Bicycle& Pedestrian Advisory Committee Meeting Minutes
May 6, 2014
6:00 p.m.
The Centre—West Conference Room
Present: Karen Erickson, Darin Anderson,Tom Armstrong, Wayne Heinmiller, Chris Manheim
Staff: Dave Waden (Planning/Parks& Recreation), Ron Rudd (Engineering)
Absent: Scott Magee, Jerry Turnquist, Robert Soberano (Police)
Call to Order: Chair Erickson called the meeting to order at 6:03 p.m.
Approval of Minutes: Erickson made a motion to approve the minutes of the March 4th and April 8th
regular meetings, and the April 22nd work session meeting, subject to corrections. Anderson seconded
the motion.Approved unanimously.
Citizen's Forum:A resident of Lower Wellington Avenue expressed concerns regarding a number of
issues along the Fox River Trail, especially between National Street and the juncture with the Illinois
Prairie Path. He identified four major concerns, including 1) derelicts loitering 2) alcohol abuse, 3)
unleashed dogs, and 4) littering/refuse collection. He requested that the committee explore solutions to
mitigate these issues, including signage, garbage cans and regular collection, and enforcement of
park/forest preserve/public property rules. The committee agreed that these issues should be
addressed given the importance of the Fox River Trail as a local and regional recreation and tourism
amenity, and as an economic engine in the community.
1-90 Update:Armstrong and Waden reported that the Fox River Trail will be closed at some point soon
after Memorial Day and remain closed for several weeks while a storm sewer project relate to the 1-90
Tollway expansion is constructed.
Bicycle Route 1&4: Rudd reported that a Cook County permit has been submitted and that certain
utility work is being negotiated along Route 1. The railroads will not allow a service road between the
upper and lower tracks located to the south of the National Street Station parking lot to be used as a
segment of the Route 4 improvement.Armstrong asked if there had been any consideration of
extending the route between the METRA tracks and the river.
National Bike Month:The following events are scheduled and/or promoted - May 7, Bike to School Day;
May 11, Cyclofemme Ride; May 12-16, Bike to Work Week; May 14, City Council Proclamation; May 16,
Bike to Work Day; May 17, Elgin Cycling Classic; May 17, Riverside Promenade ribbon-cutting; and May
25, Bike the Drive.
Bike.Walk.Move: Elgin Week 2014: The committee reviewed the draft schedule for Bike.Walk.Move:
Elgin Week.The week includes a full schedule of cycling and walking activities.
Bicycle Friendly Community Application: The committee agreed to meet for a special work session
meeting to continue working on the application. The meeting is scheduled for May 22nd at 6 p.m. at the
Gail Borden Public Library.
Tour de Museums: Heinmiller reported that the four Elgin museums would be hosting open houses on
Saturday,June 14'h. It was decided to move the "Tour de Museums" ride from Bike.Walk.Move: Elgin
Week to the 14`h to coincide with the museum open house events.
Next Meeting:The next regular meeting of the BPAC is scheduled for Tuesday, June 3rd at 6:00 p.m. in
the West Conference Room of The Centre.
