Members Present: Chairman Eugene Ericson, Commissioners Kay Diamond, Ronald O'Neal, and Bruce Trego Member Absent: Commissioner Mary Camacho A motion was made by Commissioner Trego, seconded by Commission- er O'Neal, to go to executive session. Yeas : Ericson, Diamond, O'Neal, Trego Nays: None The Fire and Police Commission' s attorney, Mr. Robert Smith, dis- tributed and reviewed draft Findings, Decision and Order in the matter of the suspension of Sergeant Mark Hannell. A motion was made by Commissioner Trego, seconded by Commission- er Diamond, to go to special session. Yeas : Ericson, Diamond, O'Neal, Trego Nays : None A motion was made by Commissioner Trego, seconded by Commission- er O'Neal to accept the draft Findings, Decision and Order in the matter of the suspension of Sergeant Mark Hannell. Yeas : Ericson, Diamond, O'Neal, Trego Nays: None Commissioner Diamond was excused. A motion was made by Commissioner Trego, seconded by Commission- er Diamond, to go to executive session. Yeas: Ericson, O'Neal, Trego Nays: None Dr. Barras reviewed his psychological testing evaluations and recommendations . A motion was made by Commissioner O'Neal, seconded by Commission- er Trego, to go to special session. Yeas: Ericson, O'Neal, Trego Nays : None r Minutes Fire and Police Commission February 10, 1992 Page 2 A special meeting of the Board of Fire and Police Commission was called to order. Members Present: Chairman Eugene Ericson, Commissioners Ronald O'Neal and Bruce Trego. Members Absent: Commissioners Mary Camacho and Kay Diamond. Dr. Barras discussed the Americans with Disabilities Act and how it will impact fire and police departments . Pre-employment psy- chological screening will still be important. Jurisdictions are encouraged to draw up a list of specific job qualifications . Pre-employment screening process can still be used. He referred to "Comments From the IACP Psychological Services Section Regard- ing the Americans with Disability Act (ADA) , October 7, 1992 . " The ADA will become effective for the City's next testing. Legal has been reviewing it and will make recommendations . The December 9, 1991, minutes, paragraph 4, last sentence, should read, "The motion was seconded by Commissioner Diamond. " A motion was made by Commissioner Trego, seconded by Commission- er O'Neal to approve the minutes from the December 9, 14, 16, 1991, January 2, 3, and 9, 1992 meetings as submitted and cor- rected. Yeas: Ericson, O'Neal, Trego Nays: None A motion was made by Commissioner Trego, seconded by Commission- er O'Neal, to grant Mr. Richard E. Franzen's request to strike his name from the police eligibility list. Yeas: Ericson, O'Neal, Trego Nays : None The Human Resources Department will notify Mr. Franzen. The Gwen-Reid Group has completed compilation of the data they requested and are available to discuss their findings with the Board. The Human Resources Department will invite them to the March meeting. r 7 Minutes Fire and Police Commission February 10, 1992 Page 3 Chief Gruber gave a brief summary of the proposed point system for education and experience for entry level police officers . Applicants would receive 1 point for each year or 30 credit hours of education and 1 point for each year of experience up to 6 years. This system will allow for and encourage educated as well as experienced officers to enter the department. Commissioner Trego stated that the Board should try to seek out individuals who have shown initiative and aptitude. Chief Gruber gave a brief summary of the proposed educational requirements for police sergeant and lieutenant ranks. The program is designed to try to get officers to obtain college educations (2 years of college or 60 credit hours for sergeant within 3 1/2 years, and 4 year degree for lieutenant within 8 1/2 years) . A motion was made by Commissioner Trego, seconded by Commission- er Trego, to table G1 and G2 to the March meeting. Yeas : Ericson, O'Neal, Trego Nays: None Mr. Folarin stated that of the 20 people on the police elibility list, 8 have Bachelor Degrees, and except for 3, the rest have Associates Degrees or some college credits. Of the five new police officers hired February 7, 1992, four are in training at the academy--one had previous academy training. A motion was made by Commissioner Trego, seconded by Commission- er Trego, to adjourn the special meeting at 8: 37 p.m. Yeas: Ericson, O'Neal, Trego Nays : None Respectfully submitted: '7au%.- Marlene Friedland Recording Secretary MINUTES BOARD OF FIRE AND POLICE COMMISSION March 12, 1992 The regular meeting of the Board of Fire and Police Commission of the City of Elgin, Illinois was held March 12, 1992, at 7 :07 p.m. in the Council Conference Room of City Hall. Members Present: Chairman Eugene Ericson, Commissioners Mary Camacho, Kay Diamond, Ronald O'Neal, and Bruce Trego A motion was made by Commissioner Trego, seconded by Commission- er Diamond, to approve the minutes from the February 10, 1992, meeting. Yeas: Ericson, Camacho, Diamond, O'Neal, Trego Nays: None The Spring Conference for State Fire and Police Commissioners will be held April 10, 11, 12, 1992, in Decatur. Please contact HRD to register. Lance Lagoni, Secretary of the Elgin Imagery Advisory Commis- sion, invited members to attend the 1992 Image Award reception . March 26, 1992, 5: 00-7 : 30 p.m. at the Book Binders . F Jeffrey Gwynne, Brian Jayne, Matthew Woods, and Fred Hunter of the Gwynne-Reid Group came with their findings of the compila- tion of data they requested for their research project. Brian Jayne explained "The Utility of Face to Face Interviews Compared to Traditional Background Investigations to Screen Police Candi- dates. " A motion was made by