Call to Order: Chair Erickson called the meeting to order at 7:00 p.m. Approval of 11.15.2012 Meeting Minutes: Motion to approve the minutes by Heinmiller,seconded by Manheim. Approved unanimously. Citizens Forum (items not on agenda): Mary Ellen Barbezat and Bill Decker, representing the Liberty Street Residents Group, presented their concerns about the impact of traffic on IL Route 25 on the safety and well-being of their neighborhood.A number of traffic calming alternatives were discussed.The BPAC will review the alternatives and formulate a recommendation to City staff and the City Council. Draft Complete Streets Policy: It was recommended that a committee comprised of a few BPAC members, City staff and the author be formed to flesh out the draft policy.That committee can then decide how to move this project forward for City Council consideration. Sidewalk Gap and Transit Study: The steering committee will meet again on January 10th at 3:00 p.m. in the East Conference Room at The Centre.The steering committee will review how TranSystems has prioritized the criteria for improvements, review updated maps based on the prioritization and have the improvement areas broken down into five-year increments, review the grand scale cost estimates,and discuss the format of the second public meeting. Judson/NENA Bridge/I-90 Project: The Judson/NENA bridge will not be funded with ITEP funds. "Walk Friendly Community"Application/Pedestrian Safety Plan: The BPAC discussed the Walk Friendly Community Application action items that Heinmiller had noted. Most simply require better documentation. r CMAQ Grant for Bike Racks in Downtown: The required 20%local match is included in the 2013 City Budget. Armstrong will coordinate with DNA to schedule a meeting with downtown property and business owners to consider distribution of the bike racks. Bikeway Master Plan: No report. Public Bike Map: The project is scheduled for completion in 2013. District U-46 SRTS Training: No report. 2013 Meeting Schedule: The Year 2013 meeting schedule was distributed to the BPAC members. 2013 Work Program: The BPAC discussed ideas for inclusion in the 2013 Work Program. Ideas added to the list include updating the BPAC page on the City of Elgin web site, linking to Bikability and Walkability checklists, and initiating an education/safety campaign. Bike-Walk-Move: Elgin Week 2013: The BPAC discussed an expanded list of activities for the week. A teaser will be included in the spring Parks and Recreation program catalogue. Should work to get the schedule finalized for inclusion in the summer Parks and Recreation program catalogue. Call to Order: Chair Erickson called the meeting to order at 6:04 p.m. Approval of 01.08.2013 Meeting Minutes: Motion to approve the minutes by Heinmiller subject to corrections,seconded by Manheim. Approved unanimously. Citizens Forum(items not on agenda): None. Draft Complete Streets Policy: Anderson,Armstrong and Heinmiller volunteered to work on a committee with city staff to flesh out the draft policy document. Armstrong will discuss with Aaron Cosentino and Dave Waden. Sidewalk Gap and Transit Study: TranSystems is revising the list of projects to identify a Top 10 priority list of sidewalk gap and intersection improvement projects. The lists will be reviewed against the City's 5-Year Capital Improvement Plan.The next public meeting will be held after staff has had a chance to review and be comfortable with the new recommendations. Judson/NENA Bridge/I-90 Project: The Judson/NENA bridge will not be funded with ITEP funds. "Walk Friendly Community"Application/Pedestrian Safety Plan: Heinmiller will work on updates to the BPAC website to address recommendations included with the Walk Friendly Community feedback. CMAQ Grant for Bike Racks in Downtown: The City is scheduling a meeting with the IDOT and Kane County DOT to kick off the project. Bikeway Master Plan: Armstrong will send copies of the planning map to BPAC members to review and suggest revisions.We will discuss at the regular March meeting. Public Bike Map: The project is scheduled for completion in 2013. District U-46 SRTS Training: No report. 2013 Meeting Schedule: Armstrong and Reopelle are meeting with U-46 staff to finalize the list of schools that will get bike racks,and to move this project forward. 