RESOLUTION
AUTHORIZING THE EXECUTION OF A LET I ER AGREEMENT
WITH BBK MOTORSPORT FOR THE P RCHASE OF
TWO KAWASAKI MULE ALL-TERRA VEHICLES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
pursuant to Elgin Municipal Code Section 5.02.020B(9) the ity Council hereby finds that an
exception to the requirements of the procurement ordinance is ecessary and in the best interest of
the city; and
BE IT FURTHER RESOLVED that Sean R. Stegall, Ci y Manager, and Diane Robertson,
City Clerk, be and are hereby authorized and directed to exe,ute a letter agreement with BBK
Motorsport dated August 13, 2010, for the purchase of two Ka asaki Mule all-terrain vehicles, a
copy of which is attached hereto and made a part hereof by ref:rence.

The City of Elgin will trade in to BBK Motorsport two 2009 Harley Davidson FLHTP
motorcycles (VIN: 1HD1FMM189Y659597 and 1HDIFMM189Y660457).The trade in value the
City of Elgin receives is $23,000.This will pay for the purchase of the Kawasaki vehicles and
provide the City a credit of$705.09 toward future parts or service.

SUBJECT: Exchange of two Police Motorcycles for two K.wasaki Mule 4010 4x4 all-terrain
vehicles
PURPOSE
The purpose of this memorandum is to provide the mayor an I members of the city council with
information for considering the exchange of two, used pol ce motorcycles for two, new all-
terrain vehicles; specifically, Kawasaki Mule 4010 4x4's.
RECOMMENDATION
It is recommended that the city council authorize the exchan_e of two, used police motorcycles
for two Kawasaki Mule all-terrain vehicles.
BACKGROUND
The police department is seeking to obtain two Kawasaki M le all-terrain vehicles to implement
unique patrolling strategies that leverage the vehicles' unique capabilities.
The police department currently owns two Harley-Davidso police motorcycles, but there are
limitations associated with their use that bring into questi•n the viability of continuing the
tradition of maintaining these motorcycles in the depart ent. The specialized training and
licensing required of the operating officer, the costs associated with that training, the increased
risk for officer safety issues, single-user availability per vehi ole and seasonal restrictions all limit
the productivity of the Harley-Davidson motorcycles.
The police department determined that acquiring the two Kawasaki all-terrain vehicles will
enable more diverse patrolling capabilities by providing o ficers with greater accessibility to
more areas of the city. The Kawasaki all-terrain vehicles wil also allow increased utilization by
a greater number of police officers. Utilizing these veh cles, any officer may patrol the
downtown area, city parks, special events, parades and fes ivals, as well as monitor the bike
paths and Walton Island. These all-terrain vehicles are st ctured similarly to a car and are
equipped with a steering wheel and bench seats. They will -nhance officer safety as they have
roll-cages, seatbelts and allow for more than one officer to be in the vehicle at the same time.
There is an added benefit in that the vehicles also have the ability to carry supplies should an

emergency situation occur where this type of assistance would be necessary. Additionally, the
all-terrain vehicles offer greater weather versatility than motorcycles.
The vendor selected for this equipment exchange, BBK Motorsport, was selected due to superior
pricing over the other company that offered a similarly equipped vehicle. BBK Motorsport is
also a local business, located near the police department in the downtown Elgin area.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
None.
FINANCIAL IMPACT
The exchange of two police motorcycles for two all-terrain vehicles will not require any cash
outlay. BBK Motorsport has arranged for an even exchange of the two department motorcycles
for two of the all-terrain Kawasaki Mule 4010 4x4 vehicles. Funding in the amount of$500 for
the annual maintenance of these vehicles will need to be appropriated during the 2011 budget
process.

he proposed procurement requires an exception to the procurement ordinance. A two-thirds
vote of the city council (five members) is therefore required.
ALTERNATIVES
1. The city council may choose to exchange the police motorcycles for the all-terrain
Kawasaki Mule 4010 4x4 vehicles.
2. The city council may choose not to exchange the police motorcycles for the Kawasaki
Mule all-terrain vehicles, continuing with the police motorcycle program.
3. The city council may choose to exchange the police motorcycles for a different type of
specialized motorized vehicle.
