January 5, 2016

Call to Order: Chair Erickson called the meeting to order at 6:00 p.m.
Approval of Minutes: Heinmiller made a motion to approve the minutes of the December 1,
2015 regular meeting. Manheim seconded the motion,which passed three (3)yes, zero (0) no,
with one (1) abstention.
Citizen's Forum: None.
South Street Extension: Underground utility work is underway.
East Chicago Street/Bicycle Accommodations:The consultants are proceeding with the design
work, which will feature shared lanes to accommodate cyclists. It was recommended that
westbound cyclists be directed to turn north onto Geneva Street and then west onto Highland
Avenue to avoid the congestion on Center Street and to align with the westbound bike lane on
Highland Avenue.
Bikeway Route 1: Engineering staff is working to complete the final payout on the project.
Bikeway Route 4:The proposed route extends through the expansion area of the Elgin Sports
Complex. BPAC will be included in discussions concerning the Sports Complex expansion to help
fillik plan the routing of the bikeway.

Project Ideas:The committee discussed the schedule of events for National Bike Month in May.
Miscellaneous:
• The Chicago Winter Bike Swap is scheduled for Sunday,January 315t at Harper College.
• The month of March is March Into Health Month.The Mayor's Community Walking
Challenge will kick-off with an instructional seminar on March 19th.The challenge will run
for six weeks, beginning Wednesday,April 691 (National Walking Day) and ending
Wednesday, May 18th (National Employee Health and Fitness Day).
Next Meeting:The next regular meeting of the BPAC is rescheduled for Tuesday, February 2nd
at 6:00 p.m.

Call to Order: Chair Erickson called the meeting to order at 6:00 p.m.
Approval of Minutes: Manheim made a motion to approve the minutes of the January 5, 2016
regular meeting. Heinmiller seconded the motion, which passed unanimously.
Citizen's Forum: None.
South Street Extension: Underground utility work is underway.
Chicago Street:The consultants are working on a response to comments received at the June 2,
2015 Open House Meeting and making revisions to the Preliminary Engineering Study drawings.
Fox River Trail Signage Project: KDOT has prepared an update to the Fox River Trail Signage
Program and is reviewing the plans with impacted communities. They have prepared a Letter of
Understanding for signature by the involved parties and are working on final revisions and cost
estimates.
Project Ideas:The committee discussed working with local Boy Scout troops to help scouts
obtain their bicycling merit badge, March Into Health Month activities, and the Mayor's
Walking Challenge.

Miscellaneous:
• The February 10th Fox Valley Bicycle &Ski Club meeting will feature a program reliving a ride
taken by club members through parts of Spain and southern France.
Next Meeting: The next regular meeting of the BPAC is rescheduled for Tuesday, March 1st at
6:00 p.m.The committee agreed to move the meeting location to the Gail Borden Library to
coincide with the kick-off event for March Into Health Month.

Call to Order: Chair Erickson called the meeting to order at 6:03 p.m.
Approval of Minutes: Erickson made a motion to approve the minutes of the March 1, 2016
regular meeting. Manheim seconded the motion. Motion passed six to zero, with Heinmiller
abstaining.
Citizen's Forum: Mr. Paul Richardson provided some information and updates regarding trails
projects in Hoffman Estates which extend or link to the Golf Road Corridor Route (Bikeway
Route 1 in Elgin).The Golf Road Corridor Route will connect Elgin (Fox River Trail)to Evanston
(Green Bay Trail). He also inquired about the status of Bikeway Route 4.
South Street Extension: Under construction. Paving is scheduled for Fall, 2016.
Chicago Street: BPAC comments have been incorporated into the revised preliminary plans for
the project.
Bikeway Route 1:Working to complete final payout.
Bikeway Route 4: No progress to report.

