MINUTES
1. Call to Order. The meeting of the 150th Commemoration Commission was called to order at 5:12
p.m. in the West Conference Room of the Centre by Ms. Fox
2. Roll Call.
Members Present: Karen Fox, Mike Alft, Mary Camacho, Be sy Couture, Aloun Khotisene,
Kathleen Turnquist, Ron O'Neal, Susan Moylan, Lucy Elliot ,Norma Miess, Ex-Officio Member,
Leo Nelson, Ex-Officio Member and Cherie Murphy, staff li.ison
Members Absent: Kimberly Bless, Ex-Officio Member and inda Rock, Ex-Officio Member
Others Present: None.
3. Approval of Minutes. Motion made by Ms. Moylan to approve the minutes of the 150th
Commemoration Commission from November 18, 2004.
The motion was seconded by Ms. Turnquist.
The motion passed unanimously.
4. December 1st and 4th Review.
a. Judging Window Decorations. Ms. Miess collected co pleted judging forms from
Commission members. All forms are due back to DNA .y Monday, December 20th
b. December 1St Review. The Colors of the World perform.nce was discussed. Ms. Murphy
reported that all the hard work helped it to be a huge succ-ss. There was a great turn-out and
she received feedback that the performers enjoyed thems:Ives tremendously. The Commission
discussed the professionalism of the production, the chore ography and the set. The
Commission discussed possibly designating funds to Elgit High School with the stipulation
that it will be used exclusively for future productions oft e Colors of the World Performance.
c. December 4th Review. Ms. Miess reported that the teen sand was a success. There were some
traffic issues need improvement but the overall day went ell. It is difficult to compete with
weather and other events from different communities. S e mentioned that a holiday parade and
pictures with Santa were suggested to her for next year. he trolley rides were a success but
the Colors of the World display at the Centre needed mor- advertisement. It was suggested that
the events be closer together with less time between even s. Other Commission members
commented on the tree lighting ceremony and lack of people on the streets afterward. Live
entertainment would have been nice on the streets and in he restaurants. Ms. Miess
commented that every year she sees improvements. She s hopeful for even better results next
year.
5. Budget/Spending Plan. Ms. Murphy passed out a current .ndout of the Commission's expenses
and income. She approximated the Commission will have $ '7,000 to disperse.
6.• Dispersal of Funds. The Commission discussed and deliber;ted on the best possible uses of the
remaining Commission funds. The following is the list that ill be presented and recommended to
the Elgin City Council for final approval.
• Historical Society—$15,000
Hispanic History of Elgin book to be written by Mary Ca' acho
"Elgin Illinois...There Used to Be"book to be written by Steve Stroud
Maintenance of Bluff City Cemetery records
Grindstone Productions video project of Mike Alft

Ms. Moylan made a motion to recommend to City Council th- remaining Commission funds be
approved for dispersal as presented by the 150th Commemor. ion Commission.
The motion was seconded by Ms. Turnquist.
The motion passed unanimously.
7. 150th Capitol Project. The Commission discussed and delib-rated on the best use for the capitol
funds of$150,000. The following is the list that will be pres;nted and recommended to the Elgin
City Council for final approval.
• Festival Park Entryway Feature—$100,000
Clock tower structure with landmarker and possible carill•n
• The Stickling Foundation—$50,000
Lighting of the Tower Building
Mr. Alft made a motion to recommend to City Council the casitol project funds be approved as
presented by the 150th Commemoration Commission.
The motion was seconded by Ms. Couture.
The motion passed unanimously.
.8.- Old Business. The Commission members were reminded to eet on January 12, 2005 in order to
present their recommendations to the City Council.
9. New Business. Presents were distributed. Commission me bers gave thanks to eachother and
expressed their positive experience working on the Commission and with each member.
10. Adjournment. The meeting of the 150`h Commemoration Commission was adjourned at 6:50 p.m.

MINUTES
1. Call to Order. The meeting of the 150th Commemoration C'i mmission was called to order at 5:12
p.m. in the East Conference Room of the Centre by Ms. Fox.
2. Roll Call.

3. Approval of Minutes. Motion made by Ms. Turnquist to ap'rove the minutes of the 150th
Commemoration Commission from October 21, 2004.
The motion was seconded by Ms. Elliott.
The motion passed unanimously.
4. December 1St Events. Ms. Murphy passed around a sample srogram for the Colors of the World
performance. The morning show has been filled but the afte oon show still has space available.
Radio ads have been arranged to publicize the event. She a i ounced that volunteers are needed for
set-up and to be ushers at the event.
5. Window Wonderland December 4th. The costumes from t e Colors of the World performance
will be on display at the Centre. Ten downtown restaurants ave agreed to provide ethnic
fingerfoods. Mr. Alft will have a book signing at Old Main. The trolley will begin at the Centre,
make stops at the Lords Park Pavilion, Elgin Museum, Old ain and then return back to the
Centre. Ms. Miess asked the Commission members to be juo ges for the Window Wonderland
Contest. She discussed the judging forms and the deadline for the ballots. Ms. Miess also inquired
if the Commission would like to sponsor advertisements in S Danish, appearance of Santa, street
musicians and sand art. The Commission discussed the prev'ous amount sponsored to DNA for
this event and decided that the additional requested funds for the Spanish advertisements would
come out of the $1,100 which was previously voted on for ray'io ads and promotions. After
discussion, the Commission decided not to sponsor Santa, str-et musicians and sand art. It was
suggested that Ms. Miess try to find performers that will not i harge for their time or that will
perform for tips.
6. Updates:
a. Grindstone Productions Project on Mike Alft. Mr. Ali expressed his concerns of being
filmed for sixteen hours. He felt that he would not have .nything new to say on the History of
Elgin that has not already been included in his thirteen bo•ks and over 3,000 newspaper
articles. The Commission discussed the use and storage of the sixteen hours of raw video that
Grindstone Productions had proposed to film. Mr. Alft d d not feel comfortable with the
project as presented and this led to a discussion on the pug .ose and the future use of the project.
After December the Commission will disperse and it bec.me evident that a contract with
detailed specifications is needed to fully understand what is included with this project and what
will happen to the video after the Commission has disban+ed. Ms. Moylan made a motion to
vacate the original vote on October 21, 2004 (item 12(a) of the minutes dated October 21,
2004) and unencumber the $5,000 for this project at this t me.
The motion was seconded by Ms. Elliott.
The motion passed unanimously.
b. Parks Book by E.C. Alft. Mr. Alft briefly explained tha the book will contain approximately
20 pages with pictures. He suspects it will cost $2,000-$ ,000 to print 500 books. He has
already distributed several copies of his book to be proof ead.
7. Budget/Spending Plan Review. Ms. Murphy gave a report on the status of the budget. She
passed out a budget sheet and discussed the committed funds.
8. Dispersal of Funds at End of Year. The Commission will ave to decide how they would like
the remaining funds to be used. The Commission will vote a' the next meeting.
9. 150th Capitol Project Recommendations. Ms. Murphy is collecting ideas for the capitol project.
She requested that the Commission members forward their id-as to her and she will put them
together for the next meeting.
10. Council Presentation in January. The Commission will be going before City Council on
Wednesday, January 12, 2005. All Commission members ari invited to attend the meeting.
11. Old Business. None.
12. New Business.
a. Main Street Application. Ms. Miess inquired if the 1501 Commission would consider
funding the Main Street Application. After discussion on the dispersal of the Commission in
December it was decided that the funding should be requ:sted from the City of Elgin or the
Image Advisory Commission.
13. Adjournment. The motion to adjourn was made by Ms. Elliott.

