HomeMy WebLinkAboutBPAC 11 03 15 MM Bicycle & Pedestrian Advisory Committee Meeting Minutes November 3, 2015 6:00 p.m. The Centre – West Conference Room Present: Karen Erickson, Darin Anderson, Tom Armstrong, Wayne Heinmiller, Chris Manheim Staff: Ron Rudd (Engineering), Dave Waden (Planning/Parks & Recreation) Absent: Roberto Soberano (Police Department), Jerry Turnquist Call to Order: Chair Erickson called the meeting to order at 6:00 p.m. Approval of Minutes: Heinmiller made a motion to approve the minutes of the October 6, 2015 regular meeting. Erickson seconded the motion, which passed unanimously. Citizen’s Forum: None. South Street Extension/Bicycle Accommodations: Project is scheduled to be under construction beginning this fall, with completion anticipated in 2016. The project design has been amended to include a shared use pathway on the south side of the roadway extension. Armstrong will draft a memo to send to Joe Evers, City Engineer, indicating the committee’s support for the amended project design. East Chicago Street/Bicycle Accommodations: The consultants are proceeding with the design work. It appears that IDOT will sign off on a design featuring shared lanes (through lanes marked with sharrows) and width variations on certain elements of the street cross-section to maintain the existing width of the street. Rudd will check on the status of the project design and approvals. Bikeway Route 4: Bicycle accommodations over and across US Route 20 are planned as part of a redesign of the US Route 20/Route 31 interchange. Tammy Duckworth announced major funding for a new Metra bridge over the Fox River. Heinmiller suggested that BPAC contact Duckworth regarding support and funding for a bike/ped bridge over the Fox River. Project Ideas: Project ideas include a history bicycle loop, a bicycle scavenger hunt, fitness ride and walking loops, and the Mayor’s Walking Challenge. The history loop might be designed with east side and west side loops and connections over the Fox River. Potential partners include Parks & Recreation MEETING MINUTES Department, Historical Society, Activate Elgin, Elgin Area Convention & Visitors Bureau, Elgin Young Professionals Network, and other neighborhood/community groups. Miscellaneous: • Armstrong and Rudd reported on the October 28th Illinois Bike Summit in Champaign. • Armstrong reported on the October 29th NACTO Urban Bikeway Design Training in Champaign. • Armstrong reported on the October 13th Bike Giveaway to 30 youth with the Elgin Boys & Girls Club. • Armstrong reported on Activate Elgin’s plans for a Mayor’s Walking Challenge for 2016. • The committee scheduled a work session meeting for 7 p.m., November 10th at the Bail Borden Public Library to discuss projects and initiatives for 2016.
