Thompson seconded the motion,which passed unanimously. Approval of Minutes: Manheim made a motion to approve the minutes of the November 1, 2016 meeting.Armstrong seconded the motion,which passed unanimously. Bikeway Projects: • Chicago Street: Rudd reported that it is hoped that the project can be bid and construction started this year,with surfacing completed in 2018. • Bikeway Route 4: Rudd reported that IDOT is considering a plan to reconstruct the State Street (IL Route 31) bridge over U.S. Route 20.The project would include a wide shared path on one side of the new bridge. IDOT is considering revisions to the project, including routing and a interim terminus at Grolich Park. The Parks and Recreation Board and consultants working on the design of the Sports Complex expansion are incorporating routing of the bikeway into design concepts for the project. 2017 Initiatives: • Snow Shoveling:The City of Elgin has posted a reminder for property owners and tenants to shovel the public walks in front of their home or business, and to assist those who may be unable. • Downtown Bike Racks:The DNA has surveyed downtown business and property owners regarding their interest in locating a bike rack in front of the property or business space. No additional information was presented with the survey regarding the economic case for promoting cycling in the downtown area, and no information regarding recognized standards for the distribution and placement of bike racks. • Organized Rides: One of the recommendations from the League of American Bicyclists was that BPAC offer more organized rides during the calendar year. The committee continued to work to finalize a list of organized rides for 2017.The committee agreed to schedule Bike.Walk.Move: Elgin Week for the week of June 18-24`h • Elgin Bike Map:Waden will check on the status of funds raised to design and print an Elgin bike map. • Bicycle Friendly Community Application (BFC):Armstrong will distribute a copy of the 2014 submission to the committee. Other Business: • The documentary film Bikes vs. Cars will be shown at the Gail Borden Library on Tuesday, January 17th at 6:30 p.m. • A resident has suggested that BPAC work with the faith community to host a blessing of the bikes. Bikeway Projects: • Chicago Street: Rudd reported that it is hoped that the project can be bid and construction started this year, with surfacing completed in 2018. • Bikeway Route 4: Rudd reported that the consultants and IDOT are considering two options: 1) Extending the pathway north along State Street and crossing at the Lord Street intersection. 2) Crossing State Street and extending along the north right of way line of Route 20 to Grolich Park and Souster Avenue. A future option might be to connect to the Fox River Trail via a reconstructed US Route 20 bridge over the Fox River. 2017 Initiatives: • Elgin Bike Map—The city is holding funds (approximately$10,302) in a dedicated account for BPAC. Bikeway Projects: eft • Chicago Street: Rudd reported that it is hoped that the project can be bid and construction started this year,with surfacing completed in 2018.Thompson reported that bus stop locations in the project area would have concrete paved pads and be ADA accessible. • Bikeway Route 4: Rudd reported that the consultants are working on a draft amendment to the project routing. 2017 Initiatives: • Armstrong shared a draft brochure listing 2017 scheduled events and other information concerning BPAC. • Elgin Bike Map—The city is holding funds(approximately$10,302)in a dedicated account for BPAC.BPAC will likely need to send out an RFP for consulting and design services to create the map. • BPAC will host a table at the March 21"Health Fair at Judson University.This is an Activate Elgin March Into Health event. Officer Zierk expressed interest on behalf of the Police Department. • The committee will explore hosting a League Cycling Instructor Seminar in 2017. Bikeway Projects: • Chicago Street Rehabilitation Project, Pavement Marking Plan: The consultants will add pavement markings and signage at the east end of the project area to provide guidance for "confident" cyclists to ride through the Chicago/Liberty intersection and turn instructions to guide "less confident" cyclists onto lower trafficked routes. • Bikeway Route 4/Sports Complex Expansion:The committee recommended that Bike Route 4 be continued along the frontage road to the Route 20/State Street interchange, where it can cross Route 20.This can be accomplished by widening the pavement section along the frontage road, and by providing some type of buffer to emphasize the separation between vehicular traffic and cyclists. 