MINUTES
1. Call to Order. The meeting of the 150th Commemoration I ommission was called to order at 5:04
p.m. in the East Conference Room of the Centre by Ms. Mo lan.
2. Roll Call.
Members Present: Mike Alft, Mary Camacho, Betsy Couture, Kathleen Turnquist, Susan Moylan,
Lucy Elliott,Norma Miess, Ex-Officio Member and Cherie urphy, staff liaison
Members Absent: Karen Fox, Aloun Khotisene, Ron O'Nea , Kimberly Bless, Ex-Officio Member,

Ms. Moylan was unanimously appointed Chairperson for the ev-ning due to the absence of Ms. Karen
Fox.
3. Approval of Minutes. Motion made by Mr. Alft to approve the minutes of the 150th
Commemoration Commission from September 16, 2004 wit one change. The word"winter"
wonderland should be replaced with"window"wonderland.
The motion was seconded by Ms. Couture.
The motion passed unanimously.
4. Updates
a. Children History Event Wrap-Up. The Commission •iscussed the success of the event.
There was an attendance of over 300 people. Ms. Elliott thanked all the members that
volunteered at the event. It was such a good learning ex•erience that it was suggested that it
become an annual event. The museums and library may be approached to help participate or
plan it next year. The Commission discussed the possibility of designating funds toward the
planning of this event next year.
b. Mike Alft Book Signings/Christmas Sales. Mr. Alft ins ormed the Commission that his next
book signing is at the State Street Market on November 3th. There was a brief discussion on
the cost of books which will be sold at the State Street larket.
5. Budget/Spending Plan Review. Ms. Murphy passed out th- current budget. She summarized the
expenditures and income. The remaining funds will be used toward a capitol project which she
stressed needed to be decided on by the next meeting. The 150th Commission will have to formally
recommend a capitol project to the City Council before the 1 ommission is disbanded.
6. December lst Event. Ms. Murphy stated that a press release was done and the public schools have
already filled up the morning show. The afternoon show ha- plenty of room for home,parochial,
and private schools. Senior citizens will also be invited to t e afternoon show as well. The
•
evening show is open to the general public. Volunteer are n-eded to act as ushers. Volunteer
groups will be contacted and asked to participate.
7. Window Wonderland on December 4th. Ms. Couture pass-d out registrations for decorating a
window. She opened a discussion on how the Commission 4 ould enhance the December 4th events.
The Commission had a long discussion on potential ideas. the Commission discussed sponsoring
the downtown restaurants toward live entertainment in their estaurants and to provide finger foods
for the Colors of the World display. They also discussed Sa to visiting the restaurants. Ms. Miess
will contact the restaurants to see if they will provide entert. nment in their restaurants. Ms.
Murphy will look into Santa. Ms. Turnquist made a motion o sponsor$100 to each downtown
restaurant which will provide finger foods of ethnic cuisine is the Colors of the World, which will
be held at the Centre, not to exceed a total amount of$1,500
8. 150th Capitol Project. Commission was encouraged to dec'de on a capitol project and present it to
the City Council.
9. Dispersal of Funds at End of Year. Discussion on the nee, to disperse funds by the end of this
year.
10. Plans for Remainder of the Year. The Commission will b• going before the City Council in
January to give a final summary of their 2004 activities. Th: Commission will be disbanded at the
end of the year.
11. Old Business. None.
12. New Business.
a. Grindstone Videotaping of E.C. Alft. Ms. Murphy dis iributed a proposal from Grindstone
Productions to videotape Mr. Alft in order to capture an preserve his knowledge of Elgin's
history. The videotaping would contain unedited footag: of eight—two hour sessions. The
footage would be transferred to DVD and given to the Ci y of Elgin for safe-keeping. The total
cost of this project would be $4,125. The Commission d scussed the possibility of breaking the
cost into individual sessions instead of committing to a t,tal of eight sessions. Ms. Couture
made a motion to fund Grindstone Productions in the vid-otaping of Mr. Alft at a per-session
rate with as many sessions as Mr. Alft sees appropriate, i an amount not to exceed $5,000.
The motion was seconded by Ms. Elliott.
The motion passed with one abstention.
b. History of Elgin's Parks by E.C. Alft. Ms. Murphy dis ributed a proposal from the Parks and
Recreation Board requesting funds to publish a booklet o the history of Elgin's parks written
by E.C. Alft. The illustrated booklet would cost approxi i ately$3,000 to publish. Mr. Alft
explained that this information was taken from his larger unpublished book on Elgin's city
government. His only dilemma is that by the time the bo•klet is published, more parks will
have been established and will be excluded from the boo, let. The Commission discussed the
booklet and the larger book on Elgin's city government. I s. Elliott made a motion to fund the
publishing of the History of Elgin's Parks booklet in an . ount not to exceed $3,000.
The motion was seconded by Ms. Couture.
The motion passed with one abstention.
c. Great American Main Street Award. Ms. Miess state. that DNA will be applying on behalf
of the City of Elgin for the Great American Main Street ward. She is looking for volunteers

to help with the application. Essays, pictures and histo of downtown revitalization will be
submitted as part of the application.
13. Adjournment. The motion to adjourn was made by Ms. T quist.

3. Approval of Minutes. Motion made by Ms. Moylan to app •ye the minutes of the 150th
Commemoration Commission from August 19, 2004.
The motion was seconded by Mr. Khotisene.
The motion passed unanimously.
The Commission members spent a few minutes updating eachot er on changes in their lives since the
last meeting. Members shared new jobs changes, weddings and oyes.
4. Updates
a. Mike Alft Book. Mr. Alft has been busy signing books. He will be signing books at the
Children History Fair on October 3rd. The upcoming holi•ays will increase book sales.
b. Children History Fair. Ms. Elliott briefly reported on tie planning of the fair. She needed the
contract for the flea circus as well as the others to be sign-d. Elgin Community College will be
providing corn muffins for the children. Ms. Murphy will be responsible for the press release
and advertisement. Posters will look similar to a sample yer that she passed around.
Volunteers are needed to help with set-up. Several Co ission members volunteered. Ms.
Murphy will work with the Children's Committee to m. - arrangements for payments to be
ready on October 3rd.
5. Budget/Spending Plan. Ms. Murphy reported that the bud&et is still looking good. There are
plenty of 150th memorabilia available including license plate- and bobby socks. Sales have slowed
down but will most likely pick-up again around the holidays.
6. December rt Event/Window Wonderland December 4th.
December 1st Event. Ms. Murphy stated that Elgin High Sc ool Gifted Academy students will
hold a fashion show at the Hemmens on December 1st. The :shion show will be performed in the
morning and afternoon for school children and senior citizen- and then again in the evening for the
- general public. Ms. Murphy stated that the fashion show is . fundraiser for the Elgin High Gifted
Academy spring study trip. The Academy has asked the 150 h Commission to pay an appropriate
stipend for this expanded performance in order to make it a 'ee to the schools. The Commission
discussed making the show free to everyone or just to the sc ools. The length of the performance,
starting times, and bus schedules were discussed. Ms. Murp;y also pointed out that the Grand
Victoria Foundation has also been asked to sponsor or partia ily sponsor the fashion show.
Ms. Murphy passed out a letter she sent to the Grand Victori; Foundation requesting sponsorship
for the fashion show on December 1st, display of costumes a the Centre, and the trolley service
from Lords Park to the Centre for Widow Wonderland on December 4th. She stated that the
Commission may want to consider voting on covering costs 'n the event the Grand Victoria
Foundation declines sponsorship.
Ms. Moylan made a motion to sponsor a maximum of$9,501 for the fashion show, trolley service,
and costume display in the event the Grand Victoria Foundat on chooses not to sponsor and if they
do sponsor, the 150th Commission will make up the differen e.
The motion was seconded by Ms. Couture.
The motion passed unanimously.
Winter Wonderland December 4th. Ms. Couture stated tha the theme is "150 Years of Holiday
Traditions." Ms. Miess passed out a proposed list of activities and a budget projection. She
highlighted events such as the window decorating contest, te,n band show, children scavenger
hunt, and tree-lighting ceremony. More children groups are eeded to decorate the business
windows. Ms. Miess detailed the costs of the day's events a d requested sponsorship from the
150th Commission.
Mr. O'Neil made a motion to sponsor the Widow Wonderlan• in the amount of$3,850.
The motion was seconded by Ms. Elliot.
The motion passed unanimously.
7. 50th Capitol Project Discussion. Ms. Murphy stated that o 'ginally the 150th Commission was
going to fund a capitol project of a fountain but this has chanted and the fountain will now be
donated by a developer. The Commission will need to decide on another capitol project. There
were suggestions to add arches in Festival Park, light the rive.; or dam, or to light the Elgin Tower
Building. Ms. Murphy passed out a letter from The Sticklin tA Foundation which addressed their
interest in lighting the Elgin Tower Building. Ms. Murphy e o couraged the Commission to think
about different types of capitol projects.
8. Guest Presentations/Participant Profile Requests. None.
9. Plans for Remainder of the Year. The fashion show and indow Wonderland were discussed.
10. Old Business.
a. "150 Years in Elgin"30 Minute Video Presentation b Grindstone Production. Ms. Fox
briefly discussed the video presentation. It was noted in t e minutes from the August 19th
meeting that Commission members had concerns with the final project. Ms. Fox clarified that
150th Commission was one of several major sponsors oft e video. With that clarification, this
was not a project for the 150th Commission but instead o e of several projects the Commission
helped to fund. Therefore, their concerns will be noted b t any criticism from the public will
not reflect back onto the 150th Commission.
11. New Business.
a. WRMN Sponsorship. Ms. Murphy explained that ' is looking for sponsors for the
month of December. The sponsorship will help the Ch. i ber and DNA promote events in
Elgin. Ms. Couture made a motion to sponsor$1,150 in adio and bilingual newspaper
advertisements.
The motion was seconded by Ms. Moylan.
The motion passed unanimously.
b. Main Street Community. Ms. Miess stated that Elgin h:s been nominated to be a Main Street
Community. This nomination will promote Elgin nation ide. A committee will need to be
formed and she encouraged members of the 150th Comm'ssion to consider being on the Main
Street Committee.
12. Adjournment. The motion to adjourn was made by Ms. Tu quist.
The motion was seconded by Ms. Elliott.
The motion passed unanimously.

