I. Call to Order: Paul Bednar called the initial meeting of the committee to order at 7:04 p.m.
11. Approval of 12.1.09 Meeting minutes: Motion by Mannheim, second by Erickson to approve
the minutes as presented. No discussion. Approved unanimously
III. Citizen's Forum: .Bednar acknowledged that Elgin resident and League of Illinois Bicyclists
employee Jessica Thompson was in attendance to assist in the preparation of the bike friendly
community application, or answer any questions about her group.
IV. Bike Friendly Community Application: Bednar passed out a copy of the draft application to
each member. Each question and response was discussed by both members and the two bike
group reps in the audience, Jessica Thompson, LIB and Pamela Brookstein, Active
Transportation Alliance. Revisions to the application will be finalized and redistributed to the
members prior to the next meeting. (see the final application attached) It was noted how helpful
completing this application is for the Committee to assess Elgin's weaknesses in biking issues
V. Active Transportation Alliance Report on Pertinent Issues: Pamela Brookstein,the suburban
coordinator for Active Transportation Alliance spoke about a few timely issues that this
committee could address. HB 43 was discussed at length. Concerns about the proposed language
were voiced by Linder. He said he would talk to the expert of the bill at the ATA in order to
learn more about the support of the bill from other agencies and to discuss potential language
revisions. A report of the conversations will be presented at the next meeting.
VI. Safe Routes to School Update: Bednar said that he had contacted U-46 about the upcoming
SRTS program. Committee members encouraged Bednar to invite the U-46 rep to the next
meeting in order to learn what the program will all entail.
VII. Bike to Work Week: A meeting will be set for February to start planning this year's Bike to
Work Week. Erickson said the website of League of American Bicyclists listed a number of
event suggestions. Erickson and McCraken volunteered to help plan events.

The closest Bike Planning workshop will be February 5 in N. Aurora. Registration forms were
dispersed to all members..
Bednar reported that the Planning Department did not feel they could change any ordinance to
require bike racks for retail, office and some residential developments, without getting direction
from the City Council. The Committee said they will make that recommendation to the Council.
Brookstein said several sample ordinances of towns that require bike racks exist.
Bednar gave an update on the new program for bike repair training at the ERC. Funds were used
to have a consultant determine the needs for the new clinic shop and training sessions. It is
expected this program will be underway in March?
McCraken reported that he talked to a rep from a local HS that is starting a bike club and is
discussing the start of a club at Larkin HS with the principal..

I. Call to Order: Chair Wasilowski called the meeting to order at 7:05 p.m.
II. Approval of 2.2.10 Meeting minutes: Motion by Armstrong, second by McCraken to approve
the minutes as presented. No discussion. Approved unanimously.
III. Citizen's Forum: Jeff Crittenden, Village Pedaler Bike Shop owner expressed his appreciation
to this committee for bringing biking to the forefront of city planning. He said the#1 request of
his customers is more bike paths. He stated how important it is to get people off of the couch and
outside. Biking activity has decreased significantly over the past couple of decades, mostly
because kids are not allowed by parents to venture too far from the house. He offered his
assistance to promote the activities of this committee.
Stuart Nelson, Elgin citizen was present to learn of any new plans for additional bike lanes/paths
as he is a bike commuter.
IV. Committee Goals and Timeframes: Wasilowski discussed the many accomplishments of the
Committee over the last few months. He mentioned that he and Bednar had a meeting The
Mayor, Councilman Steffen and City Manager Stegall earlier that day and discussed the
following list of accomplishments:
• Inventory of bike racks
• Reviewed the City Bikeway Master Plan
• Worked with U-46 to understand the SRTS funding
• Started an inventory of sidewalk gaps
• Researched the issue of pedestrian safety, specifically HB 43
• Looked over bike parking requirements from other towns
• Promotion of biking by getting involved in other efforts, such as Bike-to-Work Week and
biking to school efforts
• Completed and submitted the Bicycle Friendly Community application
• Had participation in a recent Bicycle Planning Seminar
r • Heard presentations from various bike advocates, such as ATA,Active Transportation
Alliance and the Hoffman Estates Bike and Pedestrian Advisory Commission

