BOARD OF PIKE sPOLICE COMMISSION
Auguat 9 , 1993
A special session of the Board of Fire and Police Commission of
the City OfElgin, Illinois , was held August 9 , 1993, at 7 : 07
p.m. in the E .O.C. Room Of City Hall .
Members Present : Commissioner Mary Camacho, Commissioner Eugene
Ericson, Chairmen Ronald O' Neal, Commissioner Bruce TregO
Member Absent: Commissioner Ray Diamond
A motion was made by Commissioner Trego, seconded by Commission-
er Camacho, to accept the minutes from the July B , 1993 , meeting.
Commissioner Ericson stated that the minutes should be amended
to read "to approve the concept of the Cadet Program. "

City Manager Larry Rice explained that the special meeting was
netlorder for the Commission to respond to the City
• Council ' s bequest to receive written confirmation on the Police
Cadet Program.
Chairman O' Neal stated that originally he understood that the
program
directed toward the recruitment of minority and
women officers . Since finding out that this is not legally
possible, he agreed that it is a good community policing concept
to develop "home-grown" officers .
Mr. Rice said he hopes that it would still enhance minority
recruitment by increasing it up to one-half .
Chief Gruber stated that since the current Explorer Program is

only for high schoolers , this program =will take than tbehagcrd
from high school to the age of 21 In a continuing program. In
addition, it will provide an intergovernmental working environ-

ment which will benefit the community a well as those that may
not be able to afford a college education.
Commissioner Camacho expressed concern over lack of restrictions
on the type of degree to be sought by the cadet. Mr. Rice ex-
plained that the first two years would include law enforcement
classes and after that, he would rather the cadets pursue a
liberal arts education which would emphasize development of the
whole person.
• Commissioner Camacho stated there is no written agreement that
the cadet has to stay at EPD or repay the funds spent on his/her
education. Commissioner Trego said he felt that once the Cadet
has progressed In the program and worked in the Police Depart
