HomeMy WebLinkAboutG57-92 Ordinance No. G57-92 AN ORDINANCE ESTABLISHING FEES AND CHARGES AT THE MUNICIPAL GOLF COURSES OF THE CITY OF ELGIN FOR THE 1993 GOLF SEASON AND ESTABLISHING CERTAIN POLICIES RELATIVE TO THE OPERATION OF SUCH COURSES WHEREAS, the City Council has determined that it is necessary and proper to establish a new fee schedule and other policies relative to the operation of the municipal golf courses of the City of Elgin for the 1993 golf season. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1 . That the following fees and charges be, and the same are hereby established for the two municipal golf courses for the 1993 season, to-wit: SEASON PASSES SPARTAN MEADOWS AND WING PARK: Resident Non-Resident Adult (age 16 and over) $ 505.00 $ 575. 00 Senior (62 years and over)* $ 270 . 00 $ 315 .00 Youth (high school student $ 215. 00 $ 250. 00 or age 15 and under) * Couples Pass $ 775 .00 $ 890 . 00 WING PARK ONLY: ** Adult (age 16 and over) $ 290.00 $ 350 . 00 Senior (62 years and over)* $ 160.00 $ 195. 00 Youth (high school student $ 135 .00 $ 160 .00 or age 15 and under) * Couples Pass $ 450.00 $ 545 .00 * Senior and Youth Passes are good Monday through Friday and Saturdays, Sundays, and holidays after 3 : 00 p.m. with no additional charge. Senior Passes are good Saturdays, Sundays, and holidays before 3 : 00 p.m. with payment of the course fee. ** Wing Park season passes are good at Spartan Meadows after Wing Park closes . RESERVATION CHARGES Leagues will be charged a $25.00 fee for their block of times for the season. Outings to be charged a non-refundable deposit equal to $10 .00 per starting time necessary to accommodate the group. DISCOUNTS A. DISABLED PERSONS DISCOUNTS: Senior citizen rates shall be available to disabled persons upon application which includes the following information: 1. Name and age of applicant. 2 . Notarized affidavit that applicant is unable to work, full or part time, due to physical disability. 3 . Written statement from licensed physician stating that the applicant is physically disabled and unable to work full or part time. B. GROUP DISCOUNTS: For groups of 16 or more a discount may be granted at the discretion of the Golf Professional . Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3 . BACKGROUND In the spring of 1992 the Elgin Municipal Greens Committee expanded their advisory role into a Golf Committee covering all issues related to golf at Spartan and Wing Golf Courses. The Golf Committee, through review by the Parks and Recreation Advisory Board, established 1993 goals with priorities all of which must be covered by revenue to meet the obligation of an enterprise operation. The primary source of revenue that covers daily maintenance and planned improvements are the golfing fees. Extensive review by the Golf Committee and staff was undertaken to meet objectives and at the same time, be sensitive to past issues of senior and junior golfers. As last year, the largest increase will be placed upon nonresident golfers, in effect maintaining a lower fee increase for residents; altogether meeting the financial obligation of this enterprise operation. FINANCIAL IMPACT Operating expenses for fiscal year 1993 are budgeted at $903,000. Fees and charges cover $839,000, with the remaining difference made up of $50,000 cash forward, and the balance from miscellaneous items (sales tax, telephone commission, etc) . r Mayor and Members of the City Council November 23, 1992 Page 2 rink These revenues are based upon the same average rounds played as last year: 36,500 rounds at Spartan and 33,000 rounds at Wing. It is apparent to staff and the Golf Committee that both courses have a good deal of room to expand the rounds played. The revenue generated from more rounds than budgeted will increase this enterprise funds cash balance, that could then be targeted for the much needed improvements at both courses. RECOMMENDATION The Parks and Recreation Advisory Board, the Elgin Municipal Golf Committee, and staff recommends City Council approve the 1993 golf fees, charges and policies. Larry-Z'.