2017 Initiatives: • The committee discussed participation at the upcoming Bike.Walk.Move: Elgin Week events. Approval of Minutes: Minutes of the July 11, 2017 meeting were accepted. Citizens Forum: Ben Gordon commented on the difficulty pedestrians have crossing Villa Street to get into and out of the downtown area. Automatic walk lights with countdown timers are a preferred alternative to push-button activated walk lights. City Projects: Laura Valdez-Wilson touched on three projects being administered through the City Manager's office: • The City will begin actively recruiting junior/senior level high school students to participate on various boards and commissions, including BPAC. • The City is considering installing a freestanding public restroom along the Fox River Trail. The facility would likely be located in the area between the Hemmens Auditorium and the Pioneer Memorial statue. • The City is conducting public meetings and circulating a survey to gather input to create the next five-year strategic plan. 2017 Initiatives: • The City received two proposals to create the Elgin bike map. The low bid is from Active r Transportation Alliance, with assistance from Ride Illinois. • The committee agreed to participate in Bike Your Park Day on the last Saturday in September. It was decided to repeat the three rides offered last year.Those rides visited 17 Elgin parks, two forest preserves, and the Fox River Trail. • BPAC will submit an application to the League of American Bicyclists to host a League Cycling Instructor Seminar on November 10, 11 and 12. Other Business: Elgin Bike Hub hosted the second Full Moon Ride on Monday August 7th. Twenty-three riders participated in the ride on a clear moonlit night. Elgin Bike Hub will host a Kidical Mass Ride on Saturday, August 12th.The ride will leave from Wing Park at 10:00 AM. Arabica Café has submitted a written request to the City asking for a bike rack. Ainsworth asked if the City encourages residents and businesses to keep the storm drains free of debris. Interested individuals must pass a Traffic Skills 101 course as a prerequisite to registering for the seminar.The Traffic Skills 101 course will be offered in Elgin on October 15th beginning at 9:30 a.m. in the old library parking lot.The training opportunities are being advertised by the League of American Bicyclists and by BPAC on various social media platforms. • Armstrong provided a summary of progress made to implement the 2008 Bikeway Master Plan.The plan is approaching ten years old. Consideration should be given to updating the plan and to framing it's content and recommendations around the five E's- engineering, education, encouragement, enforcement, and evaluation/planning. Other Business: Thompson mentioned that he has been contacted by individuals concerned about the safety of pedestrians, bicyclists and motorists at the intersection of Park and Liberty. Park Street is a major east/west route extending from downtown through the Gifford Park and Lord's Park neighborhoods to Lord's Park.The callers expressed concern regarding the frequency of motor vehicle accidents at the intersection and the safety of all road users. Manheim noted the challenges he encountered trying to bicycle across Randall Road to attend a Bike Your Park Day event at Settlers Park in Providence Subdivision. Armstrong noted that for many years the KCDOT would not allow pedestrian crossing on Randall Road.That attitude has changed. He noted that KCDOT is aware that the Randall/South intersection is one of the busier pedestrian crossings along Randall Road. It needs pedestrian accommodations. Thompson mentioned that Arabica Café was successful in convincing the City to install a bike rack near their business.They are gaining a reputation with Fox River Trail users and local cyclists who sometimes arrive in larger groups.The City will install a bike rack near the northwest corner of Douglas Avenue and the Civic Center parking lot entry(Division Street). Armstrong and Thompson completed the Traffic Skills 101 course. • Waden and Armstrong will meet with Active Transportation Alliance (ATA)via a conference call to discuss a timeframe and requirements for creation of the Elgin Bike Map. 2018 Initiatives: • The committee reviewed the meeting schedule for 2018. The January and July meeting will be moved to the 2nd Tuesday of the month.There will be no August meeting due to BPAC's participation in National Night Out. • The committee discussed reapplying for LAB Bicycle Friendly Community recognition in 2018. • The committee discussed opportunities to collaborate with PACE to increase ridership and to promote their services. PACE offers a program called Touch-a-Bus. r Other Business: • The committee reviewed the purpose, rules, and code of conduct for BPAC. • Armstrong and Thompson attended ATA's Bike Walk Every Town seminar in Schaumburg. Active Transportation Alliance (ATA) will provide some guidance to determining routes ahead of the mapping exercise. • Bikeway Master Plan Implementation — • East Chicago Street Rehabilitation Project—Staff is hoping to bid the project in March 2018. ✓ National Street—Staff is considering bicycle accommodations as part of a repaving/restriping project. 2018 Initiatives: • Special Work Session Meeting—The committee agreed to schedule a special work session meeting for 6:00 p.m.,Tuesday,January 23rd. Waden will confirm a meeting location. Other Business: • Manheim made a motion to approve the meeting schedule for 2018. Ainsworth seconded the motion, which passed unanimously. ..- r • Armstrong noted that the 6th annual Housing Authority of Elgin Smiles for Christmas Bicycle Give-a-way would take place on Monday, December 11th • Elgin Bike Hub and Arabica Café will host a Hot Chocolate Ride on Sunday, December 10th beginning at 1:30pm. • Hardman suggested that the Full Moon Rides have an earlier start time given the shorter daylight hours during the winter months. • Manheim requested that the committee be allowed to review the sections of the Comprehensive Plan update, which relate to the work of the committee.