2013 Work Program: The BPAC discussed ideas for inclusion in the 2013 Work Program. Some concern was expressed regarding the number of activities and BPAC's ability to coordinate. Liberty Street Traffic Calming:The City Council agreed to a number of the traffic calming measures presented at the February meeting, including a road diet featuring buffered bike lanes. Saris 2013 National Poster Contest,"Bikes Make Life Better": Erickson will send materials to the schools. Will need a staff contact name and number. BPAC will pick a winner on March 22 and forward to the program administrators prior to April 1. BPAC will offer a pizza party to the winning participant's class. Elgin Bike Ride:Armstrong reported on a meeting with an individual looking to organize a fundraiser bike ride on June 29. BPAC will schedule Bike.Walk.Move: Elgin Week to coincide with the ride. Citizens Forum: Eric Marscin reported on grants awarded to Hoffman Estates that will fund two projects.One project will extend the Shoe Factory Road Trail through the Poplar Creek Forest Preserve, between the CNN RR and IL State Route 59.The second project will connect the Shoe Factory Road Trail with Prairie Stone Business Park,and run alongside the CNN RR (a rails-with-trails project). Draft Complete Streets Policy: Armstrong and Waden reported that"complete streets"will be addressed in the update to the Elgin Comprehensive Plan. Armstrong recommended that a complete streets policy document be appended to the plan so that it can be pulled out as a stand alone document. Sidewalk Gap and Transit Study: Waden reported City staff is reviewing the recommendations from the consulting team. Judson/NENA Bridge/I-90 Project: Heinmiller reported on a public meeting he attended regarding the 1-90 widening project.The project should have little or no impact on organized rides this summer. Rudd reported on the redesign of the bridges over the Fox River and McLean Boulevard. There is some consideration of building a bicycle/pedestrian bridge under the 1-90 Fox River bridge and using the bike/ped bridge as a platform to rebuild the toliway bridge. "Walk Friendly Community"Application/Pedestrian Safety Plan: Heinmiller and Armstrong will work with Parks and Recreation staff to create a more robust web presence for the BPAC. CMAQ Grant for Bike Racks in Downtown: Armstrong and Waden will attend a kick-off meeting with IDOT on March 20. Bikeway Master Plan: The committee discussed a number of updates and revisions to routes indentified on the 2008 Bikeway Master Plan map. Public Bike Map: The project is scheduled for completion in 2013. District U-46 SRTS: Armstrong reported that he and Randy Reopelle met with representatives of School District U-46 to further the project to get bike racks placed at certain elementary schools. It was agreed to purchase two wave racks each for twelve elementary schools. U-46 will take the lead on the project. U-46 wants to have the new racks in place for the Fall 2013 semester. Bike-Walk-Move:Elgin Week 2013: The BPAC discussed a revised list of activities for the week.A calendar of events will be published in the summer Parks and Recreation program catalogue. Armstrong is continuing to work with the organizer on the Ride for Unity,which will conclude the activities for the week. liberty Street Traffic Calming:The City Council agreed to a number of the traffic calming measures presented at the February meeting, including a road diet featuring buffered bike lanes.The City Council will act on a resolution to approve the same at their March 20 regular meeting. rMarch Into Health: Bike Safety Program:The Mayor and BPAC will participate in a bike safety program at the Gail Borden Library on March 24. Rudd distributed a proposed Route 4 alternate for review by the committee.The alternate route would involve tunneling under the upper track to get to Hendee Street, and then follow Hendee, Lord Street,and State Street to get to a private road, extending west to the Elgin Sports Complex. Public Bike Map: The project is scheduled for completion in 2013. District U-46 SRTS: No new news. Bike-Walk-Move: Elgin Week 2013: The committee reviewed a revised calendar of events. Armstrong will work with Soberano to schedule a bike safety program with Kids United. Heinmiller will share is notes and contacts from last years organized ride to assist in planning the June 29th Ride for Unity. liberty Street Traffic Calming:City staff is drafting a letter to IDOT outlining items they would like the agency to consider to calm traffic on Liberty Street(IL State Route 25). Youth Safety Program,Office of Secretary of State:The BPAC discussed applying for a Youth Traffic Safety Summer Program offered through the IL Secretary of State's office. Approved unanimously. Sidewalk