Approved unanimously. Citizen's Forum: Patrick Knapp, Kane County Bicycle & Pedestrian Coordinator was in attendance. Bicycle Route 1: Rudd reported that the construction bids came in about$43,000 over budget. Staff and the consultants are exploring options to meet the bid cost. Downtown Bike Racks: The project bid letting was delayed by the IDOT.The project will be bid in late 2014. 1-90 Update:The IL Route 25 replacement bridge over 1-90 will include a 10 foot wide shared pathway on the west side of the bridge and a 7 foot wide sidewalk on the east side.The roadsides on either side of Route 25 will be graded to allow for the extension of the shared pathway and sidewalk between Trout Park Boulevard and Sunset Drive.The City will have the option of funding construction these improvements with the bridge improvements or at a later date, or not at all. The committee discussed the many advantages of constructing the bicycle and pedestrian accommodations and the routing of the shared path and sidewalk.The committee recommends that the City fund the construction of the bicycle and pedestrian accommodations concurrent with the Route 25 bridge project.Armstrong will draft a letter to City Manager Stegall outlining the committee's recommendation. Envision Elgin/Comp Plan Update: Waden reported that the 2nd public meeting would take place on Thursday, March 6th in the Heritage Ballroom of The Centre from 7-9 p.m. BPAC members and anyone interested are encouraged to participate in the process to update the comprehensive plan. Riverfront Promenade: Armstrong recommended that the Chicago area bicycle community be invited to the grand re-opening of the Fox River Trail through the Riverside Promenade project area. Safe Routes to Schools Grant Proposal: The committee will work on a SRTS grant application for the 2015 grant cycle. The grant proposal would be to purchase and install Rectangular Rapid Flashing Beacon signs (RRFB signs) at uncontrolled school crosswalks crossing major collector and arterial streets. Bicycle Friendly Community Application: Heinmiller shared a quick assessment checklist and Armstrong shared the feedback letter from the 2010 application. Elgin was placed on the honorable mention list in 2010. A subcommittee was formed to work on re-applying for Bicycle Friendly Community designation. March Into Health 2014: The committee has been invited to participate with other community partners in March Into Health month and the grand finale on April 6th Bike.Walk.Move:Elgin Week 2014:A committee was formed to begin working on a calendar of events for this year's Bike.Walk.Move:Elgin Week. Bike/Walk to School Days:Armstrong reported that Bike to School Day is scheduled for May 7th, and Walk to School Day is scheduled for October 8th. The committee discussed promoting these events. Fox River Trail: Heinmiller reported that the Kane County Forest Preserve District is exploring options to permanently reroute the trail around the washed out section near Poplar Creek and the Fox River. One option would be to route the trail around the perimeter of the Fox River Water Reclamation District and construct a bridge over Poplar Creek. Another option is to reroute the trail along the current detour route,which includes Raymond Street and Riverview Avenue in South Elgin. US 20 Elgin Study: Armstrong and Waden are participating on a Community Advisory Group (CAG) formed to assist in making recommendations for the stretch of US 20 extending from just east of Shales Parkway to just west of Nesler Road. The first meeting of the CAG is scheduled for February 20th at the Gail Borden Library. BPAC members and anyone interested are encouraged to suggest ideas to improve Route 20 in context with its surroundings. Citizen's Forum: None Bike Trails Digital Ad Campaign: Representatives from the Elgin Area Convention &Visitors Bureau reported on the results of a three-pronged digital ad campaign promoting cycling in the Elgin area, along with the many dining and cultural amenities. Interest in the cycling campaign far outpaced the latter two subject areas. Bicycle Route 1 &4: Rudd reported that CMAP would consider increasing funding to meet the cost overruns for the Bike Route 1 project. They will consider this matter at their April 1 meeting. Downtown Bike Racks: The project bid letting was delayed by the IDOT.The project will be bid in late 2014. 