Board of Fire and Police Commissioners April 13, 2000 The regular meeting of the Board of Fire and Police Commissioners of the City of Elgin, Illinois was called to order by Chairman Chesbrough at 5: 35 p.m. , on April 13, 2000 in the First Floor Conference Room. Members Present: Commissioners Tim Bates, Ron O'Neal, Mary Taylor and Chairman William Chesbrough. Member Absent: Commissioner Miriam Scott Staff Present: Femi Folarian, Human Resources Director Approval of Minutes Cmmr. Taylor made the motion, seconded by Cmmr. O'Neal to approve the minutes of the regular and executive session meetings of October 14, 1999 with the following correction. Motion carried 4- 0 . Commissioner Bates was not absent, but excused from the meeting. Correspondence Memo from Joyce Parker regarding Fire Department Promotions Cmmr. O'Neal made the motion, seconded by Cmmr. Bates to promote the next two (2) Firefighters, Greg Benson and Tim Michaels to the rank of Lieutenant . Motion carried 4-0 . Cmmr. O'Neal made the motion, seconded by Cmmr. Taylor to hire the next two (2) individuals from the firefighter eligibility list . Motion Carried 4-0 . May 5th - 7th Illinois Fire and Police Commissioners Association Conference Please contact Nancy Pearce if you are interested in attending. Fire Department Training Division Memo from Captain Horist to Chief Henrici regarding probationary Firefighter Harris informing the Commission of his progress . r Police and Fire Commission April 13, 2000 Minutes Page 2 Police Department Training Division A progress report was received regarding probationary officers . Letter from Fire Lieutenant Gary Salvador Cmmr. O'Neal made the motion, seconded by Cmmr. Bates to accept the resignation of Gary Salvador effective June 14, 2000 . The motion carried 4-0 . Memo from Deputy Chief Burns - Proposal for Upcoming Testing Cycle for Police Officers The department was proposing several changes to the application process for the position of police officer. Femi explained the process of how the department current hiring process is and what changes the department was proposing. Chair Chesbrough inquired as to the reason behind the requested changes, and Femi explained that it was because of the challenges to the physical agility process . The changes are as follows : 1 . Mandatory attendance at orientation session 2 . Physical agility session is pass/fail 3 . Unlimited open applications for one week The requested changes would benefit the department in that it would raise the standard of applicants and only the top candidates would progress to the point of having interviews with the Commission. The department is in the process of recruiting candidates . To- date, there has been 234 requests for applications . Cmmr. O'Neal made the motion, seconded by Cmmr. Taylor to adopt the procedure as discussed and outlined. The motion carried 4-0 . Femi informed the Commission of the proposed future request from the Fire Department Administration and the Firefighters Union regarding the promotional process . The proposed changes would include the requests that the candidates being promoted to e►. Lieutenant have a minimum of 5 years experience and Fire Officer I certification. The reason for the request to change the way the Police and Fire Commission April 13, 2000 Minutes Page 3 process is conducted now is because of concern that has been expressed by the rank and file members . Chair Chesbrough has requested that both the Fire Department administration and the Firefighters' Union President provide a written document expressing their favorable views on the requested changes in the promotional process . This item was tabled until May' s meeting. Cmmr. O'Neal made the motion, seconded by Cmmr. Bates to adjourn to executive session to discuss personnel at 6: 30 p.m. Motion carried 4-0 . The Commission returned to open at 6 : 45 p.m. Adjournment A motion was made by Cmmr. O'Neal, seconded by Cmmr . Bates to adjourn the meeting at 6 : 46 p.m. Motion carried 4-0 . Members Present: Chairman William Chesbrough Cmmr. Ron O'Neal Cmmr. Tim Bates Cmmr. Miriam Scott Cmmr. Mary Taylor Staff Present: Femi Folarian, Human Resources Director Nancy Pearce, Staff Liaison Guests: Chief John Henrici, Fire Department Victoria Rigney, Firefighter's Union President Local 439 Approval of Minutes Cmmr. Taylor made the motion, seconded by Cmmr. O'Neal to approve the April 13, 2000 minutes as presented. The motion carried 4-0. Election of Board of Fire and Police Commissioner Chairperson Cmmr. O'Neal made the motion, seconded by