a. Mike Alft Book. Ms. Murphy reported that the book h.s been selling very well at City Hall.
The Commissioners have been selling them as well. M . Alft had a book signing at the City of
Elgin Credit Union.
b. Fine Arts Festival. The festival is scheduled for this S.turday and Sunday. There will be a
sales table for 150 memorabilia. Mr. Alft is signing boot s at the festival from 2 p.m. until 4
p.m. A sign up sheet was passed around for Commissio members to volunteer.
c. Elgin Youth History Fair. Ms. Turnquist reported on t e progress of the fair. A special
events application has been filed for the Pavilion. The I.per level will be used for activities
related to school such as using a slate board and ink and quill. The lower level will be used for
• activities related to the home such as weaving and using kitchen tools. Parts of the lawn will
also be used as well. There was a discussion on having area where children can have their
picture taken. Digital pictures were used for the Februa y 28th Celebration and may be an
option for this event.
Ms. Elliott briefly described a flea circus performance t at she had seen. She stated that it was
a wonderful performance strongly requested the Commi•Sion hire him at $425 for the day. Ms.
Fox asked for a list of expenditures for the fair that the Commission could vote on. The
members of the children's committee approximated the :xpenditures for the performers, gas for
the antique fire truck, activity supplies and advertising. s. Murphy will arrange for
advertising and the press release. Volunteers will be nee.ed with set up for the fair. Ms.
Moylan made a motion to approve up to $1,500 for the -xpenses of the fair excluding expenses
for advertisement.
The motion was seconded by Ms. Camacho.
The motion passed unanimously.
There was a discussion on having a cake walk on the la . It was suggested that the
Commission ask Elgin Community College to bake sm.11 cakes or cupcakes for the cake walk.
The Commission could make a donation to the culinary program to cover the cost of
ingredients. Ms. Moylan will inquire with Elgin Com nity College and report back.
5. Budget/Spending Plan Review. Ms. Murphy reported tha the budget is in good shape. There are
enough funds to sponsor other events or put it towards a pe anent memorial. She encouraged the
Commissioners to think about what they would like to do ith the remaining funds.
6. Cemetery Walk Sponsorship. The Cemetery Walk is sell:duled for September 26th. Ms. Rock
stated the people that have been chosen this year are related to city government. She requested
sponsorship from the 150th Commission to help cover the c o sts of the costumes, ground keeper
overtime pay,publicity and a small reception for the volunt-ers. Ms. Couture made a motion to
sponsor the Elgin Area Historic Society to cover costs of th- Cemetery Walk in the amount of
$1,400.
Ms. Elliott seconded the motion.
The motion passed unanimously.
7. Grindstone Video Projects
• Video Documentary Project. Ms. Murphy refreshed t e Commission's memories on having
approved two video projects for Grindstone Production . The short video documentary project
highlighted interviews with Elgin residents and docume ted the February 28th Celebration. The
Commission voted to sponsor the documentary video fo $3,000 on January 22, 2004. She
reported that she had seen segments of the documentary prior to its finalization and stated that
it turned out wonderfully.
• "150 Years in Elgin"30 Minute Video Presentation. Ms. Murphy further explained that the
Y2 hour video that the Commission sponsored had also b-en completed. The Elgin Historic
Society supported Grindstone's request for sponsorship o f the video because they did not have
the funds but wanted to have the project. The Commiss on voted to sponsor the"150 Years in
Elgin" video for$3,000 on February 19,2004. Ms. M shy played the video for the
Commission and they immediately noticed that there w.s a second sponsor. Grindstone
Productions did not make it clear that the 150th Commis..ion would not be the only sponsor.
Ms. Murphy explained, as they were reviewing the video, that the program had already been
aired on Comcast and is being promoted for future show times.
The Commissioners reviewed the video and discussed t eir disappointment in the lack of ethnic
diversity. There was also a discussion on their surprise at they were not given the
opportunity to review the footage prior to its release. T e Commission members unanimously
agreed that there should have been more ethnic diversity and do not approve of the final version
of the video. They felt that although the history in the video was accurate, members of the
community may object to the lack of cultural history. T ey discussed the option of writing a
formal letter to Grindstone Productions stating their disa s pointment with the lack of ethnic
diversity in the video, misrepresentation of their request or sponsorship and surprise that they
were not given the opportunity to review the video prior to its release.

9. Plans for the Reminder of the Year.
a. There was a suggestion to sponsor a multi-cultural even at the Hemmens. The event would be
presented by high school students and would be designee for children 3rd grade and up.
b. There was a suggestion to participate in the Winter Wo derland event. An evening mistletoe
dance planned by the Commission would tie in with the daytime activities. Ms. Miess inquired
if the 150th Commission would consider being a sponso of the Winter Wonderland. She was
asked to bring a formal proposal to the next meeting.
c. There was a suggestion to use the remaining funds at tip end of the year to purchase tents or
sound equipment for the City in which it currently rents for festivities. There was a discussion
on other long term projects that would benefit the City s ch as lighting a building downtown or
help fund an ECN project that would help new residents become more familiar with Elgin. The
Commission agreed they would like to use the remainin: funds toward a capital project or to
sustain an ongoing event.

11. New Business
a. 4th of July 2005. Ms. Murphy informed the members t at city staff has met to discuss the 4th
of July activities for 2005. It is a longer weekend and t ere is not enough police and other
support employees to staff multiple day events. A co ittee of people from the community
may be assembled to help plan 4th of July events. Mem a ers of the 150th Commission may be
asked to be on this committee.
b. 150th Coin. Ms. Murphy passed around a one cent coin that is dated 1834. She stated that the
coin is on lend from a citizen to be on display at the city The Commission members discussed
potential display areas for the coin.