1-90 Update: A letter was sent to the City Manager outlining the committee's recommendations regarding the construction of a shared pathway and sidewalk along IL Route 25, connecting between Trout Park Boulevard and properties north of 1-90. Envision Elgin/Comp Plan Update: Armstrong reported that the 2' public meeting would take place on Thursday, March 6th in the Heritage Ballroom of The Centre from 7-9 p.m. r Riverfront Promenade: The project is nearing completion.The committee agreed that there should be some sort of ceremony in May to alert the cycling community and other users that the Fox River Trail is once again open through downtown Elgin. Anderson seconded the motion. Approved unanimously. Citizen's Forum:A resident of Lower Wellington Avenue expressed concerns regarding a number of issues along the Fox River Trail, especially between National Street and the juncture with the Illinois Prairie Path. He identified four major concerns, including 1) derelicts loitering 2) alcohol abuse, 3) unleashed dogs, and 4) littering/refuse collection. He requested that the committee explore solutions to mitigate these issues, including signage, garbage cans and regular collection, and enforcement of park/forest preserve/public property rules.The committee agreed that these issues should be addressed given the importance of the Fox River Trail as a local and regional recreation and tourism amenity, and as an economic engine in the community. 1-90 Update:Armstrong and Waden reported that the Fox River Trail will be closed at some point soon after Memorial Day and remain closed for several weeks while a storm sewer project relate to the 1-90 Tollway expansion is constructed. Bicycle Route 1 &4: Rudd reported that a Cook County permit has been submitted and that certain utility work is being negotiated along Route 1.The railroads will not allow a service road between the upper and lower tracks located to the south of the National Street Station parking lot to be used as a segment of the Route 4 improvement.Armstrong asked if there had been any consideration of extending the route between the METRA tracks and the river. National Bike Month:The following events are scheduled and/or promoted - May 7, Bike to School Day; May 11, Cyclofemme Ride; May 12-16, Bike to Work Week; May 14, City Council Proclamation; May 16, Bike to Work Day; May 17, Elgin Cycling Classic; May 17, Riverside Promenade ribbon-cutting; and May 25, Bike the Drive. Bike.Walk.Move: Elgin Week 2014:The committee reviewed the draft schedule for Bike.Walk.Move: Elgin Week.The week includes a full schedule of cycling and walking activities. Tour de Museums: Heinmiller reported that the four Elgin museums would be hosting open houses on Saturday,June 14th. It was suggested that the Committee/City/Consultants reach out to our state and federal legislators seek a resolution with the railroad companies to accommodate Route 4. Heinmiller noted that the Village of South Elgin is planning to extend Bowes Road to IL Route 31. 1-90 Update:Work is progressing to install a new storm sewer pipe,which will require closing, removing, and then reconstructing a portion of the Fox River Trail. Bike.Walk.Move: Elgin Week 2014:The committee reviewed the events which took place during Bike.Walk.Move: Elgin Week.The Gail Borden and Rakow Branch libraries are interested in partnering again next year with a coordinated schedule of events. Bicycle Friendly Community Application: The committee agreed to meet for a special work session meeting to continue working on the application.The meeting is scheduled for July 7th at 6 p.m. at the Gail Borden Public Library. Fox River Trail:The committee discussed a number of issues along the stretch of the Fox River Trail, from National Street to the juncture with the Elgin Branch of the Illinois Prairie Path.The issues were brought to our attention by a neighboring property owner, and include loitering,alcohol consumption, littering,and unleashed dogs.Soberano explained the actions the Elgin Police Department takes to address some of these issues.All of which lead to negative feelings of comfort and safety along this stretch of the trail.The committee agreed to formulate some recommendations and request that the City and Kane County Forest Preserve District take action to mitigate these concerns. Cycling activity through downtown seems to have increased with the opening of the Riverside Drive Promenade. Comprehensive Plan Update:Waden reported that the consulting team is working on design concepts for the Villa Street Corridor and the U.S. Route 20/McLean Boulevard interchange area (Town & Country Shopping Center).The studies will consider improving bicycle and pedestrian accommodations and access. Cycling Club:Armstrong described his interest in establishing a local (northern Kane County) cycling club.The consensus was that the geography of the clubs reach should include Elgin's neighboring communities. Bicycle Friendly Business