Bicycle & Pedestrian Advisory Committee Meeting Minutes
January 10, 2017
6:00 p.m.
West Conference Room, The Centre
Present: Tom Armstrong, Michele Campbell, Chris Manheim, Parker Thompson
Staff: Dave Waden (Planning/Parks & Recreation), Ron Rudd (Engineering)
Absent: Dave Zierk (Police)
Call to Order: Chair Campbell called the meeting to order at 6:03 p.m.
Election of 2017 Chairperson: Manheim made a motion to elect Campbell chairperson for 2017.
Thompson seconded the motion, which passed unanimously.
Approval of Minutes: Manheim made a motion to approve the minutes of the November 1, 2016
meeting. Armstrong seconded the motion, which passed unanimously.
Bikeway Projects:
• Chicago Street: Rudd reported that it is hoped that the project can be bid and construction
started this year, with surfacing completed in 2018.
• Bikeway Route 4: Rudd reported that IDOT is considering a plan to reconstruct the State Street
(IL Route 31) bridge over U.S. Route 20. The project would include a wide shared path on one
side of the new bridge. IDOT is considering revisions to the project, including routing and a
interim terminus at Grolich Park.
The Parks and Recreation Board and consultants working on the design of the Sports Complex
expansion are incorporating routing of the bikeway into design concepts for the project.
2017 Initiatives:
• Snow Shoveling: The City of Elgin has posted a reminder for property owners and tenants to
shovel the public walks in front of their home or business, and to assist those who may be
unable.
MEETING MINUTES
• Downtown Bike Racks: The DNA has surveyed downtown business and property owners
regarding their interest in locating a bike rack in front of the property or business space. No
additional information was presented with the survey regarding the economic case for
promoting cycling in the downtown area, and no information regarding recognized standards for
the distribution and placement of bike racks.
• Organized Rides: One of the recommendations from the League of American Bicyclists was that
BPAC offer more organized rides during the calendar year. The committee continued to work to
finalize a list of organized rides for 2017. The committee agreed to schedule Bike.Walk.Move:
Elgin Week for the week of June 18-24th.
• Elgin Bike Map: Waden will check on the status of funds raised to design and print an Elgin bike
map.
• Bicycle Friendly Community Application (BFC): Armstrong will distribute a copy of the 2014
submission to the committee.
Other Business:
• The documentary film Bikes vs. Cars will be shown at the Gail Borden Library on Tuesday,
January 17th at 6:30 p.m.
• A resident has suggested that BPAC work with the faith community to host a blessing of the
bikes.
Next Meeting: The next regular meeting of the BPAC is scheduled for Tuesday, February 7th at 6:00 p.m.
Adjournment: The meeting was adjourned at 6:56 p.m.