3. Approval of Minutes. Motion made by Mr. Alft to approve the minutes of the 150th

a. Mike Alft Book. Ms. Murphy reported that the sale oft e book has been good. She estimated
that 400 books had already been sold. Al's Café requestes a book signing with Mike Alft at
their restaurant. Book signings for other stores may also se scheduled.
b. Children Activities. Ms. Turnquist reported on the pl. ing of the event. The name of the
Elgin History Fair has been changed to the Elgin Youth istory Fair. The new name may draw
more interest. No applications to participate on the yout planning board were received on July
3rd. She will continue to promote it at other events.
Ms. Elliott and Ms. Turnquist have decided to have old f.shioned games and activities at the
fair. Ideas such as rope-making, tin tapping,paper dolls, eaving, marbles, and jacks were
possibilities for hands-on events. Commission members :dded other ideas such as crafts with
gourds, face painting, making corn husk dolls and apple 'der. The event is scheduled at the
Lords Park Pavilion on October 3rd from 1:00 p.m. until 4 :00 p.m. A Native American
presentation, folk singer, and blacksmith may be schedul:d in addition to the old fashioned
activities.
Ms. Murphy will work with Ms. Turnquist on collecting . list of names of volunteers. Ms.
Murphy suggested contacting ABODE to help. Ms. Turns uist also suggested involving the
library, Elgin Museum and other city commissions. She ill put together a proposed budget
for the event and present it before the Commission at a la er date.

S.' Budget/Spending Plan. Ms. Murphy distributed a handout .n the budget. It listed expenditures
• and profit from sales. She reported that the budget is in good shape.
r" 6. 3'd of July Review. The Commission discussed the positive I eedback from the parade. Ms. Miess
stated that the change of location was a learning experience. here were some placement issues
that will be worked out for next year,but it was a huge success over all. All the Commission
members had positive feedback to share about the parade an. the other events. Ms. Murphy stated
that city staff had met to determine if the festivities followin the parade should be an annual event.
City staff will work with DNA to coordinate next year's eve ts.
7. Guest Presentations/Participant Profile Requests. None.
8. Ideas for Remainder of Year. The Commission discussed e following events; Mike Alft book
signings, Elgin Youth History Fair, Cemetery Walk, House alk, and Fine Arts Festival. Ms.
Miess inquired if the Commission would like to help with the theme for Winter Wonderland and
Tree Lighting Ceremony. It was suggested that there be ice -culpting, old fashioned costumes and
old fashioned cars on the street.

1. Call to Order. The meeting of the 150th Commemoration Co mission was called to order at 5:18

3. Approval of Minutes. Motion made by Mr. Alft to approve t e minutes of the 150th Commemoration
Commission from May 20, 2004.

4. Updates
a. Mike Alft Book. The books have arrived. Mr. Alft passed out five books to each member to sell.
The Commission discussed possible places that the books ill be available for sale. Mr. Alft
contacted the Courier News and stated that he will also co tact the Daily Herald to inform them of
the release of his book. Ms. Fox and Ms. Murphy will be .ble to promote the book and the July
3rd events on the radio. Ms. Turnquist inquired if there will be a merchandise table at the Capital
Steps performance. Ms. Murphy confirmed that a table would be arranged. Ms. Murphy also
added that there will be a booth at the Fox Valley Music F st. It was suggested that there be a
book signing with cake at Simple, a store located downto n Elgin.
b. Children's Activities. Ms. Turnquist reported on the pla ing of the fall Elgin History Fair.
Activities will be divided into hands-on learning centers. here will be old-fashioned games such
as jacks and marbles. Children can pretend to be at a barb:r shop or in a wash-board band. She
discussed the idea of having children (eleven years and older)participate on a planning board for
the fair. Ms. Rock informed Ms. Turnquist that the Pavilion is available on Sunday, October 3,
2004. Ms. Couture stated that she knew of an eighth grade History teacher who may want to get
her class involved with the History Fair. Ms. Fox interject•d that she also may know of someone
who would be interested. Ms. Rock felt that the Elgin History Fair could naturally tie into other
events such as the Cemetery Walk and Preservation Week. There is the possibility for involving
other local museums, Gail Borden Library and the Heritag: Commission. A sign-up sheet will be
available on July 3rd at the 150th table for children interests i in participating on the planning board.
Ms. Camacho will help translate the History Fair information into Spanish.
ob` 5. Budget/Spending Plan. Ms. Murphy discussed the current fi ancial status of the Commission. She
happily reported that the Commission is well within the budge I. The budget discussion led directly
into the 3r of July events.
6. 3rd of July.
• Activity Sponsorships. Ms. Murphy reported that the Grand Victoria Casino will be sponsoring
the Battle of the Bands. The Elgin Cultural Network will be sponsoring the cultural tent area.
The Victoria Foundation has also shown interest in spon.oring a cultural fashion show later in
the year. The fireworks will be sponsored by the 150th Commemoration Commission.
• Structure of Day. Ms. Murphy passed around sample bi ochures which listed the tentative
schedule of events. Grindstone Productions will be cont:cted to verify video taping of the day's
events for"150 Years in Elgin" cable TV program and t e Interview Documentary that the 150th
Commemoration Commission is sponsoring.
• Parade. The Commission discussed the parade float an banner. Members will be able to walk
or ride on the float. A large banner will be carried by these walking. Commission members
agreed to wear the 150th logo T-shirts. Ms. Turnquist su:gested the float play the tune,Happy
Birthday.
• Volunteers. Ms. Murphy passed out a site plan of the plaza. She identified stage and booth
locations. Volunteers will be needed for the information tables as well as emptying the garbage
bins located throughout the plaza. All Commission me bers will be asked to volunteer. Ms.
Couture handed out promotional posters for the memberto distribute around town.
• DNA's Request for Parade Sponsorship. Ms. Murphy explained that due to budget cuts this
year the City of Elgin decreased their sponsorship to DN• for the 4th of July Parade. DNA has
worked on enhancing the parade this year for the 150th c:lebration and is in need of additional
sponsorship. The Commission was asked to sponsor$5,100 toward the parade. The request will
be taken before the city council on June 23rd. Ms. Coutu e made a motion to sponsor DNA
$5,000 in order to enhance the 4th of July Parade.
The motion was seconded by Ms. Camacho.
The motion passed unanimously.
7. Guest Presentation/Participant Profile Requests. None.
8. Ideas for Remainder of Year. Ms. Rock stated that this year the Cemetery Walk theme will be
focused around former city staff including a former mayor, po ice officer, fireman and an advocate of
prison reform. The guides will interject facts and quotes from The Elgin Almanac. The book will be
available for sale at the end of the tour.

a. Mike Alft Book. Mr. Alft stated that he had reviewed t e proof and returned it to the
publishers. Everything is on schedule and the books should be ready by June 20th. Books will
be sold at City Hall and at other local businesses. Ther: was a discussion on the 150th
Commemoration Village Profile Catalog that will be av:ilable at the end of the year.
b. Sales of Items. Ms. Moylan stated that there is active arketing of the license plates. Ms.
Murphy stated that they are currently being sold at the 1 entre. The Commission members
agreed to have Ms. Murphy order more watches and T-•,hirts in anticipation of 4th of July sales.
c. Reschedule of Children's activities. Ms. Turnquist re o orted that the Children's History Fair
has been postponed until fall due to a low number of p., icipants. The children who have
shown interest will be contacted to make displays that ill be showcased over the summer.
5. Budget/Spending Plan. Ms. Murphy handed out the curr ro t budget. She highlighted sales,
r sponsorships, expenses and projected expenses. She feels d at the Commission is doing well with
the budget. Additional fundraising and sponsorships wouls be pursued if necessary.
6. 3rd of July. The Commission discussed the festivities schesuled for the day. Ms. Momodu
discussed the parade and route. There was a discussion on parade floats, traffic flow, food vendors,
• fireworks, entertainment, and booth location. Ms. Murphy wfi ll help coordinate advertising with
DNA. Mr. Edwards stated that he had contacted local hotels o arrange for special weekend
packages. More details will be discussed at the next meeting

3. Approval of Minutes. Motion made by Ms. Camacho to ap Grove the minutes of the 150th
Commemoration Commission from March 18, 2004.