Commissioners were asked to identify what causes they would personally like to champion.
Turnquist said his focus is pedestrian safety. He wants to work on identifying ways to mark
crosswalks better and identify gaps in the sidewalk network. Bednar informed the Commission
that he was able to get a semi-commitment from ATA that they will provide some interns for a
few days this summer to help do a field survey of the sidewalk network. Some of the other tasks
identified were promotion of safety laws for pedestrians and bikers; research and coordination of
using volunteers/community restitution workers to clear snow from important stretches of
sidewalk in the City. Erickson and Mannheim agreed that they would like to be involved in
these efforts.
A second area of focus for the commission is the updating of the Bikeways Master Plan,
including identifying any new improvements, recommending new links and reviewing any
upcoming street projects to ensure inclusion of bike/pedestrian facilities. Armstrong suggested
that a more user friendly map could be generated for bike users. This map would list potential
bike routes, rather than designate bike routes by LOS, Level of Service. Waslowski and
Armstrong would like to work closely with Bednar in these efforts.
A third area of focus will be public relations and events. McCraken and Erickson will help
with these efforts,which will include being part of organizing Bike-to-Work Week events,
Bike-to-School efforts, and other general information about biking in Elgin.
The fourth focus area is getting bike racks provided for all schools and public facilities in the
City, as well as proposing a bike parking ordinance for new development to the City Council
Martinez and Armstrong will work with Bednar on this effort.
There was discussion of defining the roles for this committee and the transportation sub-
committee of the sustainability committee. Those with knowledge of the sub-committee's focus
said they are dealing with transportation in general, broad terms. Public Transit, and roadway
improvements have been emphasized. The Bike & Ped Adv Committee members felt that their
own role should be to focus on all bike and pedestrian issues, both policy and specific
improvements.
V. Safe Crosswalk Resolution: Bednar reported that he had prepared the resolution as directed by
the Committee and delivered it to the City Manager's office for the Mayor's signature,which
was expected to take place immediately so it could then be delivered to Senator Noland in time
to still be considered in this legislative session.
VI. Approved Bike Improvement Projects: Brian Fairwood, of Transystems Inc spoke to the
Committee regarding the Bikeway Master Plan. His firm had worked with a group to create the
current plan. He reminded the commission that the plan will always require updating, to add new
links and include completed sections. Fairwood then presented the two approved CMAQ funded
bike improvement projects.
The first being identified in the Bikeways Plan as Route#1, the extension of the Shoe Factory
route to the Fox River Trail in downtown. A total of$420,000, of which 80%will come from
CMAQ funds will be used to continue an on-street route from the end of the path on Shoe
Factory, east of Dundee Ave. to Douglass Ave. Here bike lanes will be provided south to
Kimball, then directed west to the river. Striping and signs, as well as a majority of the cost will

be necessary for the signal improvements at Dundee Ave. This is scheduled for a 2011
construction.
The second project is identified as Route#4 in the Bikeway Plan. This will connect the National
Street train station with Randall Road. It is expected to be a 3.4 million dollar project, and on
schedule for 2012. Fairwood outlined the alignment of the proposed path. The Committee is
invited to review the plans and comment. Fairwood said these projects are in the environmental
review stage now. He asked that any comments to be delivered to him asap in order for the
preliminary review by DOT to stay on track.
Wasilowski reported that the direction of the Mayor was that this Committee should be
responsible for defining future bike improvement projects and prioritizing them so CMAQ funds
can be requested. The purpose of CMAQ is to reduce vehicle traffic, so any proposed bike
projects need to focus on getting people to jobs, rather than offering recreation.
Reopelle presented information on a potential bike bridge, to be located from the FRWRD
property on the east side of the river, to their property on the west side, all south of Route 20. He
passed out an exhibit showing the potential alignment. This bridge is desired by FRWRD as a
way of crossing the river with a sludge transportation line, which would be attached to the
bottom of the bridge. It is thought that the project would be a partnership between the City,
FRWRD, South Elgin and Kane FPD.
VII. Bike to Work Week/Bike Month planning meeting: Bednar announced that the meeting is set
rik for March 15 at 5:30pm, in the Centre admin conference room. McCraken and Erickson are
expected to join a group from last year's planning effort.
VIII. Bike Parking Requirements: Armstrong presented a draft of an ordinance, as well as
background memos in order to carry this proposal forward to the Planning &Development
Commission. Committee members discussed the text and suggested a few minor revisions.
Armstrong will bring a revised draft to next month's meeting.
IX. Other: Bednar will make a presentation of what was learned at the recent Bicycle Planning
Seminar at the next meeting. Mannheim agreed to attend the next Sustainable Transportation
Sub-Committee next week.

I. Call to Order: Chair Wasilowski called the meeting to order at 7:00 p.m.
II. Approval of 3.2.10 Meeting minutes: Motion by Armstrong, second by Manheim to approve
the minutes as presented. No discussion. Approved unanimously.
III. Citizen's Forum: Dave and Heather Hunt live in the Woodbridge North Subdivision and
expressed concern that they can't walk very far in their area. Because Edgewater Subdivision is a
gated community, other City residents, such as the Hunts can't walk thru that area. They asked
that there be walks connecting to Bowes, and along Bowes, as well as a safe way to cross
Randall Road. Currently, the signal at College Green and Randall Road doesn't work well for
pedestrian or cyclists. Some committee members suggested that a petition be circulated in the
area citing the lack of safe walkways.
IV. Safe Crosswalk Resolution: Wasilowski asked Bednar to share the status of the resolution with
the Committee. Bednar responded that he never got a copy of anything that had been delivered to
the State and was told by the local state officials that they were not aware of receiving any such
letter. The committee members expressed their disappointment that their important
resolution/letter wasn't delivered to them and wondered why they local officials did not seem to
get a copy since it was crucial that our senator see this support in a timely fashion. Wasilowski
said he would check into the matter.
V. Pedestrian Initiatives Sub-Committee: Turnquist talked about an example of a resident survey
on Biking and Walking. Bednar distributed a copy of a resident survey from Sacramento
California. It was the intent of Erickson, Wasilowski and Turnquist to modify the survey for
Elgin's needs and have it distributed at upcoming events, as well as posted on line. Bednar will
take the draft, and get it retyped, copied and posted on-line at the City website. The committee
thought it would be a good idea to prepare a press release before the survey is distributed.
r. VI. Master Plan/CMAQ Projects review: At the invitation of Transystems, the Bikeway Master
Plan consultant, Bednar, Armstrong and Wasilowski meet and reviewed the two approved
concept plans. Bednar presented their review comments to the committee. In general, the NE
Quadrant plan had no major suggestions. Minor adjustments showing a link from Douglas to

