Erickson seconded the motion,which passed unanimously. Citizen's Forum: None. Bicycle Friendly Community Application: Ed Barsotti from LIB was unable to attend the February meeting to provide guidance to move forward with our efforts. He has been invited to the March meeting. Detour Routes/Protocol for Special Events: The committee will review a draft letter outlining recommendations at the March meeting. Duckworth and Kane County Correspondence:The correspondence is under review by the City Manager's office. Walnut/South/Lillian Corridor Pedestrian Accommodations:The committee continued discussions regarding the lack of traffic control for vehicles travelling the Walnut/South/Lillian corridor and the impact of that traffic on the quality of life for area residents and businesses. It is difficult for adjoining residents to exit their driveways and for traffic(motoring, bicycle and pedestrians)to cross the corridor with the unrestricted traffic flow.This has become a quality of life issue for residents living along and near the corridor. New Business: • The committee reviewed the schedule of events for National Bike Month in May. The committee discussed adding a bike rodeo to the schedule of events. • The committee scheduled a special meeting to plan events for Bike.Walk.Move: Elgin Week 2015. Heinmiller noted that the Swedish Days Ride has been moved to the last week in June. • The committee questioned whether or not the Fox River Trail would be shut down for the Riverside Drive reconstruction. Detour Routes/Protocol for Special Events: The committee reviewed a draft letter outlining recommendations to mitigate conflicts between cyclists and special events. Fox River Trail Signage Program: Kane County is updating the signage plan for the Fox River Trail.The first meeting is scheduled for March 28`h New Business: • CMAP is undertaking a corridor study along the Fox River,from Carpentersville to Algonquin.. • The committee discussed correspondence from a citizen requesting consideration of the placement of information kiosks along the Fox River Trail.This might tie in well with the FRT signage plans being developed by Kane County. • The committee discussed recent city council action regarding the East Chicago Street Rehabilitation Project.The committee will discuss this further at the April meeting. • Committee member Anderson is registered to complete the League of American Bicyclists League Certified Instructor course in April. Committee member Magee is an International Mountain Biking erni.‘ Association certified instructor. Magee seconded the motion, which passed 5-0-1, with Heinmiller abstaining. Citizen's Forum: None. South Street Extension/Bicycle Accommodations:The committee sent memorandum recommending that bicycle accommodations (sidepath) be provided along the entire length of the South Street extension project,which will connect between Randall Road and Long Common Parkway. East Chicago Street/Bicycle Accommodations:The committee reviewed plans prepared by the engineering consultant for the project.The consultant has identified two options for bicycle accommodations, 1)stripe bike lanes in both directions (requires removal of parking on one side of the street and 2) mark shared lanes in both directions (requires additional right-of-way acquisition). Public comments on the project are due by June 23, 2015. Bikeway Route 4:Two alternatives to crossing under the US Route 20 bridge have surfaced. One alternative would route the bikeway to a new bridge crossing between the Fox River Water Reclamation District Main Plant and West Plant,which would link with the Fox River Trail. A second option would be to cross over US Route 20 on a new IL State Route 31 bridge,which will include bicycle accommodations. Bicycle Friendly Community(BFC)Application Feedback: One of the recommendations to infprove OF Elgin's potential for designation as a BFC is to increase our efforts to educate the community, both cyclists and motorists, regarding the rules of the road and good techniques for sharing the road.The committee has been invited to participate with the Police Department and other agencies in the September 19th Safety Saturday. Detour Routes/Protocol for Special Events: There is a need to stay on top of this issue by encouraging the city to establish detour routes/protocols and by monitoring bike/ped/attendee interaction at events. Fox River Trail Signage Program: Kane County has inventoried all existing signage along the trail and is gathering information for a new signage plan. Information concerning the project and meeting summaries can be found at www.kkcom.org/bikepedinfo.aspx May is National Bike Month:The committee reviewed the May activities. Bike.Walk.Move: Elgin Week 2015:The committee reviewed the schedule of events for the June 21-28 week. New Business: Magee announced that he would be moving soon to Elmhurst, a bronze level Illinois Bicycle