Commissioner Camacho, seconded by Commis- sioner Diamond to appoint the next three Fire Lieutenants, Pat- rick Hilbrich, Gary Salvador, and Stephen Frazier, from the August 9, 1990, Eligibility List, effective February 23, 1992 . Yeas: Ericson, Camacho, Diamond, O'Neal, Trego ..Nays: None A motion was madeby Commissioner Camacho, seconded by Commis- sioner O'Neal, to consider experience as part of the entry level process for Firefighters and Police Officers. Commissioner Camacho amended the previous motion to keep the the same examination structure of the entry level requirements and add points for experience for Firefighters and Police Offi- cers . Commissioner Trego seconded the motion. Yeas: Ericson, Camacho, Diamond, O'Neal, Trego Nays: None Minutes Fire and Police Commission March 12, 1992 Page 2 Chief Gruber recommended that points be given to those licensed by State of Illinois Local Law Enforcement Officers Governmental Training Board and .5 point given for each year of experience up to 6 years. Commissioner Trego recommended that since 5 points are given for military service, a total of 5 points be given for license and experience--2 points for license, .5 point for each year experi- ence up to 6 years . Deputy Chief Kramer explained Fire Fighter II is the fire fight- er license that the state gives . Since volunteers are used in 80% of the nation's fire departments, experience is difficult to evaluate. A motion was made by Commissioner O'Neal, seconded by Commission- er Camacho to give points for entry level fire fighters with State of Illinois Fire Fighter II certification. Commissioner Trego recommended 5 points be given for state certi- fication. Commissioner Diamond agreed. Commissioner O'Neal rescinded the motion, Commissioner Camacho withdrew her second. A motion was made by Commissioner O'Neal, seconded by Commission- er Trego, to award 5 points for entry level fire fighters with Fire Fighter II State of Illinois Certification. Yeas : Ericson, Diamond, O'Neal, Trego Nays: Camacho A motion was made by Commissioner Trego, seconded by Commission Diamond, to award: 5 points for entry level police officers li- censed by the State of Illinois. Yeas : Ericson, Diamond, O'Neal, Trego Nays : Camacho A motion was made by Commissioner Trego, seconded by Commission- er Camacho, that the points for State Certification for entry level fire fighters and police officers be added at the end of the process. Yeas : Ericson, Camacho, Diamond, O'Neal, Trego Nays: None r Minutes Fire and Police Commission March 12, 1992 Page 3 A motion was made by Commissioner Diamond, seconded by Commis- sioner Camacho, to require 30 semester hours college credit for applicants taking the Police Sergeant Test and 60 semester hours college credit for applicants taking the Police Lieutenant Test, effective after the current Lieutenant testing. Yeas : Ericson, Camacho, Diamond, O'Neal Nays: Trego Jeff Gwynne gave a presentation on the use of Public Safety Assessment Transcript (PSAT) , Municipal Police & Fire Registry. This pre-certification would be provided at no cost to Fire and Police Commissions. It would provide a first look at individu- als that apply for entry level positions . Members Present: Chairman Eugene Ericson, Kay Diamond, Ronald O'Neal A motion was made by Commissioner O'Neal, seconded by Commission- er Diamond, to approve the minutes from the March 12, 1992, meeting. Yeas : Ericson, Diamond, O'Neal Nays : None Upon the recommendation of City Manager Larry Rice, a motion was made by Commissioner O'Neal, seconded by Commissioner Diamond, to appoint the next five available police officers, from the January 3, 1992, eligibility list. Yeas : Ericson, Diamond, O'Neal Nays: None Upon the recommendation of City Manager Larry Rice, a motion was made by Commissioner Diamond, seconded by Commissioner O'Neal, to appoint the next available fire fighter, from the November 6, 1990, eligibility list. Yeas: Ericson, Diamond, O'Neal Nays: None Since the current vision requirements for entry level fire fight- er applicants fall within the National Fire Protection Associa- tion (NFPA) guidelines, no change was made. Commissioner Trego arrived. Chief Henrici suggested setting a new testing date as soon as possible, since there are currently only three names left on the elibility list for the position of fire fighter. Commissioner Camacho arrived. HRD is receiving more telephone calls than ever from women inter- ested in the fire fighter position. June 19, 1992, was set as the application deadline for fire fighter, with orientation sessions to be scheduled the week of June 22-26, subject to Hemmen's availability. The testing cycle will begin Saturday, July 11, subject to Hemmen's availability. HRD will notify the Board of the physical agility dates, which sek will be scheduled in August. The need for minority recruitment and orientation was discussed. A motion was made by Commissioner Diamond, seconded by Commis- sioner Camacho, to add to the applicant literature that back- ground checks will be conducted. Yeas: Ericson, Camacho, Diamond, O'Neal, Trego Nays: None Consideration of Police Cadet Program was tabled until the May meeting. Joe Buckley, from Reid and Associates, discussed the Municipal Police and Fire Registry - Public Safety Assessment Transcript (PSAT) . This pre-certification will allow the Board to select the most qualified candidates . Fifteen police departments and two fire departments are now using this service. Commissioner Trego asked that the staff meet to review the Regis- try so that a recommendation can be made at the May meeting. The Fire and Police Board will meet with the City Council on June 24, 1992, at 5: 30. A buffet will be served.