Grove on Ann Street, instead of on Kimball, and a link to Slade Avenue Park from Douglas were
thought to be valid by the committee. There were quite a few suggestions to the proposed route
in the SW Quadrant. The most important of these suggestions included utilizing a narrow
passageway under the Rte 20 bridge, located between the west bank of the river and the bridge
abutment. This route would negate the need to tunnel under Route 20 from Grolich Park to the
south side of Rte 20. This path would connect the south end of the National Street Train Station
parking lot to the south side of Rte 20. Bednar verified that he and Armstrong had rode bikes on
this route and felt it to be possible, maybe at most requiring a small section of the path be
cantilevered over the river edge. It could save up to 1.5 million in costs if deemed feasible.
Another important suggestion made to the consultant was to utilize the existing off street bike
path running along Spartan Drive from McLean to Randall. Then run the path along the east side
of Randall south to Bowes,probably having to replace the sidewalk section with a wider asphalt
path. This suggestion would negate having to build new paths along McLean and also along
Bowes, east of Randall. All the monies saved in these alternatives could go towards a bridge over
the river near FWRWD and also extend the path as far west on Bowes as possible, ultimately to
Bowes Creek Drive.
Omar Santos, who had worked with the consultant in developing the current plan was available
to comment on the suggestions and he recognized that these ideas had merit and would be
explored further with the consultant. The full committee agreed with the sub-committee's
suggestions.
r VII. Bike to Work Week/Bike Month planning meeting: Bednar reported that there had been a
meeting on March 15 and he distributed a list of planned activities for the event. A number of
ideas still need volunteers to lead the charge. Armstrong suggested that The Village Peddler be
contacted to see if he is interested in organizing a fund raising ride.
VIII. ECCO Expo, May 8: Manheim and Armstrong are planning on manning a table at the expo to
distribute info about biking and walking. They intend to hand out the Bike and Walk Surveys.
There will be a display of the Elgin Bikeway Master Plan and Kane/Kendall Bike Map. Linder
will organize the police explorer post as well as auxiliary officers to be at the event to register
bikes.
IX. Bike Parking Requirements: Armstrong presented his revised draft ordinance for bike parking
requirements. There was a suggestion to allow a developer to subtract the need for a car parking
space if 5 bike parking spaces were provided. All agreed to the changes. Momodu reported that
the Community Development Department would like this proposed ordinance to be submitted in
a COW memo format to the City Council, who will then decide to forward it to the Planning &
Development Commission. Motion was made by Armstrong, seconded by Erickson to move the
proposed ordinance draft forward. All approved. Bednar will revise the draft COW memo
developed by Armstrong and forward it to the Managers office.
X. Other: Manheim reported that he had attended a previous Transportation Sub-Committee of the
Sustainable Plan Group. He explained our committee's goals to them and got a better
understanding of their focus. It appears the Transportation Committee is looking at many
different transportation issues, whereas the Bike and Ped Committee is focused on biking and
pedestrian improvements.

Bednar showed a graphic of a proposed bike path/sidewalk that will be built from Busse Woods
to Poplar Creek FPD at Shoe Factory Woods, along Higgins Road. This will be a joint effort
between Hoffman Estates and Schaumburg. It will make another option to get from the Fox
River Trail to Busse Woods.
Bednar reported that the ATA had made a commitment to allow a few interns to come out to
Elgin in the near future in order to assist in identifying walk gaps. He also announced that "Elgin
Week in Review"will run a segment about this committee in the near future and that Todd
Underwood, a free lance writer will put together an article about this committee for the Herald.
Recently the City of Urbana contacted Bednar to see if the downtown bike lanes were embraced
by the merchants. If so, they might want to make a field trip here with some of their merchants
that have doubts about such lanes working in their town.
A new flyer advertising the ERC Bike Loaner Program was distributed and members were
encouraged to find volunteers to participate in the bike clinic sessions.
Bednar reported that he continues to work on getting bike info on the City website. ATA has
offered to add any information about this group on their website as well.
Because of time constraints, Bednar will review the findings of the bike planning seminar at the
next meeting.

I. Call to Order: Bednar called the meeting to order at 7:08 p.m. and asked for a nomination from
the floor to appoint a chairperson for tonight's meeting. Armstrong made a motion to appoint
Erickson, seconded by Manheim. Approved unanimously
Il. Approval of 4.6.10 Meeting minutes: Motion by Armstrong, second by Manheim to approve
the minutes as presented. No discussion. Approved unanimously.
III. Citizen's Forum: No persons present.
IV. Pedestrian Initiatives—Resident Survey: Turnquist reviewed the printed survey with the
members. All thought it was very good as is and needed no changes. There was discussion about
how to get the survey out to the public and also publicize the survey. Bednar will make 200
copies of the survey to be made available for the expo this weekend. Turnquist wondered if the
City would be able to put this on Survey monkey or some other on-line survey. It would only be
posted for a limited time. Bednar will check to see if City uses Survey Monkey and inform
Turnquist. Bednar will also work with Turnquist to get a brief press release prepared to be sent
out prior to the on-line survey starting. It was also mentioned that there is another City-wide
survey to be conducted later in August(?) and that this committee should have some pertinent
questions on it.
V. Update on CMAQ and CIP bike projects: Bednar reviewed a conversation he had with the
consultant,Transystems about the suggested changes made by this committee to the proposed
CMAQ bike routes. It appears that all suggested changes will be made part of the new plans,
thereby saving money that could go towards a few other spur projects.
Armstrong told the committee that he and Bednar met with Joe Evers,the City Engineer to
discuss the Capital Improvement Projects for 2010. It was the intent of that meeting to identify
projects that could incorporate bike/pedestrian improvements. Some projects of note include the
extension of South Street to Longcommon from the Target store. This project will include an off
street path. Street resurfacing on McLean and Big Timber will be completed this summer;
however it will not involve bike paths or sidewalks. This generated discussion of the missing
sidewalk on McLean from the gas station at Big Timber to Burger King. The committee would
like to request that funds be allocated to finish this link and if it can be done in conjunction with