Friendly Community.The City Clerk will need to be notified of the new opening on the committee.The committee wished him well. Heinmiller seconded the motion,which passed unanimously. Citizen's Forum: None. South Street Extension/Bicycle Accommodations: No change in design of the project. Bicycle accommodations are included along only a portion of the road extension. East Chicago Street/Bicycle Accommodations:The consultants are proceeding with the design work, presumably with bicycle accommodations along both sides of East Chicago Street. A number of issues and alternatives to the project design have been sent to staff and the consultant. Bikeway Route 4:The City Council voted to request an extension on the project to allow staff and the consulting team to explore options for routing the bikeway. Manheim seconded the motion,which passed unanimously. Citizen's Forum: None. South Street Extension/Bicycle Accommodations: Project is scheduled to be under construction beginning this fall,with completion anticipated in 2016. No change in the design to provide direct accommodations for cyclists along South Street, between Long Common Parkway and Randall Road. East Chicago Street/Bicycle Accommodations:The consultants are proceeding with the design work. They are requesting a one-foot variance on the width of the parking lanes and on the width of the through lanes to maintain a 40-foot pavement cross-section. Bikeway Route 4:The request for a time extension has been submitted to IDOT. Detour Routes/Protocol for Special Events:The committee recommends that staff consider amending the special events application to identify when conflicts may occur along designated bike routes and paths,and to consider signing detour routes or using other methods to eliminate conflicts. Warnings or cautions could be posted along bike routes,or a detour route posted,when hosting events. Fox River Trail Signage Program: Kane County will be approaching communities along the Fox River Trail to get their recommendations for signage.Types of signage might include 1) branding and distance • markers(logo, mile markers, distance to next community), 2) regulatory/cautionary(stop,yield, driveway,etc.), and 3) informational (dining, public restrooms,shopping, local sites,you are here, etc.). Art&Soul Bike Corral:The volunteers watched over 54 bicycles during the two-day event. National Night Out:The BPAC booth at the National Night Out event in Festival Park attracted some activity. Need to offer things to attract participants next year(i.e. maps,temporary tattoos, coloring books, bike safety literature, other giveaways). Art&Soul Bicycle Corral:The committee will again partner with the Elgin Community Network to man a bicycle corral in support of the two-day arts festival. Safety Saturday: BPAC will have a booth at Safety Saturday, September 19th, 10AM-2PM, in the old library lot at Kimball and Grove.The event is in partnership with the Elgin Police Department, AAA, and other community groups. Armstrong has ordered 50 Smart Cycling Quick Guides,the Smart Cycling Student Manual, and the Parking Lot Drills Instructor Manual published by the League of American Bicyclists. Project Ideas: Project ideas include a history bicycle loop, a bicycle scavenger hunt, and fitness ride and walking loops.The history loop might be designed with east side and west side loops and connections over the Fox River. Potential partners include Parks& Recreation Department, Historical Society, Activate Elgin, Elgin Area Convention &Visitors Bureau, Elgin Young Professionals Network, and other neighborhood/community groups. The DuPage County Forest Preserve District is promoting a 100-mile bike loop, which features many of their trails and links many of their forest preserves. Bicycle Safety Quiz: Getting a good response from committee members taking the Bike Safety Quiz. Turnquist mentioned that AARP offers a good refresher course and quiz for motorists. Successful completion of the AARP program can lead to a reduced insurance rate. Miscellaneous: • Illinois Bike Summit, Champaign, October 28th • NACTO Urban Bikeway Design Training, Champaign, October 29th • Thank you to the Elgin Police Department. The "I Got Caught" safety campaign over the coming Labor Day weekend will reward youth cyclists for good biking behavior. • Students and other pedestrians crossing Dundee Avenue will benefit from the installation of Rectangular Rapid Flashing Beacon (RRFB)signs at the pedestrian crossing near Larson Middle School. RRFB signs were installed last year on McLean Boulevard near Kimball Middle School. • The Chicago Area Mountain Bikers Association (CAMBr) has scheduled a September 5th workday on the trail system at Raceway Woods Forest Preserve. • There is a new direct link to BPAC on the City of Elgin website. http://www.cityofelgin.org/bpac • There is a new link to boards and commissions on the City of Elgin website, which