4. Budget Spending Plan. Ms. Murphy gave a summary of th- expenditures for February 28th. She
discussed the current financial commitments of the Commis.ion. License plates are still available
and are time-sensitive. The Commission discussed ways to ell the remaining license plates. The
fountain was also discussed. Ms. Fox stated that the fountai will be associated with the 150th
events even if it is constructed at a later time.
5. Guest Presentations/Participant Profile requests. None.
6. Children's Activities Update. Ms. Turnquist stated that thf Committee is focusing on the Elgin
Fair. They will have booths at the fair where children can ake paper dolls, log cabins, and cards.
She stated that letters were sent to the teachers and she is w.iting to hear back. Copies of the letter
were distributed. Ms. Elliott passed around ideas from the I hildren's Committee and a sample of
the notebook. Ms. Turnquist asked for volunteers to help at the Elgin Fair on May 16, 2004.
7. Mike Alft Book Update. Mr. Alft stated that the book has seen edited. He will be taking the
book to Riley Graphics on April 20th. He stated that there ay be a few blank pages at the end of
the book. The Commission discussed possible uses for the s lank pages. The book should be ready
by the end of June.
8. 3rd and 4th July Planning/Staff Update.
rParade. Ms. Murphy led discussion on the parade. She h. i ded out an outline of ideas. Mr.
Wilhelmi discussed the stage set-up and food area. Ms. Miss stated that the parade is scheduled
from 10 a.m. until 1 p.m. She also stated that Church of the Rock would like to hold a festival
downtown to add to the day's events. The Commission discussed food, volunteers, and the average
weather temperature for the 3rd of July. The location for the Battle of the Bands was also
discussed. Ms. Murphy passed out pictures of parade floats. The Commission will be providing
the sponsors with one float and City of Elgin staff with anot er. The Commission members were
asked to sign-up for subcommittees to plan the parade and d.y's events.
Fireworks. Ms. Murphy stated that there is interest in havi i g Strictly FX put on another fireworks
show. There have been requests to lengthen the show. She presented two options for the
Commission. One option is to have a fireworks and laser s ow,which would increase the cost,
causing the fireworks to go out for bid. The second option i. to have fireworks with no laser show.
This option would increase the length of the show but keep he cost under $10,000. The
Commission discussed both options. Sgt. Olson discussed t affic issues and safety issues of other
pyrotechnic companies. Ms. Camacho made a motion to coy tract Strictly FX for fireworks, music
accompaniment and sound system, not to exceed $9,999. T ere was a discussion about voting on
the sound system separately. Ms. Camacho amended her motion. Ms. Camacho made a motion to
contract Strictly FX for fireworks and music accompanime t not to exceed$9,999.
The motion was seconded by Ms. Turnquist.
The motion was approved unanimously.
Sound System. Mr. Wilhelmi stated that a generator will o t be needed for fireworks, but a sound
system will need to be rented. Ms. Moylan made a motion o approve $1,500 for the rental of a
sound system for the music accompaniment.
Ms. Couture seconded the motion.
The motion was approved unanimously.
9. Other. Ms. Fox discussed the need to replace the empty set on the Commission. A list of
volunteers who applied for the 150th Commission was dist 'buted. The mayor and city council will
be asked to appoint a new member.

MINUTES
1. Call to Order. The meeting of the 150th Commemoration C I mmission was called to order at 5:13
p.m. in the Administrative Conference Room of the Centre b Ms. Fox.
2. Roll Call.
Members Present: Karen Fox, Mike Alft, Mary Camacho, B: sy Couture, Aloun Khotisene,
Kathleen Turnquist, Ron O'Neal, Susan Moylan, Cherie Mu fishy, staff liaison and Norma Miess,
Ex-Officio Member
Members Absent: Kimberly Bless, Ex-Officio Member, Lind. Rock, Ex-Officio Member, and Leo
Nelson, Ex-Officio Member

3. Approval of Minutes. A motion was made by Ms. Moylan io approve the minutes of the 150th
Commemoration Commission from February 19, 2004 with . correction to the spelling of Stuart
Wasilowski's first name.
The motion was seconded by Ms. Turnquist.
rThe motion passed unanimously.
4. Recap of February 28th Events. Ms. Fox shared with the Commission a nice card that she
received in regards to the events on February 28th. There wa• a discussion on the day's events and
all of the positive feedback that was received from members .f the community. The city is looking
into the possibility of having another pyrotechnics show dow town. The city is also considering
celebrating again next year but on a smaller scale. The Com ission discussed the success of the
Sock Hop. Ms. Fox thanked all of the Commission members for their help and participation on
February 28th
5. Guest Presentations/Participant Profile Requests. Ms. Fo stated that she would like to draft a
letter thanking the media which greatly supported and covere 8 the February 28th events. The
Commission members agreed and gave her permission to sene out the letter when completed. Ms.
Murphy mentioned that several more Participant Profile Req ests have been turned in. These
include:
• Preservation Week
• CCMG dinner on April 18th
• Fox Valley October Fest
• Isaac Walton League on May 16th
• Judson College Prayer Breakfast
• Larkin Center Plaque Presentation on June 7th
Ms. Miess added that National Mainstreet will be reviewing I lgin's downtown during the week of
March 22nd. A presentation will be held in Springfield to des gnate May 5th as Illinois Mainstreet
Day. These events will be added to the website calendar.

6. Children's Activities Update. Ms. Turnquist reported that : 1 of the notebooks were distributed to
the schools. She has already received a positive response from the teachers. Ms. Fox volunteered
to send out a follow-up message to the principals and librari. s
7. Mike Alft Books. Mr. Alft reported that his book was in the process of being edited. He plans on
having the book ready for the printer by April 15th. This wo Id allow enough time for the book to
be printed and ready for sale by the 4th of July.
8. Budget(Spending Plan). Ms. Murphy gave a brief report o the status of the Commission's
budget. She touched on expenditures, sales and committed ' ds. The Commission has spent
approximately one-half of their budget. Merchandise sales a d Mike Alft's book will help raise
additional funds. The Commission had a brief discussion on the figures Ms. Murphy presented.
9. Future Events Planning:
A. Spring Events-Lao New Year. Mr. Khotisene passed o t a letter while he explained the
background to the celebration of Lao New Year. He statrd that this celebration has been
growing larger each year and will be held at the Hemme s. This free event includes food,
entertainment and performers. He requested approval to se the 150th logo on the program and
posters as well as having 150th memorabilia available for sale. He also asked the Commission
to consider sponsoring the food for the event. Several of the Commission members
volunteered to help distribute flyers and posters for this e ent. Ms. Camacho made a motion to
approve up to $500 for the sponsorship of food for the L.o New Year celebration.
The motion was seconded by Ms. Moylan.
The motion passed unanimously.
B 3ra_4th of July. Ms. Miess stated the parade route, theme, and Grand marshal have been
designated. A press release was given and DNA will be eeting next week to further discuss
the parade. Ms. Miess welcomed ideas from the Commi•sion for entertainers or potential
sponsors. The Commission will help cover advertisemen . Possible activities that would take
place after the parade were also discussed.
C. Other Events. Ms. Couture inquired if the Commission ould be planning a ball. The
Commission discussed possible events and decided that o idea would be excluded at this time.