2016 Activities/Projects:
• The Mayor will read a proclamation declaring May as Bike Month in Elgin at the April
27th City Council meeting.
• The 2016 May is Bike Month calendar of events is set. Armstrong will create a Facebook
event for each activity. The activities are being advertised through a number of social
media sites.
• The 2016 Bike.Walk.Move: Elgin Week calendar of events is set.
• Manheim will discuss BPAC's interest in assisting Boy Scouts to earn a Bicycling Merit
Badge at the May leadership meeting. BPAC members are invited to attend.
Other Business:
• Mayors Walking Challenge, April 6-May 18—Bike.Walk.Move ... It's good for the mind,
body and soul!
• ECC/Elgin Sustainability Expo,April 20(staff booth)
• Elgin Earth Day Celebration, April 22 (staff booth)
• Heinmiller reported on a Crystal Lake bike route project. Local cyclists are raising funds
to assist in implementing projects.
• Heinmiller reported on an "art trail" he traversed in Orlando, Fl
• The RedJac ride departs from Elgin on Saturday,June 11th

Call to Order: Chair Erickson called the meeting to order at 6:05 p.m.
Approval of Minutes: Heinmiller made a motion to approve the minutes of the April 5, 2016
regular meeting. Erickson seconded the motion. Motion passed three to zero, with Turnquist
abstaining.
South Street Extension: Under construction. Paving work is scheduled to be completed in
November of 2016.The committee discussed opening the road with an organized bike ride
prior to opening it for vehicular traffic.
Chicago Street: BPAC comments have been incorporated into the revised preliminary plans for
the project. It has been submitted for review and approval of Phase I engineering.
Bikeway Route 1:Working to complete final payout.
Bikeway Route 4: Concepts are being developed to expand the sports complex easterly to IL
State Route 31.The alignment of Route 4 will be a part of the design consideration.
2016 Activities/Projects:
• The 2016 Bike.Walk.Move: Elgin Week calendar of events is set with a change to the
start time and location of the Downtown Walking Tour.Armstrong will create a
rFacebook event for each activity.The activities are being advertised through a number
of social media sites.
• The committee decided not to pursue a Bicycle Friendly Community application this
year.The committee will encourage the City to move forward in adopting a complete
streets policy and complete streets guidelines.
• Armstrong will contact Ride Illinois to update the proposal that they submitted a few
years ago.
• The committee agreed that it should participate in National Night Out again this year.
Need food in the booth to attract visitors.
• Armstrong will coordinate with the Parks and Recreation Advisory Board and staff to
plan rides for "Bike Your Park Day"on September 24, 2016.
Other Business:
• The RedJac ride departs from Elgin on Saturday,June 11th
• The committee discussed issues related to a lack of marked crosswalks at intersections
on Nesler Road. School-aged children cross Nesler Road at two locations and forest
preserve visitors cross at a third location. An aerial photo highlighting the intersections
was provided to a visiting member of the Police Department.
• Armstrong reported on an effort to designate all or part of the Fox River in Illinois and
Wisconsin as a National Water Trail through the National Park Service's National Water
Trail System.The program has economic development implications for tourism dollars.

p.m.

Call to Order: Chair Erickson called the meeting to order at 6:02 p.m.
Approval of Minutes: Heinmiller made a motion to approve the minutes of the June 7, 2016
regular meeting.Turnquist seconded the motion. Motion passed unanimously.
Citizens Forum:Terry Witt, member of the Bartlett Bike and Run Plan Advisory Committee,
attended the meeting. Mr. Witt explained that the committee was recently created and is
meeting quarterly.Active Transportation Alliance and the Village of Bartlett will be hosting a
race on Sunday, September 25th
South Street Extension: Paving work is to be completed in November of 2016.The committee
discussed opening the road with an organized bike ride prior to opening it for vehicular traffic.
Chicago Street: Plans and specifications have been submitted to IDOT for review and approval
of Phase I engineering.
Bikeway Route 1:Working to complete final payout.
Bikeway Route 4: Concepts are being developed to expand the sports complex easterly to IL
State Route 31.The alignment of Route 4 will be a part of the design consideration.

