ELG I N MEETING MINUTES THE CITY IN THE SUBURBS' Bicycle & Pedestrian Advisory Committee Meeting Minutes April 3, 2012 7:00 p.m. The Centre—West Conference Room Present: Tom Armstrong, Karen Erickson,Jerry Turnquist, Chris Manheim, Wayne Heinmiller, Scott Magee, Darin Anderson Staff: Dave Waden (Planning), Roberto Soberano (Police), Ron Rudd (Engineering) Absent: Randy Reopelle (Parks & Recreation) Guests: Doug Watkins (NENA) Call to Order: Chair Erickson called the meeting to order at 7:03 p.m. Approval of 03.06.2012 Meeting Minutes: Motion to approve the minutes by Chris Manheim, seconded by Darin Anderson. Approved unanimously. Citizen's Forum (items not on the agenda): Doug Watkins (NENA) provided a summary of informal discussions of 3/12/12 between representatives of NENA, Kane County Forest Preserve, Kane County, and BPAC. NENA is pursuing grants for the study of a pedestrian bridge across the Fox River near the location of Slade Avenue. If the grants are approved, there will be a request for the City to contribute a portion of the matching funds for the study($15,000). Construction would be targeted in 2015 or 2106. Sidewalk Gap and Transit Study: Staff's recommendation to approve vendor selection is expected to be on the agenda for one of the next several Council meetings. Walk Friendly Community Application:There has been no response as yet to the submission to the UNC Highway Safety Research Center's Pedestrian and Bicycle Information Center. Pedestrian Law Follow-up-Signs in Crosswalks: "Stop for Pedestrians in Crosswalk" Signs: Met with Dave Waden and Erin Neal, Public Works to discuss the signs at the National Street crossing for Fox River Trail. Sign locations are not ideal, but relocating to more relevant locations may be difficult because of curb cuts for westbound traffic and pole locations for eastbound traffic. "Stop for pedestrians in crosswalk" signs located in the center of the street seem to be more effective. Carpentersville's Main Street crossing and r Route 31 in St. Charles are good examples. Discussion of options will continue with Public Works. There is no feedback for additional "stop for pedestrians in crosswalk" sign locations yet. Downtown Bike Racks:The bike rack project will be a 2013 project. Meeting with Downtown Neighborhood Association and businesses will be targeted for late summer to provide information and get feedback. Bikeway Master Plan Update:There have been recent discussions about three different new river crossings (near the south side wastewater treatment facility in conjunction with FRWRD, near the National Street METRA station , and near Slade Street in conjunction with NENA and Judson University). These crossings are included in various adopted city plans. The Bikeway Master Plan should be updated to include any potential crossings not currently shown. Engineering is considering bicycle improvements for Villa Street and Royal Boulevard/Lyle Avenue. Closures and construction have begun for the reconstruction of the US20/McLean intersection. Some of the temporary changes may provide insight for longer term adjustments. Accommodations for pedestrian and bicycle passage under Rt 20 are part of the plan. Information would be helpful so the Master Plan reflects the changes being made. r Bike to Work Week 2012: Elgin Bike to Work Week 2012 will take place on June 10-17th • Sunday—Family ride to DQ& back in Dundee. • Monday—History ride in west Elgin • Tuesday—Bike rodeo • Wednesday—History of Biking in Elgin • Thursday— Breakfast ride with Mayor. Bicycle maintenance clinic evening • Friday evening—X-games cycle demo, movie night • Saturday—Bike collection drive for Working Bikes Coop, Bike Chain tour past museums. • Sunday—Ride for Life Safe Routes to School (SRTS)/District U-46: No news this month. It was noted U-46 has announced layoffs for some crossing guards following an evaluation of need. Changes in school travel patterns and land uses along some walk to school routes obviated the need for some crossing guards. Public Bike Map: Quotes have been received from ATA and LIB to prepare an appropriate pocket bike route map. Sidewalk Gap and Transit Study: Project should start in June. Walk Friendly Community Application: Elgin did not receive a "Walk Friendly Community" designation. However, the feedback letter from will help to guide the City and BPAC on actions that can be taken to make Elgin a walk friendly community. Pedestrian Law Follow-up-Signs in Crosswalks: The committee continues to be interested in pursuing the placement of"Must Stop for Pedestrians in Crosswalk" signs at the remaining intersections agreed upon last year with the Community Engagement Committee. We will discuss the Fox River Trail crossing at National Street at the June meeting. The committee agreed that we should be more proactive on this issue and on other projects by making specific recommendations to staff and the City Council. Downtown Bike Racks:This Congestion Mitigation Air Quality(CMAQ) grant project is listed on the Chicago Metropolitan Agency for Planning (CMAP) schedule as a 2013 project. Armstrong will work with TranSystems and the Downtown Neighborhood Association to schedule a public forum to discuss the distribution of bike racks throughout the downtown area.The grant requires a 20% match from the City. Bike Master Plan Update: Need to determine process to update the planning map. Public Bike