Gap and Transit Study:City staff is reviewing the recommendations from the consulting team. Bike-Walk-Move: Elgin Week 2013: The committee reviewed the latest revision to the calendar of events. Gina Gonzalez State Farm will be a co-sponsor for the movie night. Downtown Elgin Harvest Market: BPAC will have a booth at the market on June 6th and June 27`h, and once a month in July,August,September and October.Armstrong will provide a list of the dates. BPAC Web-Page/fb Page:The committee reviewed a list of publications and links to bicycle/pedestrian safety information provided by Heinmiller. Route 20 Improvement Project:The committee discussed a request from CMAP for comments related to preliminary engineering and environmental studies for a project on US Route 20, extending between Shales Parkway and Randall Road. Kane County Bike Rack Program:The Kane County DOT is offering back racks at a discounted purchase price.The committee suggested that the City consider purchasing racks for the Riverfront Promenade, and public facilities including the Public Museum,Old Main, Lords Park Pavilion and the Fire Museum. Elgin Cycling Classic:Armstrong reported that USA Cycling sanctioned cycling races will be held . � w adjacent to Lords Park on Saturday, May 18`h• BPAC and the city should be helping to market events like this. Bicycle/Pedestrian Route Connectivity:Turnquist requested that the city consider policy direction and ordinance regulation to require bicycle and pedestrian facilities in all new developments and connections between developments.Waden and Armstrong indicated that this issue will be discussed with the amendment to the comprehensive plan.Armstrong stated that the street and subdivision design standards are outdated in this regard and also need amending. School Crossing Signs: Officer Jim Mendez, Kimball Middle School Police Liaison Officer, provided an overview of the pedestrian safety issues near the school,and a proposal to install Rectangular Rapid Flashing Beacons (RRFB's)at the McClean Blvd.crosswalks.The BPAC discussed the need for RRFB's at a number of school crosswalks and at the National Street crossing of the Fox River Trail.The BPAC voted unanimously to support Officer Mendez's efforts to install the device and 'must stop for pedestrians in crosswalk'signs at the Kimball Middle School crosswalks on McLean. Bicycle Route 1:The City Council is scheduled to consider agreements to construct Bicycle Route 1 on September 11th US Route 20 Plans, West of Randall&East of Shales Pkwy:Armstrong noted that there maybe public meetings in the near future to discuss improvements to sections of US Route 20, located to the east and west of the bypass section of the highway. Comprehensive Plan Update:Armstrong noted that the effort to update to the Elgin Comprehensive Plan is getting underway. Bike Chain'Tour de Museums': Heinmiller noted that the museum tour ride is scheduled for Sunday,September 15th PACE 1-90 Service Expansion:Armstrong summarized a recent presentation to the City Council involving expanded PACE bus service along I-90.between Elgin and O'Hare/CTA Cumberland Station. Two park and ride lots are in the plans for Elgin.One at the Route 25 interchange and one at the Randall Road interchange. School Crossing Signs: The committee approved a letter of support for the Kimball PTO and School Liaison Officer Jim Mendez's efforts to install Rectangular Rapid Flashing Beacon (RRFB)signs at the McLean Boulevard school crossings near Kimball Middle School. The committee then discussed making application to the Safe Routes to School Grant Program to fund the installation of RRFB signs at other marked crossings of busy street near schools. Bicycle Route 1:The City Council approved proceeding with Bicycle Route 1 at their September 25th Committee of the Whole meeting(6 Yes, 2 No, 1 Absent). The Council is scheduled to take final action on the agreements to construct Bicycle Route 1 on October 9th Comprehensive Plan Update: Waden noted that the first public meeting to gather information in support of the effort to update the comprehensive plan will be scheduled for a date in November. Bike Chain'Tour de Museums': Heinmiller noted that the museum tour ride is rescheduled for Sunday,September 20th at 1 pm. Posters will be distributed and the ride will be advertised on BPAC's facebook page. IDOT Multi-Modal Transportation Improvement Program Public Outreach Meeting:Armstrong attended the open house meeting.The content concerned road improvement projects being planned in the region. IL