Manheim seconded the motion,which passed unanimously. Elgin Bike Map: Heather Schady (Active Transportation Alliance)and Ed Barsotti (Ride Illinois) led a discussion of basic principles to be used in designing the bike network to be portrayed on the map, and described types of bicycle accommodations and their comfort level for different types of cyclists.They also led a brief discussion of the types of information that could be displayed on the backside of the map.The committee then started marking destinations and routes on base maps covering the greater Elgin area.Waden will provide copies of the base maps for each of the committee members to mark up with their own suggestions.Thompson will keep a set at Arabica Café for interested persons to mark up. The committee will finalize the route recommendations at the February meeting, after which,the consultants will confirm the viability of the recommended routes. Call to Order: Chair Thompson called the meeting to order at 6:01 p.m. Approval of Minutes:Ainsworth made a motion to approve the minutes of the January 9, 2017 meeting. Feibig seconded the motion, which passed unanimously. Citizens Forum: None. Election of 2018 Chairperson: Ainsworth made a motion to appoint Thompson as chair of the committee for 2018. Feibig seconded the motion,which passed unanimously. Miscellaneous: • Bikeway Master Plan Implementation: Rudd mentioned that some capital street projects could be put on hold until the Illinois Department of Public Health clarifies their stance on replacing lead water service into homes and businesses. Staff is working towards a March bid letting for initial work on the Chicago Street Rehabilitation Project. • Elgin Bike Map:The committee members submitted their marked up copies of maps showing potential bike routes to be displayed on the Elgin Bike Map.Active Transportation Alliance will review the suggested routes and create a gridded network with recommended spacing of routes. • Programs& Events/2018: The committee reviewed the list of possible programs and events for 2018. • Fox River Trail Signs: Waden noted that delivery is anticipated for the new signs to be installed along the Elgin jurisdiction segment of the Fox River Trail. • Slade Avenue Park: Armstrong noted that the 2018 Parks& Recreation Department budget includes funds to reroute a short stretch of the Fox River Trail to mitigate conflicts between cyclists and motorists in the park. ,. • Eagle Forest Preserve: Armstrong noted that the Parks& Recreation Department is planning to replace the pedestrian bridge over Tyler Creek.This will improve the trail connection between Natchez Trace and Eagle Road. Miscellaneous: • Bikeway Master Plan Implementation: The committee agreed to conduct a public meeting to update the community regarding design work for Bike Route 4 at the April 3 regular meeting. Thompson will contact TranSystems to better understand the format for the public presentation. • Elgin Bike Map:Waden reported that the Active Transportation Alliance team is field testing routes identified on the maps submitted by members of the committee. A discussion is needed to decide what types of information is desired on the backside of the map. • Programs& Events/2018: The committee is continuing to work on the list of programs and events for 2018. BPAC will help to promote biking and walking events relted to Preservation Month in May. Elgin Bike Hub has an Explore Elgin ride and a second Full Moon ride planned for March. Miscellaneous: • Bikeway 4 Public Meeting: Gina Trimarco from TranSystems presented a brief history of the project, design options, and a proposed routing for Bikeway Route 4.At the conclusion of the consultant's presentation, meeting attendees were invited to provide comments and recommendations. Some comments of note included the following: 1. Need to widen the Bowes Road bridge culvert over Otter Creek to provide room for on- road bicycle accommodations. 2. Consider using the neighborhood streets through Woodbridge North and Columbine Subdivisions to connect between Randall Road (at College Green Drive) and Bowes Road as an alternative to constructing a pathway along Randall Road. 3. Consider using the golf cart path under McLean Boulevard as an alternative to crossing at the McLean/Spartan Drive intersection. 4. Consider providing marked bike lanes along a reconstructed "east road"through the expanded sports complex. 5. Consider providing protected bike lanes along Bowes Road, when the route is on-road. • May is Bike Month: Hardman noted that the Fox River Omnium is scheduled for May 19.The racing will take place on the criterium course in the Lord's Park neighborhood. Hardman seconded the motion,which passed unanimously. Citizens Forum: None. Elgin Bike Map: The committee reviewed routes identified on the draft bike map. It was decided to code segments of the on-street routes with a 3-color scheme indicating the level of comfort for various route segments.The color scheme would indicate more comfortable-comfortable-less comfortable. Side paths and off-street paths will have a unique color to differentiate to routes from the on-street routes. Armstrong will mark up the draft map and send back out to the committee. Elgin Bicycle Registration: The committee reviewed the bicycle registration requirement and it's purpose.Zierk stated that the registration does assist the Elgin Police Department in recovering bicycles reported stolen and returning those bikes to the rightful owner.The committee discussed opportunities to promote the program, including registering bikes at tabling events like at the Elgin Farmers Market. May is Bike Month: The committee reviewed the schedule of activities for May is Bike Month. Downtown Bike Racks: The Downtown Neighborhood Association has reached out to the committee for assistance in recommending locations for bike racks, and to build the economic argument for providing bike racks in the downtown area. Citizens Forum: Ryan Peterson, the new Kane County Bicycle & Pedestrian Coordinator, introduced himself. Elgin Bike Map: The committee reviewed the final draft version of the map.The printed maps should be available within the next month. Downtown Bike Racks: The Downtown Neighborhood Association has reached out to the committee for assistance in recommending locations for the installation of bike racks. The first step will be to inventory the existing supply of bike racks in the downtown area. Abandoned Bike Removal Policy: Armstrong noted that bicycles seem to be locked and abandoned at some bike racks in the downtown area. He will begin to research policies for the removal of abandoned bicycles. National Night Out: The committee will staff a booth at the August 7th National Night Out celebration in Festival Park.This is the committee's regular meeting night. Hardman seconded the motion, which passed unanimously. Kane County Bike App: Ryan Peterson, Kane County Transportation Planner, updated the committee on the development of a new app that will make it easier for individuals using active transportation to move about Kane and northern Kendall counties.The app will go live on November 15t. Kane County is also planning to host seminars in 2019, including a seminar on bike share. Elgin Bike Map: The committee will continue to distribute bike maps to additional locations. Downtown Bike Racks: The Downtown Neighborhood Association has reached out to the committee for assistance in recommending locations for the installation of bike racks. Armstrong has completed an inventory the existing supply of bike racks in the downtown area. Peterson indicated that the funding is broken into two parts—engineering and construction.