Cmmr. Taylor to reappoint Cmmr. Chesbrough as the Chairperson of the Board of Fire and Police Commissioners. The motion carried 4-0. Consideration/Approval of Fire Department Promotional Examination Process Chief Henrici expressed his concern that the memo written by the Union indicated that the department was not following the rules. Cmmr. O'Neal expressed concern regarding the proposed change in the promotional process. Femi explained that the reasoning behind the proposed changes, in that it would allow all candidates to go through the accessment center process, and it will also elevate the standard required to take the promotional testing. Chair Chesbrough asked about other communities and their testing process. Chief Henrici indicted that the testing process used by Elgin, has been adopted by other communities. Board of Fire &Police Commissioner Minutes May 11, 2000 Page 2 Approval to Hire Next Four Firefighter Candidates Cmmr. O'Neal made the motion, seconded by Cmmr. Taylor to appoint the next four Firefighter Candidates from the December 8, 1999 Eligibility List, effective June 5, 2000. The motion carried 4-0. Approval of Police Department Recruitment, Testing, Selection Process Femi explained that the selection process manual prepared by the Police Department is an informational booklet that explains what is involved in the rules for their testing, and selection process. Cmmr. O'Neal made the motion, seconded by Cmmr. Bates to adopt the selection process manual as presented by the Police Department. The motion carried 4-0. Approval of Year 2000 Police Testing Schedule Cmmr. Taylor made the motion, seconded by Cmmr. Scott to adopt the Year 2000 Police testing schedule. The motion carried 4-0. Distribution of Commissoner Manual to Chairperson Ms. Pearce presented the commissioner manual to Chairman Chesbrough. Copies of the ACT booklets were given to each Commissioner. Adjournment Cmmr. O'Neal made the motion, seconded by Cmmr. Scott to adjourn the meeting at 6:00 p.m. The motion carried 4-0. Members Present: Cmmr. William Chesbrough, Chairman Cmmr. Tim Bates Cmmr. Ron O'Neal Cmmr. Miriam Scott Cmmr. Mary Taylor Staff Present: Femi Folarin, Human Resources Director Cmmr. Taylor made the motion, seconded by Cmmr. Scott to adjourn into executive session at 5:32 p.m. to discuss personnel. Motion carried 5-0. Cmmr. O'Neal made the motion seconded by Cmmr. Scott to return to open session at 7:07 p.m. Cmmr. O'Neal made the motion, seconded by Cmmr. Scott to have Femi Folarin, Human Resources Director notify the Police Chief and the involved Officer in writing of the Boards' decision. Motion carried 5-0. A motion was made by Cmmr. Scott, seconded by Cmmr. Taylor to adjourn the meeting at 7:09 p.m. Motion carried 5-0. Respectfully Submitted, Approved: February 8, 2001 Sandra Taylor Recording Secretary r rift' Board of Fire and Police Commissioners Executive Session June 27, 2000 The executive session of the special meeting of Board of Fire and Police Commissioners was called to order at 5:32 p.m. to discuss the issue of dismissal of Probationary Police Officer David Mendiola. After much discussion, the Board brought in Chief Miller to answer questions that Board members had on the request to dismiss Officer Mendiola. This was followed by the Board giving Officer Mendiola an opportunity to address the Board on his own behalf. Following an extensive discussion,and an individual polling of the Commissioners by the Chairman, the consensus of the Board is to suspend Officer David Mendiola for 30 days without pay. Cmmr. O'Neal made the motion, seconded by Cmmr. Scott to return to open session at 7:07 p.m. Motion carried 5-0. Members Present: Cmmr. William Chesbrough, Chairman Cmmr. Tim Bates Cmmr. Ronald O'Neal Cmmr. Miriam Scott Cmmr. Mary Taylor Communications The Commission acknowledged the report from Fire Chief John Henrici regarding probationary firefighter Eric Gurke. Executive Session Cmmr. Taylor made the motion, seconded by Cmmr. Scott to adjourn to executive session at 5:35 p.m. for the purpose of discussing personnel. Motion carried 5-0. The executive session of the Board of Fire and Police Commissioners was adjourned at 6:45 so that the board could continue in executive session for the conclusion of Police Officers interviews. O'Neal made the motion, seconded by Cmmr. Bates to allow the physiological testing results to stand as is on candidate Lance Moffet. Motion carried 5-0. Femi will notify Mr. Moffet regarding the Commission's decision to allow the physiological results to stand as is.
