rules and Regulations Tim Bennett asked the Board to review the current rules and regulations. Corporation Counsel will be reviewing the rules and regulations and adding the Rule of Three. Chair Chesbrough suggested obtaining recommendations on the changes from the affected departments. Cmmr. O'Neal requested a statistical breakdown on applicants for the Fire candidates. Tim will provide a detailed breakdown. Adiournment There being no further business to discuss, Chair Chesbrough called for a motion to adjourn. Cmmr. Camacho made the motion, seconded by Cmmr. Ronald O'Neal Guests: Jeff Adams, Elgin Police Department Brad Entler, Elgin Police Department Staff: Tim Bennett The meeting was called to order at 5:35 p.m. by Chair Chesbrough. Review of Changes to Promotional Process Union representatives Adams and Entler provided their viewpoint on the promotional process and how the Union would like to have supervisory points added to the candidates score. They were also looking to have the assessment center points decreased. Much discussion continued regarding the promotional process. Tim Bennett indicated that currently, changes are being made to the assessment center. Chief Miller and his staff will be evaluating the questions to be used during the interview process to guarantee that they will apply directly to Elgin and their policies. Cmmr. Camacho made the motion, seconded by Cmmr. Miller to modify the current promotional procedure to include incremental quarterly seniority points. Written Exam— 25% Chief points —20% Seniority points — 10% with incremental quarter points Assessment Center— 45% Cmmr. O'Neal disagreed with the motion and suggested that a modification be made to • the points for the written exam and the assessment points. r Board of Fire & Police Commissioners July 26, 2004 Special Meeting Minutes Page 2 Cmmr. Camacho made the motion, seconded by Cmmr. Miller to modify her previous motion as follows to take effect with the next promotion cycle. The motion carried. Written Exam — 20% Chief's points —20% Seniority points — 10% (with incremental quarter points) Assessment Center— 50% Cmmr. O'Neal made the motion, seconded by Cmmr. Camacho to recognize Cmmr. Tim Bates for his valuable membership and contribution to the advancement of the Board of Fire and Police. The motion carried. Chair Chesbrough asked Tim Bennett to prepare a draft letter for signature by the Board and the Mayor mentioning the aforementioned request. Cmmr. Camacho made the motion, seconded by Cmmr. Miller to adjourn to executive session for the purpose of discussing personnel. The Board returned to open session at 6:50 p.m. Cmmr. Miller made the motion, seconded by Cmmr. Camacho to dismiss the Firefighter as outlined in the memo from Chief Falese. The motion carried. Ronald O'Neal Staff: Tim Bennett Guests: Chief Bill Miller Officer Allan Holder Brian Dolewski elk Chief Miller provided a summary regarding his request not to have Brian Dolewski hired by the City of Elgin as a Police Officer. Chief Miller indicated that he did not feel that this individual possessed qualities and maturity for becoming a Police Officer. Chief Miller also indicated that this individual was passed over the first time that his name was on the eligibility list. Officer Holder summarized his confrontation with Mr. Dolewski. He indicated that Mr. Dolewski was rude and used offensive language in their contact. This contact was made while Mr. Dolewski was in the employment of Circuit City. During their conversation, Mr. Dolewski indicated that he was going to become a Police Officer. After his confrontation, Officer Holder immediately contacted the Police Department's Training Officer to inquire if Mr. Dolewski was to be hired by the City of Elgin. This matter was then brought to the attention of Chief Miller. Mr. Dolewski summarized his account of the confrontation with Officer Holder. Mr. Dolewski admitted that he was very short with Officer Holder; however; he stated he did not use vulgar language.
