BICYCLE S.PEDESTRIAN ADVISORY COMMITTEE
Bicycle& Pedestrian Advisory Committee Meeting Minutes
February 4, 2014
6:00 p.m.
The Centre—West Conference Room
Present: Karen Erickson, Darin Anderson,Tom Armstrong, Wayne Heinmiller, Chris Manheim,
Jerry Turnquist

Absent: Scott Magee, Dave Waden (Planning/Parks& Recreation), Robert Soberano (Police)
Call to Order: Chair Erickson called the meeting to order at 6:07 p.m.
Approval of Minutes: Manheim made a motion to approve the minutes of the December 3, 2013
meeting.The motion was seconded by Anderson.Approved unanimously.
Citizen's Forum: Patrick Knapp, Kane County Bicycle & Pedestrian Coordinator was in attendance.
Bicycle Route 1: Rudd reported that the construction bids came in about$43,000 over budget. Staff and
the consultants are exploring options to meet the bid cost.
Downtown Bike Racks: The project bid letting was delayed by the IDOT. The project will be bid in late
2014.
1-90 Update:The IL Route 25 replacement bridge over 1-90 will include a 10 foot wide shared pathway
on the west side of the bridge and a 7 foot wide sidewalk on the east side.The roadsides on either side
of Route 25 will be graded to allow for the extension of the shared pathway and sidewalk between Trout
Park Boulevard and Sunset Drive.The City will have the option of funding construction these
improvements with the bridge improvements or at a later date, or not at all.
The committee discussed the many advantages of constructing the bicycle and pedestrian
accommodations and the routing of the shared path and sidewalk.The committee recommends that the
City fund the construction of the bicycle and pedestrian accommodations concurrent with the Route 25
bridge project. Armstrong will draft a letter to City Manager Stegall outlining the committee's
recommendation.
Envision Elgin/Comp Plan Update: Waden reported that the 2nd public meeting would take place on
Thursday, March 6th in the Heritage Ballroom of The Centre from 7-9 p.m. BPAC members and anyone
interested are encouraged to participate in the process to update the comprehensive plan.
Riverfront Promenade: Armstrong recommended that the Chicago area bicycle community be invited
to the grand re-opening of the Fox River Trail through the Riverside Promenade project area.
Safe Routes to Schools Grant Proposal: The committee will work on a SRTS grant application for the
2015 grant cycle. The grant proposal would be to purchase and install Rectangular Rapid Flashing
Beacon signs (RRFB signs) at uncontrolled school crosswalks crossing major collector and arterial streets.
Bicycle Friendly Community Application: Heinmiller shared a quick assessment checklist and Armstrong
shared the feedback letter from the 2010 application. Elgin was placed on the honorable mention list in
2010. A subcommittee was formed to work on re-applying for Bicycle Friendly Community designation.
March Into Health 2014: The committee has been invited to participate with other community partners
in March Into Health month and the grand finale on April 6th
Bike.Walk.Move:Elgin Week 2014:A committee was formed to begin working on a calendar of events
for this year's Bike.Walk.Move:Elgin Week.
Bike/Walk to School Days:Armstrong reported that Bike to School Day is scheduled for May 7th, and
Walk to School Day is scheduled for October 8th. The committee discussed promoting these events.
Fox River Trail: Heinmiller reported that the Kane County Forest Preserve District is exploring options to
permanently reroute the trail around the washed out section near Poplar Creek and the Fox River. One
option would be to route the trail around the perimeter of the Fox River Water Reclamation District and
construct a bridge over Poplar Creek. Another option is to reroute the trail along the current detour
route,which includes Raymond Street and Riverview Avenue in South Elgin.
US 20 Elgin Study: Armstrong and Waden are participating on a Community Advisory Group (CAG)
formed to assist in making recommendations for the stretch of US 20 extending from just east of Shales
Parkway to just west of Nesler Road. The first meeting of the CAG is scheduled for February 20th at the
Gail Borden Library. BPAC members and anyone interested are encouraged to suggest ideas to improve
Route 20 in context with its surroundings.
Next Meeting:The next regular meeting of the BPAC is scheduled for Tuesday, March 4th at 6:00 p.m. in
the West Conference Room of The Centre.