the street work it may be cost efficient. In addition,a path along Big Timber was discussed. If it
were placed on the south side of the road it would be easier to build but would be on the opposite
side of the street from the neighborhoods.
There will be some street resurfacing in the Historic District and it may involve both Park Street
and Franklin. The Bikeway Master Plan shows a bike route on Franklin, however the committee
felt that Park Street would be a better street to travel for a number of reasons,mostly that it is
wider and more comfortable. This recommendation will be forwarded to the City Engineer.
Highland Ave, from Center Street to Rte 31 in the CBD will include a bike lane going west. In
addition, the bike lane will extend to Crystal Street where bike route signs can direct bikers to the
north on Crystal or south to South Street. Armstrong stated that simple bike route signs that give
directions to nearby connections are important to add on other bike routes as well. For instance,
at the end of South St,the sign should direct riders north to Chicago,in order to connect to the
CBD.
Willard Avenue was the other notable project,which is all engineered and shows sidewalks on
both sides of the street.The committee would like to see if one of the walks can be made a bike
path.The timing for this project is unknown, since it is an SSA project.
VI. Bike to Work Week: Bednar passed out the latest information on the plans for Bike to Work
week.The committee's participation is encouraged. Volunteers will be needed for the July 11,
YWCA event in Festival Park. Plans are also in the works for two other rides in the summer,one
a fund raiser for bike racks and the other a bike and dine ride.
VII. Bike Month Proclamation: Armstrong prepared a proclamation for the Mayor to read at the
May 12 Council Meeting. All committee members are encouraged to attend.
VIII. ECCO Expo,May 8: Manheim and Armstrong are planning on manning a table at the expo to
distribute info about biking and walking. They intend to hand out the Bike and Walk Surveys.
There will be a display of the Elgin Bikeway Master Plan.and Kane/Kendall Bike Map. Linder
will organize the police explorer post as well as auxiliary officers to be at the event to register
bikes.
IX. Bike Parking Requirements: Armstrong discussed his revised draft ordinance for bike parking
requirements. Bednar passed out a draft COW memo to the City Council, slated for the May 26
meeting.
X. Other: Manheim gave an update on the latest Transportation Sub-Committee of the Sustainable
Plan Group.
A new flyer advertising the ERC Bike Loaner Program was distributed and members were
encouraged to find volunteers to participate in the bike clinic sessions.
Bednar reported that he continues to work on getting bike info on the City website. ATA has
offered to add any information about this group on their website as well.

I. Call to Order: Bednar called the meeting to order at 7:03 p.m.
II. Approval of 5.4.10 Meeting minutes: Motion by Armstrong, seconded by Rudd to approve the
minutes as presented. No discussion. Approved unanimously.
III. Citizen's Forum: Acknowledgement of guests. Kyla Jacobsen, Director of the Water
Department for the City of Elgin and avid biker updated the committee on the progress of a
planned charity bike ride on Saturday, July 24 . There will be three loops of varying distances.
Responding to a question from the committee, Jacobsen felt that the police are not really
necessary for the ride. Need riders to follow the rules,need to notify all police departments.
Tony from the Village Pedaler will talk to Kohls about parking,All riders must be off the course
by noon. Fees$30-$35/individual, family fee, and team fee. Will there be a sag wagon vehicle.
We will need volunteers. Linder will gather emergency personnel. Manheim will contact Boy
Scouts. Armstrong will help in planning the event. Miguel and Karen will be available that day.
IV. In Town Bike Friendly Maps (ATA): Pam Brookstein of ATA was here to describe a program
that Elgin could participate in. The League of IL. Bicyclists has funds to produce map brochures
to get to the Metra stations. They have completed 8-10 guides so far. A professional
photographer takes Elgin photos then maps to Metra are added. If we wanted 10,000 brochures
it would cost Elgin 20%of the total cost or$1,250 for us. Most towns get 5,000 for less than
$1,000. We should try to include other destinations,but might not be able to. Should we do 2
separate maps—one for Big Timber, one for downtown? Where do we put these—Metra
Stations, Festivals? The committee wants to do press releases on this. Manheim motioned for
City to purchase 10,000 brochures at$1,250 or$1,500 for two, Miguel seconded the motion. All
ayes, no nays.
V. Bicycle Friendly Community Score Card: Bednar shared the comments from the American
League of Bicyclists from the application. Armstrong. asked if we should give this to the City
Manager's office and other departments now. Bednar will do it and also share with John
Heiderscheidt from U-46.
VI. Pedestrian Initiative Online Survey: Turnquist asked if we should have a meeting to process
walk and path improvement suggestions and survey findings. August might be a good month for

this. Turnquist asked if we should limit the survey to residents. The group thought no. It was
asked if the question about what street do you live on should be removed and the group thought
no. Put question about do you live/work in Elgin first. Turnquist wants the Excel chart to
summarize the findings,Bednar will work on this.
VII. Elgin ECCO Expo recap: Armstrong and Manheim said it was a good day.
IX. Y Ride: Volunteers are needed for July 11 "Y Walk." Ericksen,Manheim,Armstrong., Linder.,
Bednar and Wasilowski plan on helping. Linder will have guys for bike registration. Need snow
fence for bike corral.
X. Other: All agreed with recommended detour route from Transystems, not with reopening the
underpass. Next meeting to put bike planning first. Any interns for the sidewalk gap study will
be coordinated by Manheim.