Map: BPAC received a Neighborhood Improvement Grant to create an "ease of use" bike map covering the Elgin area. It is a matching grant. Proceeds from this year's Ride for Life will be dedicated to this project. Bike to Work Week 2012: Elgin Bike to Work Week 2012 will take place on June 10-17th Event planning is wrapping up. Heinmiller reported planning for the Ride for Life is also coming together.The Ride for Life is advertized on the City of Elgin web, in the Elgin summer Parks and Rec brochure, at active.com, and on Mike Bentley's web. Packets of brochures were mailed out to area bike shops and bike clubs. Safe Routes to School (SRTS)/District U-46: Nothing new to report. New Business: BPAC will have a booth at the Green Expo. Approved unanimously. Citizen's Forum(items not on the agenda): Eric Marscin invited BPAC to a July 7th "fun ride" starting at the Hoffman Estates Village Hall. Grant Programs:Laura Ross Stuart was in Springfield and unable to attend.She will be rescheduled. Ms.Stuart provides grant-writing services to the Elgin Parks and Recreation Department. Possible projects and initiatives that could be funded through grants include a pedestrian/bike safety campaign(Share the Road)and funding for more"Stop for Pedestrians in Crosswalk"signs. Proposed Judson/NENA Bridge: The ITEP grant application has been submitted for review.The bicycle bridge under I-90 may not be replaced as part of the interstate highway expansion project. This may help to increase the importance of the Judson/NENA bridge as a replacement. Sidewalk Gap and Transit Study: The project will start in late July. Walk Friendly Community Application:A sub-committee was formed to review the feedback letter. The group will meet on July 9th at 7pm at the Gail Borden Library. Pedestrian Law Follow-up-Signs in Crosswalks: Turnquist made a motion,seconded by Erickson to draft a letter to staff asking to move forward on placing signs at the remaining crosswalks previously agreed upon by the Neighborhood Engagement Committee,including the Fox River Trail Crossing at National Street. Passed unanimously.Anderson agreed to draft the letter. Downtown Bike Racks:BPAC and DNA will organize a public input meeting in September/October. The grant requires a 20%match from the City. Bicycle Master Plan Update:The plan is now five years old and is due for a review. Public input meetings to create a "public bike map"can be used to get public input on suggested revisions to the "planning map." Public Bike Map:BPAC received a Neighborhood Improvement Grant to create an "ease of use"bike map covering the Elgin area. Proceeds from this year's Ride for Life will be dedicated to this project. Armstrong will give Ed Barsotti, League of Illinois Bicyclists(LIB)a notice to proceed once the amount of matching funds from the Ride for Life are known. Bike to Work Week 2012:BPAC had a wrap-up discussion regarding Bike to Work Week 2012(see attached). Need to send thank you letters to the sponsors. Takeaways from 2012 included: • Make greater use of the social media,City web-page,and the local access channel. Can BPAC have its own Facebook page to promote its activities and programs,including Bike to Work Week?Will check with City. • Send PSA's to press at least 2 weeks in advance of the week's activities. • Need to make early mailing by the League of Illinois Bicyclists for the Ride for Life. • Consider adding a Bike and Dine event next year. • Consider combining the bike rodeo with Matt Wilhelm's program to take advantage of his drawing power. • Consider rescheduling the Ride for Life for a date in the early spring or fall,and not during Bike to Work Week. • Change the name of the week and include walking events. Safe Routes to School(SRTS)/District U-46:BPAC will request a report from U-46 regarding the spring semester activities associated with the SRTS program,and what is planned for this coming school year. New Business: Armstrong reported on the City Council action regarding the Villa Street resurfacing and road diet project.The restriping with bike lanes grades a "B"on the Bicycle Level of Service (BLOS)analysis,with"A"being the highest grade and"E"the worst.A grade"B" is considered a very comfortable riding condition for most cyclists riding on the road.Armstrong will draft a letter to staff and the City Council asking that the bike lanes be signed and marked as originally planned. Armstrong presented an outline to build the BPAC web page and make it a better resource for the community(see attached). It was recommended that a"projects/recent news"section be included. Will discuss with staff. Next year:Worth repeating next year with better promotion. Possibly reach out to scouting groups. Monday,June 11 "Tour West Elgin"Ride About 17 riders participated in this history tour with Jerry Turnquist. Nice participation from a group from the Bowes Creek active adult community. Next year: Reach out to neighborhood and/or homeowner associations in the area of the ride. Tuesday,June 12 "Bicycle Rodeo" One family participated. Next year: Coordinate with Parks &Rec summer camp program.This was very successful in 2009.Also, Boys and Girls Club, Kids United,YMCA,YWCA. Wednesday,June 13 "Elgin Bicycle History" About 20 people attended the program. Next year: Schedule with the Elgin Historical Society and hold at Old Main. Thursday,June 14"Ride With a City Council Member(or 2)" About 12 people