• The 2016 Bike.Walk.Move: Elgin Week was a success.The weather was cooperative and
we had good attendance at the events.
• The committee agreed to pursue completing a bikeway map for public use. Armstrong
will contact Ride Illinois to update the proposal that they submitted a few years ago.
• The committee agreed that it should participate in National Night Out again this year.
• The committee agreed to host a bicycle corral at the two-day Art &Soul on the Fox
event.
• Armstrong will coordinate with the Parks and Recreation Advisory Board and staff to
plan rides for"Bike Your Park Day" on September 24, 2016.
Next Meeting:The committee decided to cancel the August 2nd regular meeting in order to
host a booth at the National Night Out event in Festival Park.The next regular meeting of the
BPAC is rescheduled for Tuesday, September 6th at 6:00 p.m.

Call to Order: Secretary Armstrong called the meeting to order at 6:05 p.m.
Welcome New Members:The committee welcomed new members Michelle Campbell and
Parker Thompson.
Appoint Chair Pro Tern: Heinmiller made a motion to appoint Campbell, Chair Pro Tern.
Armstrong seconded the motion. Motion passed unanimously.
Approval of Minutes: Heinmiller made a motion to approve the minutes of the July 5, 2016

South Street Extension: Rudd will confirm when South Street will be opened to traffic.
Chicago Street: Plans and specifications have been submitted to IDOT for review and approval
of Phase I engineering.
Bikeway Route 1:Working to complete final payout.
Bikeway Route 4:Concepts are being developed to expand the sports complex easterly to IL
State Route 31.The alignment of Route 4 will be a part of the design consideration.
Consideration of a redesign of the Route 20/Route 31 interchange may offer an opportunity to
extend Bikeway Route 4 over Route 20.

2016 Activities/Projects:
• BPAC had a good response at our booth in Festival Park for National Night Out.
• BPAC watched over a record number of bicycles (61) in the bike corral during Art&Soul
on the Fox. Need to identify a detour route around events like I-Fest,which occupy the
Fox River Trail.Signage is needed to encourage cyclists to dismount and walk their bikes
through event locations.
• Armstrong, Campbell and Rudd will attend the Illinois Bike Summit on September 19tH
• BPAC and the Parks& Recreation Department will host three bike rides touring parts of
the Elgin parks system in one day on September 24th. It is the inaugural Bike Your Park
Day nationally.
• BPAC will encourage local public and private schools to participate in Walk to School
Day, October 5th
• BPAC is in discussions with city staff to coordinate a bike ride (Roll Down South) on the

Call to Order: Secretary Armstrong called the meeting to order at 6:03 p.m.Thompson
seconded the motion
Election of Chair:Armstrong made a motion to appoint Michele Campbell to serve out 2016 as
Chair of the Bicycle and Pedestrian Advisory Committee (BPAC).Thompson seconded the
motion. Motion passed unanimously.
Approval of Minutes:The committee accepted the minutes as published.
Bikeway Projects:
• South Street Extension:The South Street Extension project will be completed ahead of
schedule. A ribbon cutting is scheduled for Saturday, October 29th
• Chicago Street: Engineering drawings have been submitted to IDOT for review and
approval.
• Bikeway Route 1: Working to complete final payout.
• Bikeway Route 4: Rudd reported that IDOT is considering a plan to reconstruct the State
Street(IL Route 31) bridge over U.S. Route 20.The project would include a wide shared
path on one side of the new bridge. Staff will be meeting with IDOT to discuss if this
might allow planning and design work for Route 4 to proceed.
• Bike Routes 2 &3: Campbell inquired about the status of Bike Routes 2 and 3. No work
has been initiated on either route due to budget constraints.
2016 Activities/Projects:
• Armstrong, Campbell and Rudd attended the Illinois Bike Summit in
Bloomington/Normal. Campbell participated in some of the optional rides. Rudd
attended the training session for the NACTO Urban Bikeway Design Guide. Presentations
from the Summit are available on the Ride Illinois web-site.
• The Elgin Parks and Recreation Department and BPAC hosted three rides touring the
Elgin park system on Bike Your Park Day,September 24th. About 16 riders participated in
the morning ride.Six riders in each of the afternoon rides. Bike Your Park Day will occur
annually on the last Saturday in September.
• The Ride Down South ride is scheduled for Saturday, October 29th. Bicyclists will meet in
Shamrock Park at 11:00 a.m. for the Ride Down South and ride to the ribbon cutting
location at the east end of the project for the 11:15 a.m. ceremony. Cyclists and other
attendees will return to Shamrock Park for a lunch served by the Elgin Community
Network. Children are encouraged to decorate the bikes and/or wear Halloween
costumes.The road will be opened to vehicular traffic beginning at 1:00 p.m.
• The committee discussed how to encourage residents and businesses to shovel