includes all boards and commissions,their membership and terms, and an application for individuals interested in serving on a board or commission. http://www.cityofelgin.org/boards • The 2015/2016 Kane County Bicycle Maps are now available. • Fox River Trail:The Kane County Forest Preserve District is purchasing a strip of land along the Fox r . • River in South Elgin to fill a gap in the trail. Paving of a section of the trail between Carpentersville and Algonquin is scheduled to start September 9th and take about a month to complete.The replacement culverts between Elgin and East Dundee remain gravel paved. Citizen's Forum: None. South Street Extension/Bicycle Accommodations: Project is scheduled to be under construction beginning this fall,with completion anticipated in 2016.The project design has been amended to include a shared use pathway on the south side of the roadway extension. East Chicago Street/Bicycle Accommodations:The consultants are proceeding with the design work. It appears that IDOT will sign off on a design featuring shared lanes (through lanes marked with sharrows) and width variations on certain elements of the street cross-section to maintain the existing width of the street. Bikeway Route 4:The request for a time extension has been submitted to IDOT.The option of a bridge crossing of the Fox River is being discussed. Such a crossing would be coordinated with the Fox River Water Reclamation District. Bicycle accommodations are also being considered across Route 20 as part of a redesign of the Route 20/Route 31 interchange. Detour Routes/Protocol for Special Events:The committee recommends that staff consider amending the special events application to identify when conflicts may occur along designated bike routes and paths, and to consider signing detour routes or using other methods to eliminate conflicts. Warnings or cautions could be posted along bike routes,or a detour route posted,when hosting events. Armstrong will reach out to Officer Senne in the Elgin Police Department. Fox River Trail Signage Program: Kane County will be approaching communities along the Fox River Trail to get their recommendations for signage.Types of signage might include 1) branding and distance markers (logo, mile markers, distance to next community), 2) regulatory/cautionary(stop,yield, driveway,etc.),and 3) informational (dining, public restrooms, shopping, local sites, you are here, etc.). Officer Soberano noted that the EPD is creating a barred list to control some of the loitering and related activities that occur along some sections of the Fox River Trail and on Walton Island. Project Ideas: Project ideas include a history bicycle loop, a bicycle scavenger hunt, and fitness ride and walking loops.The history loop might be designed with east side and west side loops and connections over the Fox River. Potential partners include Parks& Recreation Department, Historical Society, Activate Elgin, Elgin Area Convention &Visitors Bureau, Elgin Young Professionals Network, and other neighborhood/community groups. Heinmiller suggested that BPAC contact Duckworth regarding support and funding for a bike/ped bridge over the Fox River. The following is a list: • City Council adoption of Complete Streets Policy (being considered in conjunction with update to the Elgin Comprehensive Plan) • Complete installation of bike racks in downtown Elgin (previously awarded grant project will add 80-90 bike racks, coordinate distribution with DNA and business/property owners) • Expand our public education/bike safety campaign efforts (reach out to Boys and Girls Club, Elgin Housing Authority, Scouting groups, Elgin Youth United) • Offer an adult cycling class (coordinate with Elgin Parks and Recreation Department) • Plan Bike Route 4 through Elgin Sports Complex and SC expansion areas (work with Elgin Parks and Recreation Department with master planning of expanded sports complex) • Update 2008 Bikeway Master Plan (can be done in-house by BPAC and r community-at-large, with emphasis on LAB Bicycle Friendly Community 5 E's and LAB feedback on 2014 BFC application) • Offer more social rides (bicycle scavenger hunt, east and west side history loops, family rides) • Assist Kane County on Fox River Trail Signage Plan update and implementation (work with local stakeholders to recommend appropriate FRT wayfinding signage for Elgin area) • Assist Activate Elgin in implementing Mayor's Walking Challenge • Build upon and improve our web and Facebook pages • Continue with the types of programming/events we have offered or participated in during past years • Design and publish an Elgin bike route map (money was raised to match a grant from the Sustainability Commission) • Purchase and install a bike maintenance station(s) along the FRT • Work with local businesses to expand inventory of supplies for bike repair and maintenance • Recruit new committee members r 9 , Mayor ( David J.
