Stegall, City Manager .w4'. ";;°"?'' David L. Lawry, Public Servi Director SUBJECT: Trotter and Associates Agreement for Grant Writer Services PURPOSE The purpose of this memorandum is to provide the mayor and members of the city council with information to consider approval of an agreement with Trotter and Associates, Inc. to provide grant writer services. RECOMMENDATION r It is recommended that the city council approve the agreement with Trotter and Associates, Inc. for grant writer services. BACKGROUND On August 27, 2008, the city council approved agreements with TranSystems Corporation and Engineering Enterprises to provide grant writer services. These agreements allow the respective engineers to make grant applications on behalf of the city for work consistent with the city's capital improvement efforts. No compensation occurs as part of these agreements for efforts to prepare and submit an application. If the city successfully receives funding due to the engineer's efforts, the engineer can initiate negotiations for the design and construction services without the typical source selection process. Should negotiations fail, staff would initiate that selection process. This type of agreement is not exclusive to the contracted engineering firm. As long as the consultant is otherwise qualified to perform engineering design and inspection work associated with a particular grant or loan, they can be considered for the subject grant writer services. Written approval from city staff is required before the engineering firm pursues any funding opportunities. This agreement will allow Trotter and Associates, Inc. to apply for what is referred to as a Section 319 grant under the U.S. Clean Water Act. Under the Section 319 funding program, a 60 percent federal cost-sharing can be requested provided the remaining "local match" balancing Trotter&Associates Agreement for Grant Writer Services July 22, 2010 1 Page 2 funds are provided by the applicant from non-federal sources. The Section 319 grant can provide financial assistance for necessary improvements along Tyler Creek. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT There is no cost to the city for Trotter and Associates, Inc. to provide consultation and application preparation assistance to secure grants and low interest loans. However, the city will be obligated to retain the firm for planning, design and engineering related services for any project where funding has been secured. Should the approved grant funding be less than the overall cost of the project, an alternate funding source will need to be identified and/or a previously approved funded project will need to be deferred. EGAL IMPACT 01/4P)None. ALTERNATIVES 41111) 1. The city council may choose to approve the agreement with Trotter and Associates, Inc. 2. The city council may choose not to approve the agreement with Trotter and Associates, Inc. Respectfully submitted for council consideration.