other communities, and public relations efforts by advocacy groups supporting
walkability.

streets policy.Thompson seconded the motion,which passed unanimously. Armstrong,
Campbell, Heinmiller and Parker will begin working on a draft policy for staff and City
Council consideration.
• Downtown Bike Racks:The City obtained a CMAQ grant to purchase and install 80-90
bike racks in the downtown area.The installation of bike racks is one of the best ways to
encourage cyclists to stop and support local economies. Accordingly, this is an important
economic development initiative for downtown Elgin.The City Council must authorize
the 20% match.A Committee of the Whole memorandum needs to be drafted to bring
this up for consideration. Staff has recommended that this be done early next year
following budget approval.
• Organized Rides: One of the recommendations from the League of American Bicyclists
was that BPAC offer more organized rides during the calendar year. In 2016,we offered
the following rides: Cyclofemme Ride (May 8), East Side History Tour(May 21),West
Side History Tour(May 26), Ride for Ice Cream (June 19), Breakfast Ride with a City
Council Member(or 2) (June 22), Fox Valley Exploration Ride (June 24), Bike Your Park
Day(September 24). Potential additional days for rides in 2017 might include:St.
Patrick's Day, Earth Day,and National Night Out.

e • Elgin Bike Map:The committee agreed to pursue creating and publishing a bike map to
assist cyclists in getting about town.The committee has raised money to match a $7,000
grant from the Sustainability Commission for this purpose.
• Bicycle Friendly Community Application (BFC):The committee agreed that if it can
accomplish some of the above listed initiatives that it should reapply for BFC recognition
during the second review cycle in 2017.
Other Business:
• Thompson suggested organizing an event with PACE to promote its transit service and
the showcase the advantages of combining cycling with bus trips to extend the first and
last mile of those trips.
• The committee agreed to schedule a work session meeting for Tuesday, November 15th
to focus on planning for 2017.
Next Meeting:The next regular meeting of the BPAC is scheduled for Tuesday, November 1st at
6:00 p.m.

The Parks and Recreation Board and consultants working on the design of the Sports Complex
expansion are incorporating routing of the bikeway into design concepts for the project.
2016Activities/Projects:
• The September 29th 'Ride Down South' ride was a great success. Over 100 cyclists participated in
the ride and ribbon-cutting ceremony to celebrate the opening of the new street and bicycle
accommodations.
• The committee continued discussion of how to encourage residents and businesses to shovel
sidewalks during the winter months. The committee will continue to research policies and
practices in other communities, and public relations efforts by advocacy groups supporting
walkability.
2017 Initiatives:
• Complete Streets Policy:The committee reviewed a draft Complete Streets policy. Armstrong
recommended that the policy be shared with the Sustainability Commission and the Planning
and Zoning Commission to build support.The policy can then be presented to the City Council.
The draft policy is consistent with goals and objectives found in the Comprehensive Plan,the
Bikeway Master Plan, and the Sustainability Action Plan.
