Bicycle& Pedestrian Advisory Committee Meeting Minutes
March 4, 2014
6:00 p.m.
The Centre—West Conference Room
Present: Karen Erickson, Darin Anderson,Tom Armstrong, Wayne Heinmiller, Chris Manheim,
Jerry Turnquist
Staff: Dave Waden (Planning/Parks & Recreation), Ron Rudd (Engineering), Robert Soberano

Absent: Scott Magee
Call to Order: Chair Erickson called the meeting to order at 6:05 p.m.
Approval of Minutes: Manheim made a motion to approve the minutes of the February 4, 2014
meeting.The motion was seconded by Heinmiller. Approved unanimously.
Citizen's Forum: None
Bike Trails Digital Ad Campaign: Representatives from the Elgin Area Convention & Visitors Bureau
reported on the results of a three-pronged digital ad campaign promoting cycling in the Elgin area, along
with the many dining and cultural amenities. Interest in the cycling campaign far outpaced the latter two
subject areas.
Bicycle Route 1 &4: Rudd reported that CMAP would consider increasing funding to meet the cost
overruns for the Bike Route 1 project.They will consider this matter at their April 1 meeting.
Downtown Bike Racks: The project bid letting was delayed by the IDOT. The project will be bid in late
2014.
1-90 Update: A letter was sent to the City Manager outlining the committee's recommendations
regarding the construction of a shared pathway and sidewalk along IL Route 25, connecting between
Trout Park Boulevard and properties north of 1-90.
Envision Elgin/Comp Plan Update: Armstrong reported that the 2nd public meeting would take place on
Thursday, March 6 th in the Heritage Ballroom of The Centre from 7-9 p.m.
Riverfront Promenade: The project is nearing completion. The committee agreed that there should be
some sort of ceremony in May to alert the cycling community and other users that the Fox River Trail is
once again open through downtown Elgin.
Safe Routes to Schools Grant Proposal: The committee will work on a SRTS grant application for the
2015 grant cycle.
Bicycle Friendly Community Application: Heinmiller shared a quick assessment checklist and Armstrong
shared the feedback letter from the 2010 application. Elgin was placed on the honorable mention list in
2010.
March Into Health 2014: The committee is invited to participate with other community partners in
March Into Health month and the grand finale on April 6 th
Bike.Walk.Move: Elgin Week 2014:A subcommittee was formed to begin working on a calendar of
events for this year's Bike.Walk.Move: Elgin Week.The subcommittee will meet at on March 201h at 6
p.m. at the Gail Borden Public Library.
Bike/Walk to School Days:Armstrong reported that Bike to School Day is scheduled for May 7th, and
Walk to School Day is scheduled for October 81h. The committee discussed promoting these events
through U-46's on-line backpack.
Fox River Trail: Heinmiller reported that the Kane County Forest Preserve District is exploring options to
permanently reroute the trail around the washed out section near Poplar Creek and the Fox River.
Sleepy Hollow Trail:The Village of Sleepy Hollow is constructing a shared pathway paralleling Sleepy
Hollow Road, and connecting the Village Hall and bird sanctuary.
Next Meeting:The next regular meeting of the BPAC is scheduled for Tuesday, March 1"at 6:00 p.m. in
the West Conference Room of The Centre.
Adjournment: The meeting was adjourned at 7:25 p.m.