1. Call to Order. The meeting of the 150th Commemoration Commission was called to order at 5:12

3. Approval of Minutes. Motion made by Ms. Moylan to approve the minutes of the 150th
Commemoration Commission from January 22, 2004.
The motion was seconded by Ms. Camacho.
The motion passed unanimously.
Ms. Fox announced to the Commission that Mr. Stuart Wasilow I i submitted a resignation letter to the
City Council. A replacement Commission member may be appo nted by the City Council.
4. Update on Publicity- Radio shows, mailings, publicity. M.. Fox reported that 81 places of
worship were invited to the February 28th celebration. They , ere also made aware of the
fundraisers for PADS on February 29th at the 1st Congregatio al Church. Activity packets were
distributed to 31 schools. Mr. Alft and Mayor Schock record-d radio spots for WRMN. Sock Hop
ads have been playing on the radio station 105.5.
Ms. Murphy reported that she gave a 150th PowerPoint prese [tation to the Lions Club and Rotary
Club. Posters have been distributed to local businesses. The Courier News will run a pull-out ad
on Thursday,February 26th instead of a wrapper. The pull-o t section lists the routes and times of
the activities. She asked Commission members to take posters and flyers to distribute.
5. February 28th schedule of events review:
a. Open House. Ms. Murphy passed out a schedule of even s. She pointed out the times of the
ceremonies. She also highlighted the department activities. Name badges will be available for
the volunteers to wear. All the departments are ready for he open house.
b. Transportation. Ms. Murphy reported that two trolleys and a Pace Bus are designated for the
east side route. Two school buses are designated for the est side route. Parking is available at
any of the Open House sites.
c. Volunteers. Ms. Murphy passed out a list of volunteers. Ms. Couture reported that there are
volunteers for all Open House sites. There was discussi.n on how volunteers would be
distributed to the sites. There was also a discussion for t l e need of a central meeting location.
Ms. Murphy made a schedule of meeting and check-in tii es for the Commission members.
d. Fireworks. Ms. Murphy reported the test for the firewo ks show went well. The Kimball
Street bridge will be closed to traffic for the fireworks o February 28th. She stated that large
speakers will be playing music in time with the firework- show.
e. Sock Hop. Ms. Murphy passed around a poster of an El is impersonator that will be at the
Sock Hop. Ticket sales will be pushed ahead of time to .void long lines at the door. She
encouraged Commission members to take tickets with th m to sell. She also stated that more
volunteers are needed for the decorating of the field hous-. A Sock Hop meeting is scheduled
for later in the evening where more details will be discus ed.
f. 1:00 p.m. Ceremony. Ms. Murphy briefly described the ceremony. She suspects the
ceremony will be well attended and advised the Commis ion members to get there early.
g. 5:00 p.m. Sponsor Reception. Ms. Murphy stated that t e sponsor reception will be held at
the Centre's Heritage Ballroom. Commission members ill go with the sponsors to see the
fireworks. A special viewing area will be reserved for thr sponsors.
h. Merchandise Sales. Ms. Moylan reported the Image Ad isory Committee will be staffing
merchandise tables at City Hall, the Centre and at the Soak Hop. Ms. Murphy passed around
samples of new merchandise that will be available for sal-.
i. Friday Set-Up. The departments will be setting up displ:ys on Friday for the Open House.
6. Proposal from Grindstone Productions. Ms. Fox passed o t a revised proposal for the"150
Years in Elgin," a 30-minute Cable TV program from Grinds one productions. The revised
proposal decreased the original amount from $6,200 to $3,001. Ms. Rock stated that the Historical
Society would like to have the project but can not afford to s.onsor it. Ms. Moylan made a motion
to approve $3,000 for Grindstone Productions to go forward ith the project as proposed.
The motion was seconded by Ms. Camacho.
The motion was approved unanimously.
7. Budget(Spending Plan). The Commission discussed the p 'ority of financing February 28th
events. The budget will be reviewed again at the next meetin:.
8. Children's Activities Update. Ms. Elliott and Ms. Turnquis reported on the progress of the
children's activities. Ms. Elliott passed around a proposed Elvin notebook project which included
pictures of Elgin, key words and a fact sheet. The goal woul.i be for each school in Elgin to have
one Elgin notebook to use as a teaching tool. Ms. Rock adder that teachers would find the
notebook easy to use which would eliminate a lot of prep wor . Ms. Turnquist added that the
History Fair is being planned for May. The Elgin notebook p oject would give the teachers a way

to introduce Elgin's history beforehand. Ms. Turnquist state,' that the Children's Committee will
be approaching businesses to sponsor the project. In the eve t that a sponsor could not be found,
she requested the Commission cover the cost of the project. r. Alft made a motion to approve up
to $1,000 for the Elgin notebook project.
The motion was seconded by Ms. Couture.

3. Approval of Minutes. Motion made by Mr. Wasilowski to approve the minutes of the 150th
Commemoration Commission from January 15, 2004.

4. February 28th schedule of events review:
a. Open House. Ms. Murphy passed out a tentative schedu e of activities for the Open House.
She stated that small businesses have been contacted thro gh the help of the Chamber of
Commerce to offer them the opportunity to donate a cak: for the event. There have been ten
responses so far. Mr. Nelson will be able to follow up ne► t week by contacting businesses
again. Herb's Bakery would like to scan old pictures of :lgin and put them on cakes as well.
The Council Chambers will be used as the reception area where the cake will be served. Ms.
Murphy is planning to have the short film promoting Elg' and the Circle of Time video
playing in the reception area. Other videos may also be . ailable. The Mayor is scheduled to
be available for photos as well.
b. Transportation. Ms. Murphy reported that two trolleys : d two school buses have been
reserved for the day and will assist in transporting people to the different sites. The
transportation will be divided into two routes in order to .ccommodate all of the sites which are
scheduled to be open.
c. Volunteers Scheduling. Ms. Murphy passed out a volun eer sheet. She would like at least one
person to be responsible for each site. The person wouldl elp coordinate with City staff at each
site to make the Open House run smoothly. Ms. Moylan .tated that Image Advisory
Committee members will be volunteering at the sales tabl-s. Ms. Fox went over the areas that
need to have volunteers assigned to them.
d. Fireworks. Ms. Murphy reported that she committed $1 1,000 for the pyrotechnics and laser
show. The sponsor's names will be incorporated into the I aser show. She also gave them the
150th logo to include as well. The company is giving the aser show for 1/3 of the cost.
e. Sock Hop. Ms. Murphy stated that she wanted to bring ip a few items even though a separate
meeting for the Sock Hop is scheduled for later that eve i'ng. She suggested that the raffle
winners be announced at the Sock Hop. The Commissio thought this was a good idea as long
as the winners did not have to be present to win. Ms. M rphy also stated that Kinko's will be
donating the printing of the posters. Ms. Couture stated ghat she felt the artwork may be
donated as well. Help will be needed to distribute the posters. Ms. Murphy also brought up the
cost of admission. She stated that the Centre is charging he Commission for the use of the
gym. Tickets could be priced at $5 each, $3 with a stude t ID, and $20 per family.
Refreshments will be available. More details will be dis•ussed at the Sock Hop meeting later
in the evening.
5. Budget(Spending Plan)
a. Grindstone Productions Video Documentary Project. This project was discussed at the last
meeting. Ms. Murphy provided more information about he project. The video would be used
to interview Elgin residents and document the February 8th Celebration. Grindstone would be
filming on February 28th as well as getting names of peo s le to interview. This video would
tcapture all of the events on February 28th. Ms. Murphy s ated that the cost of the video project
would be $2,000-$3,000. The Commission discussed the project in detail. Mr. Wasilowski
made a motion to proceed with a contract with Grindston- Productions for the video project as
described by Ms. Murphy, not to exceed $3,000.
The motion was seconded by Ms. Camacho.
The motion passed unanimously.
b. Advertising for February 28th.
i. City Advertisement Card. Ms. Murphy passed around a sample of the advertising for
all of the events on that day. The half sheet adverti•ement card will cost $3,000 for
printing and $3,000 for postage. She stated that the Parks Department will be hand
delivering their Parks books door to door. The advertisement card could be put in a bag
with the Parks book to save on postage. The Com ission members discussed the option
of mailing out the advertisement separate. Ms. Mu shy will look into having the
advertisement card designed to be mailed separatel .
ii. Courier News Advertisement. Ms. Miess stated the t the Courier News would run a
wrapper and three ads (one in Dollar Saver and two in the Around Town section) for
$1,500. The full back page of the Dollar Saver woul d cost an additional $1,200. TV
Guides and tab sections are also available for an ads itional fee. Ms. Couture made a
motion to spend $1,500 for the wrapper and three ass.
The motion was seconded by Ms. Moylan.
The motion passed unanimously.
iii. WRMN Radio. Ms. Fox stated that on February 1 th at 8:15 a.m., Jack Davis of WRMN
will promote the 150th by interviewing Commission members. Anyone who would like to
be a part of the interview is invited to attend. W' I is offering 60-second ads for$35 a
piece. WRMN staff will introduce the ad and the Commission would fill in the last 20
seconds. The Commission may want to have the Poi ice Chief, Fire Chief, or Mayor to fill
in the 20 seconds. Ms. Moylan made a motion to al iow staff to negotiate ten 60 second
ads at times which will appropriately promote the 1 '0th.
The motion was seconded by Ms. Camacho.
The motion passed unanimously.
c. "150 Years in Elgin" by Grindstone Productions. M . Murphy passed out a proposal for the
project. Ms. Rock stated that the project was presented io the Historical Society. The
Historical Society does not have the money to fund the •roject. Grindstone was hoping the
150th Commission would. The project would be a docu entary of Elgin's history. The cost for
Grindstone Production to make the documentary is $6,200. The Commission discussed the
project. This project may be able to build off material c•llected from the previous video
project. Ms. Moylan made a motion to encourage the H'storical Society to work with
Grindstone Productions and staff to see how the "150 Years in Elgin"project may be able to
build on the video project as approved by the Commissi•n.
The motion was seconded by Mr. Wasilowski.
The motion passed unanimously.
d. Budget/Spending Plan Approval. Ms. Murphy passed •ut the Budget/Spending Plan. Mr.
Wasilowski went over each of the items. He pointed out that the handout does not include the
projects and expenses that the Commission had voted on a moment before. Mr. Wasilowski
went over the expenses committed to date as well as the •rojected expenses for February 28th.
Ms. Couture made a motion to approve the budget expen.es and the February 28th expenses as
described.
The motion was seconded by Mr. Wasilowski.
The motion passed unanimously.
6. Guest Presentations/Comments
a. Chamber Dinner. The Chamber Dinner is scheduled fo February 24th. Mr. Nelson
confirmed that there will be a silent auction that evening. Mr. Wasilowski has been in contact
with the Chamber and is arranging for a 150th display tab e at the dinner. The license plate
numbered 150 will be auctioned off that evening.
b. 4th of July Parade. Ms. Miess mentioned that the Parad: Committee is in the process of
booking entertainment for the parade. She inquired if the Commission would sponsor a portion
of the costs for entertainment. Ms. Miess did not have sp-cific names of entertainers. She was
asked to provide the Commission with more details befor- the Commission commits to a
specific sponsorship amount.