Call to Order: Wasilowski called the meeting to order at 7:05 p.m.
II. Approval of 6.1.10 Meeting minutes: Motion by Turnquist, seconded by Manheim to
approve the minutes as presented.No discussion. Approved unanimously.
III. Citizen's Forum: Acknowledgement of guests. City Councilman Dave Kaptain, discussed
bus shelters. He is part of the Livable Communities Group (Senior Issues Focus). The
group includes: Eric Weekly, Seniors,police rep, reps from senior housing centers, and
Royce Blackwell. As part of their research into the bus service in Elgin many seniors rode
various bus routes and noted pros and cons. It was noted that bus drivers were helpful and
friendly but a downtown bus station employee was not very helpful. The group interviewed
other seniors. Interestingly, bus shelters are maintained by sponsoring property owners, not
Pace or the City. Buses will stop between bus stops. The biggest reason to not take buses is
the waiting time—too long for seniors to stand,waiting at stops. Pace reps met with the
group. At the groups urging a stop was put on Grove by the library, but it is felt that it is on
the wrong side of the street(northbound). The Dial-a-Ride program isn't successful for the
seniors in Elgin. It is believed that seniors feel like they loose their independence,the ETA
window to arrive is too big. Pace will do route changes,only if they are lobbied. Sherman
Hospital is included on a bus route,but it is only for employee shifts,not convenient at all
for visitors. The service to get to senior programs at Elgin Township is terrible as it only
gets as close as Buena Vista 1/2 mile north. Seniors then have to walk the rest of the way,
along stretches that don't have walks. Lesson is—we,the City of Elgin,has to do all the leg
work for Pace. Maybe funnel pot of funds to get benches/shelters for bus stops.
Wasilowski asked how the committee can help get good bus stops. Kaptain said to think
about how to get to bus stops and where to locate benches along walking routes. There are a
couple of other groups in town also looking at this issue. Kaptain thought the typical shelter
cost$10,000 each.

IV. Bike Planning Seminar Recap: Bednar presented the major points outlined in the slide
show handouts. Education was one of the focuses of the bike planning process. Wasilowski
thought it would be a good thing for the committee to use YouTube video links on our
website,regarding the education sessions. Armstrong said some communities put word out
about bike commuter rides.
V. Pedestrian Initiatives—Resident Survey Turnquist suggested that the August meeting be
used to summarize the survey findings and set goals.Bednar will make sure that there is
another press release put out in 10 days to remind people of the survey deadline.
VI. Bike to Work Week Events Recap: Bednar recapped the events noting that the average
attendance at each event was 12. Erickson stated that earlier planning will be good for next
year. Bednar will look at a meeting in September.
VII. Y Bike event,July 11th Bednar talked about the planned events as part of Y Walk. Bike
safety inspections by The Village Pedaler; a bike rodeo by Jason Jenkins of ATA; and a kids
bike race,with trophies sponsored by Elgin Family Physicians;prizes from The Village
Pedaler, Main Street Bikes,Target and REI;and a bike corral. Volunteer help is necessary.
Linder will get two auxiliary cops to help with whatever. Manheim,Armstrong and Erickson
will help Bednar the day of the event.
VIII. Bike Rack Ride Bednar explained that the planned ride for July26 has been postponed until
we can find the proper insurance for the event.
IX. Status of Bike Rack Ordinance,Safe Routes to School, bike route brochures,interns
for walk gap study,ERC Bike Clinic and Loan Program:
a. The Committee asked Bednar to find out the status of the ordinance.
b. The SRTS status is that the School District just got their contract approved and plan
on implementing the programs this fall. The City is still working on getting IDOT to
approve the contract for crosswalks and such. Bednar asked for volunteers to sit in
on a new committee with various city staff in order to determine this year's grant
application for SRTS. Tom L will ask that ROPE officers be included. Armstrong
and Turnquist volunteered to be part of the committee. Bednar will inform them of
the schedule. Some discussion of potential funding requests included Hawk signals
for pedestrian crossings.
c. The opportunity for the funds to do the Metra by Bike brochure has passed. ATA
will inform Bednar when they get more funds.
d. Wasilowski informed the committee that he has an intern in his office that he will
make available to do the sidewalk gap study. Manheim will coordinate the work with
the intern. Bednar to get base maps to Manheim for bike intern
e. The ERC Bike Loan and Repair program has had some success and failure. No one
has taken advantage of the loan program. There are 20 bikes available (10 of them
are kids)and 20 helmets(10 of them are kids). Some thought the location of ERC is
not good for a loan program Wasilowski said that the Metra/Chicago station has
vacant space. Maybe Metra could be convinced to allow bike rentals. He will look
into it further.. Maybe look at partnering with Boys & Girls Club for bike rentals.
The committee volunteered to better market the program. The repair clinic has

rill consisted of two seniors,no kids,repairing bikes. They will have done 15-20 bikes
by end of the summer.
X. Other: Question arose about including projects in the 2011 City budget.