Program:Armstrong shared some examples of bicycle friendly business programs established in Batavia, DeKalb County, and the Lakeview neighborhood in Chicago.An effort will be made to reach out to the Downtown Neighborhood Association, Chamber of Commerce, and Convention and Visitors Bureau to gauge interest in developing a similar program in Elgin. Global Solidarity Ride:Armstrong will try to organize a local ride on August 30th in support of the Afghanistan women's cycling team.This is an international event supporting the Afghan team and women cyclists in that country,generally. Rudd reported on some issues concerning duplication of signage. Issues getting under US Route 20 and past the railroads remain a significant hurdle for the project.The inability,to date,to connect the bikeway to the National Street METRA Station may make the project ineligible for continued CMAQ funding. Bicycle Friendly Community Application: Elgin has been placed on the honorable mention list of communities. One criticism was the lack of bicycle accommodations along arterial streets, many of which are county and state controlled. Adopting a Complete Streets policy and guidelines will be an important step to take prior to the next application. Ed Barsotti from LIB has been invited to attend the February meeting can provide guidance to move forward with our efforts. Detour Routes/Protocol for Special Events: Anderson had volunteered to draft correspondence to the City, including recommendations to amend the special events application and to list other actions to mitigate conflicts between cyclists and special events on public property. Duckworth and Kane County Correspondence:The committee discussed drafts of two letters Heinmiller had written. One addressing concerns regarding the proposed Bike Route 4 and the other addressing concerns regarding the Fox River Trail. Waden will forward the letters to City staff for review and further action. Walnut/South/Lillian Corridor Pedestrian Accommodations:The committee continued discussions regarding the lack of traffic control for vehicles travelling the Walnut/South/Lillian corridor and the impact of that traffic on the quality of life for area residents and businesses. It is difficult for adjoining residents to exit their driveways and for traffic (motoring, bicycle and pedestrians)to cross the corridor with the unrestricted traffic flow.The committee discussed various steps to start a dialogue to address these issues. Shady Oaks/Summit Intersection: Residents from Cobblers Crossing Subdivision approached the City Council with concerns regarding recent accidents at the intersection.There has been no update to follow-up action. New Business: • The committee reviewed a schedule of events for National Bike Month in May. Heinmiller and Armstrong will coordinate with the Parks and Recreation Department to get the events listed in the Spring Parks and Recreation catalogue, along with a reserve the date notice for Bike.Walk.Move: Elgin Week in June. • The committee continued discussion of plans for Bike.Walk.Move: Elgin Week 2015.The committee discussed adding a progressive dinner in downtown Elgin, which would involve three or four restaurants.The schedule needs to be finalized in March to be included in the summer Parks& Recreation catalogue. • Armstrong noted that a citizens advisory group has been meeting with IDOT to discussing future improvements to US Route 20.A link to information regarding the study effort can be found at www.us20elginstudv.com • Heinmiller reported that Hoffman Estates is making use of volunteers to patrol sections of their bikeway network. • Heinmiller reported that the new bridge on Bartlett Road crossing 1-90 is no open to traffic.The bridge includes bicycle and pedestrian accommodations. • Heinmiller reported that Cook County is hosting open houses to accept public input on their long- range transit plan. • The detour route under the 1-90 Tollway Bridge construction has been completed and is open.The detour path is narrow and includes 90-degree turns. Cyclists on the Fox River Trail are asked to dismount and walk their bikes through the detour. • School District U-46 was the recipient of a Safe Routes to School grant. • The Elgin Area Convention and Visitors Bureau is developing a Fox River Trail map that will highlight destinations along and near the trail from South Elgin to Carpentersville. • Armstrong and Heinmiller will attend the Housing Authority of Elgin holiday event at The Centre, which features a bicycle giveaway. Last year, approximately 70 bicycles along with helmets and locks were distributed to attendees.The Elgin Police Department registered all of the new bikes.