State Bike Plan: The committee discussed the comments prepared by the League of Illinois Bicyclists. Heinmiller noted that guidance needs to be given to rerouting bicycle traffic around construction zones and adequately marking the detour routes. Trails Linking Communities:Armstrong noted that the next meeting of the Trails Linking Communities group is scheduled for Friday,October 4th, 10 a.m. in the Bartlett Community Center. South Elgin Bicycle and Pedestrian Plan:The Village of South Elgin is beginning work on a Bicycle and Pedestrian Plan. Armstrong has been invited to participate in a key person interview. Riverfront Promenade:Work on the Riverfront Promenade is proceeding and is scheduled to be complete (with the exception of added amenities)by the end of November. Bicycle Route 4:The budgeted funding for Bicycle Route 4 is in jeopardy. It will be important to impress upon the City Council the importance of this bikeway and its popularity.The committee discussed ways to garner support and sources of information documenting the benefits of bicycle infrastructure. Bike Chain'Tour de Museums': Heinmiller provided a wrap-up report on the ride. The weather was again a factor.The museums are interested in scheduling another ride in 2014. Comprehensive Plan Update: Waden noted that the first public meeting to gather information in support of the effort to update the comprehensive plan is scheduled for November 21St from 6-9 PM in the Heritage Ballroom at The Centre. IL State Bike Plan: Opportunities to comment on the State Bike Plan are coming to a close.The web site includes an interactive map that allows respondents to enter comments concerning issues/opportunities related to the bikeway. Riverfront Promenade:Work on the Riverfront Promenade is proceeding and is scheduled to be it complete(with the exception of added amenities) by the end of November.The committee discussed celebrating the re-opening of the Fox River Trail along the Promenade. Safe Routes to Schools:The next SRTS application deadline is January 31, 2014.The committee discussed the possibility of seeking funding to purchase and install Rectangular Rapid Flashing Beacon signs at selected crosswalks near schools. Approved unanimously. Sidewalk Gap&Transit Stop Study: Representatives from the consulting team (TranSystems and Active Transportation Alliance)summarized the findings and recommendations contained in the Sidewalk Gap&Transit Stop Study.A recommendation was made to provide more background information regarding the project, and the benefits of making pedestrian and transit stop improvements.Anderson made a motion to recommend that the City Council accept the findings and recommendations contained in the study subject to revisions suggested by CMAP,and that City staff be directed to consider the study when undertaking road projects and when developing the annual and 5-year capital improvement plans.Turnquist seconded the motion,which was passed unanimously. Bicycle Route 4: Armstrong reported that he presented a recommendation that funding for Bicycle Route 4 be preserved in the proposed 2014 City budget. Downtown Bike Racks: The project bid letting was delayed by the IDOT.The project will be bid in 2014. Envision Elgin/Comp Plan Update: Waden and Armstrong recommended that committee members participate in the public process to update the comprehensive plan, and that they encourage their friends and neighbors to participate. Riverfront Promenade: Armstrong recommended that the Chicago area bicycle community be invited to the re-opening of the Fox River Trail through the Riverside Promenade project area. Safe Routes to Schools Grant Proposal: The committee discussed making application to the Safe Routes to School (SRTS)Grant Program to fund the installation of Rectangular Rapid Flashing Beacon (RRFB)signs at uncontrolled, marked school crossings of busy streets near Elgin U-46 elementary and middle schools.The SRTS program requires that the City be the applicant for infrastructure projects.Anderson,Armstrong,Turnquist, and Rudd will meet to work on the application. School District U-46 and the Police Department are supportive. Bicycle Friendly Community Application: Armstrong suggested that enough progress has been made to reapply for recognition as a Bicycle Friendly Community. Elgin applied in 2010 and was recognized on the Honorable Mention list. Heinmiller, Manheim and Armstrong will meet to begin working on the application. 2014 Meeting Schedule: The committee reviewed and approved the 2014 BPAC meeting schedule.