II. Approval of 7.6.10 Meeting minutes: Motion by Armstrong seconded by_Manheim to

III. Citizen's Forum: None
IV. Pedestrian Initiatives—Resident Survey Turnquist suggested that a subcommittee
(Armstrong, Turnquist,Erickson and Manheim)meet to discuss the findings, especially go
thru all the written comments.There were 205 survey responses. Manheim said he would
look into having his college students see if they could make some generalizations based on
the results. Armstrong will categorize the written comments into 5 categories, Engineering
(physical on-street,off street and intersections),Education, Encouragement,Enforcement
and Evaluation. Turnquist will write a one page summary of the survey findings to send to
the Council and staff, and will present it to the committee at the next meeting
V. Recap of Meeting regarding CMAQ projects: Armstrong reported that he and Bednar
meet with Santos, Rudd and Transystems to review the planned route for the NE end bike
route. It was decided that Armstrong and Bednar would quickly meet with the neighbors on
River Bluff to determine their willingness to have the route in front of their homes and
parking prohibited.
VI. Bikeway/WaIk Gap Study: Manheim said the study will be done in the next few months
with an architect from Fitzgerald Architects.
VII. Bike for Life Ride: Armstrong reported that the ride is scheduled for June 12, 2011. to kick
off the Bike to Work Week The Brochure is put in draft format in order to solicit sponsors.
The Village Pedaler will be the co-sponsor with the Elgin BPAC.

VIII. Review of the Bicycle Friendly Community Audit Letter Bednar ran thru the
recommendations from the recent audit letter. Members pointed out areas that we have made
progress and also areas that we need to work harder on. Some of the ideas voiced included:
• We need to be involved in the street projects with engineering to a greater degree. One such
example is the work slated for Highland Ave, where the pavement is being reduced, yet if it
were left a little wider it might have been able to accommodate bike lanes or at least
sharrows. Bednar was directed to contact Evers at Engineering to find out when we might be
involved in the upcoming budget discussions that will involve streets with bike
improvements and sidewalks.
• Work with the GBPL to get a permanent display of biking/walking related items, such as
upcoming rides or walkathons,plus info about bike commuting
• During Bike to Work Week have a bike related movie night in Festival Park. Also, show
some quick film clip about bike riding and safety.
• Send this analysis letter to the Elgin Police and emphasize the education elements. Ask for
clarification on the crosswalk sign at Larkin HS—why doesn't it state that vehicles must
stop?
• Host a Bike Expo in Elgin during the late winter.Have both education session and bike
vendors selling wares. Use the Centre and Hemmens. Maybe the City/ECC and Judson
could be sponsors. It was noted that Giant Bike has a facility in Elgin.
• Need to follow up on using vacant space in the Chicago Street Metra station for bike
rental/loan station.
• Call South Elgin about their path plans along McLean. Elgin has applied for ITEP funds for
the length along McLean Blvd.
• Ask the City to include a blurb in the winter city brochure about keeping sidewalks
shoveled. It could cite the municipal ordinance that requires homeowners to rid property of
nuisances(snow). Cambridge Mass has a good PR piece about this. Bednar should ask the
Managers office about using Comm Restitution workers to do this, as was discussed at a
lunch meeting with the Mayor and City Manager Stegall.
IX. Status of Bike Rack Ordinance,Safe Routes to School: Bednar reported no news on the
status of the Bike Rack Ordinance. The SRTS programs are still not implemented from the
2008 grant because contracts still need to be finalized by IDOT. There has been discussion
that this year's application might be for private schools,maybe bike racks. Need to call
IDOT about the SRTS including colleges.

III. Citizen's Forum: None
IV. Pedestrian Initiatives –Resident Survey Armstrong stated that he is going thru all the 400
written comments and grouping them by the 5 E's It is not yet complete, but a few
observations so far include: most comments relate to intersection improvements that are
requested. There are a lot of comments about Randall Rd. Bednar will help by sending the
already typed notes to Armstrong to save time. There will be a summary letter compiled and
presented to the whole committee at the next meeting before it is sent out to the Council and
staff.
V. Recap of Neighborhood Meeting regarding CMAQ project: Armstrong reported that he
and Bednar meet with a few north end neighbors to review the planned route#1 on the NE
end. Armstrong and Bednar had asked those neighbors if they would be ok with a parking
ban on their section of River Bluff Road, if the route continued west to Douglas Ave. Those
in attendance noted that there are already parking restrictions on the side streets, so they
could not agree to accepting a ban on River Bluff. The committee then discussed the
ramifications of implementing the plan since it needs to comply with FHWA standards as
per CMAQ fund rules. Armstrong noted that this situation on River Bluff is similar to many
other streets in the older neighborhoods of the city. If this is the case, anywhere we propose
to do bike routes and plan to meet FHWA standards, we will be deleting crucial on-street
parking. Others asked how the bike route signs and markings were allowed on South Street
recently. Bednar and Rudd are to check with those involved to see what requirements were
in place for those improvements and if the same can apply to the Bike Route 1 plan.
Armstrong thought that we should forgo the CMAQ funding if parking bans on many
stretches of street will be required as a result. The committee asked Bednar to contact
Cosentino of the City Manager's office and tell him it is the committee's recommendation