3. Approval of Minutes. Motion made by Mr. Wasilowski to .pprove the minutes of the 150th
Commemoration Commission from December 17, 2003.
The motion was seconded by Ms. Moylan with one correction . In number four, item c, the word
"May"was changed to "March."

4. Guest Presentations/Comments
a. Emilio Garcia of Alpha Omega. Mr. Garcia informed t e Commission that the Fox Valley
Music Fest called; "Turnin' Up the Volume 2004" is schrduled for June 25-26. He stated that
the music fest is going to be held at the Harley Davidson I.roperty on Route 31 in Elgin. The
music fest is geared for the entire family, and there will b- a variety of artists as well as
activities for children. Mr. Garcia would like to use the 150th logo on T-shirts that will be sold
at the event. He explained a little about his not-for-profit business called Alpha Omega which,
among other things, intervenes to help homeowners from losing their homes. Mr. Garcia stated
he already filled out a Participant Profile form. Mr. Fitzs mmons added that the music fest is
scheduled one week, before the 4th of July and they woulo promote the parade and other 150th
activities at the music fest. Ms. Fox stated that the Corn l ission would get back to Mr. Garcia
regarding the use of the logo.
b. Mike Powers. Mr. Powers passed out copies of a letter al dressed to the Commission which
detailed ideas to help celebrate Elgin's sesquicentennial. I e summarized his eleven ideas as he
went over the letter. His ideas highlighted the use of a va 'ety of arts and media. Mr. Powers
offered to help with any of the ideas presented which inte ested the Commission.
5. Review of Activities Since December 17, 2003
a. City Council Presentation on December 17th. The Co mission stood before the City
Council as Ms. Fox reported the progress of the Commiss on. She informed the Council that
the Commission would be back for the January 14, 2004 eeting to give another update.
b. Elgin Symphony Orchestra Concert on January 2-4. Ms. Murphy reported that there was a
150th memorabilia display at the concert. A four minute film by Grindstone Productions was
played in the lobby area which highlighted Elgin. She sto ted that there will be sales displays at
the Centre,Hemmens and City Hall. Ms. Moylan inquir-d if the displays will be available at
private venues such as local bookstores. This question l:d to a brief discussion on the
Commission's budget. Ms. Fox added that Mayor School( spoke at the intermission on all three
nights. He introduced the hymn"Elgin"and explained t e culture and history of Elgin. Mayor
Schock's words were well received by the audience, and the 150th Celebration was successfully
promoted.
c. Promotional Items Sales.
i. Calendars. Ms. Fox stated that the calendars are bei g sold for$8 each. A copy of the
calendar was passed around the table. The calendars and other memorabilia will be for sale
at the February 28th event. Ms. Moylan stated that th- Image Advisory will staff the sales
tables from 10:00 a.m. until 4:00 p.m.
ii. An Elgin Almanac Update. Mr. Alft passed out a c•mparative cost estimate for printing
his book. He stated that the printer could have the fir.t book ready in 8-10 weeks. An Elgin
Almanac could be ready to sell by the 4th of July. Thr Commission discussed the cost of
the book and amount to have printed. There was also a discussion on the cost of the books
if bought in bulk. It was suggested that there be a special book signing event. Ms. Moylan
made a motion to approve the idea of An Elgin Alma ac, have a copy sent to City staff for
review, have 1,000 copies printed, and sell the book i dividually at $15.
The motion was seconded by Mr. Wasilowski.
The motion was approved unanimously.
d. City Hall Staff Updates. Ms. Murphy stated that she has received a number of Participant
Profile forms. She would like to get a letter out to those .eople and needed the Commission to
vote on the following:
• Judson College-February 28th and May event
• Emilio Garcia-Fox Valley Music on June 25-26
• Larkin Center-Plaque Event on June 7th
• First Congregational Church-Worship Service on Feb ary 29th

