FOR UNINTERRUPTED POWER SUPPLY SYSTEM AND THE POLICE FACILITY WHEREAS,the City of Elgin has heretofore entered into a contract with Powerlink Services, Inc., for replacement of uninterrupted power supply in the police facility; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1 and Final, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that Olufemi Folarin,City Manager,be and is hereby authorized and directed to execute Change Order No. 1 and Final,a copy of which is attached hereto and made a part hereof by reference. s/Ed Schock Ed Schock, Mayor Presented: February 27, 2008 Adopted: February 27, 2008 Omnibus Vote: Yeas: 7 Nays: 0 Attest: s/Diane Robertson Diane Robertson, City Clerk ELGIN, ILLINOIS PROJECT 239551 CHANGE ORDER No. 1 and FINAL CONTRACT: UPS Replacement at the Police Facility(Bid# 07-001) SCOPE: This Change Order No. 1 will provide for the installation of an external bypass switch related to the replacement of the UPS system at the Police Facility. The need for this additional equipment was unforeseen at the time of the award of the original contract. This change order affects a contract entered into between the City of Elgin and Powerlink Services Inc. of Elgin, IL, an Illinois corporation, dated June 27, 2006 for the installation of the UPS system in the Police Facility. REASONS FOR CHANGE: This Change Order No. 1 is in the best interests of the City and is authorized by law. The necessity for the changes was unforeseen at the time of the original agreement, and the changes contemplated hereby are germane to the original agreement. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The original contract will be amended as to scope and costs to include the installation of an external bypass switch for the PS syslem Transformer and Hardware ADD $6,568.00 2 CB Bypass Switch ADD $2,101.00 Installation and Wiring ADD $7,784.00 Total Change Order ADD $16,453.00 Original Contract Amount $43,915.00 New Contract Amount $60,368.00 The original contract with Powerlink Services Inc. is $43,915.00. By reason of Change Order No. 1,the contract for the UPS Installatin Project will be increased in the amount of sixteen thousand four hundred fifty three and 00/100 dollars ($16,453.00) or approximately 37% of the original contract amount. The new contract amount, inclusive of Change Order No. 1 is sixty thousand three hundred sixty eight and 00/100 dollars ($60,368.00). RECOMMENDATION It is recommended that the City Council approve Change Order No. 1 and final with Powerlink Services, Inc. of Elgin, IL, in the amount of$16,453 for the installation of an external bypass switch in relation to the installation of a new uninterrupted power supply (UPS) system in the Police Facility. BACKGROUND UPS provides backup power to the communications center within the Police Facility. During the summer of 2006, a battery ruptured inside the old UPS system and damaged some of the control boards. The manufacturer of that unit is no longer in business and therefore new parts are no longer available. Refurbished parts were found to get the unit up and running but it was no longer reliable. Since this unit supports such a critical area, funds were included in the 2007 budget to replace this unit. City Council approved a contract with Powerlink Services at the February 14,2007 council meeting in the amount of$43,915. As the project progressed and plans were made to replace the UPS,we realized there was no way to take the old UPS out of service without shutting down power to the Communications center. Given the very critical nature of this piece of equipment, the City formulated a plan to prevent this from being an issue should the need arise to replace the UPS or in the event of a catastrophic failure in the future. An external bypass switch was added to the system which will allow the power to be switched to a different source without shutting down communications. A copy of the change order is attached for your information. There is$95,000 budgeted and $39,600 available in the Riverboat Fund, account number 275-0000-791.92-46, "Capital Additions/Other Equipment," project number 239551, "Police Facility UPS Replacement"to fund the change order. LEGAL IMPACT None ALTERNATIVES 1. The City Council may choose to approve the change order with Powerlink Services, Inc. of Elgin,IL. 2.