that an informational meeting be conducted where all affected residents/property owners
along the entire route are included. After the meeting, then a survey might be necessary.
VI. Bikeway/Walk Gap Study: In Manheim's absence, Wasilowski said he contacted Judson
University to solicit help from their architecture interns. He is due to set up a meeting to
discuss soon.
VII. Bike for Life Ride: Armstrong reported that the ride is scheduled for June 12, 2011 to kick
off the Bike to Work Week The Brochure is put in draft format in order to solicit sponsors.
The Village Pedaler will be the co-sponsor with the Elgin BPAC. Bednar said that Activate
Elgin has agreed to also be a $500 sponsor. There are other requests being considered by Fit
For Kids and the Village of South Elgin.
VIII. Review of Bike Rack Project Martinez reported that he and Bednar met with U-46, John
Heiderscheidt and Joe Creda to discuss which schools should be a priority for racks. The
meeting was productive as a list of school and specific locations on the grounds were
identified. U-46 will get the input of a few school principals before we take the next step to
bid the work. U-46 was to see if they could authorize their work crew in install some of
these racks in order to save costs. Bednar is to ask the City if TIF funds are available for
some of these sites.
IX. Bike Expo Discussion Bednar reported that he had several discussions with ATA, another
expo organizer and a bike shop about having an Elgin Expo in February. He noted the
reluctance of ATA to be involved and that the Harper College Bike Swap organizer did not
think Elgin was a good place to do an expo. The committee discussed the two components
of the expo separately. The first is education sessions for the committees and staff interested
in biking. Those sessions could be held with or without the retail part of an expo. The Centre
meeting rooms could be used for any such education on a Friday afternoon. We would invite
other towns, maybe thru APA or other groups. As far as a retail effort, there is less interest.
If we did try it, we could use the Hemmens basement on a Saturday for the public and
concentrate on local Fox Valley shops. Bednar will research this further.

were left a little wider it might have been able to accommodate bike lanes or at least
sharrows. Bednar was directed to contact Evers at Engineering to find out when we might be
involved in the upcoming budget discussions that will involve streets with bike
improvements and sidewalks.
• Work with the GBPL to get a permanent display of biking/walking related items, such as
upcoming rides or walkathons, plus info about bike commuting
• During Bike to Work Week have a bike related movie night in Festival Park. Also, show
some quick film clip about bike riding and safety.
• Send this analysis letter to the Elgin Police and emphasize the education elements. Ask for
clarification on the crosswalk sign at Larkin HS—why doesn't it state that vehicles must
stop?
IX. Miscellaneous: Bednar reported no news on the status of the Bike Rack Ordinance. The
SRTS programs are still not implemented from the 2008 grant because contracts still need to

be finalized by IDOT. He was just informed that IDOT was holding up the project because
of bridge inspections, but that these inspections did actually take place and the City was in
the process of straightening the record with IDOT. As far as a new application for SRTS,
Bednar indicated he would be gauging the interest of private schools in the next weeks.
Erickson asked that we do something about the recent passage of the crosswalk law. She
wondered if Elgin should be posting signs at crosswalks stating that it is required to stop, not
just yield. Rudd is to check the HB43 language to see if the City should be posting signs.
Bednar noted that the Daily Herald will be doing an article on this topic and asked for
comments from the Elgin BPAC because of the involvement to pass this bill.

I. Call to Order: Wasilowski called the meeting to order at 7:00pm. He read Tom Linder's
resignation letter to the committee.
II. Approval of 10.5.10 Meeting minutes: Motion to approve by Armstrong seconded by
Turnquist. No discussion. Approved unanimously.
III. Citizen's Forum: None
IV. Pedestrian Initiatives—Resident Survey Armstrong gave an overview of the most
common notes made on the surveys. The following issues were the main focus of comments:
A map for bike and pedestrians would be helpful
We need to amend the street intersection design standards
Roads such as Randall and Rte 20 are the main barriers for bikes and pedestrians
Safety concerns
Need enforcement of dog leash laws
Needs to be education of the rules of the road as they pertain to bikes and pedestrians
Need to do more to encourage walking by promoting walking clubs
Turnquist noted that once Armstrong has the letter of summary comments complete, it needs
to be sent along to the right staff persons to address the issues, especially the safety
concerns. Discussion ensued on having Armstrong finish a cover letter to the Council, which
requests a meeting within a month, then getting a draft to Bednar. He will then send it along
to the Council, with a copy of the survey summary and the Bike Friendly Community
application comments from the League of American Cyclists. A motion was made by
Armstrong, seconded by Manheim, to send the three items listed above to the City Council.
No discussion. Approved unanimiously.
r V. Route 1 Bikeway Meeting: Bednar noted that a public meeting is scheduled for Nov 16 in
order to allow the affected property owners and residents a chance to voice concerns with
the proposed bikeway route and the required on-street parking changes that will result. The
committee discussed the format of the meeting briefly.