rode with City Council members Steffen and Moeller. Next year: Include Willard Avenue (new bike lanes) and Villa Street(road diet& new bike lanes) on a revised route. Thursday,June 14"Bicycle Repair&Maintenance Clinic" About 12 people attended the clinic Next year: Continue to coordinate with the Harvest Market. r Friday,June 15 "Matt Wilhelm BMX Program" About 50/60 people attended the event. Next year: Coordinate with Kids United and/or Boys&Girls Club. Brings Matt's program to them. Maybe combine with a bicycle rodeo. Friday,June 15"Bicycle Dreams"Movie About 20 people watched the movie. Good support from the Fox Valley Bicycle &Ski Club. Next year: Try to secure the Police Department Training Room again. Comfortable stadium seating and all the electronics equipment/screen. Saturday,June 16"Bike Donation Drive" Collected 8 bicycles for Working Bikes. Next year: More marketing. Distribute flyers to restaurants, coffee shops, etc Saturday,June 16"Tour de' Museums" Ride This was a self-guided ride. Rain and heat may have discouraged participants. Sunday,June 17"Ride for Life" There were 33 pre-registered riders (many of whom did not attend) and 62 riders that registered for the ride today. Of the riders that registered today: 21 were from Elgin or South Elgin 20 were from nearby towns (St Charles, Schaumburg, Dundee, Gilberts, etc.) 19 were from farther suburbs or Chicago 2 were from Michigan! Only one family with children this year. Next year: Make the early LIB mailing. Get event listed on internet sites early. Newspaper/Media Coverage: Courier News, Daly Herald, Chicago Tribune (TribLocal),and BocaJump provided great coverage.Vidoes from at least 4 events on the BocaJump website.Wrote press releases for each event. Media recommended sending press releases to them about 2 weeks in advance. r • • Marketing: Make greater use of social media,City website and fb page. Get schedule on local access television channel. Consider producing a tri-fold brochure (similar to "Preservation Month" in May) and distributing in Elgin and to area bike shops. Approved unanimously. Citizen's Forum (items not on the agenda): Nothing to report. Proposed Judson/NENA Bridge: The ITEP grant application has been submitted for review.The bicycle bridge under 1-90 may not be replaced as part of the interstate highway expansion project. This may help to increase the importance of the Judson/NENA proposed bridge as a replacement. Rudd expressed his frustration with the length of time it is taking to repair the washed out section of the Fox River Trail near Poplar Creek and the Fox River. It has been reported that repairs should be completed in the spring of 2013, pending receipt of the ACOE permit. Sidewalk Gap and Transit Study: A team of bicyclists is inventorying the public sidewalk/pathway network and is finishing up that phase of the project.The next Steering Committee meeting will be scheduled in early October. Walk Friendly Community Application: BPAC discussed the Heinmiller's updated notes from the 08- 20-2012 Special Worksession and the possibility of developing a pedestrian safety action plan. Heinmiller provided a link to a Federal Highway Administration publication, How to Develop a Pedestrian Safety Action Plan. Pedestrian Law Follow-up-Signs in Crosswalks: Staff is looking for BPAC to recommend criteria that the City can use as policy direction pertaining to the location of"stop for pedestrians in the crosswalk"signs, and a list of recommended crosswalks for the placement of those signs.Armstrong provided several examples of policies adopted in other communities and will prepare a draft policy for consideration at the October meeting. rik Downtown Bike Racks:Staff submitted a decision package to request the 20% match for the CMAQ Mayor David J. BPAC and DNA will organize a public input meeting to discuss the location and distribution of the bike racks. Bicycle Master Plan Update:The plan is now five years old and is due for a review. Public input meetings to create a "public bike map" can be used to get public input on suggested revisions to the "planning map." Public Bike Map: BPAC received a Neighborhood Improvement Grant to create an "ease of use" bike map covering the Elgin area. BPAC has reached its goal for matching funds.Armstrong will contact the League of Illinois Bicyclists regarding the next steps to get started with the project. BPAC is • selling Ride for Life T-shirts at the Downtown Elgin Harvest Market to raise additional funds. Safe Routes to School (SRTS)/District U-46: BPAC will request a report from U-46 regarding the spring semester activities associated with the SRTS program, and what is planned for this coming school year. Banner Sign:Armstrong will contact area vendors to get a cost estimate for a banner sign that can be displayed at a BPAC booth at future functions. Logo/Masthead:Armstrong reported that at least one other City board or commission is using the City logo with their name placed underneath for letterhead. New Business: Armstrong provided a listing of free webinars regarding the AASHTO Guide for Development of Bicycle Facilities and the NACTO 2"d Edition of Urban Bikeway Guide.The webinars are archived after showing and can be viewed at any time. Rudd reported that the IDOT/Local Agency and the Engineering Services agreements for Bicycle Route 1 will be on the September 12th Committee of the Whole agenda.
