RESOLUTION
AUTHORIZING EXECUTION OF A GRANT APPLICATION FROM
THE ILLINOIS DEPARTMENT OF NATURAL RESOURCES-OPEN SPACE LAND
ACQUISITION AND DEVELOPMENT (OSLAD)
FOR DEVELOPMENT OF PHASE I OF THE
REGIONAL PARK ON PLANK ROAD
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
Sean R. Stegall, City Manager, and Diane Robertson, City Clerk,be and are hereby authorized and
directed to execute a grant application on behalf of the City of Elgin from the Illinois Department of
Natural Resources-Open Space Land Acquisition and Development(OSLAD) for development of
Phase I of the Regional Park on Plank Road.

SUBJECT: Open Space Land Acquisition and Development Grant Application for Phase I
Development of the Regional Park
PURPOSE
The purpose of this memorandum is to provide the mayor and members of the city council with
information to consider approving a grant application to the Illinois Department of Natural
Resources for the development of Phase I of the regional park.
RECOMMENDATION
It is recommended that the city council approve the Open Space Land Acquisition and
Development (OSLAD) grant application to assist with the development of Phase I of the
regional park.
BACKGROUND
The city received an OSLAD grant of $750,000 from the Illinois Department of Natural
Resources to assist with the purchase of the regional park. The regional park is located on Plank
Road, just west of Switzer Road. The grant requires the city to have the development of the
regional park started by fall of 2011.
Last year, the city submitted two OSLAD grant applications: one for the Phase I development of
the regional park and a second for the purchase of land on Ash Drive. The grant application for
the Phase I development of the regional park was denied, but a grant was awarded to purchase
the land on Ash Drive. This year, the Phase I development of the regional park is the only
OSLAD grant the city will be submitting to the State.
Attached is a concept plan for the Phase I development of the regional park. In total,the regional
park covers 224 acres. The Phase I development will cover 22 of these acres. The Phase I
development will include a roadway, parking, detention area, rain garden, shelter, playground,
one basketball court, two tennis courts and two soccer fields. The estimated cost for these
improvements is $942,643. The grant reimbursement from the state would be $400,000.

The city will be notified of the grant award in January or February of 2011. The construction of
the Phase I improvements must be started by the fall of 2011. If this grant application is
unsuccessful, the city will still be required to initiate some development at the regional park in
order to comply with the original $750,000 OSLAD grant.

FINANCIAL IMPACT
The estimated cost for the Phase I development of the regional park is $942,643. There are
currently no funds budgeted for these improvements. Funding in the amount of$942,643 for the
regional park Phase I development will need to be appropriated as part of the 2011 budget
JJJ" process. The city will be reimbursed $400,000 by the State of Illinois if awarded the OSLAD
grant and upon successful development of Phase I. With the grant award, the net cost to the city
for the Phase I development would be$542,643.
LEGAL IMPACT

ALTERNATIVES
1. The city council may choose to approve the OSLAD grant application for the development
of Phase I of the regional park.
2. The city council may choose not to approve the grant OSLAD application for the
development of Phase I of the regional park.