VI. HB 43 Follow-up: Rudd informed the members that he requested PW erect signs at
crosswalks to clarify the law to stop for pedestrians. A memo was shared from PW that
explained the signs are not mandatory and that they don't intend to erect any. Discussion
ensued about what other towns are doing, if anything. All members felt it important to notify
the public of the new law with both an education outreach and signs at the most important
crosswalk locations, such as near schools. Turnquist made a motion, seconded by Armstrong
to have a letter drafted to the attention of the City Council, requesting them to enforce the
new law established by HB 43, by providing signs located at strategic crosswalks (especially
near schools), and an education outreach. The letter will note that good enforcement can
only occur if the correct signs are in place. The motion passed unanimiously.
VII. Public Outreach: Erickson stated that she got permission from the GBPL to post any
information regarding pedestrian or bike issues on an 11x14" size space on one of the
information kiosks. Armstrong encouraged her to post info about the new crosswalk law,
with a blurb available on the ATA website.
VIII. Bikeway/Walk Gap Study: Manheim read a draft of the job description for an intern.
Bednar will send it off to Judson University in hopes of finding an architecture student
interested in using the time for community service.
IX. Bike for Life Ride: Armstrong reported that the ride is scheduled for June 12, 2011 to kick
off the Bike to Work Week. Bednar will schedule a committee meeting in the near future to
finalize the list of sponsors.
X. Review of Bike Rack Project: Bednar noted that the proposed ordinance is going to be
heard by Council at an upcoming COW meeting. The Community Development Department
had made some comments on the ordinance language, which should be discussed at any
future P&D meeting. Bednar is hoping to hear back from John at U-46 about the final
decision of bike rack locations.
XI. Bike Expo Discussion: The committee discussed having an education session only, on a
February Friday afternoon. Bednar will contact the American Planning Association to see if
they are interested in hosting the sessions with us.
XII. Miscellaneous New Business: Kane Co DOT has invited all bikers to participate in a grand
opening of the Stearns Road Bridge on Dec 15.
XIII. Adjournment: Motion to adjourn by Manheim at 8:45pm, Seconded by Erickson.

1 Call to Order: Wasilowski called the meeting to order at 7:07pm. It was noted that Clee
McCraken had sent a resignation note to Bednar.
II. Approval of 11.2.10 Meeting minutes: Motion to approve by Armstrong seconded by
Erickson.No discussion. Approved unanimously,
III. Citizen's Forum: Wayne Heinmiller (sp?) is a member of a Schaumburg Bike club and
wanted to bring an issue to the attention of the Committee. He said that the CN Railroad has
now objected to having to install a bicycle crossing gate at the EJ&E RR crossing on Shoe
Factory Road. They claim there is not enough traffic to warrant it. Heinmiller said the
Schaumburg Bike Club members had done an unofficial survey and determined 60-70
bikes/pedestrians using the crossing on a day in October. He said that the Illinois Commerce
Commission is hearing the request and it would be helpful if the BPAC wrote a letter of
support to the Commission to get the gate installed. Bednar will check the status with HE
and will draft a letter, if needed.
Lucy Elliott, President of the Elgin Area I-Iistorical Society spoke at this time about the
BikeChain Project. She represents a small group of citizens and representatives of Elgin's
museums that are interested in promoting the existence these East-side attractions on a
family friendly bike map. There are four museums located on the near east side of Elgin that
are working together to promote their facilities. They are the Observatory, the Elgin Public
Museum, the Elgin Area historical Society Museum in Old Main, and the Firebarn
Museum. Elliott has met with the Heritage Commission, the Visitors Bureau and the ECN
about donating funds towards a map. She thought the cost range would be $1.200-$2,200 for
1,000 copies of the map. The Commission was asked if they would also support this effort
with a letter of support and some donation of funds. The Commission will consider partial
funding at their January meeting.
IV. Pedestrian Initiatives —Resident Survey Members thanked Armstrong and Turnquist for
all the hard work in preparing the letter and summary findings for the City Council and staff.
Bednar was asked to send the letter and packet as it was presented and include a note that
requests a date for the Committee to make a presentation to the Council.

V. HB 43 Follow-up: Bednar passed out illustrations of three different signs that could be
posted to educate drivers of the new law. Wasilowski noted that other towns have signs,
such as Oak Park and Evanston. Dennis Hood, the new staff representative from the Police
Department noted that the EPD would support such signs at certain crosswalks, and would
prefer if the stop sign icon was not shown on the sign. Bednar was asked to draft a letter to
the Council asking that staff be directed to post signs at strategic crosswalks, as per last
meeting's motion to do so. Bednar will also develop ideas to educate the public of the law,
such as radio, Channel 17, and City wcbsite.
VII. Public Outreach: Erickson showed an example of an 11x17" size poster. She noted that it
will be difficult to get both an English and Spanish version on this size poster. Bednar will
talk to the GBPL about finding a larger size display area. He will also get the ATA flyer
regarding the new pedestrian crosswalk law translated into Spanish. Erickson will bring
back another mock up of the poster, including the title—"Elgin Bicycle and Pedestrian
Advisory Committee News", and bike and walker graphics in the margins. Members also
thought that the City could include a blurb about the new law on a future mailing of water
bills.
VIII. Bike Rack Ordinance: Members of the Committee were disappointed that the COW memo
had been pulled from the Council agenda. They are concerned that the City Council is not
taking their recommendations seriously.
IX. Bike Seminar: Bednar stated that he has gotten the preliminary approval from the
American Planning Association to send out info about this session and to consider CM's.
The date will be in late Feb or early March.
X. Bike Map Updates: Bednar reviewed a draft map with the Committee that he and Steve
Damolaris from Planning created. It shows several new additions of bike lanes and corrects
some previous info that was incorrect. The members asked that Bednar add a number of
missing destinations to the map and add a legend to the map.
XII. Miscellaneous New Business:
1. Bednar reported that there is a bid packet available to make improvements to the College
Green Drive and Randall intersection. Bednar was asked to contact ECC about the light
levels along Renner Drive because there is increased pedestrian traffic with the new
buildings and the light is dull.
2. Kane Co DOT has invited all bikers to participate in a grand opening of the Stearns Road
Bridge on Dec 15.
3. Bednar reported that he is working on creating a new fitness class for Bike Riding to be
offered in Spring and Summer. The Committee suggested that the minimum age for
participants be 16 or older. Bikes will be available for loan, if participants have none to use.
4. Numerous Thank You cards were signed by the members to send to helpful volunteers.