The Commission discussed the need for the legal departm-nt to write a section or paragraph in
the approval letter which clarifies that these are not City s•onsored events and City services
will not be provided. They applicants are only given pe l ission to use the 150th logo. Mr.
Wasilowski made a motion, pending a letter from legal, to allow the applicants of the events
and activities listed by Ms. Murphy the use of the 150th loo.
The motion was seconded by Ms. Camacho.
The motion passed unanimously.
6. Reports
rFund Raising/Budget. The corporate sponsors; EFS Bank, SeiLie's, Motorola, IHC Construction
Companies, LLC, Shales McNutt Construction, LLC and Lamp, Incorporated have donated a
combined total of$60,000. The Commission discussed the pure.se for the sale of promotional items.
The use of the funds from the sales will go back to the Commiss on but the exact use of the funds will
be determined at a later date.
a. Children's Committee. Ms. Turnquist reported that she had met with Ms. Camacho to
brainstorm on ways to involve children in the 150th activ'ties. They came up with two ideas.
i. Activity Book. The first idea is to create an activity .ook for the elementary and
intermediate levels. The activity book would contain word searches, mazes, coloring pages,
and more. The idea is for the older children to make s ages designed for a younger child.
Ms. Turnquist would contact the schools and invite t em to participate in the creation of the
activity book pages. Ms. Turnquist thought that high school computer classes may help get
the book print ready. She would like to include all th- schools: private, public, and
parochial. Prizes or gifts could be given to the childrr n who help make pages.
ii. History Fair. The second idea is to have a History Fair where children make a project.
The project could be about past or present Elgin and ay be done in any media the student
decides (ie: clay design, report, music). The schools 'ould select one project to go to a
higher level which could be held at the Hemmens. A select few could then go on to the
Fine Arts Fair Festival. Education majors from Judson College could be asked to help.
Ribbons could be worn by the participants, and prize for the children such as tickets to Six
Flags Great America could be asked to be sponsored.
Ms. Turnquist also shared the idea of having the music d:partments at the schools play or teach
music that would have been played 150 years ago. The istorical Society could be asked to
speak before elementary and intermediate aged children. Packets of information about Elgin's
history would be sent to the schools so the teachers could teach about Elgin's history and
promote the activity book and History Fair. Mr. Wasilo ski made a motion to approve the
ideas presented and let Ms. Turnquist and Ms. Camacho go forward with further planning.
The motion was seconded by Ms. Moylan.
The motion was approved unanimously.
b. Volunteers/Committee Set-up. Ms. Couture reported the t she has been gathering names of
volunteers and having people fill out the volunteer form. s. Fox reported that Mr. Gil
Feliciano, City staff will be keeping the names in a data b:se log. Ms. Murphy mentioned that
volunteers are still needed for February 28th
7. Proposed Budget Review. Ms. Murphy passed out a propos-d budget. Ms. Fox clarified that this
was only an estimated budget. Approval would be needed fo the general budget categories.
Projects will come up throughout the year but the general cat:gories will help to administer the
funds. Ms. Murphy informed the Commission that Grindsto - Productions would like to begin a
video project. The video would be a documentary of Elgin re.idents. They also have a project
associated with the Historical Society. Both projects are requ-sting 150th Commission funds. The
rh documentary video would need approximately$3,000-$4,000 and the Historical Society project
approximately$4,000; totaling approximately$8,000 for bot projects. Mr. Wasilowski requested
more information on the projects before giving approval. Th: Commission discussed the budget
and felt more time was needed on this agenda item. A meeti g was scheduled for Thursday,
January 22°a at 5:00 p.m. to finish discussion on the budget.
8. February 28th Update. Ms. Murphy showed a video presen ation on a pyrotechnics and laser
show that can be done over the Fox River. She reported that .he had met with the pyrotechnics
company along with Police and Fire. Something similar to t e video could be done in Downtown
Elgin. The company will give the City a break in price. Ms. Murphy is waiting to hear back
regarding an exact amount but it should be approximately$7 000-$8,000. She needs the
Commission to give her the approval to commit to the pyro a d laser show. Mr. Wasilowski
pointed out that money has already been set aside in the Com ission budget for fireworks. He was
in support of spending the money to cover the cost of the pyri and laser show on February 28th
The Commission discussed the incorporation of the sponsor'. names in the fireworks show. Ms.
Murphy suggested having a reception for the sponsors where they could watch the show from the
Administrative Conference Room of the Centre. Ms. Turnqu st made a motion to give Ms. Murphy
permission to commit up to $10,000 for the pyro and laser sh e w.
The motion was seconded by Mr. Wasilowski.

150th Commemoration
2004 Year in Review
The Elgin City Council appointed the 150th Commemoration Commission in September, 2003, for the
purpose of recognizing 2004 as the anniversary year of the in orporation of Elgin as a city. A group of
dedicated volunteers served through January, 2005: Karen Fox, E. C. "Mike"Alft, Mary Camacho, Betsy
Couture, Lucy Elliott, Aloun Khotisene, Susan Moylan, Ronald O'Neal, Sr., and Kathleen Turnquist. Ex-
Officio Members:Elgin Area Convention and Visitors Bureau ( taff); Leo Nelson, Elgin Area Chamber of
Commerce;Norma Miess, Downtown Neighborhood Associatio and Linda Rock, Elgin Area Historical
Society.Cherie Murphy, served as staff liaison for the City of Elgi .
The Commission and the activities they created greatly impr•ved the image of Elgin. They worked
strategically to compliment the efforts of the Image Commiss on, the Enhancing Elgin initiative of the
Chamber, and many other community groups reflecting the messa:e of"It's Happening Here!"
A key message was to focus on the purpose of the celebration the incorporation of the City of Elgin, our
council-manager form of government, and our city departments a d services. Not only did the Commission
create several new community events in 2004, but they also made a commitment to support the many existing
events of Elgin groups and organizations. With the Commis ion's support, other community members
became partners and benefited from the promotion and cooperatio . A renewed"community spirit"resulted.
A History Lesson--Promoting Elgin's Rich History and Form of government
Numerous presentations to community groups: Kiwanis, Lions Cl ib, etc. focusing on Elgin' s attributes
Community Project with City and Home Depot and 100 volunteers (on a cold day) – Daffodil Planting –
24,000 bulbs in Kimball Street, Walton Island, and near Hemmens
Securing corporate sponsors ($10,000 each): EFS Bank; IH Construction Companies, LLC; Lamp,
Incorporated; Motorola; Seigle's; and Shales McNutt Construction LLC.
Promotion of City of Elgin's website (www.cityofelgin.org) .s the place to go for information; the
anniversaries of other groups was listed, including the 50th year of Elgin's City-Manager Government
Promotion of Image Commission's "Our City Government, Then a d Now-1854-2004"by Mike Alft
The Daily Herald counted down with a daily feature "150 Great T ings About Elgin."
January 2-4 "Royal Fireworks Concert"—Elgin Symphony Orches ra and Robert Hanson's arrangement of the
hymn "Elgin"; Mayor Ed Schock appeared at each performance to s nnounce the 150th.
The City staff created a calendar which highlighted the history of each department Commission member and
former Mayor, E.C. "Mike"Alft, wrote An Elgin Almanac which w:s available in June.
February 28 - The Birthday Celebration
After months of planning, the Commission and City staff held open houses at all city departments, Old Main
Museum, and Elgin Public Museum in Lords Park. Adults and c ildren used a "scavenger hunt" form to fill
out to help them learn more about city services. Trolleys and susses shuttled people to the sites. Forty
birthday cakes were donated by local businesses and clubs. Scr eduled events during the day included a
ribbon-cutting at the new Public Works facility, special musical •erformances, and a recognition ceremony
with many special guests. Speaker of the House Dennis Hastert . tended to congratulate Elgin, and the City
Council blew out candles on a large birthday cake. It was 50 deg ees and unseasonably warm. That evening,
4,000 people cheered the first fireworks (pyrotechnics and a la•er show set to music) on Walton Island.
Following the fireworks, the crowd moved into the Centre's field ouse and joined in the Sock Hop. Adults
and children in poodle skirts and bobby socks had a great time. The 150th anniversary celebration was a hit!
Fourth of July Weekend in an All-America City
The All-American Weekend began on Thursday, July 1 with the political satire group "Capitol Steps" at the
Hemmens. On Saturday, free trolleys ran from downtown Elgin to transport residents to the parade route.
Thousands lined the new parade route on Douglas Avenue from Slade Avenue to Highland Avenue.
Considered one of the best parades in recent years, the success was due to the Parade Committee of the DNA.
Mike Alft was Grand Marshall. Representatives of Elgin' s various ethnic groups served as Honorary
Marshalls. The Commission worked with DNA, the Church on the Rock, and others to provide a festival with
food, family activities, and music after the parade. A Battle of the Bands was planned by a committee of
teens. An evening concert featuring the U.S. Air Force Band was well attended, and the audience enjoyed
another pyrotechnics show off Walton Island. On Sunday, the 4th, the traditional fireworks were held at the
Sports Complex. The weekend full of events resulted in many Elginites requesting, "Let's do this again!"
Promoting Elgin and Supporting the Community
The Commission promoted diversity and supported: "Carousel of Quilts," an African-American quilt show in
March, the celebration for Lao New Year in April, Preservation Week in May, and Fiesta Salsa and the
Historic Elgin Cemetery Walk in September. A Children's Activities Committee of the Commission created
an Elgin History Fair for families in October. In December the Commission worked with the Downtown
Neighborhood Association and others to support their annual Window Wonderland and holiday events. Elgin
High School's Gifted and Talented Academy presented"Colors of the World"to three audiences.
The Commission created many products to sell at affordable prices for all residents: sweatshirts, t-shirts,
water bottles, commemorative license plates, plate frames, watches, and other collectibles. The Elgin Image
Commission members helped sell items throughout the year. And a final commemorative publication created
by Village Profile was sent to 30,000 addresses in Elgin— capturing the spirit and accomplishments of 2004.
